Floridas governor, Rick Scott, has warned that entire neighbourhoods face being wiped out by deadly Hurricane Matthew, one of the most powerful storms in living memory that strengthened significantly on Thursday morning as it closed in on the US state's east coast.

"Unfortunately, this is going to kill people," Scott said of the category 4 hurricane that forecasters said was expected to approach Palm Beach with wind gusts of up to 165mph stretching up to 65 miles from its centre.

Barack Obama signed an emergency declaration for 28 Florida coastal counties in Matthew's path, freeing federal resources for disaster relief and recovery efforts, Scott's office announced.
