Just in: Britain's Boris Johnson says he will NOT run for prime minister. The BBC also reports that Johnson has announced he will not stand as Conservative leader. "Having consulted colleagues and in view of the circumstances of Parliament I have concluded that person cannot be me," Johnson said.

The former London mayor was the frontrunner to lead the country after he led the Vote Leave campaign to victory in the EU referendum.
