The Madras high court today rejected a petition filed by a city-based social activist challenging the election of AIADMK supremo and Chief Minister Jayalalithaa from R K Nagar Assembly seat here in a by-poll last year.
Justice Pushpa Sathyanarayana dismissed the petition by "Traffic" Ramaswamy, a losing independent candidate in the June 27, 2015 by-election as he did not appear before the court.
He had alleged vitiation of the result through corrupt practices and abuse of official position.

Two separate petitions, including the one by Ramaswamy, were filed challenging the election of Jayalalithaa in the bye-election to the previous assembly held in the aftermath of her acquittal by the Karnataka High Court in a disproportionate wealth case.

22:44   Turkish PM confirms attacks on US-backed Kurdish forces
Turkey's military has twice attacked US-allied Kurdish opposition fighters in northern Syria, Ahmet Davutoglu, the country's prime minister has confirmed for the first time.

In an interview with A Haber television late on Monday, Davutoglu said Turkey had warned members of the Democratic Union Party (PYD) not to cross to the west of the Euphrates river and if they did, Turkey would attack.

"We struck twice," he said, without giving any further details.

Turkey regards the PYD, and its military wing the People's Protection Units (YPG) as the Syrian offshoot of the outlawed Kurdistan Workers' Party (PKK) which has fought an insurgency in the Kurdish-majority southeast of Turkey since 1984.

But the YPG, which controls a large area of northern Syria bordering Turkey, is considered a key ally of the US-led coalition fighting the Islamic State group in Syria and Iraq.

Davutoglu's comments came after Syrian Kurdish fighters accused the Turkish military of attacking their positions in northern Syria from where they expelled IS after fierce clashes in June.

21:59   'Mulayamwadi' Amar Singh threatens to quit Rajya Sabha
Claiming that people close to Mulayam Singh Yadav are being "insulted" in the Samajwadi Party, its MP Amar Singh today threatened to resign as a Rajya Sabha member.

"I have never said I am Samajwadi. I am Mulayamwadi... But it has become kind of a crime to be Mulayamwadi," he said.

He said he is awaiting a meeting with Mulayam to discuss the issue. "I will hand it (resignation letter) directly to (Rajya Sabha Chairman) Hamid Ansari. I am not the one who use resignation as a pressure tactic," he told Aaj Tak.

Singh, who had recently returned to the SP fold, said several senior party leaders were opposed to his return.

In Rajya Sabha, he said, he sits at the back benches with party leaders like Reoti Raman Singh and Beni Prasad Verma, while leaders like Naresh Agarwal hog the limelight. "When personal choices overtake merit, politics suffers," he said without naming the leader who had been targeting him.

He said he is maintaining silence as Mulayam has advised him to keep "mum".

21:51   Those who live by the gun will perish: Jaitley
Finance Minister Arun Jaitley on Monday appealed to youth in turbulent Kashmir to shun violence and at the same time said security forces will have to act in self-defence if they are attacked.

Stating that a political solution to the problem in Jammu and Kashmir will have to be fond soon within the Constitutional parameters, Jaitley said security forces need not use force if the protests are peaceful.

"But if they bring weapons, explosives (and) attack security forces... come in thousands and pelt stones on security forces, this constitutes an attack and security forces will have to act in self-defence," he told 'Aaj Tak' news channel.

At an event in Jammu on Sunday, Jaitley while acknowledging that the situation in Kashmir is "serious" asserted that there can be no compromise with those indulging in violence and described stone-pelters as "not satyagrahis but aggressors" who target police and security forces.

"I want to appeal to the youth of this country who have strayed on wrong path, that they should leave the wrong path as they will otherwise be a loser in the end," he said.

Jaitley also blamed Pakistan for not just training and funding terrorists but also for instigating the youth in Kashmir Valley.

"Security forces cannot lower their guard (against terrorists)," he said, adding, "Those who live by the gun, (will) perish (by the gun)."

On possible solution to the problem, he said separatists and terrorists will have to be isolated while needs of the common citizens in the Valley addressed compassionately.

"We have to take along the common citizen of Kashmir Valley. There cannot be any scope for any injustice to the public at large but at the same time there is also no room for any compassion for terrorists," he said.

21:04   2,600 more paramilitary personnel rush to Kashmir Valley
In the wake of continuous unrest in the Kashmir Valley, the Centre today rushed 2,600 additional paramilitary forces to Jammu and Kashmir.

Twenty-six companies (100 personnel in each company) of Border Security Force are being dispatched to trouble-torn areas in the state for maintaining law and order, official sources said.

These forces are being drawn from Gujarat, Rajasthan and West Bengal and they are expected to reach the Valley in a day or two.

Besides, an additional 30 companies of the force are also expected to be sent to the state in next few days after their withdrawal from the Amarnath Yatra duties, sources said.

Kashmir Valley has been witnessing unrest after the killing of Hizbul Mujahideen terrorist Burhan Wani 45 days ago.

As many as 65 people including two police personnel have been killed and several thousands injured in the clashes that began on July 9.

20:59   Eviction of Omar Abdullah's estranged wife Payal from Delhi bungalow begins
Action to evict Payal Abdullah, estranged wife of former Jammu and Kashmir Chief Minister Omar Abdullah, from the J and K government bungalow in New Delhi was initiated today by the state authorities.

A squad from the Jammu and Kashmir Resident Commissioner's office broke the outer gate of the bungalow and were taking out her belongings.

The action followed a Delhi High Court order on August 19.

After asking her orally to "gracefully" vacate the official bungalow, the court had said Payal and the estranged couple's two sons staying with her are "liable to be evicted forthwith", terming their entitlement to retain it as "wholly illegal".

Payal, who has been residing at the bungalow since 1999, had approached the High Court after the trial court on August 16 had asked her to move out of the house in Lutyen's Zone.

The high court was hearing Payal's plea seeking that she and her children be not evicted from 7, Akbar Road (type VIII) bungalow or an alternative accommodation be provided in view of their security status and threat to their lives.

20:52   SC seeks response from ASI on night viewing of Taj Mahal
The Supreme Court has sought response from the Archaeological Survey of India on a plea filed by an advocate seeking permission for visitors at Taj Mahal to view the marble mausoleum at night upto the central tank.

A bench headed by Chief Justice T S Thakur issued notice to ASI and other concerned authorities while seeking their reply in two weeks.

The order came on an application filed by advocate Ajay Agrawal, a BJP leader, said that visitors often complain that the view of the 17th century monument was not clear by the naked eyes because of such large distance.

He said that visitors should be allowed to go upto the Central Tank, about 150 metres away from the main monument.

In support of his argument, Agrawal referred the report dated January 4, 2000 of Krishan Mahajan, the then Court Commissioner in this case, who recommended night viewing of Taj from Central Tank after going through security and all other aspects.

19:57   Before inciting Hindus, produce and raise 10 kids: Kejriwal tells Bhagwat
Mohan Bhagwat should himself father ten children and raise them well before "inciting" Hindus, Delhi Chief Minister Arvind Kejriwal said on Monday, wading into the row over the RSS chief's comments on Hindu
population.
"Before inciting the Hindus, Bhagwat should himself father 10 children and show that he can raise them well," Kejriwal tweeted in Hindi.
Bhagwat had on Saturday courted controversy when he said, "Which law says that the population of Hindus should not rise? There is nothing like that. What is stopping them when population of others is rising? The issue is not related to the system. It is because the social environment is like this."
The RSS chief's remarks had come during an interaction at an event in Agra when somebody asked him a question on the issue of declining Hindu population.
The AAP chief also took on BJP chief Amit Shah over his comments on nationalism.
"We have to unite against those who want to crush freedom of speech and democracy in the garb of nationalism," said another post by Kejriwal on the microblogging site.
Kejriwal was referring to Shah's tweets that people will have to unite against those "dividing" the nation in the name of nationalism and that no nation can stand together in the absence of nationalism and patriotism.

19:34   Pills found in Singer Prince's home mislabeled, contained fentanyl
Pills seized from singer Prince's home were labelled as hydrocodone but contained fentanyl, the powerful opioid that killed him, according to a new report.

The 57-year-old legendary singer was found dead at his Paisley Park home in April and according to the autopsy report, the death was from an accidental overdose of fentanyl.

The new details have been reported by Minneapolis Star Tribune, which has quoted an insider with knowledge of the investigation.

Prince did not possess a prescription for fentanyl, a synthetic opioid that has been described 50 times more potent than heroin and up to 100 times more potent than morphine.

The investigators are still uncertain as to how the singer ingested fentanyl as they have not found any prescription for the drug from his house.

They, however, are leaning towards the theory that he took the pills not knowing they contained the drug. Fentanyl, the most powerful painkiller on the market, is normally prescribed to cancer patients in extreme pain.

19:19   My career all but over if ban not reviewed: Narsingh
Dope-tainted Narsingh Yadav on Monday admitted that his career would be over if the four-year ban imposed on him by the Court of Arbitration for Sports is not reviewed and said that the country should take up his case as India lost out on an Olympic medal in 74kg category.

Narsingh was debarred from representing India at the Rio Games in 74kg freestyle wrestling event after he was slapped with a four-year ban by CAS for flunking a dope test following WADA's challenge to the clean chit given to him by NADA.

"My career will be over. In case, my ban is not reviewed, it would be all over for me," Narsingh told PTI after arriving in the capital.

"But it is not just me who have been defamed, this ban on me is a blot on the entire nation's reputation. If my ban is not reviewed, an innocent person would be tainted for life, let alone career being over," a demoralised Narsingh added.

The 27-year-old grappler from Maharashtra said had he been allowed to compete, India would have definitely won another medal from the Rio Games.

"India has definitely lost out on a medal in 74kg category because one of the two guys who has bagged a bronze in the Rio Olympics, Soner Demirtas of Turkey, I had defeated him during the World Championship at Las Vegas last year enroute to booking my Olympic quota place with a bronze-medal finish there," said Narsingh.

He said his case has got even more complicated with his "own people" trying to hatch a conspiracy.

"I have got to know that some people in India had told WADA that I had been cleared under political pressure and my case should be reviewed. When my own people are conspiring against me, it becomes even more tough for me to prove my innocence," Narsingh, who was stopped from competing at Rio just hours before his scheduled bout, said.

19:13   Turkey vows to fight IS after attack kills 54, many children
Turkish Foreign Minister Mevlut Cavusoglu said on Monday that his country is determined to fight Islamic State group extremists both inside Turkey and in Syria, after a youth blew himself up at a Kurdish wedding
party, killing at least 54 people, many of them children.
Cavusoglu said Turkey would provide every kind of support that may be necessary to "cleanse" Turkey's border with Syria of the extremists.
The death toll from Saturday's attack increased to 54 on Monday, after three more victims died in hospital, the state-run Anadolu Agency reported. Nearly 70 others were wounded.
An official said at least 22 victims of attack in the southeastern city of Gaziantep, near the border with Syria, were children under the age of 14. The official couldn't be named in line with Turkish government rules.
There was no immediate claim of responsibility, but officials have said it appears to be the work of the Islamic State group, accusing it of trying to destabilize the country by exploiting ethnic and religious tensions. It was the
deadliest attack in Turkey this year.

Authorities were trying to identify the attacker, who President Recep Tayyip Erdogan said was aged between 12 and 14.
Responding to a question on reports that Turkish-backed Syrian opposition forces may launch an operation to free an IS-held town from Turkish territory, Cavusoglu said: "Our border has to be completely cleansed of Daesh. It's natural for us to give whatever kind of support is necessary," He was using an Arabic name for the IS group.
"(IS) martyred our ... citizens. It is natural for us to struggle against such an organization both inside and outside of Turkey," he said.

18:38   NASA plans to hand over ISS to commercial firm
NASA is planning to hand over the control of the International Space Station to a commercial company around the mid 2020s, the United States space agency has said.

"NASA's trying to develop economic development in low-earth orbit," said Bill Hill, NASA Deputy Associate Administrator for Exploration Systems Development.

"Ultimately, our desire is to hand the space station over to either a commercial entity or some other commercial capability so that research can continue in low-Earth orbit," said Hill, speaking on a panel of NASA staff assembled to discuss the upcoming Mars mission.

The timing fits with the end of the US government's current funding of the ISS programme, which was extended by Obama administration from its original deorbiting date of 2016 through 2020, 'Tech Crunch' reported.

Operations were prolonged through 2024 to help give NASA a platform from which to run its near-Earth preparatory missions leading up to the ultimate manned mission to Mars.

However, NASA did not specify any potential buyer. A new docking adapter is being put in place to support crew shuttle missions from Boeing and SpaceX, both of which are set to start shuttling personnel to the ISS in 2017.

SpaceX has been running resupply missions for the space station and NASA since 2012, and has completed nine such missions to date. PTI SAR

18:31   Democracy and elections are solutions to every problem, not guns: Mehbooba
Jammu and Kashmir Chief Minister Mehbooba Mufti on Monday said that democracy and elections are solutions to every problem, not guns.

Appealing people to bring peace in the Valley, Mufti said, "I can fight guns and stones but not without your support."

"Only a handful of people are causing trouble in Kashmir," the CM said.

The Valley remained paralysed for the 45th day today due to restrictions and strike in the wake of violence following killing of Hizbul Mujahideen commander Burhan Wani.

As many as 65 persons, including two cops, have been killed and several thousand others injured in the clashes that began on July 9.

18:14   BSF troops deployed in J&K after 12 years
The Border Security Force, which was taken off counter-insurgency operations in Jammu and Kashmir in 2004, was on Monday deployed in the summer capital Srinagar after a gap of 12 years.
BSF personnel were deployed in the commercial hub of Lal Chowk in the city and adjoining areas for law and order duties, a police official said.
Officials from the civil administration, the BSF and police top brass refused to comment on the deployment of the force in the city.
This is for the first time since 2004 that BSF has been called for active duty in the city.
The BSF, which conducted anti-militancy operations in Kashmir for nearly 13 years from 1991, was replaced in the city by the Central Reserve Police Force in 2004.
The BSF troops were then moved to their primary duty of guarding the Line of Control and the international border.

The proposed law suggests that if anybody conducts propaganda against the War of Liberation and its spirit, Father of the Nation 'Bangabandhu' Sheikh Mujibur Rahman or the Liberation War issues, which are resolved by the court, through electronic media, he or she will suffer maximum life imprisonment and the minimum three-year imprisonment and the highest Taka 1 crore fine or both the punishment, Cabinet Secretary Shafiul Alam told reporters.

The 1971 war was a revolution and armed conflict sparked by the rise of the Bengali nationalist and self-determination movement in then-East Pakistan. It resulted in the independence of Bangladesh.

15:29   PM promises full central support to 5 flood-hit states
Prime Minister Narendra Modi today expressed concern over the worsening flood situation in Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan and Uttarakhand and promised total support from the centre in rescue and relief operations.

He spoke to UP Chief Minister Akhilesh Yadav, Bihar Chief Minister Nitish Kumar and Madhya Pradesh Chief Minister Shivraj Singh Chouhan, official sources said. Modi said Home Minister Rajnath Singh was closely monitoring the situation and had spoken to Chief Ministers of the five states to take stock of rescue and relief operations.

"I pray for the safety & wellbeing of those in areas affected by floods in parts (of) UP, Bihar, Uttarakhand, Rajasthan & MP," he tweeted.

"Centre assures total support in the rescue & relief operations. I hope the situation in the affected areas normalises at the earliest," he said in a tweet. In Madhya Pradesh, torrential rains have lashed western parts disrupting normal life. The Ganga had yesterday crossed the danger mark in West Bengal, Bihar and neighbouring districts of Uttar Pradesh where Yamuna river is also in spate, while heavy rainfall has created a flood-like situation in some parts of Rajasthan where six persons have died so far.

14:58   The real reason Poonam Mahajan is not a minister
So how did Poonam Mahajan miss the chance of becoming Union Minister of State? The story that is now grist for the gossip mills is that the sole reason for her being sidelined is the rivalry between her late father, BJP leader Pramod  Mahajan and the present leadership. Pramod Mahajan was the creation of LK Advani and his relationship with the party is well known. However, Poonam is in the good books of Prime Minister Narendra Modi and she may yet secure a ministerial berth in the next Cabinet reshuffle according to insiders.

And there's talk of other misses also like young leaders such as Anurag Thakur, Swapan Dasgupta and Nishi Kant Dubey and elders like Hukum Narain Yadav from Bihar.

Soon Prem Kumar Dhumal will become a chief minister, and therefore son Anurag thakur will be bypassed. Also Thakur is occupying an important position as the BCCI chief. Swapan dasgupta almost made it as MoS HRD but could not manage it because a major claimant was Dr Subramanian Swamy. Also, the party does not want two editors in top posts after MJ Akbar was appointed MoS External Affairs.

14:19   Telangana Dy CM's boo boo: Offers Sindhu a new coach to get her a gold
Telangana's deputy Chief Minister Mahmood Ali, who was among the thousands who had gathered at the Indira Gandhi International airport in Hyderabad to welcome PV Sindhu has made her offer that may well have embarased her.

"Sindhu is our daughter and she has made us proud. We will now provide her with an additional coach.

"Her current coach Gopi is good. But we want her to win Gold medals in the upcoming international competitions," Ali said.

The 21-year-old and her coach Pullela Gopichand, who also guided Saina Nehwal to a Bronze in 2012 London Games, have garnered a lot of praise after their Rio show. Sindhu and her family have always maintained that Gopichand is the driving force behind her wins.

The two have in fact said they will try and better their result in the 2020 Tokyo Games.

That's clearly an offer Sindhu will be happy to refuse.

13:48   Is Hukum Narayan Yadav next VP?
Prime Minister Narendra Modi has likely zeroed in on the next vice-president of India. And the person is probably Hukum Narain Yadav from Bihar. Yadav may make it because he is articulate and as vice president he will be the presiding officer in the Rajya Sabha. He is also an MP for three terms, MLA for two terms and was union minister during Atal Bihari Vajpayee's tenure. An ardent follower of Ram Manohar Lohia and Karpuri Thakur, the Prime Minister likes his speeches in the Lok sabha, especially the way he takes on Rahul Gandhi in his inimitable Bihari style.

Hamid Ansari's term ends on August 2017 after which the election for the Vice President begins. That's almost a year away, but rumour mills don't follow calendars.

Jammu and Kashmir Congress Chief Ghulam Ahmed Mir said, "The Prime Minister did agree development isn't the only way out, indicating there was perhaps a thinking to start a dialogue. We are hopeful that it will happen soon."

The delegation informed the Prime Minister of the ground situation in the state, ever since the killing of Hizbul Mujahideen commander Burhan Wani over a month ago on July 8. Over 66 people have been killed in clashes with security forces across the Valley.

The delegation submitted a memorandum to PM Modi seeking immediate ban on pellet guns in the state. The team further requested the Prime Minister to initiate dialogue with all stakeholders in the Kashmir valley immediately. A continued failure to address the unrest in Kashmir will further deepen the sense of alienation, the delegation told PM Modi.

09:20   Ungendering Home Economics
"I was rather uninterested at first, and then taken aback when I was taken to see the Home Economics room at Sri Sri Academy, a high school in Calcutta. The teachers proudly showed me the first-rate equipment, the sparkling facilities and spoke about the kind of topics that were taught, which included cooking, nutrition, sewing, laundry, cleaning, interior decoration, and child development. 08:32   Government favours a January budget, move will allow taxpayers plan better
The government is looking to advance the budget presentation by a month to January from next year, a move that will allow individuals and companies more time to firm up savings and tax payout plans. The budget is usually presented on the last working day of February, a month before the new financial year begins on April 1.

"No final decision has been taken so far, but the ministry is examining the idea to advance the date of presenting the budget,' said a finance ministry official who did not wish to be named.

The move will need bipartisan political support as it will involve advancing the Parliament's budget session at least by a month.

The Congress was not in support of the plan. "What is the logic behind changing a time-tested method? If the budget is presented in January, the finances of the country will not be clear by then," said Veerappa Moily, the Congress's Lok Sabha MP and a former law and corporate affairs minister.
