21:23   HC dismisses CBSE appeal against order allowing veil
The Kerala high court today dismissed an appeal filed by Central Board of Secondary Education challenging its single judges order granting permission to Muslim girls to wear the hijab (veil), a customary religious dress, while appearing for All India Pre Medical Test-2016.

A division bench, comprising Justice P N Ravindran and Justice Sunil Thomas, observed that no ground had been made out to interfere with the April 26 order of the single judge.

It further said the CBSE in principle has accepted the ruling of the single judge in its April 26 memorandum wherein it directed the candidates wearing hijab to appear for the test at 8.30 am.

In his order, Justice Muhammed Mushtaq had permitted all candidates who, based on the religious practice, want to wear headscarf and full-sleeved dress to appear for the test but on condition that they be present at the hall an hour before the exam for frisking, if necessary, by women invigilators.

In its appeal, the CBSE said the single judge had ignored the likelihood of millions of students being affected by its direction, particularly in view of the fact that arrangements for the conduct of examination had been completed.

The CBSE had contended that since the judgment creates necessity for additional women invigilators, it would find conduct of the examination with such additional women invigilators trained to honour religious sentiments extremely cumbersome, unmanageable and unworkable at this extremely belated stage.

18:45   Delhi, Guj universities told to make details of Modi's degrees available
The Central Information Commissioner has directed universities of Delhi and Gujarat to respond to all RTI applications with regards to PM Narendra Modi's educational qualifications. The CIC also directed the PMO to make available specific details of  the PM's degrees to Delhi University to facilitate their search and disclosures.

Chief Minister Arvind Kejriwal Thursday wrote a letter to Central Information Commissioner M Sridhar Acharyulu, stating he had taken exception to the Central Information Commission (CIC) hiding information pertaining to the educational qualification of Prime Minister Narendra Modi.

I have learnt that you have curtailed the disclosure of information related to the degree of PM Narendra Modi there are allegations that Mr Modi has no degree. In the light of this, the people of the country want to know the truth. But you have refused to make information about his degree public. Why did you do that? This is wrong, Kejriwal wrote.

In his election affidavit, PM Modi had claimed that he completed a distance education course in political science from Delhi University in 1978. The Delhi University had also rejected an RTI plea seeking information on Modi's bachelor of arts degree.

Earlier, Gujarat University had refused to divulge information related to the PM's masters degree, saying that the marksheet and other details were personal information.

Following this, Delhi Chief Minister Arvind Kejriwal has asked the CIC to make public details of Prime Minister Narendra Modi's educational qualification.

17:40   Amit Shah asks Sonia Gandhi three questions on Agusta
Intensifying his attack, BJP President Amit Shah today targeted Congress chief Sonia Gandhi once again over the VVIP chopper scam asking her to explain a "number of relaxations" given to AgustaWestland which, he alleged, compromised India's interests.

Posing questions to Gandhi before the media, he said reports of bribery in the deal appeared in the Italian media soon after the it was finalised but the then UPA government went ahead with it instead of invoking a tender clause, which enabled it to be put on hold.

The deal was "put on hold" only in 2013 after corruption was "proved", he said adding the Congress chief should answer who was behind the delay.

Shah said the tender for the purchase of choppers allowed only original equipment manufacturers (OEM) but AgustaWestland was allowed to compete even though it was not an OEM.

"I want to ask the Congress President as to who was behind the change? Who ensured that the company was found technically qualified? Who was behind the changes in the tender conditions?" he asked at a press conference.

Raising another question, he said when the deal was done, one of the conditions was that the field evaluation trial of the choppers would be carried out in India but it was later changed and the firm was allowed to do so in its premises.

"Conditions were changed abruptly. Did it not play with India's interests? Did it not compromise the seriousness of trial? Did the then Defence Minister give the permission? On whose behest did it happen? Sonia Gandhi should answer it too," he said. \

He also refuted the claim of Congress that all the money given by AgustaWestland under the ban guarantee has returned to India and said only a part of it has been encashed.

"Congress chief should herself answer these questions be appearing before people, by appearing before the media," he said. The Congress should come out of the mindset of "thief scolding a cop".

Yesterday, Shah attacked Gandhi and asker to name the bribe takers in the Rs.3,600 core chopper deal but Congress hit back saying his demand was a "no confidence vote" in the Modi government which has "failed" in its job of investigating it properly in last two years.

15:25   HC orders scam-tainted Adarsh building be demolished
The Bombay High Court has ordered the demolishing of the 31-floor Adarsh Housing Society building. The order to raze the building comes after the Union Ministry of Environment and Forests (MOEF) passed an order to demolish the scam-hit society in 2011, following which its members approached the Bombay High Court challenging it.

The Environment Ministry had on January 16, 2011  directed the Society to demolish within three months the "unauthorised" 31-storey building in South Mumbai for violating coastal regulations.

About 103 members of the Society filed a petition in the High Court in 2011 challenging the ministry's order on the grounds that it is "wrong in law".

The court has now passed an order for the building to be demolished.

The high-rise meant to house families of Kargil martyrs came under the scanner following reports that flats were doled out to politicians, top defence personnel including two former Army chiefs and bureaucrats as well as their kin.

Two secondary school students accused of carrying out a bomb attack on a Gurudwara in the German city of Essen nearly two weeks ago are radical Islamists and sympathisers of the Islamic State (IS) and al-Qaeda, authorities said.

11:32   BJP's 'gift' Subramanian Swamy gives breach of privilege motion against Azad
Uproar in Rajya Sabha by Congress MPs as Subramanian Swamy stands to say he has given breach of privilege motion against Congress senior leader Ghulam Nabi Azad.

With Rajya Sabha being adjourned yesterday due to disruptions, the limelight is now on BJP leader Subramanian Swamy who challenged the expunging of his comments by the Rajya Sabha Deputy Chairman, calling the decision as arbitrary, unreasonable and against the House rules.

The Bharatiya Janata Party MP sought breach of privilege proceedings against the Leader of the Opposition -- Ghulam Nabi Azad -- for falsely saying that the United Progressive Alliance government had blacklisted Finmeccanica, the manufacturer of AgustaWestland choppers.

The BJP MP made certain comments targeting Congress members on Thursday while speaking on the issue of minority institution and Rajya Sabha Deputy Chairman P J Kurien expunged them following vociferous protests from the opposition MPs.

He had told Swamy that he was unnecessarily provoking others and asked him to refrain from it.

An unrelenting Swamy tweeted today, I have filed a notice in the RS challenging the expunging of my words by the deputy chairman since it is arbitrary, unreasonable and against the RS rules.

In another tweet, he said, Today I will seek to move a Breach of Privilege against Ghulam Nabi Azad for his falsely stating in the RS that the UPA had blacklisted Finmeccanica.

Swamis barbs at Congress have sparked protests in the House since he made his entry as a nominated member and the Chair has expunged some of his remarks, mostly aimed at party chief Sonia Gandhi.

Azad on Thursday said Swamy is just two days old in the House and his remarks have already been expunged twice. There are 365 days in a year, how many times are you going to expunge his words, he asked the Chair.

The Congress leader said Swamy does not know the difference between street language and parliamentary words. He does not allow his hair to grey so he can learn and mature.

Pakistan today said the F-16 jets provide precision strike capability to its on-going campaign against terrorism, a day after top American lawmakers expressed concern over the decision to sell eight fighter jets to Pakistan, saying the aircraft could be used against India.

"F-16s provide precision strike capability to Pakistan's on-going campaign against militancy and have proven to be an effective platform during Operation Zarb-e-Azb," Pakistan's embassy said in a statement in response to concerns raised by several US lawmakers yesterday on the potential use of F-16 against India and its utility in the fight against terrorism.

"The US administration has stated it supports the sale of F-16s to Pakistan. This is in line with bilateral counter-terrorism cooperation that both sides have pursued in mutual benefit," the statement said.

"Pakistan believes that threat from terrorist networks requires continued capacity building and both governments continue to work together towards this objective through a range of measures including sale of these air crafts," it said.
