23:41   Habeas corpus plea filed for Hardik dismissed; penalty imposed
The Gujarat High Court today dismissed the habeas corpus petition filed by the Patidar Anamat Andolan Samiti members for the release of their leader Hardik Patel, observing that the plea was not based onaccurate information and was moved in haste.

The high court also slapped a fine of Rs 5,000 on the petitioners. Diposing the petition, a division bench of Justices KS Jhaveri and G B Shah stated in their order that the petitioners failed to substantiate their claims of illegal confinement of the Patel quota leader by police.

The court had noted that the petitioners, Ketan Pateland Dinesh Bambhaniya, have failed to prove that Hardik wasillegally confined by the police. The petition had been filed in September last year. The court noted that the petitioners had filed the habeas corpus petition at a time when there was no emergency situation. The court said that the petition was not well intended. A fine of Rs 5,000 was also slapped by the court on them.

23:29   65 terrorists killed in Egypt's N Sinai
At least 65 terrorists were killed today as Egyptian security forces pounded their shelters in restive North Sinai. The ground forces, jointly with air forces, targeted shelters of terrorists in the North Sinai cities of Rafah and Sheikh Zwayed, killing 65 terrorists, army spokesperson Brigadier General Mohamed Samir said. 

Egypt's North Sinai has witnessed many violent attacks by militants since the January 2011 revolution that toppled ex-president Hosni Mubarak. The attacks targeting police and military increased after the ouster of Islamist ex-president Mohamed Morsi in 2013 by military following massive protests against his rule. 

Over 700 security personnel have been reported killed since then. The military has launched security campaigns in the area, arrested suspects and demolished houses that belong to terrorists, including those facilitating tunnels leading to the Gaza Strip.

22:14   Centre orders safety review of all highway, bridge projects
The Centre today ordered 'safety' review of all ongoing highway and bridge projects under NHAI and road ministry, a day after collapse of an
under-construction flyover in Kolkata claimed 24 lives.

"Ministry of Road Transport and Highways and NHAI are once again advised to undertake further review of all the ongoing projects with a view to avoiding untoward incidents in any of our ongoing projects," Union Minister Nitin Gadkari said today.
     
Terming the Kolkata incident as "tragic" and "most unfortunate", Gadkari said the review has been ordered to avoid any such incident.
     
A tragic and most unfortunate incident took place in Kolkata on March 31, where an under construction bridge collapsed resulting in heavy casualties, he said. 

"It is a cause of concern for our Ministry and the NHAI which are engaged in massive programmes of national highways development with hundreds of structures coming up on these highways," he said.
"I am sure engineers and contractors are taking all necessary safety measures to ensure safe and incident free construction of these bridges," he added.

About a 60-metre-long stretch of the 2.2 km flyover under construction crashed down yesterday on a congested road intersection in Kolkata, killing 24 persons and injuring around 90 people.
   
The flyover was being built by Hyderabad-based infrastructure firm IVRCL.

22:13   2003 Mulund blasts: 3 witnesses depose for bomb planter Ansari
A special POTA court today recorded the statements of three witnesses who were examined by key accused and bomb planter Muzammil Ansari, convicted for multiple blasts in the city during 2002 and 2003.
The court had allowed Ansari's plea to examine Afroz Khan, an accused in another terror case, Uday Pathak, a murder accused, and his brother Imtiyaz Rahim.

The court, which convicted 10 out of 13 accused on March 29 in the blasts case, is hearing arguments on quantum of sentence.
The Mulund train blasts had occurred on March 13, 2003 killing 12 persons and injuring 71. On December 6, 2002, several persons were injured in the blast at the McDonald's at Mumbai Central station while a person died when a bomb attached to a cycle exploded in a market area in Vile Parle (East) on January 27, 2003.

21:19   Balika Vadhu actress Pratyusha Banerjee commits suicide
Actress Pratyusha Banerjee most remembered as Anandi from Balika Vadhu is no more. She reportedly committed suicide at her residence on Friday morning.

According to reports, the actress had attempted suicide in her house earlier on Friday by hanging herself. 

She was rushed to Kokilaben Ambani Hospital in Mumbai's suburban Andheri where she was pronounced dead.

20:47   Vijay Mallya not to appear before ED, seeks extension till May
Business tycoon Vijay Mallya will not appear before the Enforcement Directorate in Mumbai on Saturday and has sought extension till May, sources in the agency told CNN-IBN.

Mallya had been asked to appear before the ED in connection with a money laundering probe related to alleged fraud in a loan given to Mallya by IDBI. 

The case was based on a CBI FIR registered last year against Mallya, the directors of his defunct Kingfisher Airlines, its former Chief Financial Officer A Raghunathan and unknown officials of IDBI Bank.

The FIR said the loan was sanctioned in violation of norms regarding credit limits.

20:02   85 pc pictorial warning on tobacco products in force from today
Tobacco products manufactured from today onwards will carry larger pictorial warnings covering 85 per cent of the display area on the packet as the Centre's notification in this regard went into force.
The Health Ministry's notification of September 24, 2015, for implementation of the Cigarettes and Other Tobacco Products (Packaging and Labelling) Amendment Rules, 2014, prescribing larger pictorial warnings on tobacco products came into force today.
Notwithstanding a parliamentary panel's recommendation which had described the government's proposal as "too harsh" and wanted a drastic reduction in the size of the visual warning, the Centre went ahead with the larger pictorial warnings.
The Parliamentary Committee on Subordinate Legislation had recommended that the message occupy 50 per cent of the space.

The special CBI court here today rejected the bail application of Indrani Mukerjea, the prime accused in the Sheena Bora murder case.
     
While refusing her bail, the judge H S Mahajan passed directions about the medical facilities to be provided to her.

She had cited her health as a ground for bail.

"Indrani can take private treatment in private hospitals with private doctor," the judge said.

19:13   After Kovan, 6 TN anti-liquor activists slapped with sedition
A case of sedition has been registered against six activists of an anti-liquor group for allegedly making incendiary speeches at a recent meet to demand closure of state-run liquor outlets, drawing sharp reaction from the Marumalarchi Dravida Munnetra Kazhagam and the Bharatiya Janata Party.

The six activists of 'Makkal Adhikaram' were booked by police for allegedly making inflammatory speeches at the event held on February 14 at Tiruchirappalli.

'Makkal Adhikaram' is a group with Left-leanings and running a campaign seeking closure of state-run liquor outlets.

The activists were also booked under other Indian Penal Code sections, including 504 (intentional insult with intent to provoke breach of peace) on March 26, police said.

Speaking to reporters at Madurai, senior BJP leader and party election in-charge for Tamil Nadu, Prakash Javadekar slammed the authorities for slapping criminal case against the activists.

In a similar case, last October, ultra-left folk singer Kovan was arrested on sedition charges and for allegedly singing a defamatory song against Chief Minister Jayalalithaa over liquor issue. He was released on bail later. The issue had snowballed into a political controversy.

18:42   Dont visit Yemen in any circumstances, MEA advises Indians
India today strongly advised its nationals to avoid travelling in 'any circumstances, by any means, for any purpose' to war-torn Yemen, where an Indian nun has been killed and a priest abducted in recent attacks.

Asserting that the security situation in Yemen continues to remain fragile, the external affairs ministry in its advisory said, "In light of the recent terrorist attacks in Aden, which resulted in killing of an Indian nun and abduction of one priest, Indian nationals are again strongly advised to avoid travelling to Yemen under any circumstances by any means for any purpose till further notice."

The ministry also said that it had already issued number of travel advisories wherein Indian nationals have been advised to refrain from undertaking travel to Yemen in view of the precarious security situation in the country.

Tom Uzhunnalil, a priest from Kerala, was abducted by after the Islamic State militant group, which attacked a care home run by Mother Teresa's Missionaries of Charity.

Gunmen had stormed the refuge for the elderly earlier this month and killed a Yemeni guard before tying up and shooting 15 other employees. Four foreign nuns, including an Indian, working as nurses were among those killed.

18:15   Flyover tragedy: Big blow to the construction company
Debt-laden infrastructure company IVRCL faced its biggest crisis when a flyover it was constructing in Kolkata collapsed on Thursday, claiming several lives.

The company has not faced an accident of such magnitude in its 27-year history. It had been building the Vivekananda Road flyover in Kolkata for seven years.

Though IVRCL's projects have exceeded execution time-lines, none matched the delay of this one. Promoted by E Sudhir Reddy in 1987, IVRCL started facing financial difficulties in 2012 over shrunken irrigation budgets and project delays.

It ended up with debt of Rs 10,000 crore (Rs 100 billion) and accumulated losses of Rs 2,000 crore (Rs 20 billion) and went in for a corporate debt restructuring in April 2014.

17:43   After God, Kolkata flyover contractor says bomb blast caused collapse
After blaming God, Hyderabad-based construction company IVRCL which was building the flyover at Kolkata's Girish Park area says it may have collapsed because of a bomb. "The glass was shattered. It could have been a blast," Sheela Peddinti, legal adviser to IVRCL said today.

Twenty-five people were killed in the collapse of the flyover in the crowded commercial area in Kolkata.

At least three FIRs have been filed against the company and the charges include attempt to murder and criminal conspiracy.

Army men along with Kolkata Police disaster management team, National Disaster Response Force and fire fighters pulled out three more bodies from beneath the concrete in the overnight rescue operations, a police officer said on Friday.

The number of people injured in the mishap, he said, was closed to 90.

Nobody alive has been recovered... Two rambled auto rickshaws apart from a few other vehicles have been pulled out. One lorry is still stuck inside... Whether there is anybody trapped inside cannot be said, he said.

17:19   Viral video: SC junks compensation plea of city cop
The Supreme Court today refused to entertain a plea of a Delhi Police head constable seeking compensation for his "wrong" portrayal in a video that went viral on social media last year showing him swaying and collapsing in a metro coach in an alleged drunken state.


A bench of Justices J S Khehar and C Nagappan said nobody was guilty as neither the video was doctored, nor had the media circulated it with some ulterior motive.


"What can be done when nobody committed any wrong. You have already come back on duty," the bench said, adding that there was no violation of any fundamental right of Salim P K. The video titled as 'Drunk Delhi Police man on Delhi metro '" Funny' was posted on Facebook by a user which showed Salim struggling to hold on to a pole while swinging back and forth inside the moving metro coach. Salim, who has re-joined the force, had said he was not drunk but at that time was losing consciousness because of a major blockage in his brain while travelling home from duty.

17:14   Mallya's son Sidhartha steps down as UBHL director
Amid growing clamour for recovering over Rs 9,000 crore dues to banks by now-defunct Kingfisher Airlines, Vijay Mallya-led United Breweries (Holdings) Ltd today said its non-executive, non-independent director Sidhartha V Mallya has vacated the office of director with effect from March 31.


This development comes days after Mallya, who is believed to be in the UK, took to Twitter to ask people not to target his son Siddharth.


"In terms of the provisions of Section 167(b) of the Companies Act, 2013, Mr Sidhartha V Mallya, a Non-Executive, Non-Independent Director of the Company has vacated the office of Director w.e.f. March 31, 2016," UBHL said in a BSE filing.


On Wednesday, on Twitter, Vijay Mallya said: "My son Sid @sidmallya does not deserve all this abuse as he had nothing to do with my business. Slam me if you must but not a young man."

17:00   Pathankot probe: Now, NIA team to visit Pakistan
A National Investigation Agency (NIA) team will visit Pakistan to further probe the terror attack on the Indian Air Force base in Punjab's Pathankot earlier this year, the central agency announced today."We told them we want to send a team to Pakistan. They have welcomed the idea," NIA Director General Sharad Kumar said.


The NIA visit to the neighbouring country follows a similar exercise by Pakistan's Joint Investigation Team (JIT), which visited Pathankot earlier this week to probe the attack on the IAF base in which seven security personnel were killed.


On Thursday, the JIT quizzed suspended Gurdaspur SP Salwinder Singh, his cook Mandan Gopal, jeweller friend Rajesh Verma and other witnesses at the NIA headquarters in New Delhi.Singh had claimed that he, Verma and cook Gopal were abducted by four or five heavily armed terrorists near Punjab's Kolia village on January 2.


The terrorists later attacked the Pathankot airbase in which seven security personnel and six terrorists were killed.India has accused Pakistan-based Jaish-e-Mohammad chief Maulana Masood Azhar of being the mastermind of the attack.


Meanwhile, at the United Nations on Thursday, China, in a dramatic move, once again blocked India' bid to ban Azhar and put him on a terror list.


The UN had banned JeM in 2001, but India's efforts to ban Azhar after the Mumbai terror attack also did not fructify as China, one of the five permanent members of the UN group with veto powers, didn't allow the ban apparently at the behest of Pakistan.

JUST IN: An explosion has rocked a residential building in central Paris, according to numerous photos and videos released on social media. Residents have reportedly been evacuated from the building. The cause of the blast is yet unknown. The explosion is believed to have occured in the 6th arrondissement (sector or zone, Paris is divided into arrondissments with the central Paris arrondissment I).

16:01   Gatimaan Express, India's fastest train, to hit tracks next week
India will get its first semi-high speed train Gatimaan Express most likely on April 5. The train which will run at the speed of 160 km/hour between Delhi and Agra will cover the 184 km distance in 105-110 minutes. Its speed is faster than the fastest Shatabdi -- the New Delhi-Bhopal Habibganj Shatabdi Express whose maximum speed is 140-150 km/hour.

With the final trial finishing on March 22, the train is waiting for Railway Ministry's approval to take people along with it from Hazrat Nizamuddin railway station in the national capital to the city of Taj Mahal.

15:46   Brussels Airport to partially reopen after bombings
Passenger flights could take off again from Brussels Airport on Friday for the first time since two deadly bomb attacks hit the check-in area on March 22. 

Despite widespread damage caused by the blasts, Zaventem is now ready to run a service at 20 per cent of normal capacity, said the company who runs the airport in a statement. 

The fire service and aviation authorities have given the airport the all-clear to partially reopen less than two weeks after attacks on the Belgian capital, which killed more than 30 people and injured hundreds at the airport and Maelbeek Metro station.

15:19   TMC, BJP engage in war of words over flyover collapse
A war of words erupted today over the flyover collapse between the Trinamool Congress and the BJP with Union Minister M A Naqvi accusing the state government of "criminal negligence", which the TMC described as "cheap politics".

Naqvi, Union Minister of State for Parliamentary Affairs, said that the TMC government showed "criminal negligence" in ensuring relief work and engaging in a "competition on corruption" with the previous Left Front government which had resulted in the flyover collapse claiming 24 lives.


TMC national spokesperson Derek O' Brien termed Naqvi's statements as "cheap politics" in the election season. "The chief minister and the ruling Trinamool Congress have indulged in petty politics of accusing the previous Left Front government. It is not the time to accuse the previous government. If the previous Left Front government had indulged in corruption, then why didn't the TMC government stop it after coming to power? It seems a competition on corruption was on between the two. And the flyover collapse is a result of it," Naqvi told reporters.

14:52   There were fault in planning, design of flyover: TMC
Accusing the erstwhile Left Front regime of making a "faulty plan" for building the flyover, that collapsed yesterday, TMC MP Sudip Bandopadhyay today said there were complaints among the locals about its planning.

"The plan and design of the flyover were made during the Left regime. There were faults in the planning and design of the flyover. The locals had complained about the planning of the flyover but at that time 60 percent work was done. There were also discussions whether the design could be changed," Bandopadhyay, TMC MP from Kolkata North, said.


Asked if there was a hurry on behest of the state government to complete the work before the Assembly election, Bandopadhyay said, "Why will the state government rsuh to complete the work? The government can't inaugurate the bridge as the model code of conduct is on. The work was going on in its own pace."


Meanwhile, the death toll due to the flyover collapse rose to 24 as three more bodies were recovered from underneath the piles of debris. About 60-metre-long portion of the under-construction Vivekananda flyover had collapsed yesterday.

14:32   Pachauri asked me to spend weekend at his summer house: 3rd woman's statement
A third woman, a foreign national from Europe and a former TERI employee, has now made allegations of sexual harassment against environmentalist RK Pachauri. The statement was posted by the woman's lawyer Vrinda Gover on Facebook. Grover said the European woman, who worked with Pachauri almost a decade ago, has asked her to make the statement public.

The statement reads:

I have read the story "Rajendra Pachauri speaks out over sexual harassment claims", published in The Guardian. I remember that in the third week of February 2015, I had read some news reports which said that an employee of TERI had filed a criminal complaint against R.K. Pachauri for sexually harassing her.


On reading these news reports, I was 0% surprised. I can very much relate to what the other women wrote in her statement.


When I was 19, I worked for 4 months (end of 2008) at TERI, as Pachauri's secretary. Pachauri's claim that his computer was hacked is totally false. From my point of view, this is right in line with his character, and not a case of his computer being hacked. I think it is important for me to now make my statement public so that people know the truth about Pachauri.


Here is what I recall from my time in TERI.


From the beginning I noted a big difference in the way Pachauri behaved around me, compared to how other Indian men behaved with me. Other men kept a polite distance with limited physical contact. However, from the beginning Pachauri would put his hands on my waist repeated times, he would hug me longer than felt comfortable, kissed me on the cheek and inquired about my private life. I started feeling insecure about his motives for hiring me, and felt extremely uncomfortable being around him.


He would call me during non-working hours and holidays to ask me to come to his office and when arriving it became evident that he had no specific task for me. Pachauri would indulge in frivolous talk and try to get close to me. When nobody else was in the office, I remember feeling very wary of the fact that we were alone in the building, so I would lie and say that a couple of friends were waiting outside.


On one of these occasions, I actually was sick and could not come to the office. He then came to my home with a bouquet of roses. This might sound sweet, but at that time I just felt uncomfortable and scared.


The tipping point came when he said that I should join him in his summer house outside of the city for the weekend. It would have just been him and me there, since he made it very clear that his wife was out of town.


At this point I felt genuinely scared of what his motives for inviting me over were, and I decided to speak out and set a firm limit. I told him that he needed to behave more professionally and that I wanted us to have no other contact than during office hours. He didn't take this very well, it became clear to me that it was not going to work. I recall him being passive aggressive about it and saying in a harsh tone that he was merely trying to make me feel welcome in India, then quickly ending the conversation and saying he was busy.


So, soon after this conversation I asked to be transferred to another department in TERI. My request was granted but he still contacted me and asked me to come to his office a few times after that. After stating that I did not want to work with him anymore, he called me to his office one last time and told me that he decided to end my contract. I left New Delhi a few weeks after that. During these weeks I spoke quite openly about my experience, and I found out from many sources that this was nothing new and that Pachauri has been involved in many similar situations. I heard this from two TERI ex-employees, as well as two other people I met, who had overheard journalists talking about how everybody knows he is a womanizer but no one says anything. May it is gossip, but the picture painted by people I talked to was far from being one of a respectful, professional environmentalist.


My contract, which was for a period of 1 year, was abruptly terminated after a period of just 4 months. When he terminated my contract, I did not think there was any point in contesting it, as from my conversations with former employees at TERI I had gotten the feeling that it would be of little use trying to challenge any decision of Pachauri's. I also felt very relieved that I would not have to face Pachauri's sexual harassment any longer. I left New Delhi a few weeks after this and returned to Europe."

North Korea has officially announced it is blocking Facebook, YouTube, Twitter and South Korean websites in a move underscoring its concern with the spread of online information.


The Ministry of Posts and Telecommunications announcement was posted this week at the country's main mobile service provider, Koryolink, and other places serving Internet users.Very few North Koreans have Internet access.

Typically they can see only a sealed-off, government-sanctioned intranet. But foreigners had previously been able to surf the Web with almost no overt restrictions, though most likely with behind-the-scenes monitoring of their Internet activities.

14:06   Liquor bottles crushed, last minute discounts before Bihar ban
Late on Thursday night in parts of Bihar, crowds gathered outside liquor shops for the last time as big discounts and 'buy-one-get-one-free' deals were on offer.


When the clock struck 12, the shops were firmly bolted as partial prohibition came into force in Bihar.


From today, home-made liquor, mostly sold in villages and small towns, is banned.


In bigger cities like Patna and Gaya, alcohol will be available but only at government-run outlets.


Phase 2 of prohibition - when alcohol is completely banned - is meant to be introduced just six months later.


Thousands of liquor bottles have been crushed under tractors after being seized from private shops and warehouses.


"We have destroyed 13.50 lakh bottles of country made liquor... worth Rs 3 crore... Shops are being sealed by the magistrates appointed for the purpose," said Patna District Magistrate Sanjay Kumar Agarwal.


A prohibition police control room will function 24/7 in four shifts, say the police.

13:24   Maharashtra govt agrees to ensure gender equality at temples
The Maharashtra government tells the high court it is against gender discrimination and will strictly implement provisions of the Maharashtra Hindu Place of Worship (Entry Authorisation) Act.

The Bombay High Court had observed on Wednesday that no law prevents women from entering a place of worship and if men are allowed, then women too should be permitted.

The court stated that any temple or person imposing such restriction can face a six month jail term under a Maharashtra law.

What this means is that if men are allowed inside the sanctum sanctorum of temples, so will women. However, if men too are barred, entry to women will be barred as well.

When Kolkata Mayor Sovan Chatterjee and Disaster Management and Fire Minister Javed Khan came a couple of hours after the disaster struck, there was an outpouring of anger.


"Chor hai, sab chor hai' was the chant when they arrived, reports Indian Express. The Mayor, one of the closest lieutenants of Mamata, was purportedly shown taking bribes in a sting operation released recently.

The disaster site is a complex mix in terms of political alignment. It lies at the junction of Kolkata municipal Wards 23, 24 and 25.

While Ward 23 is represented by BJP councillor Bijoy Ojha, the other two are held by Trinamool councillors, one of them being Smita Baxi who is also the Trinamool nominee for the Assembly seat of Jorasanko.

The adjoining seat of Shyampukur is held by Sashi Panja, yet another Trinamool minister in the reckoning.

Dr Ranjit Kumar Dutta, the medical officer of Ward 23, narrated how he saw a bus-load of school children cross underneath the bridge as it came down. It is Gods grace the school bus slipped past the crossing and the kids were saved, he said.

Another witness described watching helplessly as a man writhed, stuck waist down under the heavy girders.

Finally a crane came and tried to lift the portion of the collapsed flyover. The crane wires snapped, bringing down the structure which trapped the man again. He died instantly.

12:19   Modi to meet top leaders of Canada, UK, Japan
Prime Minister Narendra Modi will today engage with top world leaders including from Canada, Britain, Japan in a series of bilaterals in
Washington on the sidelines of the Nuclear Security Summit, where he would outline India's road map and measures taken to ensure nuclear security.


He is expected to start the day with a bilateral meeting with Canadian counterpart Justin Trudeau, which would be Modi's first meeting with Trudeau after he was recently elected as Canada's Prime Minister.


This would be followed by back-to-back meetings with British Prime Minister David Cameron and Argentinian President Mauricio Macri. Cameron is meeting Modi at a time when he is facing the prospect of job loss to some 20,000 people after India's Tata Steel decided to sell its loss-making UK businesses. Indrani Roy/Rediff.com reports: The sub-contractor in charge of construction of the Vivekananda flyover is Rajat Bakshi. He is the nephew of a well-known Trinamool leader of the area -- Sanjay Bakshi. Rajat's company Sandhya Enterprise was given the work order, sources told Rediff.com on Friday.

TMC MP Sudip Bandopadhyay says it's unfair to blame the party. He said it was not a MP's responsibility to see bridge built.

Yesterday, a senior official of IVRCL, the company building the flyover denied any quality or technical issue as the cause behind the incident "as of now".

"So far in 27 years we have constructed several number of bridges...it (today's collapse) never happened," K Panduranga Rao, Group Head (HR & Admin) of the Hyderabad-based company told reporters.

Two of IVRCL engineers are also missing from the collapsed site, he said, adding, searches are in progress to find them.


When asked about the reason for the collapse, Director (Operations), A G K Murty, said, "It's not due to any quality issue nor any technical issue, as of now".

Murty said that 70 per cent of work on construction of the flyover had been completed, and today 60th slab was being "done" (when it collapsed).

The two officials said the company would cooperate with government agencies.

"Whatever best possible, we will be doing. All the projects have their own insurance...whatever best possible, we will be doing for the people involved", Murty said.

"We are in deep shock. We at the management are also in shock...we are waiting for what's happened. We are checking," the officials added.

11:44   Army, NDRF rule out survivors after night-long ops at Kolkata flyover
Army officials, who are working closely with civic authorities and NDRF teams in relief and rescue operations at the flyover collapse site, today said they were not hopeful of finding any more body under the debris.


"The focus of operations is now on debris removal and clearance of the road so that normalcy is restored. As of this morning no more bodies are expected to be found under the rubble," army officials said.


The army rescue teams have been operating throughout the night along with the teams from civil defence, police and NRDF, trying to remove the debris from the affected area.


General Officer in Command of Army's Bengal area Lt Gen Rajeev Tewary is monitoring the progress of the Army teams closely.


Altogether there are close to 300 Army personnel including medical teams, surgeons, engineers and gas cutters working on the spot of flyover collapse in northern Kolkata.

Mattoo, who worked as an advisor to former chief minister Mufti Mohammad Sayeed, expressed the hope that 56-year-old Mehbooba would usher in a new era of peace and prosperity in the region.

Meanwhile, sources in PDP and its alliance partner BJP said they have also conveyed the mutually agreed date for the swearing-in ceremony to state Governor N N Vohra.

The date for the oath ceremony of the new cabinet was decided after deliberations between the leadership of both the parties, they said. Asked whether there were any differences between the coalition partners which led to delay in the swearing-in ceremony, the sources said there were no differences but deliberations between alliance partners happen and they take time.

PDP and BJP had staked claim for government formation on March 26, two days after Mehbooba was elected as PDP's legislature party leader.

With relief and rescue operations in full swing in Kolkata's Girish Park where a flyover collapsed yesterday, the National Disaster Response Force on Friday said that the chances of finding any survivors is remote.


"The operations continued throughout the night. As many as10 NDRF teams are working there... Possibility of finding anyone alive is very very remote," Director General of NDRF, OP Singh told ANI.


Meanwhile, NDRF DIG, SS Guleria said that the operation is in its last phase, adding that their first priority is to ensure ensured that there are no dead bodies trapped under the debris.


"Some debris being removed and it is being insured that there are no dead bodies under the debris...Now the operation is only for the recovery of dead bodies and removal of debris...As per the reports available here, 25 persons are dead so far," he said.

A five-member Kolkata police team has reached Hyderabad to probe IVRCL and few officials have been questioned. IVRCL is the construction company that was building the flyover that collapsed. Yesterday, after the flyover collapsed, an official from the company said that they still had no idea of the sequence of events that led to the accident and such a thing had never happened to them in their 27-year history.

The country will witness "warmer than normal temperature" this summer with heat wave like conditions likely over Central and northwest parts of India.

According to the summer forecast issued by the India Meteorological Department, the first of its kind, for April to June, the seasonal temperature would be above normal by more than one degree Celsius over Northwest India.

There is also a high probability of 76 per cent of maximum temperatures in the core Heat Wave zone during the 2016 hot weather season to be above normal.

IMD has also attributed the El-Nino to the above normal temperature. 2015 was the warmest year ever recorded since 1901. The country has also witnessed warm January and February, making it the warmest winter.

09:17   Kolkata flyover tragedy: Problem started during casting, says worker
Problems with the under construction Vivekanand Road flyover in central Kolkata began during midnight on Wednesday when concrete casting was being done, construction workers said. 

Sunil Sarkar, who was among those doing the concrete casting, said: "The bolt was coming apart as the bucket could not hold it. I think the sunshade in that particular place was made too big." 

Sarkar, now in hospital after sustaining injuries when the flyover collapsed on Thursday, said a technician was called who welded the bolt in place. "Our supervisors assured us that everything was in order and asked us to go ahead with the concrete casting."

"The casting continued till noon on Thursday. When the work was almost complete, the same part caved in and the flyover gave away," said the resident of Murshidabad district.

Kolkata Police has filed a case of culpable homicide and sealed the offices of construction company IVRCL after the collapse of the flyover, which claimed the lives of 24 people. 

The FIR was filed under sections 304(culpable homicide not amounting to murder), 308 ( attempt to commit culpable homicide) and 427( mischief causing damages) of the IPC. Company officials said they will cooperate with the probe.

"It's nothing but a God's act. So far in 27 years we have constructed several number of bridges...it never happened," K Panduranga Rao, Group Head (HR &Admin) of the Hyderabad-based company said.

Nuclear security must remain an abiding national priority, Prime Minister Narendra Modi on Thursday said, insisting that all countries must completely abide by their international obligations.

"Nuclear security must remain an abiding national priority. All States must completely abide by their international obligations," Modi said in his intervention during a White House dinner hosted by the US President Barack Obama that formally kicked off the two-day Nuclear Security Summit.

Modi was seated next to Obama during the White House dinner which was attended by heads of States of more than 20 countries here in the US capital for the fourth edition of the Nuclear Security Summit.

Praising the US President for his initiative on nuclear security, Modi said Obama's legacy must endure. "By putting spotlight on nuclear security, Obama has done great service to global security," Modi said.

Dwelling at length on the threat posed by terrorism to the world, the PM said the Brussels attacks shows how real and immediate the threat is to nuclear security from terrorism.

Outlining three contemporary features of terror that the world should focus on, Modi said today's terrorism uses extreme violence as theatre.

"Second, we are no longer looking for a man in a cave, but we are hunting for a terrorist in a city with a computer or a smart phone. Third, state actors working with nuclear traffickers and terrorists present the greatest risk," he said.
Noting that terror has evolved, Modi said terrorists are using 21st century technology. "But our responses are rooted in the past," he said. The reach and supply chains of terrorism are global, but genuine cooperation between nation states is not, Modi said.

"Drop the notion that terrorism is someone else's problem and that 'his' terrorist is not 'my' terrorist. "Terrorism is globally networked. But, we still act only nationally to counter this threat," the PM told the international community.

Seven police officers have been killed in a car bombing in the Turkish city of Diyarbakir.

A statement from the police and the local governor's office said 27 people had also been wounded in the explosion near a bus terminal. The bomb detonated as a special forces' armoured bus passed through the mainly Kurdish city, according to state-run media.

India and the US today signed an MoU for setting up a new Laser Interferometer Gravitational- Wave Observatory in India that will play significant role in carrying forward frontline research on various aspects of gravitational wave astronomy. 

The MoU comes about a month after the Union Cabinet approved the construction of the long-awaited third LIGO interferometer. Department of Atomic Energy Secretary Sekhar Basu and the US' National Science Foundation France Cordova signed the MoU in this regard in the presence of Prime Minister Narendra Modi. 

Modi, who is currently in the US to attend the two-day Nuclear Security Summit, met scientists of LIGO who recently proved gravitational waves theory. He also interacted with the Indian scientists who are part of the LIGO project. 

Modi described the LIGO project as a great example of India-US scientific collaboration and said the success of this project could well inspire an entire young generation of Indian scientists.
