Even as water receded from many localities, rescue operations in a few low-lying areas continued to remain a challenge for government agencies. Most of the areas that continue to be flooded are those developed by the government under the 'sites and services' scheme with World Bank funding a few decades ago.
Such areas were developed on land reclassified from waterbodies.

Unplanned development of major infrastructural projects adjoining the areas has made matters worse. The areas affected include Villivakkam, Velachery, Ennore, Injambakkam and Thoraipakkam.

More than 75,000 residents have been affected in Villivakkam SIDCO Nagar, forcing the Chennai Corporation to deploy additional manpower to cope with any public health challenge. Doctors were rushed to the locality to prevent the outbreak of diseases. "Chennai Corporation is using seven boats, 20 pumpsets and 500 workers for rescue operation in the area," said Social Welfare Minister B Valarmathi.
