21:13   Toll in Nepal violence rises to 11
Violence in Nepal continued unabated today as thousands of people protesting the proposed new Constitution clashed with the police in which one person was killed, taking the death toll to 11 and prompting authorities to deploy the army in a riot-hit district bordering India.

A curfew imposed yesterday in Tikapur in Kailali district, where an infant and seven security personnel were killed continued for a second day today. Nepal has seen several protests in recent weeks against a new draft constitution being discussed by the constituent assembly but the unrest took an ugly turn yesterday with seven police officers, a two-year-old son of a police officer, and three protesters killed by agitators.

The protesters are against dividing the country in seven provinces with minority ethnic groups arguing that the new constitution would discriminate against them and give them insufficient autonomy. The police had earlier said eight security personnel were killed in the violence yesterday but later revised the toll to seven. Police opened fire at protesters in Gaur in southern Nepal today after they hurled stones defying ban on demonstrations, killing a person.

The administration also decided to deploy army in parts of Kailali district, worst hit by violence, after a meeting of the district security committee declared the area as riot zone, according to home ministry sources.

21:08   Optimise networks to curb call drops: Govt tells telcos
Coming down heavily on mobile operators for frequent call drops, Telecom Minister Ravi Shankar Prasad today asked them to optimise their networks and said they cannot escape their 'responsibility and accountability'.

"Whatever the government is required to do, government has done and will do more. But what is required of the telecom operators, must be done by them," Prasad told reporters in New Delhi.

With call drops becoming a cause of concern for the entire country, mobile operators need to rise to the occasion and they cannot escape their "responsibility and accountability", he said. The minister said he wants to tell the operators that while the work done by them in the spread of mobile telephony in the country has been appreciated, they have to find solutions including the public sector bodies as to why the whole problem has become rather serious in the last three to four months.

"The answer has to be discovered by them. The remedial measures have to be taken by them and response has to come from them," he said. The problem of call drops has worsened in the recent months.

In a meeting in New Delhi last evening, Prime Minister Narendra Modi also voiced serious concern over call drops and directed officials to resolve the problem urgently. Asked about the PM's intervention on the matter, Prasad said if there is a problem, it certainly goes to the Modi.

"The prime minister conveys his concern and we execute his concerns in a proactive manner."

Earlier in the day at an event in Greater Noida, Prasad had asked mobile operators to optimise the networks and reinforce their systems even as he promised full support on policy front including on installation of towers.

20:12   West Bengal govt starts selling onions at subsidised price
In the wake of steep hike in onion prices, the West Bengal government today started selling onions at a subsidised rate of Rs 50 per kg from 49 government outlets in the city and its outskirts.

"We had no other alternative, but to take this decision after a meeting with traders yesterday," state Agriculture Marketing minister Arup Roy told PTI.

As the traders were apprehensive that prices would remain high until fresh crop reached markets, the state government resorted to this strategy to give some relief to the people, he said.

Chief Minister Mamata Banerjee had earlier directed traders to crack down on illegal hoarders and also asked the task force to visit markets to ensure people were not charged exorbitantly.

Roy said one would be able to buy 500 gram packets of onion at the cost of Rs 25 per day from government outlets and selling of onions at subsidised rate from them would continue till prices eased.

20:11   Sri Ram Sena chief Mutalik moves SC challenging ban on entry in Goa
Sri Ram Sena chief Pramod Mutalik today moved the Supreme Court challenging the Bombay high court order banning his entry into Goa to maintain peace and harmony in the state. He has sought stay of the order of the Goa bench of the high court, which on July 2 had refused to interfere with the prohibitory order imposed on him and his associates by the state police.

The right-wing leader also questioned the prohibitory order passed under section 144 of the CrPC contending that it was illegal and repeatedly passed without giving him a hearing. He has sought ex-parte permission to visit Goa. Challenging the high court order claiming that it was violation of his fundamental rights, he has claimed that it "clearly erred in law and in facts of the case".

The petition said the repetitive prohibitory orders passed by the Goa government and district magistrates of south and north Goa are "illegal and without jurisdiction".
The first order restraining Mutalik from entering the state was issued by the district magistrates of North Goa and South Goa on August 19 last year for 60 days. The orders were subsequently extended further.

19:32   Uphaar fire: SC restores 2-year jail term if Ansals fail to pay Rs 60 cr
Modifying its order, the Supreme Court today said real estate barons Ansal brothers will undergo a two-year rigorous jail term in the Uphaar fire case if they fail to pay Rs.30 crore each within three months.

Earlier in its verbal order, the court had on Aug 19said Sushil, 76, and Gopal Ansal, 67, should pay a fine of Rs 30 crore each within three months and restricted their jail term to the period already undergone by them in view of their advanced age.

The judgement had received a lot of flak, especially from the association of victims of Uphhar cinema fire tragedy in which 59 people had died 18 years ago. However, the written order, which was posted on the court's website today, has restored the two-year rigorous jail term awarded by the trial court to the brothers with a condition that the punishment can be reduced to the period already undergone if they would pay Rs 30 crore each within three months.

"For the reasons to be recorded hereafter, we direct that Sushil Ansal and Gopal Ansal shall stand sentenced to undergo rigorous imprisonment for two years.

"However, having regard to advanced age of the accused and other peculiar facts and circumstances, if they pay Rs 30 crore each, ie Rs 60 crore, then the sentence will stand reduced to the period already undergone," a bench comprising Justices A R Dave,Kurian Joseph and Adarsh Kumar Goel said.

17:28   Assam TV channel compares women in shorts to monkeys
A news clip aired by an Assamese news channel, which went viral on social media, has equated young girls wearing shorts to monkeys. This has given rise to a heated debate in civil society in the northeastern state.

Assam boasts of traditionally empowering women, but the video aired by Pratidin Time opened with a shot of a monkey dressed in pants with a voice in the background saying in Assamese: "Monkeys have also started wearing clothes and know how to wash clothes, but girls in Guwahati now prefer wearing shorts for comfort. Maybe for them fashion means exposing, resulting in their attire which is shorter than needed."

The video has a number of clips of girls walking around the city in short dresses or wearing t-shirts and shorts.

Civil society members have protested against the channel and a peaceful march was organised in Guwahati on Sunday. But then inexplicably police arrested several of the protestors, booking them for "violating curfew" when no announcement of curfew was made.

The channel's editor-in-chief, Nitumoni Saikia, posted an apology on its Facebook page for "unintentionally hurting people's sentiments." "We are responsible for what was aired, but the packaging and some of the content (referring to the part about monkeys) were wrong. Warning has been given to the reporter regarding the matter not to repeat anything similar in future," Saikia told IANS.

16:48   Facing call drops? PM wants it to be fixed urgently
Prime Minister Narendra Modi has asked officials to address the issue of "call drops" on an urgent basis, saying it directly impacts the common man.

The directions came at a high-level meeting chaired by him on Monday evening in which he reviewed the progress of digital and rural infrastructure, besides connectivity.

"He directed that steps be taken urgently to resolve the problem, and also to ensure that the problems in voice connectivity do not extend to data connectivity in future," an official statement by the Prime Minister's Office today said.

Modi was apprised of the status of mobile connectivity across the country.

He also asked officials to explore the possibility of leveraging existing resources, including railway and other communication infrastructure, to provide mobile connectivity in remote, unconnected areas.

16:07   'Shotgun' Sinha dares party to act against him tweeting Newton's Third Law
Just in: BJP MP Shatrughan Sinha dares his party to act against him with a series of tweets:

"After some unofficial news channel reports and there's nothing official about it, people are seeking my reactions on unconfirmed and unofficial report that BJP will take action after the Bihar elections.

"I will not comment on unofficial report spread by vested interests.
However one shouldn't forget Newtons third law "Every action has an equal and opposite reaction."

Media reports yesterday said the BJP may take disciplinary action against its MP after the upcoming Bihar Assembly Elections. The actor-politician has been in the news for his growing proximity with Bihar Chief Minister Nitish Kumar.

Sinha has been praising Nitish on and off but has said that his equation with the Bihar CM is of personal friendship and nothing more.

Sinha, who is an MP from Patnasahib in Bihar, has been absent from the Prime Minister's rallies in the state. He had explained the absence saying, "I attend a function only when invited. At the launch of several projects at the veterinary college by the PM on July 25, I was present. But, since I have not been invited, because of some people of my own party, in all three rallies at Muzaffarpur, Gaya and Saharsa, I did not go."

Sinha has been BJP's star campaigner for long and has also served as cabinet minister in the Atal Bihari Vajpayee government.

14:56   Cong wants Siddaramaiah's head after bloodbath at Bengaluru polls
'Off with his head', seems to be the Congress party's answer to the debacle in the Bengaluru civic polls.

Congress dissidents want the high command to remove Karnataka Chief Minister Siddaramaiah. Out of 198 seats in the Bruhat Bengaluru Mahanagara Palike, the BJP has won 112 and Congress 68, with results still coming in. Party insiders say the poll defeat shows the waning fortunes of the party in the state. Leading the demand for Siddaramaiah's removal is Leader of Opposition in Lok Sabha Mallikarjun Kharge, who is camping in Delhi.

The party believes that if it goes to the assembly polls with Siddaramaiah at the helm in 2018, the BJP will sweep the polls. Kharge also feels that people are against the Congress in Bengaluru. That's what Kharge has been saying on record, as for what is being said off record... let's just say that it shall stay with us.

12:42   Mangalore: Muslim man stripped in market for accompanying Hindu woman
A Muslim man was stripped, tied to a pole and flogged for more than an hour at a crowded marketplace for allegedly speaking to a Hindu woman in the communally polarised coastal town of Mangalore, reports the Hindustan Times.

Policemen reached the spot after local cable television channels began beaming visuals of the man and arrested 14 of around 30 suspected Bajrang Dal activists who were taking turns to flog him. The man is the manager of an accessories store in Mangalore and the woman works in the same store as a salesgirl.

According to the man's complaint to police, the woman had asked him for a loan of Rs. 2,000. They were on their way to an ATM so that he could withdraw cash when a gang of men armed with knives and staves accosted them, the man said. The woman escaped without much harm but she too was slapped for trying to come to her colleague's defence.

Several brazen attacks involving groups such as the Bajrang Dal, Sri Rama Sene, Hindu Jagarana Vedike and the Islamist group, Popular Front of India, have been reported in the coastal towns of Mangalore, Udupi, Honnavar, Bhatkal and Karwar over the past decade.

Civil society activists blamed the BJP government that was in power in Karnataka from 2008 to 2013 for encouraging Hindutva groups to commit such crimes. However, statistics show the attacks did not reduce even after the Congress came to power.

If any more farmers die, it won't be good for either Gujarat or India."

He also mentioned the lack of initiative by the government in resolving the reservation issue. Patel asked, "If the Supreme Court can open at 3:30 a.m. in the morning to decide the fate of a terrorist, then why not for the youth and the future of this nation? The BJP will suffer in 2017 if our demands are not heard."

The Delhi biker who allegedly abused a woman on the road and then challenged her to complain against him after posing for her mobile phone camera, has said he is innocent.

The man who is called Sunny told ANI, "She (Jasleen) is an AAP supporter and is doing it for political mileage. She just wants to be famous."

Police said Delhi University student Jasleen Kaur was abused at a traffic signal in Tilak Nagar area in Delhi around 8 pm on Sunday. The biker has beem booked on charges of sexual harassment and criminal intimidation.

Sunny said, "Agar main nahi hota toh koi aur hota, use (Jasleen) toh bas famous hona tha. If I wasn't there, somebody else would have been there. She just wanted to be famous."

His mother added, "My son is innocent. The girl is misusing her political connections."

This is what Jasleen Kaur posted on Facebook.
"This man (misnomer) made obscene comments on me today at around 8 pm near Aggarwal, Tilak Nagar. He was on a silver Royal Enfield, vehicle number - DL 4S CE 3623. Complaint karke dikha, fir dekhiyo kya karta hun main".
"But there was something that is disturbing me much more than his obscene remarks- the fact that it was a red traffic signal and 20 other people heard what he was telling me. Yes, no one minded. No one intervened. No one stood up for me. I decided to stand up for myself and lodged a complaint in Tilak Nagar police station with his photo and vehicle number.

Jiah, the 25-year-old British-American actor, was found hanging from a ceiling fan at her Juhu home in 2013. Sooraj met Jiah through Facebook and then after sometime the two fell in love.

"I miss her. I miss her everyday of my life. I am missing her while I am sitting with you right now. If I loved a person so much I would miss her," said the 25-year-old "Hero" star.

"She was five years elder to me. She was more mature than me. I was 21-year-old then and she was 26. She knew more about the industry than me." Sooraj faced further mental trauma when Jiah's mother Rabia alleged that he was responsible for her daughter's death.

11:10   Foreign policy annual report
Rarely, if ever, has any prime minister's foreign policy after only one year in office been scrutinized and analysed at home and abroad in the manner that Narendra Modi's has been. While apologists of the Congress claim that there has only been continuity in the policy and that the positive aspects were a legacy from the United Progressive Alliance's decade-long tenure, it is clear to any dispassionate observer that the feature of Modi's policy has been his departures from the received wisdom and traditional footprints. 10:54   If SC can work 3 am for a terrorist, why can't it look into our issues: Patel leader Hardik
Hardik Patel, a 21-year-old politician, has been grabbing headlines as leader of the 40-day agitation by the Patidar community in Gujarat.

Convener of the 'Patidar Anamat Andolan Samiti', an umbrella organisation of Patel groups, Hardik has emerged as a beacon of hope for the youth of Gujarat, who are vying for reservation in government jobs and colleges under Other Backward Classes category.

Addressing the mega-rally in Ahmedabad on Tuesday, he said: "We are sons of Sardar Patel, revolution begins from where we stand. We do not belong to any political party. We belong to Patidar community. We declare August 25 as Patidar Kranti Diwas."

He asked: "If Supreme Court can work at 3.30am for a terrorist why can't it look into issues affecting Patidars?"

The Patels, who for decades, have been a dominant community in Gujarat -- both in terms of trade and politics -- are demanding reservation following the slump in micro, small and medium enterprises. Their idea is now to focus on technical and medical education to ensure jobs for their children.

The chief minister, who is from the Patel community, has rejected their demand for caste reservation. But on Monday, she had invited the community leaders to hold talks with the state government.

10:09   Rupee recovers 26 paise against dollar in early trade
The rupee recovered by 26 paise to 66.39 against the dollar at the Interbank Foreign Exchange in early trade today on fresh selling of the US currency by banks and exporters.

Dealers said fresh selling of the US currency by exporters and banks, and weakening of dollar overseas supported the domestic currency.

Gains in stock markets also helped rupee strengthen against the dollar, they added.

The rupee had tumbled sharply by 82 paise, its biggest single day fall this year, to settle at 66.65 against the dollar yesterday as global meltdown fears remained unabated.

The widespread panic sell-off in Chinese equities predominantly tipped emerging market currencies into turmoil even as the US dollar weakened overseas.

Meanwhile, the benchmark BSE Sensex today regained the 26,000-mark by rebounding 383.27 points, or 1.48 per cent, to trade at 26,124.83 in opening trade.

09:35   Ahmedabad shuts down for Patels' show of strength
The Patel community which is demanding reservations under the OBC quota is all set for a show of strength with its ambitious mega-rally in Ahmedabad today.

Patel leaders' call for bandh today, and the police's decision to declare some of the main roads as no-go areas and request to the people not to leave house unless in the case of emergency, are likely to bring the commercial capital of Gujarat to a grinding halt.

According to the convener of 'Patidar Anamat Andolan Samiti' Hardik Patel who is leading the agitation, a 'Maha-Kranti Rally' will be organised after a mass gathering at GMDC ground.

"To avoid inconvenience to the locals we have called for a complete bandh in the city as well as in Gujarat. I appeal the authorities to close schools, colleges and other businesses today," he said.

Patels are unrelenting even though the Chief Minister Anandiben Patel on Saturday expressed inability to include the community in the OBC category and requested the leaders to end the agitation and come forward for negotiations.

Her video message was constantly aired on local TV channels on Monday.

Security has been beefed up for the public meeting and the rally.

Police commissioner Shivanand Jha said foolproof security arrangements have been made, and more than 17,000 police personnel -- including 20 superintendents of police, 62 deputy SPs, 244 inspectors, 504  sub-inspectors, 13,000 constables and head-constables and 817 policewomen -- would be deployed.

Thousands of Patel community members have already landed in Ahmedabad from many parts of the state.

09:27   Tata to chair second Kaya Kalp meet today
Noted industrialist and Tata Group's chairman emeritus Ratan Tata will hold the second meeting of Kaya Kalp council in New Delhi today.

As per the meeting's agenda, the council will take up issues such as performance, social responsibility, customer satisfaction, employee benefits and adoption of modern technology in the Railways.

The first Kaya Kalp meeting was held in May during which Tata had suggested an incentive-driven mechanism for employees to resolve problems faced by the public transporter through innovative ideas.

Kaya Kalp, the new innovative council of Railways, has been set up by Railway Minister Suresh Prabhu to recommend innovative methods and processes for the improvement, betterment and transformation of the state-run rail network.

Railways has compiled various data concerning railways of other countries like China, France, Germany and UK to fix a target for Indian Railways as decided in the last meeting.

The Chairman Emeritus of the Tata Sons group, who had made it clear in the last meeting that all the stakeholders should be on the "same page" for the betterment of Railways, is expected to set a benchmark for the public transporter.

The council will also examine the vision on traction in its second meeting.

09:24   Reconvening Monsoon session: Govt likely to take call today
The government is likely to take a view today on reconvening Parliament's Monsoon session, which was adjourned sine die on August 13 but not prorogued, to push through key reform measures like GST.

Parliamentary Affairs Minister M Venkaiah Naidu is expected to throw some light on the government's plans on the issue when he addresses a press conference today.

The stormy Monsoon session of Parliament was a virtual washout, delaying legislations, including the crucial GST bill, which could not be passed because of continuous acrimony and disruptions.

During the entire four weeks of the session which began on July 21, the Lalit Modi controversy and Vyapam scam of Madhya Pradesh dominated, resulting in paralysis of both Lok Sabha and Rajya Sabha.

Keen to ensure the passage of GST bill, government had kept open the option of reconvening the session with the Cabinet Committee on Parliamentary Affairs deciding not to recommend immediate prorogation of the Houses after they were adjourned sine die.

Sources said the decision to reconvene Monsoon session will depend on whether there is some significant headway with other parties on the contentious GST bill.

If the government manages to rope in some regional parties and chooses to press for the GST bill, then it may call for reconvening the Monsoon session for few days.

The non-prorogation of the Houses and adjourning them sine die will enable it to reconvene the house at a short notice, they added.

09:22   Amnesty report finds Saudi Arabia executed 175 in past year
Saudi Arabia has executed at least 175 people over the past 12 months, on average one person every two days, according to a report released today by Amnesty International.

The 43-page report titled "Killing In the Name of Justice: The Death Penalty in Saudi Arabia" said that between January 1985 and June 2015, at least 2,208 people were executed in the kingdom.

An Associated Press tally based on official announcements shows that Saudi Arabia executed 109 people since January, compared to 83 in all of 2014.

The kingdom follows a strict interpretation of Islamic law and applies the death penalty to a number of crimes including murder, rape and drug smuggling. Though not as common, Saudi Courts allow for people to be executed for adultery, apostasy
and witchcraft.

People can also be executed for crimes committed when they were below 18 years of age.

"Saudi Arabia's faulty justice system facilitates judicial executions on a mass scale," Said Boumedouha, acting director of Amnesty's Middle East and North Africa program, said in a statement.

09:21   Kejriwal likely to meet Modi today
Chief Minister Arvind Kejriwal has sought an appointment with Prime Minister Narendra Modi today during which he is likely to discuss several issues including the relation between the Centre and Delhi government with him.

Sources in the government said that the CM is also expected to discuss power tussle with Lt Governor Najeeb Jung, land crunch for development projects and transfer and postings of bureaucrats, with the Prime Minister.

"The CM had sought an appointment to meet the PM and he may meet the Prime Minister tomorrow. In the meeting, Kejriwal will raise several issues ranging from tussle with LG, procurement of land at concessional rate for bus depots, schools, discussion of Delhi's situation," sources said.

The AAP government and LG, who represents the Centre, are locked in a fight over several issues.

During the Budget Session of Delhi Assembly, Kejriwal had said, he had sought an appointment to meet PM, but he did not get a chance.

In an open letter in June, Kejriwal had also appealed to Modi to take steps to improve Delhi's deteriorating law and order situation or hand over police to the city government.

"Delhi people have voted for us and the rest of the country supported Modi. So please let us run Delhi and you (Modi) run the country. Don't create trouble for us every day through the L-G."

04:05   'Captain America' who saved Paris-bound train could get Air Force medal
US Airman 1st Class Spencer Stone's military unit is nominating him for the prestigious Airman's Medal in honour of his actions to subdue a heavily armed gunman on the Amsterdam-to-Paris train last Friday, Air Force Secretary Deborah Lee James told reporters.

And Stone whose nickname from his training days has been "Captain America" could eventually be eligible for the Purple Heart, if French authorities conclude the attack was a terrorist event, according to Air Force Chief of Staff Gen. Mark A Welsh.

Stone, US Army Spec. Alek Skarlatos, their friend Anthony Sadler and British businessman Chris Norman, all jumped on the gunman as he moved through the train with an assault rifle strapped to his chest. The four received France's highest award, the Legion d'Honneur, on yesterday.

"Had it not been for this heroic quartet, I'm quite sure that today we would be sitting here discussing a bloodbath instead of what, in fact, we are going to discuss," James said during a Pentagon news conference announcing the unit's award nomination. "Airman Stone and his friends personified service before self: no question about it. Their fearlessness, courage, and selflessness should inspire all of us, and thanks to them, no one died on that high-speed European train on Friday."

The Airman's Medal is the service's highest non-combat award, and is ranked above the Purple Heart. The medal is awarded to service members who commit a heroic act, "usually at the voluntary risk of his or her life but not involving actual combat," according to the Air Force description of the award.

02:59   Ancient Syrian temple completely destroyed by IS
An ancient temple in the Syrian town of Palmyra was reduced to rubble by Islamic State militants, a witness said today, confirming the complete destruction of the ancient monument in what UNESCO said was a "war crime."

The UN cultural agency called the destruction of the temple, part of a sprawling Roman-era complex that was once among the most popular tourist sites in the Middle East, an "immense loss for the Syrian people and for humanity."

Kishore Rao, Director of the UNESCO World Heritage Centre, said the ancient oasis city of Palmyra sat at a crossroads between the Roman empire, Persia, China and India, and that its soaring architecture was a "masterpiece of human creative genius."

"The destruction of any part of it is equally deplorable," Rao told The Associated Press.

Activists outside Palmyra reported the demolition of the Temple of Baalshamin late yesterday, but there were conflicting accounts of the timing and the extent of the destruction.

02:55   UN chief welcomes deal to defuse Korea standoff
UN Secretary-General Ban Ki-moon today applauded an agreement between North and South Korea to defuse a military standoff, saying momentum from the deal could help manage other problems on the divided peninsula.

The agreement, announced today, followed a rare artillery exchange over the Korean border last week in which North Korean leader Kim Jong-Un order his frontline troops onto war-footing.

"I warmly welcome the news of an agreement reached between the Republic of Korea and the Democratic People's Republic of Korea today," Ban said in a statement.

He voiced hope that the agreement to hold regular talks "will serve as a mechanism to effectively manage any problems that may arise on the Korean peninsula."

In the agreement, the North expressed regret over landmine blasts that had maimed two South Korean soldiers and the South agreed to conditionally halt broadcasts of propaganda over the border -- the two main triggers of last week's standoff.

02:38   Rebel rockets kill 14 civilians in Yemen city: medics
Iran-backed rebels in Yemen fired rockets into a residential district of Taez, killing 14 civilians, mostly women and children, officials said today, as battles raged for control of the key city.

The bodies of those killed, including seven women and four children, were taken overnight to the morgue at a public hospital in Taez, said the medical officials.

Several other civilians were wounded and hospitalised.

The Shiite Huthi rebels and their allies had fired Katyusha rockets on Sunday targeting the district in central Taez, according to medics and residents.

Viewed as the key to controlling the capital Sanaa, Taez has been the scene of deadly fighting between the rebels and loyalists of Yemen's exiled government.

Battles in the city, southwest of Sanaa, have intensified in recent weeks as loyalists pressed an offensive in which they have so far recaptured five southern provinces.

Pro-government forces claim to control "75 per cent" of the city, including the presidential palace and the residence of former president Ali Abdullah Saleh -- whose supporters are fighting among Huthi ranks.
