Non IAS, IPS appointments in govt soon?

Can a person who is not an IAS or an IPS be made secretary in the union government? Can the recruitment be made via newspapers? The Prime Minister's Office is seriously considering appointing three secretaries to key departments dealing with techncal matters and an official policy announcement is expected soon.
