The Supreme Court has asked all states to come out with a notification regulating acid sale by March 31, 2014.

The SC also asks states to respond by coming out with a scheme that will fund the treatment of acid attack victims.

The Supreme Court's order to prevent acid attacks by declaring it a non-bailable offence seems to have little impact on administration and authorities.

Available at hardware shops in market by merely producing an identity proof, offenders have no hesitation in using acid to disfigure or even leave someone handicapped for life.

Acid is available as cheap as Rs 15 per litre at many shops. On contacting officials, they said anyone can buy acid if the person produces photo ID.

The court now seeks a response from all state governments for providing free treatment to acid victims including the cost of plastic surgery.
