Disaster declaration sought for Texas blast zone

Texas Gov. Rick Perry said he has asked the federal government for a disaster declaration to mobilize more help for this small community devastated by a deadly fertilizer-plant explosion.

The Wednesday night explosion "was truly a nightmare scenario for that community," Gov. Perry said during a midday news conference in Austin on Thursday.Officials said 15 people are dead or missing, including emergency workers who responded to the initial fire at the fertilizer plant, officials said. 

Law-enforcement officials said the death toll could rise, even as they looked for people still trapped in debris. The blast damaged 75 homes, and a school near the plant, officials said.
