The Chinese government plans to relocate tens of thousands of downtown residents, mostly migrant labour, to city's suburban districts to ease congestion in the area.

At least 50,000 to 100,000 people in Xicheng District are expected to be relocated. The residents will be relocated to the city's suburban districts over the next five years to ease the overcrowded situation. There are 1.34 million people with registered permanent residence in Xicheng District.
