The UN was hoping that the negotiators will come to an agreement by Tuesday.
The seven-page UN draft accord provides for a six-month interim government leading to the convening of a Loya Jirga, or grand council of elders.
The UN is now faced with the task of incorporating the amendments into the draft accord to enable the negotiations to proceed further when delegates from the various Afghan factions meet on Tuesday.
