Fransa accuses Sporting Clube
of violating rules

Fransa Football Club president Micky Pacheco has accused Sporting Clube of flouting rules, laid down by the All India Football Federation, by registering three loanee players and charged the federation of double standards.

As per AIFF rules, only "two players" can be registered on loan during a season, but Sporting Clube has registered three players in violation of the rule to suit its purpose, Pacheco, who is also Goa's Sports Minister, told reporters in Margao, Goa.

"Sporting has registered the services of three loan players -- Vishant Pednekar (MPT Sports Council), Vicco D'Souza (Dempo) and Bungo Singh (Salgaocar) --  thereby violating the rules," he said.

Accusing the AIFF and GFA of working hand in glove with Sporting to serve the club's purpose, Pacheco said both federations had "intentionally" overlooked the violation.

Pacheco accused Sporting president and GFA treasurer Peter Vaz and GFA ad-hoc committee joint-secretary Victor Fernandes of misusing their positions to bend the rules.

Pacheco said the GFA and AIFF had disallowed Fransa to register a new player in November 2002, when Nicholas Fernandes, a loanee from St. Anthony's Club, Colva, had to leave the club for an entire season due to injury.

The Fransa president said when he approached the GFA and AIFF to know whether his team could register another player in lieu of Nicholas as the latter did not play any match, both federations said it could not be done.

"If that is the case then how did AIFF allow Sporting to register an additional loanee?", Pacheco asked.

Clarifying that his outbursts are not because Sporting have qualified for the Second Division NFL final phase, Pacheco, reiterated that the AIFF and GFA did not do justice to his team on the loan players issue.

Citing another instance, he said both the football federations had allowed two players -- Benedict Fernandes (Agassaim Youth Club) and James Noronha from Friends XI -- to play for second divsion clubs.

"This transfer is not possible since article 18 of the special provision of the competition disallows a transfer of a player in the same division", he said.

Pachecho said he will lodge a formal complaint with the GFA and AIFF shortly and demand an enquiry into the issue of loanee players with Sporting.

"In case, the federation fails to take action, Fransa will not hesitate to knock the doors of justice and, if required, would jeopardize the ongoing NFL in Delhi," he added.
