The high-level Shunglu committee has blamed the Commonwealth Games Organising Committee and certain officials for the delay in executing contracts for the games.

In its recent report submitted to the Prime Minister's Office, the Committee is understood to have stated that there were indications of "collusive/partial bidding" and "manipulation of documents" in floating tenders.

The Shunglu panel has also questioned 'delays' in executing a number of contracts, sources said.

Prime Minister Manmohan Singh had on October 25 appointed a high-level committee under the chairmanship of former Comptroller and Auditor General V K Shunglu to look into alleged corruption and managerial lapses while conducting the sporting extravaganza held in New Delhi between October 3 and October 14 last year.

The Shunglu Committee had on January 31 submitted its first report on alleged irregularities in awarding broadcasting rights during the mega event and recommended strict action against suspended Chief Executive Officer of Prasar Bharti B S Lalli and former Director General (Doordarshan) Aruna Sharma under relevant sections of the Indian Penal Code and Prevention of Corruption Act for their alleged acts of omission and commission.

In its second and third report on Games Village and City Infrastructure respectively, it has named Delhi Lieutenant Governor Tejinder Khanna and Chief Minister Sheila Dikshit for alleged inadequacies.
