Expressing concerns over "insignificant" investigations into the 13/7 blasts, the Bharatiya Janata Party on Saturday lashed out at the Centre and Maharashtra government on the terror attack.

23 people have so far lost their lives and 129 others injured when blasts at Zaveri Bazaar, Opera House and Dadar rocked Mumbai on July 13.

"Ten days after the blasts, the investigative agencies have no clue about the perpetrators of the blasts nor have they made significant progress into the case," BJP national general secretary M Venkaiah Naidu told mediapersons in Mumbai.

Hitting out at Union Home Minister P Chidambaram's statement that there was no intelligence input on the blasts, Naidu said the government did not have intelligence before the blasts and even after the attacks have taken place.

"This is horrible," he said, adding the country is not safe in the hands of UPA.

"Mumbai's suburban trains were attacked five years ago killing 187 persons. Terrorists struck the city again on November 26, 2008 and last week another attack took place. The perpetrators of the 11/7 train blasts five years ago are still at large," Naidu said.

UPA's policy on terror is "condolence for the dead; compensation for the survivors," he said.

Naidu said those who favour talks with Pakistan must remember that the neighbouring country was in turmoil. "It (Pakistan) is also in alliance with those who perpetuate terror. Unless Pakistan decides to become less radical, more democratic and de-link itself from terror, talks are meaningless. This is the mood of the common man on the streets," the former BJP president said.

Prime Minister Manmohan Singh and Maharashtra Chief Minister Prithviraj Chavan are answerable to the people on the status of promised security reforms and also about Singh's assertion that government will do everything in its power to prevent terror attacks in future, he said.

The senior BJP leader also sought to know what the Centre and state government have done for implementing the recommendations made by Ram Pradhan committee, set up post 26/11 Mumbai terror attacks. On investigations into the cash-for-vote scam, Naidu said if the probe was honestly taken to its logical conclusion, the UPA government will collapse on its own.

Alleging that "The 2008 trust vote was the biggest fraud committed by the UPA on the people of India," the senior BJP leader said the probe gathered pace only after the court intervention.

Over ongoing investigations into the scam, Naidu said he wondered how Congress and Samajwadi Party leaders can be given clean chit even before the statements of the concerned persons are not recorded by the investigating agencies. About the Lokayukta report indicting Karnataka chief Minister B S Yeddyurappa among others, Naidu said the party was awaiting tabling of the report and will then take "appropriate" action.

Naidu, the BJP in-charge of Maharashtra affairs, was in Mumbai to attend the meeting of the state office-bearers ahead of the local body elections.

The former party president said the BJP would launch a mass contact programme in coming months against the UPA and the Maharashtra government over glaring issues like black money.

Naidu, referring to deputy leader in Lok Sabha Gopinath Munde, said all is well between him and party chief Nitin Gadkari. Munde was also present at press conference.
