Taking strong exception to the incident that took place at 3:00 hours when some people after consuming alcohol beat some policemen mercilessly, the Union home ministry asked the Delhi police to deal with such elements with an iron hand.
The traffic police has also been asked to ensure discipline on roads as there were complaints of rowdyism with bikers performing stunts and also troubling other vehicle owners. A senior ministry official said that that the police cannot turn blind eye to eve teasing and hooliganism in the garb of nationalism.
Government sources said two persons were arrested and hunt was launched on to nab others, as such incidents were totally unacceptable.
High drama ensued well past after midnight at the VIP gate of Ramlila maidan in New Delhi where Hazare is sitting on a protest fast, as a group of people clashed with policemen and dismantled barricades.
A group of people got into a tiff with some policemen deployed at the rear gate of the maidan around 3:00 hours. The youth heckled the policemen and hit them with sticks when they tried to stop their group from opening the iron gate being used as VIP gate. They brought down the barricades and shouted slogans as policemen tried to persuade them to go away.
Notice to Hazare team for using loudspeakers after 10 pm
The Delhi police also issued a notice to Hazare and others for addressing protesters using loudspeakers after 22:00 hours, which amounted to violating the Supreme Court guidelines.
Sources said the notice was issued after it came to light that the organisers of Hazare's protest at Ramlila maidan addressed supporters using microphones after 22:00 hours on at least two days.
"We have issued a notice to Hazare, Kejriwal, Bedi and the Bhushans," a senior police official said.
Initially, the police did not issue a notice to the organisers, including Arvind Kejriwal, Shanti Bhushan, Prashant Bhushan and Kiran Bedi, but decided to do so after they continued to violate the provisions, the official said.
Hazare, Kejriwal, Sisodia, Bedi and Shanti and Prashant Bhushan had given a written assurance to the Delhi police that they will not use loudspeakers to address supporters after 22:00 hours and will adhere to the Supreme Court guidelines in this regard.
"We understand that permission has been granted to us for use of loudspeakers at the Ramlila Ground within the ambit of Hon'ble Supreme Court's directions," the undertaking read.
According to the police, the organisers were given permission to use loudspeakers shall be used only between six am and ten pm as provided in the Noise Pollution (Regulation and Control) Rules, 2000 framed under the Environment (Protection) Act, 1986 and in compliance of the Supreme Court orders.
