The Congress leadership is moving towards implementing the one-man one-post norm when the All India Congress Committee and Pradesh Congress Committees are reconstituted, said highly placed sources in the AICC.
According to this, Union Minister CP Joshi would in all likelihood be replaced as the Rajasthan PCC president since he is holding a post in the party and in the government. A section of the party wants Joshi to continue as the PCC president, a
senior party functionary said if Joshi wanted to continue as PCC president then he would have to give up his ministership. He is holding two heavy work related portfolios with a senior party leader commenting that those holding more than one post could not do justice to their responsibilities.
It is learnt that the decision was taken some time ago but was delayed due to the organisational elections.
Since Joshi is abroad and likely to return only on September 18, the Rajasthan PCC has convened a meeting on September 19 to take stock of the situation and is likely to pass a one line resolution authorizing the Congress president to take a decision on the new PCC president. It is learnt that in a number of states, PCC presidential hopefuls who wanted to contest for the party chief's post were told not to file their nominations or contest since the leadership was working on evolving a consensus and that the PCCs were expected to send one line resolutions.
By the same yardstick, Mukul Wasnik, AICC general secretary incharge of Rajasthan would also be replaced since he is also a union minister. He also has charge of Bihar where the assembly elections have been announced. A senior leader said that in the event that changes in the AICC are affected before the plenary session, Wasnik may no longer be a general secretary but would continue to remain in charge of Bihar till the elections are over.
Since the Congress Working Committe elections are to take place at the plenary and half the CWC is to be elected, all the changes may take place together after the plenary session is held. Sources say that at the moment there is no clarity on how and when the changes will take place since the leadership is still in the process of working out the modalities and the dates for the plenary have also not been fixed.
Sources ruled out a one day aicc session before the plenary as was being speculated in sections of the media.
Ghulam Nabi Azad, Mukul Wasnik, Narayan Swamy, Prithviraj Chavan, Veerapa Moily, A K Antony, all hold double charge being ministers and holding organisational posts .
