PTI The Election Commission (EC) on Thursday censured Union law and justice minister Salman Khurshid for having violated the model code of conduct by announcing a nine per cent quota for minorities while campaigning in Farrukhabad for his wife Louise Khurshid. The EC further asked him not to violate the model code in future. This is the first instance of a Union law minister being censured by the poll panel. The poll panel, comprising CEC S.Y. Quraishi and election commissioners V.S. Sampath and H.S. Brahma, in its 15-page order has said, The commission hereby censures Shri Salman Khurshid and hopes and expects that such violations of the model code of conduct would not be repeated by him in future. The commission has further said, As a Union minister for law and minority affairs, he has an added responsibility of ensuring that the model code of conduct is observed in letter and spirit so that elections are conducted in a free and fair manner and all political parties enjoy a level-playing field in the matter of their election campaigns. Dismissing the contention of the Congress that the announcement was not made by Mr Khurshid in his capacity as a minister but as a Congressman, the EC has said, The above contention is also not tenable for the reason that in the perception of common man, which is of paramount consideration, the respondent addressed them at public meetings as Union minister for law and minority affairs and not as mere leader of the Congress party. The Congress downplayed the censure. Khurshid has said something. The EC has commented on it. The matter is closed, party general secretary Janardan Dwivedi said. But the BJP demanded his resignation and asked the PM to clarify his stand on the issue of sub-quota for minorities. This verdict is sufficient to demand resignation of Khurshid from the government, BJP leader Mukhtar Abbas Naqvi said.

Lucknow: The Election Commission on Thursday charged Bahujan Samaj Party (BSP) General Secretary Satish Misra of violating the model code of conduct. A show cause notice was issued to Misra late on Thursday evening, asking him to explain his conduct during a public rally at Chandauli district on February 5, when he allegedly appealed to the audience in the name of caste. "Mr. Misra was found to have openly made appeals to his audience at the public rally to vote for the BSP since it was only political outfit combining the dalit and upper caste vote," a poll panel official told reporters here. "He has been asked to submit his explanation latest by February 12," he added. Asked if anyone had made a complaint against Misra, the official said, "We have video recordings of the public rally where Mr. Misra went about repeatedly referring to BSP's Dalit-Brahmin social engineering." According to the official, use of caste, creeds or religion in public meetings was not permissible under the model code of conduct. Misra had first shot into the spotlight as BSP's Brahmin mascot for playing a key role in building the "rainbow coalition" of the upper caste community with Dalits, the party's support base. Addressing a poll meeting while campaigning for his wife Louise, a Congress candidate from Farrukhabad assembly constituency in Uttar Pradesh, Khurshid promised the electorate that the party would increase the sub-quota for minorities to nine per cent within 27 per cent OBC reservation, if it comes to power. Order of the poll body has come on the complaint filed by BJP about Khurshid's remarks, asking the Commission to take action against him for violation of the model code of conduct. The poll panel - comprising of Chief Election Commissioner S Y Quraishi and Election Commissioners V S Sampath and H S Brahma, held that Khurshid had violated the model code of conduct and hoped and expected he would not repeat such violations. "The Commission hereby censures Shri Salman Khurshid and hopes and expects that such violations of the model code of conduct would not be repeated by him in future," said the EC order in its 15-page order. The order further said asserted that "Salman Khurshid has violated the model code of conduct by making the promise. The Commission, therefore, cannot help expressing its deep anguish and disappointment over his violation of model code of conduct."

COLOMBO: A criminal court in Maldives issued arrest warrants for ousted president Mohamed Nasheed and his former defence minister, but the charges against them were unclear, a senior official of Nasheed's Maldivian Democratic Party (MDP) said. 'An arrest warrant has been issued for him and his former defence minister,' MDP official Adam Manik said. 'We have no idea (what the charges are).' Congress today downplayed media reports about SIT giving a clean chit to Narendra Modi in post-Godhra riots, saying the agency's finding is ''only one input'' in the Supreme Court monitored probe and lambasted the BJP for demanding a closure of the case on this basis. Asking the media to be "much more careful" in approaching such issues, party spokesperson Abhishek Singhvi also pointed out that the division bench of the High Court has indicted Modi for "inaction" during the riots. "One aspect is SIT report. The other is the observation of a division of the High Court, which is a direct indictment of Modi government. If there is contradiction between the viewpoints of the two, then that of court has more weightage," party spokesperson Abhishek Singhvi said. He also suggested a foul play in the leak of SIT report saying it came out on the day the High Court observation came. "The Supreme Court asked the SIT to investigate the matter, which is one input. The SC had said that this report must go to the trial court, which should hear the victims first. Today you have one aspect in SIT report. Other aspects are yet to come," Singhvi said. Union Minister Ambika Soni lambasted Leader of Opposition Arun Jaitley for demanding a closure of the Gulbarga Society case on the basis of SIT's findings. "I am really surprised a political activist of that level is giving reaction on a report, which is still in a sealed envelope. The Leader of Opposition is saying everything is over after the SIT report and the matter should be closed. "This when only yesterday, the High Court indicted Modi government. That was enough for a governmetn to hang its head in shame. And today LoP is saying everything should be wound up. It shows where BJP wants to take the country," Soni said. Jaitley had earlier said if reports suggesting that Special Investigation Team (SIT), which is probing 2002 riots, has given a clean chit to Gujarat Chief Minister Narendra Modi are true, then the case should be closed.

Sunil Gavaskar was the first batsman in Test cricket to get 10,000 runs and 30 centuries, finishing with 10,122 and 34 hundreds. "It is a huge honour because it is the peers in the game who decide who is going to be inducted into the ICC Cricket Hall of Fame. It has taken some time to co-ordinate the presentation but finally it is there and I am delighted that I have been inducted," said Gavaskar. "This (award) means that you are in select company and, therefore, it becomes all the more special. To be an original inductee is an even bigger honour." Gavaskar is one of the initial 55 inductees in the ICC Cricket Hall of Fame which was launched in January 2009 in association with the Federation of International Cricketers' Associations (FICA) as part of the ICC's Centenary Year. Dubai: Former India captain Sunil Gavaskar was inducted into the International Cricket Council (ICC) Hall of Fame in Dubai, receiving his commemorative cap from fellow Hall of Famer and team-mate Kapil Dev. Gavaskar is one of the initial 55 inductees in the ICC Cricket Hall of Fame which was launched in January 2009 in association with the Federation of International Cricketers' Associations (FICA) as part of the ICC's Centenary Year. He now joins a club that includes 72 male and female cricketers. In the presence of ICC Chief Executive Haroon Lorgat and former Pakistan captains Aamir Sohail, Ramiz Raja and Waqar Younis, Gavaskar accepted the cap from Dev in front of a select gathering Wednesday. One of the game's greatest opening batsmen, Gavaskar represented India in 125 Test matches, captaining in 47 of those games, and also played in 108 ODIs. During an illustrious 16-year career spanning from 1971 to 1987, the 62-year-old scored 10,122 Test runs at an average of 51.12. He also scored 3,092 ODI runs with his only century coming in the 1987 World Cup against New Zealand in Nagpur. He was also a member of the India squad that won the 1983 World Cup in England, defeating the West Indies by 43 runs. Gavaskar is the first Test batsman to complete 10,000 runs and also the first to score 30 Test centuries, achieving the feat against Pakistan during the 1986-87 Test series and against the West Indies in Chennai during the 1983-84 Test series, respectively. Gavaskar was delighted to receive the cap. 'It is a huge honour because it is the peers in the game who decide who is going to be inducted into the ICC Cricket Hall of Fame. The 62-year-old former opener was presented the Hall of Fame cap by former Indian captain Kapil Dev in the presence of Haroon Lorgat, the ICC chief executive at a function held on Wednesday night, ICC said. He was the best captain I played under. "The team was struggling in those days. We did not have those great players that we have today. But under the circumstances, Sunil had a big influence on the side. He motivated and taught us how to fight." Those present at the function were ICC Chief Executive Haroon Lorgat and former Pakistan captains Aamir Sohail, Ramiz Raja and Waqar Younis.

Varanasi: BJP leader Arun Jaitley on Thursday said if the final report of the SIT probing the 2002 post-Godhra riots in Gujarat gave a clean chit to Chief Minister Narendra Modi then the case should be closed, as it has been investigated thrice in the past. Jaitley made the remark while talking to reporters here a day after the Supreme Court-appointed SIT filed the final report in a sealed cover on the complaint by Zakia Jafri, wife of slain former Congress MP Eshan Jafri in the Gulberg Housing society riots in 2002. Around 1,200 people were killed in the communal riots. Referring to the poll scenario in Uttar Pradesh, the BJP leader said his party would form the government in the state only if it got majority, or else it would like to sit in the opposition. On the question of his party's alliance with the BSP, Jaitley said BJP will "never repeat the mistake" as it had burnt its finger twice by forging alliance with Mayawati's party in the past. He accused the SP of fuelling 'goonda raj' and the BSP of breaking all records of corruption. The Congress has also joined their league and announced a sub-quota for minorities within 27 percent reservation for OBCs, he said. The opposition leader in the Rajya Sabha also said, "If BJP comes to power in Uttar Pradesh, it will transform the political agenda and will focus on good governance, development, end corruption and not allow reservation on the basis of caste.
