Suggestions:Sir Presently tax payers are required to pay advance tax on a 30/60/100 percent basis in Sep/Dec/Mar of the respective financial years You will agree that is is well nigh impossible to arrive at an accurate 100% working of ones tax liabilities by 15 Mar, due to a variety of reasons which you would be only too aware of. Therefore the 100 % figure for 15th Mar is never correct and leads to extra work for the IT dept in terms of sending out demands or refunds. I propose therefore that the 100pct advance tax requirement be revised to 90%, and the remainder 10 pct be paid at the time of filing the return. Sections 234B and C would need corresponding revision. I feel that this would considerably ease the burden on the IT department as well as on the assessee Rgds Tehmasp Mogul

Suggestions:1 Income tax slabs should be other way round. i.e., a person who earns more should be required to pay less percentage. this way people would declare more income to fall in smaller percentage slab and overall enclouregement will be there to pay tax. 2 Rich farmers who earn above minimum taxable limit must be made to pay income tax.This will cover many a farmers who are rich and escape from paying income tax. Service tax which is levied on Architects should be collected through income tax department instead of excise dept. This will simplify the procedure and double followup with diff depts for payment of the taxes. Please give sincere importance to my first suggession if govt. wants more revenue. Suggestions:The TDS on interest from bank deposits was introduced by Dr.ManMohanSinghji in 1993.The limit on which TDS becomes applicable was interest income above Rs.10,000 per annum.Even after 8 years the limit remains unchanged in spite of inflation and depreciation of the Rupee.At least in this Budget you must raise the amount on which TDS is applicable to Rs.25000.

Suggestions:Sir, GoI needs to raise resources to meet the unscheduled developmental requirements in the wake of earthquake. FM and PM has asked the citizens to be ready for a fresh dose of Taxes. Why cann't they earnestly start recovering IT, ST, ED, dues from Powerful and influential people. These people, which incidently includes politicians also, avoid paying tax/dues on one pretext or the other. Also various govt depts should recover the dues from politicians who had used the facilities (when in power) and now refuse to pay. These two measures will surely generate the resources twice if not more, than what FM is looking forward to generate by fresh dose of taxes. It is worthwhile to examine & implement: NO SECURITY TO ANY VVIP, VIP. If these people are so much interested in social acitivities why they feel insecure! Disband the SPG. Provide security to normal man. I would appreciate if these are just considered.

Suggestions: Dated: February 23, 2001 Dear Finance Minister, So far there has been tax levies or tax concessions in every Finance Bill concerning tangible economic rights/obligations translated into the language of money. Even the business community, big or small, whether in old or new economy, has been harping on getting concessions on such tangible areas only However, the economic success of any business/country much depends on how their intangibles are deployed and managed. In other words, ‘knowledge management’ is considered to be the most important ingredient for success in any economic/business venture. Companies have, for nearly a decade now, at macro level, adopted many business performance improvement interventions like ISO, TQM, TPM, BPR, etc., resulting in not much success to improve their competitive edge in the global arena. This is for the reason that the companies here, in our country, have not paid much attention in developing, continuously, the cost/performance leadership knowledge of the top/senior management in every business at micro level. Continuous education for a fair appraisal of how IT solutions emerging daily can contribute to business success has also been neglected. So, the people in management and key positions, by and large, have not developed the habit of investing their time and some economic resources in reading/ understanding systems thinking, various case studies and frame works for tracking/ monitoring/ measuring/ improving/ rewarding performance and controlling costs. While the companies’ boast about spending crores of rupees in updating management skills of their people, the individuals themselves in top management cadre, spending a portion of their precious resources to develop such skills need to be encouraged. Forcing such a trend would only round up such economic improvement efforts to succeed. Workshops, training courses, vocational/formal courses, etc conducted by the educational institutions in the respective professions can only provide a general direction for improvement. They can not provide continuous self-training to practice the applied skills. They can at best give some inputs to appreciate need for such skills. We also know people who have brought in radical changes in their chosen fields have not done so due only formal education they had. They did so, more often than not, through self-education and continuously applied them. But self-education is a bit expensive affair for an individual, as we have to depend on books and papers published by reputed publishers abroad, most times. Even the few such books published in India on technology/management of scarce resources are quite expensive. But this habit formation must be done. The habit of updating and educating oneself on management skills/ techniques has to be gradually formed to expand the knowledge society at all strata in our country, to think alike on improvement needs of the economy in each micro sphere of operation. Hence people who are in the taxable salary slab bracket of over Rs. 150, 000/-, should be paid at least 10% of their salary in form of management books/journals/ news letter/etc. selected for their function to improve their systems to perform better and attain global competence in time. This portion of salary thus paid shall be excluded from tax levy not only to encourage but also to force such changes to occur at micro level. Financial institutes like ICICI IDBI may issue bonds attracting investments from public at 8-9% which canbe used for rehabilitation of earthquake victims.Such investment should get rebet of 10-20% from IT.Such investment could be made a regular feature to meet any natural calamities any where in the country. 3.Government should consider openning banks affiliated to post offices but with services to handle MIS investments coming due to mass VRS cases. 4.Agriculture sector to be converted into industrial sector.Institutes may be encouraged to undertake research project which would be directly used by our farmers.Adequate educating programmes to make aware farmers to go for export oriented farm products and have patents of their products. 5.Informal educational programmes need to introduce to attend large no of unemployed youths,who could create own work. All engineering colleges or technical institutes can provide places of work to these people.or we create some industrial cities for this purpose .The foriene investiment could be used for tiis purpose very well. 7 We must have established policy to organise our exports in general and agriculture in particular.Let us make our farm worker a rich. They do not invest in market as they do not have that kind of money. middle class is already trying to make both ends meet respectfully. What ever they can save they invest in small savings. therefore pl. think twice before u reduce the rates further as they have been reduced last year by 1%. my sugesstion is if the savings in Pf or other small savings is 1 lac or more only those a/cs should be reduced further. hope u will understand the liabilities middle class has to face. with regards, rajeev.

Suggestions: you can think to propose 2 tier pricing for petrol as it is consumed by middle and effulent class. Similarly, diesel is also being consumed by high income group. The ministry of P. can very well, in consultaion with Oil Cos, formulate the marketing.Oil Co.(all UTs) can market POL by creating a Petroem Marketing Corporation and thus the country can be divided in zones . This would reduce the establishment costs of oil PSUs. Oil PSUs are enjoying unresonable high perks puttting heavy burdain of national exchequers.
