Embassies have been requested to send representatives to the scene to meet their freed citizens, Federal Security Service spokesman Sergei Ignatchenko said.
The hostages include Americans, Britons, Dutch, Australians, Austrians and Germans.
Earlier, seven Russians were released on Friday.
Officials have expressed hopes that the some 30 children would also be freed.
Ignatchenko also said the hostages are surviving on chocolates and water.
"Negotiations are continuing. We are negotiating the question of food as there is only water and chocolates there," he said.
"The terrorists have said they are on hunger strike and that is why their hostages should not eat either," the spokesman said.
