Barring three times when the CPI-M won this seat, Bhubaneswar has remained loyal to the Congress. Sivaji Patnaik first won this seat for the CPI-M in 1977, and lost the next two rounds to Chintamani Panigrahi. He made up in 1989 and 1991, before losing to the Congress's S R Patnaik by nearly 80,000 votes. Panigrahi, who was also in the fray on the Congress-Tiwari ticket, was fourth.
