23:54   Initial probe into JU student death reveals sexual molestation, ragging
The deceased first-year student of Jadavpur University was paraded naked in the corridor of the main hostel's second floor, minutes before he fell off from there leading to his death, Kolkata Police's initial probe has revealed.

Investigators have also found that the teen was 'sexually molested' and the arrested 12 people, including present and former students of the varsity, 'had played active roles' in the entire episode leading to the Nadia teen's death, a senior police officer said on Tuesday.

According to police, only one among the 13 arrested did not play an active role.

"The teen was definitely ragged and sexually molested. He was paraded naked in the corridor after he was forced to undress in room No. 70. We have evidence. Those 12 arrested have played some role in the whole episode," the officer told PTI.

Kolkata Police investigators have got hold of a WhatsApp group created by one of the arrested accused, the officer said, adding that the 'group was created to misdirect cops'.

"Probe also revealed that the arrested accused had planned to misdirect police so that the ragging part could be concealed," he said, adding that a local court on Tuesday allowed their prayer to add Section 4 of WB Prohibition of Ragging in Educational Institutions Act 2000.

On Tuesday, police questioned the cook of the hostel to find out more about the August 9 incident, he said.

Two other students of the varsity have been summoned to appear before the investigators for questioning in connection with their probe.

On August 9 night, the teen died after allegedly falling from a second-floor balcony of the main boys' hostel near the campus.

His family alleged he was a victim of ragging and sexual molestation.  -- PTI

23:06   Governor Ravi returns govt file on appointment of TNPSC chief
The DMK on Tuesday demanded an explanation from Tamil Nadu Governor R N Ravi for returning the file on appointing a chairman for the Tamil Nadu Public Service Commission (TNPSC) and claimed this action was unwarranted.

DMK organising secretary R S Bharathi contended that the state government had recommended the name of the retired IPS officer C Sylendra Babu, who had served as director general of police, after due consideration and also taking into account his "unblemished record."

"But the governor has refused to clear the file," Bharathi said referring to Ravi sending back the file on the state's nominee for the TNPSC chairman post, on Monday.

Further, he said the government picked this "honest former IPS official" in a bid to ensure social justice as inspired by late Chief Minister M Karunanidhi.

"The governor has to explain the reason for not giving his approval," Bharathi told reporters and condemned Ravi's decision.

He accused the governor of politicising issues and said Ravi's assertion that the state universities were under no obligation to follow the common syllabus framed by the Tamil Nadu State Council for Higher Education (TNSCHE) was uncalled for.

18:52   Chirag won't get Hajipur seat, reiterates uncle
Union Minister Pashupati Kumar Paras on Tuesday asserted that he is the political 'heir' of former Lok Janshakti Party chief and his late brother Ram Vilas Paswan, while Chirag Paswan will inherit only his father's financial assets by law.

Ram Vilas Paswan, a veteran Dalit leader and a political heavyweight from Bihar, passed away in October 2020 after prolonged illness.

His Lok Janshakti Party (LJP) split into two factions following differences between his son Chirag Paswan and younger brother Paras.

Talking to reporters on the sidelines of an event in New Delhi, Paras also asserted that he will contest the 2024 Lok Sabha polls from the Hajipur seat in Bihar, claiming that Ram Vilas Paswan had asked him to fight from the constituency even in 2019.

He had asked 'me to carry forward his legacy and fulfil his unfinished dreams', said Paras, who heads the Rashtriya Lok Janshakti Party (RLJP) and represents Hajipur in Lok Sabha.

Staking claim to his brother's legacy, Paras said, "According to law, Chirag Paswan is the successor of Ram Vilas Paswan's property. But I am the (political) heir of my late elder brother as was Lord Ram's brother Lakshman in the Ramayana."

"He (Ram Vilas Paswan) had asked me to contest from his Hajipur Lok Sabha seat after he was elected to Rajya Sabha, saying he trusted me more than anyone in the family. I was not willing to contest from the seat, but he made me join the fray from his constituency," he claimed.

Paras' assertion comes at a time when his nephew, Chirag Paswan, who heads the LJP (Ram Vilas), has keen on contesting from Hajipur in the 2024 general elections.

14:34   Cong will conduct caste census in MP: Kharge
The Congress will conduct a caste census in Madhya Pradesh after winning the assembly polls in the state, said party president Mallikarjun Kharge on Tuesday.

He was addressing a public rally in Sagar in MP's Bundelkhand region.
Assembly polls are expected to be held in the BJP-ruled state at the end of the year.

The BJP government has not implemented the Bundelkhand package sanctioned on the recommendation of senior Congress leader Rahul Gandhi, said Kharge.

The Congress president criticised Prime Minister Narendra Modi, accusing him of not doing anything for violence-hit Manipur.

Referring to the laying of the foundation stone of a Rs 100 crore memorial-cum-temple of Sant Ravidas, a revered figure for Scheduled Castes, by PM Modi earlier this month, Kharge said they laid the foundation of Saint Ravidas temple in Sagar but demolished his in Delhi.

He alleged that PM Modi remembered Saint Ravidas only during elections.

As per the 2011 Census, the population of Dalits in MP was 1.13 crore.
Bundelkhand, in north east MP, has six assembly seats reserved for SCs, and the BJP had won five of them in the 2018 state polls, namely Bina, Naryoli, Jatara, Chandala and Hatta, while the Congress managed to get Gunnor.

Bundelkhand comprises Sagar, Chattarpur, Tikamgarh, Nimari, Damoh and Panna districts, with 26 Assembly seats, of which 15 were won by the BJP in the last state polls, while the Congress got nine and and one each was won by Samajwadi Party and Bahujan Samaj Party. -- PTI

NISAR will map the entire globe in 12 days and provide spatially and temporally consistent data for understanding changes in Earth's ecosystems, ice mass, vegetation biomass, sea level rise, ground water and natural hazards including earthquakes, tsunamis, volcanoes and landslides, they said. "It carries L and S dual band Synthetic Aperture Radar (SAR), which operates with Sweep SAR technique to achieve large swath with high resolution data.

The SAR payloads mounted on Integrated Radar Instrument Structure (IRIS) and the spacecraft bus are together called an observatory", an ISRO official noted. 12:56   Chandrayaan-3 mission on schedule: ISRO
Chandrayaan-3 mission is on schedule, says ISRO. The Mission Operations Complex is buzzing with energy and excitement, says ISRO. Systems are undergoing regular checks, smooth sailing is continuing, ISRO says.

ISRO tweeted images of the moon captured by the Lander Position Detection Camera from an altitude of about 70 km, on August 19, 2023. LPDC images assist the Lander Module in determining its position (latitude and longitude) by matching them against an onboard moon reference map.

12:34   India's moon landing and the '17 minutes of terror'
ISRO's ambitious third moon mission Chandrayaan-3's Lander Module (LM) is all set to land on the lunar surface on Wednesday evening, as India eyes to become the first country to reach the uncharted south pole of Earth's only natural satellite.

The LM comprising the lander (Vikram) and the rover (Pragyan), is scheduled to make a soft-landing near the south polar region of the Moon at 6:04 pm on Wednesday.

If the Chandrayaan-3 mission succeeds in making a touchdown on moon and in landing a robotic lunar rover in ISRO's second attempt in four years, India will become the fourth country to master the technology of soft-landing on the lunar surface after the US, China and the erstwhile Soviet Union.

Chandrayaan-3 is a follow-on mission to Chandrayaan-2 and its objectives are to demonstrate safe and soft-landing on the lunar surface, roving on the Moon, and to conduct in-situ scientific experiments.

Chandrayaan-2 had failed in its lunar phase when its lander 'Vikram' crashed into the surface of the Moon following anomalies in the braking system in the lander while attempting a touch down on September 7, 2019. Chandrayaan's maiden mission was in 2008.

The Rs 600 crore Chandrayaan-3 mission was launched on July 14 onboard Launch Vehicle Mark-III (LVM-3) rocket, for a 41-day voyage to reach near the lunar south pole.

The soft-landing is being attempted days after Russia's Luna-25 spacecraft crashed into the Moon after spinning out of control. After the second and final deboosting operation on August 20, the LM is placed in a 25 km x 134 km orbit around the Moon.

The module would undergo internal checks and await the sun-rise at the designated landing site, ISRO has said, adding that the powered descent -- to achieve soft-landing on the Moon's surface -- is expected to be initiated at around 5:45 pm on Wednesday.

The critical process of soft-landing has been dubbed by many including ISRO officials as "17 minutes of terror", with the entire process being autonomous when the lander has to fire its engines at the right times and altitudes, use the right amount of fuel, and scan of the lunar surface for any obstacles or hills or craters before finally touching down.

After checking all the parameters and deciding to land, ISRO will upload all the required commands from its Indian Deep Space Network (IDSN) at Byalalu near here, to the LM, a couple of hours before the scheduled time touchdown..

09:25   US court stays extradition on 26/11 accused Rana
Overriding the Biden administration's appeal, a United States court has ordered a stay on the extradition of Pakistani-origin Canadian businessman Tahawwur Rana, to India where he is facing a trial for his involvement in the 2008 Mumbai terror attack.

Rana, 62, has appealed before the Ninth Circuit Court against the order by a US District Court in the Central District of California that denied the writ of habeas corpus.

District Judge Dale S. Fischer of the US District Court in Central California in his latest order said that Rana's "ex parte application" seeking a stay on his extradition is granted.

"The extradition of Rana to India is stayed pending the conclusion of his appeal before the United States Court of Appeals for the Ninth Circuit," Judge Fischer said in the order issued on August 18.

In doing so the judge overrode the government's recommendations that there should be no stay on Rana's extradition.

Rana faces charges for his role in the Mumbai attacks and is known to be associated with Pakistani-American terrorist David Coleman Headley, one of the main conspirators of the 26/11 Mumbai attacks.

While the Court does not find that Rana "has made a strong showing that he is likely to succeed on the merits" -- otherwise the Court would have ruled in his favour in the first instance -- he has certainly raised serious legal questions going to the merits, the judge wrote.

"The proper meaning of "offence" in Article 6(1) of the extradition treaty is not clear and different jurists could come to different conclusions. Rana's position is certainly colourable and could very well be found to be correct on appeal," the judge noted.

"The final two factors "merge when the Government is the opposing party." There is value in compliance with India's extradition request, but Rana's extradition proceedings have been going on for more than three years, which suggests that the process has not been rushed so far. Otherwise, the public interest, if anything, favours Rana," the judge wrote.

"The public has a strong interest in the proper interpretation of extradition treaties, particularly in the interpretation of provisions that provide important individual protections like the one at issue here. Further, there is a strong public interest in definitive, binding interpretations of treaties. District courts cannot provide those rulings; courts of appeals can," the judge wrote, throwing the legal battle to the Ninth Circuit Court now.

The US Court of Appeals for the Ninth Circuit has asked Rana to submit his argument before October 10 and the US Government has been asked to submit its response by November 8. -- PTI

08:38   If you can't afford onions, don't eat: Maha minister
Amid protests by farmers and traders against the Centre's decision to impose 40 per cent export duty on onions, Maharashtra minister Dada Bhuse has claimed it would make no difference if people did not consume the key kitchen staple for two to four months.
The state PWD minister, however, also said on Monday that the decision to impose export duty should have been taken with proper coordination.

The Union government on August 19 imposed 40 per cent duty on the export of onions to check price rise and improve supplies in the domestic market.

The Finance Ministry through a notification imposed the 40 per cent export duty on onions till December 31, 2023.

"When you use a vehicle worth Rs 10 lakh, you can buy produce at a higher rate by Rs 10 or Rs 20 than the retail rate. Those who cannot afford to buy onion, it would make no difference if they do not eat it for two-four months," Bhuse said.

He also said the decision to impose export duty should have been taken with proper coordination.

"Sometimes onion fetches rates of Rs 200 per quintal while some times it attracts Rs 2,000 per quintal. A discussion can be held and an amicable solution can be found," Bhuse said.

Earlier on Monday, traders decided to close onion auctions indefinitely in all the Agriculture Produce Market Committees (APMCs) in Nashik, including at Lasalgaon, which is the largest wholesale onion market in India.

The Nashik District Onion Traders Association had given the call to not take part in onion auctions indefinitely till the Centre rolls back its decision, sources said.

01:58   It is my habit to fall at the feet of a sanyasi or yogi, says Rajinikanth
Superstar Rajinikanth on Monday said it was his habit to fall at the feet of a 'sanyasi' or 'yogi', irrespective of the age of that person.

The top actor's remarks came in response to a reporter's query here over the "controversy" surrounding his touching the feet of Uttar Pradesh Chief Minister Yogi Adityanath recently during his visit to Lucknow.

"Whether a sanyasi or a yogi, it is my habit to fall at their feet even if they are younger than me. That's what I did," he told reporters in Chennai.

The actor's gesture had kicked up an online storm, especially in Tamil Nadu, as many asked if it was okay for the 72-year-old actor to touch the feet of the much younger UP CM.

The filmstar also thanked the people for making his latest movie Jailer a "grand success".

01:43   Delhi HC refuses to interfere with use of 'Khiladi' for Telegu film title
The Delhi high court has refused to interfere with the use of the word Khiladi by a Telegu film for its title, as it rejected a plea by the production house behind Akshay Kumar starrer films Khiladi and Main Khiladi Tu Anari

Justice Jyoti Singh dismissed the application by Venus Worldwide Entertainment alleging violation of its trade mark by the makers of the Telegu movie, and said although the plaintiff's 1992 Khiladi was a huge success, no case of any "deceptive similarity and confusion" between the two films was prima facie present.

"No doubt that the movie KHILADI was a huge success and also gave a pedestal to the lead actor and earned him the sobriquet of 'Khiladi Kumar'... but it is settled that whether or not a trademark has acquired a secondary meaning is a matter of trial and secondly, this factor cannot give monopoly to the plaintiff over the word KHILADI for the purpose of claiming infringement, in the absence of registration in the word KHILADI," the court said in its recent interim order.

The plaintiff filed a lawsuit against the makers of the Telegu film, claiming that the use of trade mark Khiladi was exclusively associated with it and no one else.

It prayed for directions to restrain the defendants from infringing the plaintiff's trade mark. -- PTI

00:39   Eat fish for eyes like Aishwarya Rai: BJP minister
A Bharatiya Janata Party minister in Maharashtra has stoked a controversy by linking daily consumption of fish to having eyes as beautiful as those of actor Aishwarya Rai.

A video of the remarks by state tribal minister Vijaykumar Gavit, made at a public function in north Maharashtra's Nandurbar district, has gone viral on social media.

"People who consume fish on a daily basis develop smooth skin and their eyes sparkle. If anyone looks at you, the person will get attracted (towards you). Did I tell you about Aishwarya Rai? She lived near the seashore in Mangaluru. She would consume fish daily. Have you seen her eyes? You will also have eyes like her, the minister is heard saying. The fish contain some oils, it makes your skin smooth," added the 68-year-old minister, whose daughter Heena Gavit is BJP's Lok Sabha member.

NCP legislator Amol Mitkari said the minister should focus on issues faced by tribals, instead of making such "frivolous" comments.

BJP MLA Nitesh Rane said, "I eat fish daily. My eyes should have become like that (like those of Aishwarya Rai). I will ask Gavit sahib if there is any research on this."

Late in the evening, Maharashtra Women's Commission chief Rupali Chakankar asked Gavit to submit an explanation in three days about his comments. -- PTI
