23:52   Girl who said Pak zindabad booked for sedition
Sedition charges were slapped on the girl -- Amulya -- who raised 'Pakistan zindabad' slogan at an anti-Citizenship Amendment Act rally organised by All India Majlis-e-Ittehadul Muslimeen chief Asaduddin Owaisi in Bengaluru on Thursday.

Police said that a case has been registered under Section 124A (Offence of sedition) of the Indian Penal Code against Amulya.

The police will first interrogate her and then she will be produced before a court, officials said.

Commotion marred the function of Owaisi in Bengaluru when the girl managed to reach the stage and started shouting slogans -- 'Hindustan Zindabad' and 'Pakistan Zindabad'.

She wanted to differentiate between 'Pakistan Zindabad' and 'Hindustan Zindabad' but organisers and cops on duty whisked her away.

Owaisi himself rushed to take the mike from her.

He was having a one-on-one with the public here.

Owaisi said: "I condemn this statement. The woman is not associated with us. Humare Liye Bharat Zindabad Tha, Zindabad Rahega." -- ANI

22:57   Sharjeel Imam brought to Assam for interrogation
Jawaharlal Nehru University student Sharjeel Imam, who was arrested on charges of sedition, was brought to Assam on Thursday evening for interrogation.

Imam was brought to Guwahati from New Delhi by train and then taken to a hospital for medical checkup, Guwahati Police Commissioner Munna Prasad Gupta told PTI.

After his checkup, Imam was produced before the chief judicial magistrate's court which sent him to four day's police remand, he said.

The police had sought 14 days' remand to interrogate him.

The student, who came into the limelight during the ongoing protests at Shaheen Bagh against the Citizenship (Amendment) Act, was arrested from Bihar's Jehanabad on January 28 in a case of allegedly making inflammatory speeches at the Jamia Millia Islamia University and in Aligarh.

Imam was slapped with a sedition case after his alleged speeches went viral on social media wherein he was heard speaking about Assam's possible secession from the country in the wake of the CAA.

A case under the stringent Unlawful Activities (Prevention) Act (UAPA) has been registered against him in Assam.

On Tuesday, the Delhi police had named Imam as 'instigator' in its charge sheet filed against 17 people in a case related to violence during protests against the CAA at New Friends Colony near Jamia Millia Islamia last year.  -- PTI

22:48   SC rejects plea seeking minority status based on state-wise population
The Supreme Court Thursday refused to entertain a plea seeking to define the word 'minority' and laying of guidelines to accord minority status based on state-wise population of a particular community.

A bench of Justices R F Nariman and S Ravindra Bhat allowed advocate and Bharatiya Janata Party leader Ashwini Upadhyay to withdraw the plea with the liberty to approach the appropriate forum for the relief.

During the hearing, senior advocate Vikas Singh, appearing for Upadhyay, said that the word 'minority' needs to be defined and guidelines need to be laid for their identification at state level in accordance with the apex court verdict of 2002.

The expression 'minority' has been used in Articles 29 and 30 of the Constitution but it has nowhere been defined, he said.

As per the Census of 2011, Hindus are actual minority in Laddakh, Mizoram, Lakshdweep, Kashmir, Nagaland, Meghalaya, Arunachal Pradesh, Punjab and Manipur, Singh said.

The bench said if the petitioner has any remedy, then it lies somewhere else not in the apex court.

There are two options, either the court will dismiss the petition or the plea can be withdrawn by the petitioner, it said.

Singh then said that he would like to withdraw the plea but would like to have liberty to move the appropriate forum.

The bench dismissed the plea as withdrawn but gave the petitioner liberty to approach the appropriate forum.

Upadhyay's plea said that as per the Census of 2011, Hindus are merely 1 per cent in Laddakh, 2.75 per cent in Mizoram, 2.77 per cent in Lakshdweep, 4 per cent in Kashmir, 8.74 per cent in Nagaland, 11.52 per cent in Meghalaya, 29 per cent in Arunachal Pradesh, 38.49 per cent in Punjab and 41.29 per cent in Manipur.

"But, their minority rights are being siphoned off illegally and arbitrarily to the majority population because neither Centre nor respective State has notified them as a 'minority' under Section 2 (c) of the National Commission of Minorities Act.

"Thus, Hindus are being deprived of their basic rights, guaranteed under the Articles 30," the plea said.

It said that despite Hindus being in minority in these states, they cannot establish and administer educational institutions of their choice in spirit of Article 30(1) of the Constitution.

"On the other hand, Muslims are 46 per cent in Laddakh, 95 per cent in Kashmir, 96.58 per cent in Lakshdweep; Christians are 87.16 per cent in Mizoram, 88.10 per cent in Nagaland, 74.59 per cent in Meghalaya; Buddhists are 50 per cent in Laddakh and Sikhs are 57.69 per cent in Punjab. But, they can establish and administer the educational institutions," the plea said.  -- PTI

21:57   Woman raises pro-Pak slogans at Owaisi rally
Leaving the organisers of an event to protest against the Citizenship Amendment Act, National Register of Citizens and National Population Register in  Bengaluru red-faced, a young woman on Thursday raised 'Pakistan Zindabad' slogan in the presence of All India Majlis-e-Ittehadul Muslimeen chief Asaduddin Owaisi, who denounced her action and asserted 'we are for India'.

The woman, identified as Amulya, asked people to shout with her 'Pakistan Zindabad' after the organisers of the event under the banner of 'Save Constitution' invited her to address the gathering soon after Owaisi came on the stage.

Soon Owaisi rushed to snatch the mike from her hands and was joined by others who tried to remove her from the state.

But the woman was adamant and raised the slogan again repeatedly.

Later, the police stepped in and removed her from the dais.

Owaisi then addressed the gathering, saying he did not agree with the woman.

"Neither me nor my party has any link with her. We denounce her. The organisers should not have invited her here. If I knew this, I would not have come here. We are for India and we no way support our enemy nation Pakistan. Our entire drive is to save India," the AIMIM MP said.

Janata Dal-Secular corporator Imran Pasha claimed she was planted by some rival group to disrupt the event.

The woman, he said, was not in the list of speakers and demanded that the police investigate the matter seriously.  -- PTI

20:59   Pak hopes Trump will walk the talk on Kashmir
Pakistan on Thursday expressed hope that United States President Donald Trump during his visit to India next week will take 'some concrete practical steps' on his offer of mediation on Kashmir.

Trump is scheduled to travel to India on February 24 and 25, with stops in Ahmedabad and New Delhi.

At the weekly media briefing in Islamabad, Foreign Office spokesperson Aisha Farooqui hoped the offer of mediation expressed by President Trump 'will be taken forward through some concrete practical steps'.

Farooqui made the remarks in response to questions about Trump's visit to India and situation in Kashmir.

She said that four US Senators including Senator Lindsay Graham in a letter to Secretary of State Mike Pompeo drew his attention towards the situation in Kashmir.

In January, President Trump repeated his offer to 'help' resolve the Kashmir issue between India and Pakistan during his meeting with Prime Minister Imran Khan on the sidelines of the World Economic Forum in Davos, Switzerland.

New Delhi maintains that there is no scope for any third-party mediation between India and Pakistan over Kashmir.

Farooqui also said that UN Secretary General Antonio Guterres during his three-day visit to Pakistan expressed his 'deep concern at the increase in tensions since last year'.

She also said this week was a painful reminder of the tragedy of Samjhauta Express train that occurred 13 years ago, and the 'families and the loved ones of the 68 victims of that terrorist attack still await justice'.

"Pakistan would like to remind the Indian government of its responsibility to take serious and credible steps to bring the perpetrators of the Samjhauta Express blasts to justice at the earliest and without further delay," she said.  -- PTI

18:00   MEA clarifies Trump's remarks, offers context
With United States President Donald Trump claiming that India has not treated his country 'very well' on the trade front, the Ministry of External Affairs on Thursday said the context in which the remarks were made was balance of trade and there have been efforts to address the concerns.

Ahead of his India visit on February 24-25, Trump said that India has not treated his country 'very well' on the trade front and indicated that a 'very big' bilateral deal with New Delhi may not be signed before the American presidential election in November.

Asked about the United States President's comments, Ministry of External Affairs spokesperson Raveesh Kumar said it is important to understand the context in which the remarks were made.

The context was balance of trade and efforts have been made to address concerns, he said.

India is eagerly awaiting President Trump's visit and it will strengthen the bilateral global strategic ties, Kumar said.

On how many agreements will be signed during Trump's India visit, Kumar said around five MoUs were under discussion.

Asked whether the issues relating to H1B visa will figure in Modi-Trump talks, Kumar said they could come up.

On the issue of eight Indians testing positive for the novel coronavirus on board the Diamond Princess cruise ship near Tokyo, Kumar said, "We are in touch with Japanese authorities."

He also asserted that there is no ban on travel to or from China in view of the coronavirus outbreak.

Asked about China's objection to Home Minister Amit Shah's visit to Arunachal Pradesh, Kumar said India's consistent position has been that the state is its integral and inalienable part.

Objecting to visit to Arunachal by an Indian leader does not stand to reason, he said.  -- PTI

17:01   Media that insults China must pay the price: China on expulsion of WSJ scribes
China on Thursday defended expelling three foreign journalists of the Wall Street Journal, saying that media which insults, smears the country and support racial discrimination "must pay the price".

China on Wednesday expelled three journalists of the Wall Street Journal following an article in the newspaper titled "China Is the Real Sick Man of Asia' by Walter Russell Mead published on February 3 as the country was fighting an all-out war against the coronavirus outbreak that has killed over 2,000 people.

China's Foreign Ministry revoked the press cards of three WSJ journalists (two Americans and one Australian) and asked them to leave the country within five days.

The move had come less than a day after US officials announced they would be treating five major Chinese state-run media companies -- Xinhua, China Global Television Network, China Radio International, China Daily and People's Daily -- as effective extensions of the Chinese government.

Asked whether the expulsion was solely because of the headline of the article or in retaliation to US government's decision to list five Chinese official media outlets as foreign missions, Chinese Foreign Ministry spokesman, Geng Shuang told during an online media briefing that "those media who blatantly insult China, supports racial discrimination and maliciously smear China must pay the price'.

"I also responded to the US announcement of designating five Chinese media organisations as foreign missions yesterday (Wednesday). We reserve the right to make further responses,' he said. The expulsion of the three journalists was condemned by the US, saying mature and responsible countries understand that a free press reports facts and expresses opinion. Geng also attacked US Secretary of State Mike Pompeo for condemning the WSJ scribes' expulsions and his call to China to not restrict freedom of speech. -- PTI

15:58   SC order on women will give clarity: Army chief
Army chief General Manoj Mukund Naravane's press briefing:

Terrorism: There are 15-20 terrorist camps inside Pakistan-occupied-Kashmir where there are around 250-350 terrorists at any time and numbers may fluctuate.

On the effect of FATF plenary in Paris on Pakistan activities in Kashmir: China has also realised that they cannot back their all-weather friend (Pakistan) all the time.
If the Financial Action Task Force (FATF) comes down heavily on them, they may have to do a rethink on their rhetoric and activities. FATF is a factor (in the reduction of terror activities in Kashmir valley).

Thal Sena Bhawan: The proposed Thal Sena Bhawan will bring all Army HQ offices under one roof thereby improving working efficiency, while reducing carbon footprint and logistics requirements. It will also allow more family time for all soldiers on peace postings at Delhi.

Permanent Commission for women: The decision of Supreme Court is a welcome decision as it brings out a sense of clarity and purpose to gainfully employ officers for better efficiency of the organisation. I must assure that everybody in the Indian Army including Women Officers will be given equal opportunity to contribute to the Nation as also progress in their careers.

Indian Army does not discriminate on any soldier based on religion, caste, creed, or even gender. The outlook of the Indian Army has been throughout like this and that is why we started inducting women officers as early as in 1993.

The Army has taken the initiative to induct women in rank and file, and the first batch of 100 women soldiers is undergoing training at Corps of Military Police Center and School.

Speaking to ANI, Bhadoria said, "Everyday Yogi Adityanath is making such statements which go beyond the parameters of the Indian Constitution. 11:48   IMF red flags coronavirus effect on world economy
Coronavirus epidemic has already disrupted economic growth in China and its spread to other countries can derail a fragile projected recovery in the global economy this year, the International Monetary Fund has said.

In a note prepared for G20 finance ministers and central bankers meeting in Riyadh this week, the IMF said a plethora of risks face the global economy, including the fast-spreading coronavirus and a renewed spike in US-China trade tensions besides climate-related natural disasters.

Amid continued uncertainty about the impact of the coronavirus, known as COVID-19, the IMF said it was sticking to its January forecast for 3.3 per cent growth in the global economy this year, up from 2.9 per cent in 2019, already a downward revision of 0.1 percentage points from its forecast in October.

"The coronavirus is our most pressing uncertainty: a global health emergency we did not anticipate in January. It is a stark reminder of how a fragile recovery could be threatened by unforeseen events," said IMF's Managing Director Kristalina Georgieva.

"The global economy is far from solid ground. While some uncertainties have receded, new ones have emerged. The truth is that uncertainty is becoming the new normal," she said in the note on Wednesday (local time).

A long-lasting and more severe outbreak will result in a sharper and more protracted growth slowdown in China, said Georgieva.

"Its global impact would be amplified through more substantial supply chain disruptions and a more persistent drop in investor confidence, especially if the epidemic spreads beyond China," she said.

The IMF urged policymakers to maintain fiscal and monetary policy support. Low inflation requires monetary policy to stay accommodative in most economies, it said. -- ANI

10:48   Trump's remarks insult to India: Congress
Congress on Wednesday alleged that the statement by US President Donald Trump ahead of his visit is an insult to the dignity of the country and asked the government to respond to it.

"The president of the United States, ahead of his visit for the first time to India, said that India has not treated us fairly. I think it is an insult and affront to the dignity of the country and the Ministry of External Affairs should respond to it and not sweep it under the carpet," Congress spokesperson Manish Tewari said.

"We welcome our guests. It is in Indian tradition. But no guest has the right to insult India. I think that comment was totally uncalled for," he said.

The Congress leader said that Trump's remark undermines "all the progress in the visit or in Indo-US relations, which has been made since the steps in the strategic partnership were initiated by late prime minister Atal Bihari Vajpayee, a process which was then carried forward for 10 years under the able leadership of prime minister Manmohan Singh".

In an apparent dissatisfaction over US-India trade ties, Donald Trump said yesterday, "We're not treated very well by India." But he praised Prime Minister Narendra Modi and said he is looking forward to his visit to India.
"I happen to like Prime Minister Modi a lot," Trump said.

President Trump and US First Lady Melania Trump will be visiting India on February 24 and 25.Trump is slated to address a mammoth crowd of more than 100,000 people which is expected to turn up for an event at the Motera Stadium in Ahmedabad on the lines of the 'Howdy Modi' function that was addressed by the US President and Prime Minister Narendra Modi in Houston in September last year. -- ANI

09:18   Nirbhaya convict attempts to hurt self in jail
One of the death row convicts of the 2012 Delhi gang rape and murder case, Vinay Sharma, was reportedly injured after he attempted to hurt himself by hitting his head against a wall in his cell early this week.

Sources in the Tihar Jail official said Nirbhaya convict Vinay Sharma was hurt after he hit his head against a wall in his cell on February 16. He was, however, stopped by a jail official and treated.

"One of the death row convicts of the Nirbhaya case, Vinay, attempted to hurt himself by banging his head against a wall in his cell. He received minor injuries," said a Tihar Jail official, on the condition of anonymity.

Vinays lawyer had earlier this week told the court that convict Vinay Sharma was on hunger strike in Tihar jail.

He also claimed that Vinay was assaulted in jail and had head injuries, while adding that he was suffering from acute mental illness and hence the death sentence cannot be carried out. The court had then directed the Tihar jail superintendent to take appropriate care of Vinay as per law.

Delhi court on Monday ordered that the four convicts in the Nirbhaya gang rape and murder case be hanged on March 3 after it issued fresh death warrants, observing that deferring the execution any further would be "sacrilegious" to the rights of the victim for expeditious justice.

The court directed that the four men -- Mukesh Kumar Singh (32), Pawan Gupta (25), Vinay Kumar Sharma (26) and Akshay Kumar (31)--be hanged by neck on March 3 at 6 am until they are dead. It is for the third time that the death warrants were issued by the court against them.

00:18   US lawmaker expresses concern over CAA, Kashmir
Ahead of United States President Donald Trump's maiden India visit next week, an influential US Congressman on Wednesday expressed concern over the situation in Kashmir and agitations over the new citizenship law, saying the country must protect its minorities and not lose its secular democracy.

Ami Bera, Chair of House Foreign Affairs subcommittee on Asia, the Pacific in the US Congress, said it was the desire of the US to see resolution of the Kashmir issue and return of normalcy in the region.
Bera, a democrat, and George Holding, the Republican co-chair of the India caucus, are on a two-day visit to India to "demonstrate" bipartisan support to India in the US Congress.
"We expressed our concerns over continued detention of political leaders in Kashmir," Bera told a group of journalists when asked whether he and Holding conveyed their concerns to Indian officials over situation in Kashmir.
"We do not want to India to lose secular democracy that is what sets it apart from countries in the region, that is what makes it such a valuable partner of the US," he said.
Bera also said he would like to take a Congressional delegation to Kashmir. "We did express our that we would like to take a delegation to Kashmir in some point of time."
The US lawmaker also hailed India's vibrant democracy where he said 800 million Hindus are living side-by-side with 200 million Muslims.
"Indian citizens are the ones that ultimately will control the outcome of where India heads to...We can offer that what we admire about India...is that it's this vibrant secular democracy and we would hate to see India lose or tarnish any of that reputation," said Bera.
On his part, Holding said economic development will bring prosperity to Kashmir, adding a stable and predictable political situation is going to attract investment into the region.
The special status of Jammu and Kashmir was withdrawn around six months back and it was bifurcated into two union territories. The government had imposed severe restrictions following the move including detaining sizeable number of political leaders.
Replying to a question on widespread protests against the new citizenship law in India, Bera said expressed concerns over it but at the same time added that the demonstrations reflected inherent strength of the democracy.
"It is important to keep lines of communications open," he said, adding India must protect its minorities.
India has witnessed massive protests against the citizenship amendment law which seeks to grant citizenship to non-Muslims who came to India from Pakistan, Afghanistan and Bangladesh facing religious persecution.
The protesters feel the law is discriminatory as citizenship will be granted based on religious identity.
Both the lawmakers also spoke about the bipartisan support to growing ties between India and the US in diverse areas including in trade and commerce, defence and strategic affairs.
Both the lawmakers hoped that India and the US will be able to seal the much anticipated trade deal.
Official sources said negotiations on the deal was not "stuck" and both sides mutually agreed "not to rush" into it, suggesting that it will not be signed during Trump's visit to India next week.
Trump, accompanied by wife Melania Trump and a high level delegation will arrive in India on February 24 for a little less than 36-hour-long trip.

From Ahmedabad, he will travel to Agra before arriving at the national capital for main leg of the visit. -- PTI
