SC is hearing the Cong-NCP-Sena plea on government formation in Maharashtra:

--  The SC peruses Maharashtra Governor Bhagat Singh Koshyari's letter inviting Devendra Fadnavis to form government in the state.

SG Tushar Mehta explains Maha governor had invited Shiv Sena, BJP and NCP for govt formation and President's rule was imposed only after they failed. The governor was not supposed to conduct a roving, fishing inquiry to ascertain which party has numbers to form govt. He asks for time to file a detailed reply on the Governors behalf. Mehta says Governor Koshyari waited from October 24th to November 9th but no party came forward to form the government. "Question is, can a party come, seek court's intervention to hold floor test within 24 hours?" the Centre asks SC. "Grant us two or three days' time. Let us file a reply. The Governor has an absolute discretion invited the largest party on November 23, " the SG said.

"My Lordships would have heard about horse-trading but this could be a case where the entire stable has been stolen," SG Tushar Mehta tells SC.

Senior advocate Mukul Rohatgi for BJP and some independent MLAs refer to Maha Dy CM Ajit Pawar's letter supporting Devendra Fadnavis. "One Pawar is with me, another Pawar is here in SC," Advocate Mukul Rohatgi tells the court.

The Supreme Court on Monday commenced hearing on a plea filed by the Shiv Sena-NCP-Congress combine against the Maharashtra governor's  decision to swear in Devendra Fadnavis as chief minister.
