SC issues contempt notice to Haryana, UP, Rajasthan over cow vigilantism

The Supreme Court today issued contempt notices to the Rajasthan, Haryana and Uttar Pradesh governments over various cases of cow vigilantism.

The Supreme Court has sought responses of the three BJP-ruled states on a contempt plea that questioned why no action on the court's order to form special committees to check cow vigilantism has been taken.

In his plea, petitioner Tushar Gandhi has alleged that the states have taken no steps to check violence by Gau Rakshaks in violation of a Supreme Court directive.

In September last year, the Supreme Court had said that states were obliged to compensate the victims of cow vigilante groups, and asked all of them to file a report on the compliance of its order by appointing a nodal officer to prevent violence by the such groups.

A Supreme Court bench of Chief Justice Dipak Misra, Justice AM Khanwilkar and Justice DY Chandrachud had said, "Victims are to be compensated. It is obligatory on the part of the state to compensate the victim of crime."

Under the Code of Criminal Procedure, a state is under obligation to have a scheme for victim compensation and if they don't have then they should have one, the court said.
