What happened at Mumbai's Elphinstone railway station

Twenty two people died and another 20 are injured after a stampede took place at Mumbai's Elphinstone railway station around 10.45 am this morning. 

As people keep speculating as to what caused the stampede, Akhilesh Kumar Singh, deputy commissioner of police, Zone III has clarified, When it rained this morning commuters had gathered under a shed on the overbridge. The steps behind the shed were slippery, and some people slid and fell down. Seeing this some people feared the shed was collapsing and rushed out, causing the stampede. It was confusion more than anything.
