Former chief election commissioner S Y Quraishi on Saturday suggested that the Centre should consider presenting a vote on account before the elections in five states and the budget after voting ends. 

On the issue of the tussle between the two factions of the Samajwadi Party to stake claim over 'cycle' election symbol, he said the poll panel is likely to freeze it and may issue an interim order by giving interim names and symbols to both sides. 

During polls, the election commission normally tells states to have votes on account in place of a full fledged Bbudget, which can be presented after the polls, Quraishi said.

"I am optimistic that the government will definitely consider the sentiments of a large section of society that budget should be presented post-elections, as they contemplate that this might have some affect on the outcome of the polls," he said. 

Stating that the model code of conduct should be honoured in its letter and spirit, Quarishi, said the chapter seven of the model code of conduct talks about incumbency advantage related to policy decisions and announcements. This issue can be seen in light of that.

The budget session has already been convened from January 31 when the President will address the joint sitting of the two Houses of Parliament. 

The Union budget and the economic survey are slated to be presented the next day.

21:08   Amarinder keen to contest against Punjab CM Badal from Lambi
Punjab Congress president Amarinder Singh today said he has sought the party high command's permission to fight the upcoming Assembly election from Chief Minister Parkash Singh Badal's assembly constituency of  Lambi to ensure the "total defeat" of the Akali leadership in the state.
Amarinder was talking to reporters here to welcome into the Congress fold former AAP leader Daljit Singh.
He said he wanted to fight against the Chief Minister on his home turf as he wished to defeat all the top Akali leaders "responsible for destroying the state through drugs, mafia and the goonda raj".
The PPCC chief said he had requested the Congress high command to allow him to fight the Assembly polls from Lambi so that he could free Punjab from the "vicious and destructive rule of the Badals".
He said he desired to fight both Lambi and Patiala, if permitted by the party.
"The entire state is in shambles," Amarinder alleged and lambasted Badal as well as his family and associates for bringing Punjab to such a "shameful state".
The former Punjab chief minister cited the example of the Nabha jail break to point out how "goondas were being allowed a free run in the state to help the Akalis during the polls".

20:34   Flight operations suspended at Lucknow airport
The flight operations at the Chaudhary Charan Singh Airport in Uttar Pradesh were suspended today following a technical snag, affecting the movement of around 20 flights, an official said.

"The important radio equipment at the airport developed a problem at around 4:30 this evening following which the movement of flights has been adversely hit," Sanjay Narain, OSD to the Airport Director, said.

The technical team of the airport and other staff members are trying to rectify the snag and no flights will operate from the airport till then, he said.

Because of this problem, some 20 flights have been affected as per the schedule although the flights which had already landed have been allowed to leave through alternative arrangements, he said.

The flights, which had arrived after 6:30 have, however been stopped at the airport, he said, adding that all senior officials of the airport were present there and are monitoring the ongoing work.

In his final radio and internet address, Barack Obama has thanked his countrymen for making him a better President and a better man and said that during his eight-year tenure he saw the "goodness, resilience and hope" of the American people.
"Whether we've seen eye-to-eye or rarely agreed at all, my conversations with you, the American people in living rooms and schools; at farms and on factory floors; at diners and on distant military outposts are what have kept me honest, kept me inspired, and kept me going. Every day, I learned from you. You made me a better President, and you made me a better man," Obama said.
He said it had been the honour of his life to serve the American people as President.
"Eight years later, I am even more optimistic about our country's promise. And I look forward to working along your side, as a citizen, for all my days that remain," he said.
"Over the course of these eight years, I have seen the goodness, the resilience, and the hope of the American people. I've seen neighbours looking out for each other as we rescued our economy from the worst crisis of our lifetimes," he said. 
"I've hugged cancer survivors who finally know the security of affordable health care. I've seen communities like Joplin rebuild from disaster, and cities like Boston show the world that no terrorist will ever break the American spirit," he added.
Obama in his recent farewell speech in Chicago warned Americans of the threats to democracy from growing racism, inequality and discrimination.

19:57   Boat carrying 40 people capsizes in river Ganga in Patna
A boat carrying 40 people capsized in the Ganga in Patna on Saturday.

The boat was returning from a kite flying festival that was organised as part of Makar Sankranti festivals, CNN_New18 reported.

Most of the passengers were able to swim to safety. However, four to five people are still missing

According to sources, it was a small boat which was overloaded with people.

The boat was about to reach the bank when it capsized.

Rescue operations are on to trace the missing passengers.

19:52   Indian-American woman killed by reckless compatriot driver
A 16-year-old Indian-American boy has been arrested for allegedly striking and killing a woman from India while racing his pickup truck with another vehicle in the US state of Florida, a media report said.

Madhav Sood, the driver of the truck, has been arrested on charge of vehicular homicide in Lake Mary area in the death of 31-year-old Priya Pachauri.

Police said Pachauri was walking on the sidewalk along Lake Emma Road when she was struck by Sood's truck which he was driving recklessly, Wftv.com reported.

The speed of his vehicle was above the posted speed limit of 72.42 kph when he aggressively changed lanes while racing another vehicle and hit Pachauri, police said.

They said Sood was racing another vehicle when he lost control, crossed the median and slammed into Pachauri before hitting through a section of the railing. 

A friend of Pachauri's husband said her husband is in India, where the couple had moved from five years ago.

Hitting out at Haryana Minister Anil Vij for his controversial remark that Prime Minister Narendra Modi is better brand than Mahatma Gandhi, Congress leader Rahul Gandhi today said the dictators Hitler and Mussolini were also very powerful brands.
The Congress vice president took to twitter to chastise the senior BJP leader in Haryana for his comments that drew widespread criticism, even his party condemning the statement.
"Hitler and Mussolini were also very powerful brands," Rahul said in a tweet.
Vij today told reporters that it was good that the image of Mahatma Gandhi has been replaced with that of Prime Minister in the calendar and diary of Khadi and Village Industries Commission as Modi is a "better brand" and went on to add that Gandhi's image would be removed gradually from the currency notes too.
Asked about the controversy over Modi's photo on KVIC calender and diary, the five-time MLA from Ambala Cantt, said that Gandhiji's name has no patent over Khadi.
"Since Gandhi's name has been attached with Khadi, it has only gone down. When Gandhi's image was put on notes, the currency also got devalued," he had said.
Vij, however, later withdrew the remarks.

Janata Dal-United's invitation to the Bharatiya Janata Party on 'Dahi-Chura' feast on Sunday on the occasion of Makarsankranti heated political pot in Bihar.
It is being seen as an extension of bonhomie between the two parties after Chief Minister Nitish Kumar's support to demonetisation and which got strength after Prime Minister Narendra Modi's effusive praise of Kumar during Prakash Parva. 
The JD-U ally, Congress and some other parties expressed displeasure over the invitation to the BJP.
Invitation to the BJP for 'Dahi-Chura', the first since 2013 when the JD-U severed ties with the saffron party, has set the tongue wagging in political circles.
The JD-U feast would be held at the residence of Bihar party chief Basistha Narayan Singh.
"Since its an auspicious occasion, I have invited everybody in the 'bhoj' irrespective of political affiliations," said Basistha Narayan Singh.
"I have invited Chief Minister Nitish Kumar, RJD president Lalu Prasad, BJP leader Sushil Kumar Modi, Congress leaders and also those from CPI and CPI(M)," Singh said.
Sushil Modi, who skipped the Makarsankranti feast hosted by Prasad today, told reporters that he would attend the 'bhoj' organised by Basistha Narayan Singh.

19:00   Sebi lowers broker fees by 25%; goes digital on all payments
To reduce overall cost of transactions, Sebi today decided to lower broker fees by 25 per cent to Rs 15 per transaction of Rs 1 crore as part of calibration of various other fees collected by the regulator from different market intermediaries.
The Sebi board has decided to give an option to all market intermediaries and companies to make their regulatory payments in digital mode. The move would help in speedy and easy transactions, while reducing failures due to payment gateway issues.
     
Besides, the board has approved a proposal to levy certain new charges, including filing fee for draft scheme of arrangements and processing fee on application for relaxation in certain regulations.
     
"Keeping this objective in mind and taking into consideration the projected income and expenditure of Sebi for the next three financial years, the board decided to reduce the fees payable by broker by 25 per cent from Rs 20 per crore of turnover to Rs 15 per crore of turnover," Sebi said in a statement after its board meeting.      

It has been a long pending demand of broker and market participants.
     
"This will result in reduction of overall cost of transactions and will benefit the investors and promote the development of securities market," the regulator said.

President-elect Donald Trump has hinted that he may lift sanctions on Russia and won't stand by the "One China" policy unless Beijing improves its currency and trade practices.
Trump told The Wall Street Journal in an interview published Friday that he would keep intact "at least for a period of time" sanctions President Barack Obama's administration imposed on Russia last month over Moscow's
alleged cyberattacks to influence the US election.
But, if Russia helps the US on key goals such as fighting violent extremists, Trump suggested he may scrap the punitive measures altogether.
He also said he was prepared to meet with Russian President Vladimir Putin after taking office January 20.
Trump, who sees an opportunity to cooperate with Moscow in fighting jihadist groups like Islamic State, has expressed admiration for Putin, and only reluctantly accepted US intelligence's conclusion that Russian hackers acting on Putin's authority interfered in the US elections.

Turning to the longstanding US practice of not recognizing Taiwan diplomatically, Trump said: "Everything is under negotiation, including One China."
Trump has already irked China by accepting a congratulatory phone call from Taiwan's President Tsai Ing-Wen after he won the election, upending decades of diplomatic precedent in which the White House has foregone direct communication with the island's leader.

18:00   Government respects independence, autonomy of RBI: FinMin
Refuting allegations of interference by an Reserve Bank of India union, the finance ministry today said the government fully respects independence and autonomy of the central bank. 

"Consultations between the government and the RBI are undertaken on various matters of public importance wherever such consultation is mandated by law or has evolved as a practice. Consultations mandated by law or as evolved by practice should not be taken as infringement of autonomy of RBI," the ministry said in a statement. 

The United Forum of Reserve Bank Officers and Employees in a letter to RBI Governor Urjit Patel had said employees were feeling "humiliated" by events since demonetisation and alleged that the government has been impinging on the central bank's autonomy by appointing an official for currency coordination. 

 "It is categorically stated that the government fully respects independence and autonomy of the Reserve Bank of India," the finance ministry said.

A rare bottle of single malt whisky signed by United States president-elect Donald Trump has fetched 6,000 pounds at auction in Glasgow, with a Canadian buyer paying twice the estimated price.
The 26-year-old GlenDronach single malt whisky was bottled in 2012 to mark the opening of Trump International Golf Links in Aberdeenshire.
A Canadian bidder paid 6,000 pounds (USD 7,334) more than twice the estimated price to secure the bottle at the auction of rare whiskies in Glasgow, Scotland. 
A bottle of 52-year-old Macallan 1950 fetched 10,000 pounds, while a bottle of the Black Bowmore went for 5,200 pounds.
Laurie Black, whisky expert at McTear's auctioneers, said: "There was a huge amount of interest in the bottle and we were delighted with the final price, which was several times more than previous Trump bottles have sold for.

"The GlenDronach is a stunning whisky in its own right, however, the Trump connection gave this particular bottle a presidential boost," Black was quoted as saying by the report.

Posters featuring Uttar Pradesh Chief Minister Akhilesh Yadav's wife Dimple Yadav with Priyanka Gandhi have fuelled the speculation of a possible tie-up between the Samajwadi Party and the Congress.

As per reports, the posters have been put up by local leaders, extending support to the likely tie-up ahead of the Uttar Pradesh assembly elections.

Both ladies are being seen as the star campaigners in the upcoming elections. Many have demanded that Priyanka Gandhi and Dimple Yadav also to campaign outside their respective constituencies.

The Congress has not made any clear statement on these posters, but said that people would get to know soon whether an alliance is on the cards or not.

16:31   Pakistan's former army chief Raheel Sharif to speak at WEF
Pakistan's former army chief Gen (retd) Raheel Sharif will speak at the annual meeting of World Economic Forum in Switzerland, discussing security issues.
This is the first time that a former army chief of Pakistan has been invited to speak at the WEF, The Express Tribune reported. Though, Gen Pervez Musharraf also addressed the forum but as the head of a state.
Raheel would highlight Pakistan Army's counter-insurgency operations and improved security environment in the country as well as in the region besides discussing opportunities under multi-billion China Pakistan Economic Corridor project.
The annual WEF meetings will start from January 17 and continue for four days.
He will address three sessions of the WEF in addition to speaking at as many events arranged on the sidelines of the sessions. This includes a dinner by Munich Security Conference.
Defence Minister Khawaja Asif last week said that Raheel had been appointed the commander of the Saudi-led 39-nation military coalition to combat terrorism.

15:22   Ramvilas Paswan discharged from hospital
Union Minister and Lok Janshakti Party president Ramvilas Paswan, who was admitted to the ICU of a hospital after he complained of breathlessness, has been discharged on Saturday.
"Paswan has been discharged from the hospital after his full recovery," Doctor Pramod Kumar, head of Cardiology unit of PARAS HMRI hospital, where the minister was admitted, said.

Paswan's officer on special duty R C Meena said that the minister would fly to New Delhi on Friday evening.
Paswan was taken to his home in Sri Krishnapuri locality here by his son and MP, Chirag Paswan.
Paswan, 70, was admitted to the hospital on Thursday after he complained of breathlessness. The LJP chief had shown signs of recovery since yesterday morning and also had a chat with Bihar Chief Minister Nitish Kumar later in the day.

Reacting to Haryana Minister Anil Vij's controversial comment, Tushar Gandhi, Mahatma Gandhi's grandson said that the way corrupt politicians use money for ill-practices, it will be good if Bapu is removed from notes.

Speaking over Khadi Gramdyog's calendar row which features Prime Minister Narendra Modi instead of Gandhi, Vij said that Mahatma would be removed from notes as well.
 
Vij had also said that PM Modi is a bigger brand name than Mahatma Gandhi for khadi. 

Later, Vij retracted from his controversial comment.

"The comment I made on Mahatma Gandhi is my personal opinion, to avoid hurting anyone's sentiments I take it back," he said.

14:21   Centre to release postage stamp on M G R centenary: TN gov
The Centre has accepted Tamil Nadu's request to release a special postage stamp on the occasion of former chief minister and All India Anna Dravida Munnetra Kazhagam founder M G Ramachandran's birth centenary on January 17, the state government said today.

"Chief Minister O Panneerselvam thanked Prime Minister Narendra Modi for immediately accepting the request made by the Government of Tamil Nadu to release a special postage stamp on the occasion of the birth centenary celebrations of former Chief Minister of Tamil Nadu, M G Ramachandran," an official release said.

Panneerselvam thanked Modi when the latter called him over phone to greet him on his 56th birthday, it said.

On January 6, Panneerselvam had urged Modi to issue a commemorative coin and a special postage stamp to mark the birth centenary celebrations of MGR.

Born on January 17, 1917, M G Ramachandran served as Chief Minister of Tamil Nadu between 1977 and 1987 and founded All India Anna Dravida Munnetra Kazhagam in 1972.

13:45   Strong 6.1 earthquake off coast of Fiji
A shallow 6.1-magnitude earthquake struck off the coast of Fiji today, the US Geological Survey said, but there were no immediate reports of damage.

The quake, recorded at 6:11 pm (0611 GMT) was centred 152 kilometres southwest of Nadi and 238 kilometres from the capital Suva at a depth of 10 kilometres.

A 7.2-magnitude earthquake was recorded in the same region a week ago. That tremor was felt in Nadi but did not cause any damage. 

The area lies on the Pacific "Ring of Fire", a highly active tectonic zone that frequently experiences earthquakes and volcanic eruptions.

Amid political uproar over new Khadi Gramdyog calendar featuring Prime Minister Narendra Modi, controversial Haryana minister Anil Vij has stoked a fresh controversy claiming that after khadi stationary, Mahatma Gandhi would be removed from notes as well. 

Anil Vij has said that PM Modi is a bigger brand name than Mahatma Gandhi for khadi. 

"After Modi's association with khadi, there has been 14 per cent increase in sale of the products," Vij said.

At a public event in Ambala, the BJP leader said, "Khadi is not patented in the name of Mahatma Gandhi. The name of Mahatma Gandhi led to fall in sale of khadi products. Same happened with Rupee."

"The day Mahatma Gandhi came on the rupee, its devaluation started. Gradually, he will be removed from the notes also," Vij said.

Filmmaker Rajkumar Hirani has began the shoot of his ambitious next, the biopic on his good friend and frequent collaborator, Sanjay Dutt.

The film will see actor Ranbir Kapoor essay the role of Dutt. 

"First shot taken now for Sanjay Dutt's biopic. Canning a very funny scene. Excitement in cast and crew," tweeted Hirani. 

The film will also star "Masaan" actor Vicky Kaushal, who will reportedly play the role of Dutt's close friend.

Dutt and Hirani have been friends for a long time having worked together in films like "Munna Bhai MBBS", "Lage Raho Munna Bhai" and "PK".

12:13   Azharuddin's nomination for HCA president rejected
Former Indian captain Mohammad Azharuddin's nomination for the post of Hyderabad Cricket Association president has been rejected. It was reported earlier that the former Indian captain had filed for contesting for the post but questions marks remained over his eligibility.

Azharuddin had been given a life ban from cricketing activity following his implication in the 2000 match fixing scandal.  

According to former HCA president Arshad Ayub the HCA did not receive clearance from the BCCI , saying that his life ban is lifted.

"I think he needs the BCCI clearance for his nomination to be accepted. Also, a by-law of the HCA constitution says that to contest for the post of president, one has to serve at least one term as an executive council member and another term as an office-bearer. Azhar doesn't fulfil that as well," Ayub, who had to step down from the post of the HCA president following the Supreme Court's January 2 and 3 orders.

11:07   Priyanka Chopra injured on Quantico set
Actress Priyanka Chopra was involved in an accident on the set of her TV drama Quantico and taken to the hospital in New York.

The 34-year-old actress has since been released by the doctor, and is now 'resting comfortably' at home, a representative from the production team of ABC confirmed to Entertainment Tonight.

According to TMZ, the actress slipped and fell on her head while performing a stunt during the filming of the show on Thursday. She suffered a concussion.

Priyanka was immediately rushed to hospital. The Baywatch actress was examined and treated at the emergency room before she got discharged a few hours later. She is now resting at home.

The actress is expected to return to work on the hit ABC show after the weekend, her representative told Us magazine.

Friday: In the morning, President Obama and First Lady Michelle Obama will welcome President-elect Donald Trump and Melania Trump to the White House for tea. They will then attend the inauguration of President-elect at the United States Capitol. Thereafter, they will proceed to Joint Base Andrews via helicopter where the President will deliver remarks to a group of staff gathered there to bid farewell, before departing JBA on their last flight on board the presidential aircraft.

09:31   Centre to offload entire stake in three PSUs
The Centre is preparing to get out of three state-owned companies -- National Project Construction Corp, Project and Development India and Pawan Hans -- as it ramps up its privatisation drive through strategic sale.

The government has 100 per cent in NPCC and PDI, and owns a 51 per cent stake in Pawan Hans, with the rest belonging to energy major ONGC Ltd. All the three are unlisted.

The Department of Investment and Public Asset Management of the finance ministry has issued advertisements and requests for proposals to hire legal and financial advisors for the strategic sales.

"Work on valuation of these three PSUs has begun. Once that is done and the advisors are in place, Cabinet approval will be sought," a senior government official said.

How much the exchequer will earn from the sale of these PSUs depends on the valuation. The advisors will help the Centre to choose prospective buyers.

In Pawan Hans' case, the government's stake might be sold to ONGC if the latter showed interest, officials said. Officials declined to say when the sales will be completed.

The current year's Budgeted Estimate for disinvestment is Rs 56,500 crore, of which Rs 36,000 crore is expected to come from minority stake sales and buybacks, and Rs 20,500 crore from strategic sales in loss-making and profitable PSUs.

So far, divestment of nearly Rs 30,000 crore has been announced, including the second tranche of the CPSE exchange traded fund. The proceeds have hit the highest clocked up in a year. Officials say that since the Centre will exceed its Budgeted tax revenue targets for the year because voluntary disclosure has increased after demonetisation, the DIPAM may not be required to meet the target. N Chandrasekaran, the outgoing chief executive officer and managing director of Tata Consultancy Services and the designated chairman of Tata Sons says the best years of Indias largest technology services company lie ahead with the new team, despite its past success.

'Despite the outstanding successes achieved thus far, I strongly believe that TCS' best years lie ahead. I have every confidence that the new management team will take TCS to the next levels of our aspirations,' Chandrasekaran, who as Tata Group chairman also would be the de facto chairman of TCS, wrote in an email to employees.

He introduced to employees his successor Rajesh Gopinathan, who will take over as the CEO and MD of the $16.5-billion (Rs 1.10 lakh crore) software exporter, and N Ganapathy Subramaniam, who will take over as the chief operating officer.

'As you know, Rajesh is a 16-year veteran of TCS and has been a long-standing member of my management team, worked very closely with me in formulating and executing the company strategy, starting from the e-business practice, moving up to head, business finance and then over the last four years as the chief financial officer of TCS,' he wrote.

09:01   DJ Guetta's Mumbai concert rescheduled to Jan 15
Grammy award-winning French DJ David Guetta's concert in Mumbai has been rescheduled to January 15 with the organisers saying that they have received the nod from the authorities.

The Mumbai concert was first supposed to take place at Mahalaxmi Racecourse but the Brihanmumbai Municipal Corporation denied permission. It was then shifted to Reliance Jio Garden in Bandra Kurla Complex but there too it was rejected.

"We regret the cancellation of the Sunburn Arena with David Guetta this evening. We are happy to add that we have succeeded in rescheduling the event for Sunday, January 15 from 11 am to 4 pm at the same venue -- Jio Gardens, BKC," Harindra Singh, managing director and chairman, Percept Limited said.

"We are complying with all the regulatory requirements as prescribed by the authorities. The current tickets will be valid for the rescheduled show on Sunday," he said.

About 4,000 people were expected to attend the event.

"Not just North Korea, but Russia, Pakistan, and others have made counterproductive moves that only increase the risk that nuclear weapons could be used in a regional conflict in Europe, South Asia, or East Asia," Biden said in his remarks on nuclear security.

Working with the Congress, the next administration will have to navigate these dangers and continue leading the global consensus to reduce the role of nuclear weapons in our world, Biden said a week before the end of eight years of the Obama administration.

"We know that terrorists have both the capacity and the goal of transforming nuclear materials into weapons to sow havoc. And we know that no nation acting alone can defeat this threat," he said.

Biden said as North Koreas nuclear and ballistic missile capabilities continue to expand, it poses a growing threat to international security and our own national defense.

"Just last year, in response to two illegal nuclear tests by North Korea, the United Nations Security Council -- including China and Russia -- unanimously adopted two resolutions imposing the most far-reaching and comprehensive sanctions on North Korea to date," he said and called for enforcing these sanctions to ensure North Korea understands that we will continue to impose costs for their illegal behaviour.
