23:17   Kerala actress molestation: CM says efforts on to track key accused
Kerala Chief Minister Pinarayi Vijayan today asserted every effort was being made to trace the key accused in the abduction and assault of a popular South Indian actress as Opposition parties stepped up their attack on the law-and-order issue.

Four accused in the case have been arrested so far while key history sheeter 'Pulsar' Suni and his accomplice V P Vijeesh are still at large.

The chief minister said police were taking all measures to arrest the two accused.

"Police action has been fruitful and government viewed the matter seriously," Vijayan, who also holds the Home portfolio, told reporters in Thiruvananthapuram.

He also dismissed media reports that sons of a top Communist Party of India-Marxist leader were allegedly behind the attack on the actress.

"In our state, people have the licence to talk whatever they want. We cannot stop them," he said.

A 15-member delegation of China's People's Liberation Army held wide-ranging talks with their Indian counterparts in New Delhi and both sides agreed that peace and tranquility on the border was an important guarantor for expansion of ties.
The visit of the delegation from PLA's Western Theatre Command from February 21- 26 coincides with Foreign Secretary S Jaishankar's trip to Beijing for the strategic dialogue.
The PLA delegation, being led by Major General Zhao Jin Song, Vice Chief of Staff of Headquarter Western Theatre Command in Chengdu, met senior Indian Army officers dealing with border issues at the Army Headquarters on Tuesday and discussed a variety of issues.
"The two sides exchanged views on wide-ranging issues and agreed that peace and tranquility on the border is an important guarantor for development and continued growth of bilateral relations.
"The leaders of two delegations discussed the importance of having regular bilateral exchanges and additional Border Personnel Meeting points," the defence ministry said in a statement.
It said the visit is continuation of the enhanced engagement between the two armies which also saw Western Theatre Commander General Zhao Zongqi visit India in December.
The delegation will also visit Agra and Kolkata.
Sources said the issue of setting up a hotline between New Delhi and Beijing was also discussed in the meeting.
The Indian and Chinese armies had conducted a joint training exercise in Pune in November.

21:40   BJP hints at a post-poll alliance with Sena ahead of Maha civic results
On the eve of the counting of votes for the fiercely-fought Maharashtra civic elections, the BJP today indicated it was not averse to a post-poll tie-up with Shiv Sena in cash-rich Brihanmumbai Municipal Corporation.
"There are no ideological differences between BJP and Shiv Sena," Maharashtra BJP president Raosaheb Danve told reporters in Mumbai.
"We tried our best to have an alliance with Shiv Sena. But we have differences on some technical grounds. We began (alliance) talks on the issue of transparency (in BMC administration). However, the alliance could not take place on the issue of transparency," Danve said.
"The BJP is confident that tomorrow, when results are declared, it will come to power in BMC with full majority," he said.
"The BJP will come to power in 11 zilla parishads (out of the 25, which went to polls) and six municipal corporations (of the ten, where elections were held)," Danve said.
About 56 per cent voters had yesterday exercised their franchise across 10 municipal corporations in Maharashtra, including for the all-important Mumbai civic body BMC which recorded a 55 per cent turn-out.
The BJP and its bickering ally in the state government, Shiv Sena, who could not form an alliance for the civic polls in the megapolis or elsewhere this time, fought keenly, lashing out freely at each other during the bitter campaign.

21:36   Pak orders unspecified number of helicopters from Italy
Pakistan has ordered an undisclosed number of AgustaWestland intermediate helicopters from Italy to perform utility and transport operations.
"The Pakistan Government has placed orders for an undisclosed number of additional AgustaWestland AW139 intermediate twin engine helicopters," Leonardo, the Rome-based multinational aerospace, defence and security firm said.
The aircraft will be used to perform utility and transport operations across the nation. Deliveries are expected to start in mid-2017, the company said in a statement without providing details of the value of the order.

This latest purchase further expands the presence and success of the AW139 and other Leonardo models in Pakistan and confirms the AW139 as the preferred new generation helicopter choice for replacement of older types currently in service.
The AW139 is the "perfect fit" to Pakistan's operational environment, the company said.
The new helicopters will add to the fleet of AW139 previously ordered to carry out search and rescue (SAR) and emergency medical service (EMS) duties in the country.
Meanwhile, the Dawn newspaper reported that an agreement on the AW139 helicopters was signed and an initial order for the helicopter was placed in May 2016.
The agreement was part of a fleet renewal programme spread over several stages and included a logistics support and training package.
A total of 11 AW139s are already in service in Pakistan, with five aircraft operated for civil protection and transport tasks.

19:59   India's GDP projected to slow to 6.6% post-DeMo: IMF
India's growth is projected to slow to 6.6 per cent in 2016-17 fiscal due to the strains that have emerged in the economy as a result of "temporary disruptions" caused by demonetisation, the International Monetary
Fund said on Wednesday.
In its annual report, however, the IMF said demonetisation would have only short term impact on the economy and it would bounce back to its expected growth of more than eight per cent in the next few years.
The post-November 8, 2016 cash shortages and payment disruptions caused by the currency exchange initiative have undermined consumption and business activity, posing a new challenge to sustaining the growth momentum, the IMF said in its annual country report on India.
"Growth is projected to slow to 6.6 per cent in FY2016/17, then rebound to 7.2 per cent in FY2017/18, due to temporary disruptions, primarily to private consumption, caused by cash shortages," it said.
India's economy grew at 7.6 per cent in 2015-16.

17:35   MIA in UP, Sonia writes open letter supporting Cong-SP alliance
Congress president Sonia Gandhi on Wednesday wrote an open letter appealing to people to vote for the Congress-Samajwadi Party alliance in Uttar Pradesh while hitting out at Prime Minister Narendra Modi.

"Due to some reasons, I couldn't be present between all of you this time. Representing you is a matter of pride for me, my family," Sonia Gandhi wrote.

Sonia has been absent from the campaign trail, leading to speculation that she did not approve of the alliance for the ongoing assembly elections in the state.

"Rae Bareli and Amethi have become an integral part of our lives, ours is a special relationship, it's the biggest asset of my life," she said addressing the constituents of the twin Gandhi bastions. Rae Bareli is going to the polls tomorrow.

Gandhi also hit out at Modi in that letter, asking him where are the 'achche din'. She accused him of blocking welfare schemes in Amethi and making the people of Uttar Pradesh suffer. Modi can go to any extent to save his chair, she said in the letter.

"The Centre Govt is depriving you of welfare programmes deliberately, & I am pained to see this happening," she said.

She ended to letter appealing to the public to vote for the Congress party in the elections.

BJP has responded to the letter, saying it indicates the Congress-SP alliance has failed.

16:59   Chetan Bhagat finds fake 'Children Bank of India' Rs 2000 notes 'cute'
Prolific author Chetan Bhagat finds fake notes 'cute'.

A man who had gone to withdraw Rs 8000 from an SBI ATM in Sangam Vihar, New Delhi, got Rs 2000 notes from the machine that bore the mark of "Children Bank of India", instead of Reserve Bank of India. A case was registered based on the youth's complaint at the local police station.

Bhagat, who has authored seven books, both fiction and non-fiction, and has 8.59 million followers on Twitter, posted, "Even though disturbing, at one level, this news is so cute."

But back to the counterfeit note story... the notes mention 'Guaranteed by the Children's Government' in place of Guaranteed by the Central Government. The fake notes had 'churan lable' in place of the latent image and a 'PK' logo at the lower half where bank's seal is seen in the original currency note. The content of the fake note clearly points towards some kind of prank.

Confirming the development, a senior police officer said that the ATM first dispensed four such Rs 2,000 notes to a customer. "We sent a sub-inspector to verify the allegations. He withdrew one Rs 2,000 note and that also turned out to be fake," the officer said, adding that the other notes in the bundle were genuine.

Tamil Nadu Governor Ch Vidyasagar Rao has sent a report to President Pranab Mukherjee about the incidents that occurred in the state assembly during the floor test on February 18.

Chief Minister E K Palaniswami had won the vote of confidence by a steep margin amid stormy situation in the House. The Governor has sent a report to the President and the Centre, official sources said without divulging further details. Earlier, the Governor had sought a "factual report" from Assembly Secretary A M P Jamaludeen on the entire proceedings from the time the House assembled at 11 am on February 18 till it was adjourned sine die at 3.27 pm after adoption of the confidence motion. Jamaludeen had submitted the report at the Governor's office on February 20, two days after Palaniswami won the trust vote by a 122-11 margin.

Palaniswami had won the trust vote after eviction of DMK members and walkout by its allies, amid stormy scenes during which mikes were uprooted, chairs toppled and sheets of paper torn and hurled around. DMK Working President M K Stalin and rebel AIADMK leader O Panneerselvam, who had unsuccessfully pleaded for a secret voting on the confidence motion, had on Sunday appealed to the Governor to "nullify" the vote.

16:06   After Mulayam now Shivpal rejects SP-Cong alliance
Treading similar paths as Samajwadi Party supremo Mulayam Singh over the idea of an SP-Congress alliance, his brother Shivpal Singh Yadav has now come forth with a shocker that he will not campaign for any grand old party candidate.

Shivpal while speaking to ANI said, "I will not campaign for any Congress candidate. Rest if Netaji (Mulayam Singh) asks me to extend my support to Samajwadi candidate fighting against Congress leaders, then I will follow his orders."

Further commenting on the incident of stones being pelted on his car in Jaswantnagar, Shivpal said that chaos was created by Opposition parties to destabilise the tranquillity and affect the poll process.

"In Jaswantnagar the performance of the party is good and I am sure that I will win from my constituency. Last time also I won from my constituency. The percentage of votes by which I won in my constituency has always increased every election. All this has happened in the wake of me stopping and raising voice against illegal activities during election times by the rival parties," said Shivpal.

"Few people with BJP candidate carry out illegal activities and to defeat me they plotted against me. The DM SSP under influence of some political leaders conducted baton charge to disrupt the polling, he added.

15:45   SBI ATM in Delhi gives Rs 2000 notes of 'Children Bank of India'
A youth who had gone to withdraw Rs 8000 from an SBI ATM in Sangam Vihar was in for a shock when the Rs 2000 notes from the machine bore the mark of "Children Bank of India". A case was registered based on the youth's complaint at the local police station.

According to the youth, Rohit Kumar who works as a customer care executive with a private company in south Delhi, the incident happened on February 6 when he had gone to the ATM to withdraw cash for his daily expenditures.

15:25   No question of alliance with BSP, says Amit Shah at UP rally
BJP president Amit Shah, addressing a rally in UP, says there is no question of a post-poll alliance with the BSP or any party. The BJP will get "full majority" in UP, Shah said adding that not naming the CM face in UP is part of BJPs poll strategy.

Yesterday, Shah rejected the opposition charge that the PM sought to inject
communal colour in his recent poll campaign speeches

Shah on Tuesday promised to put an end to illegal slaughter houses if voted to power and "liberate" UP from "fear of" people like Atiq Ahmed and Mukhtar Ansari.

Shah, who addressed rallies and held a roadshow in the district having the highest number of 12 assembly seats in the state, came down heavily on Samajwadi Party (SP) and Bahujan Samaj Party (BSP) for "offering political patronage" to those with criminal antecedents.

"Only the BJP can liberate the people of UP from the fear of people like Atiq Ahmed, Mukhtar Ansari and Afzal Ansari", he said. Ahmed is in SP and the other two with BSP.

14:56   ABVP, AISA clash outside Delhi college over Umar Khalid invite
Akhil Bharatiya Vidyarthi Parishad and All India Students Association activists from Delhi University clashed on Wednesday, a day after JNU student Umar Khalid'€™s visit to Ramjas College was blocked by protesting students.

ABVP activists were staging a protest in the college on Wednesday as well which led to a clash between them and AISA members. Both ABVP and AISA are student political groups representing opposite ideological stands.

Umar Khalid and former JNUSU vice president Shehla Rashid were invited to speak at a seminar in Ramjas College on Tuesday but their visit was cancelled after ABVP and DUSU members gathered outside the college gate and shouted slogans against them. There were also allegations of the protesters using violent methods like stone pelting. On Wednesday, the protesters also clashed with police personnel deployed at the scene.

Umar Khalid was among JNU students who were charged with sedition after January 9 episode last year in which a group of students were seen shouting anti-India slogans in mobile footages. Khalid was then absconding for a long time before appearing again to address the students at University.

14:17   Kerala couple use Facebook live to call out on moral policing by cops
A young Kerala couple went live on Facebook as two police personnel allegedly try to moral police them over their "indecent" behaviour. The youngsters, who are not married, were questioned by police yesterday, when they were sitting in the museum park in Thiruvananthapuram for being seated "indecently."

Irked by the questioning, the two live streamed the incident on Facebook. The man alleged that police accused them of doing something "vulgar." "I asked what was vulgar when I have only put my hand over her (girl's) shoulder?" the man asked. They said, they were told by police that they were doing something "immoral."

Holding that the police behaviour was an infringement on their right, the furious woman said, they were planning to take legal recourse. "Everybody who is facing such situations should come out and speak about it.. people should respond," she said.

The man said when the cops, including a woman officer, started accusing him of vulgarity, they streamed the incident live. Police sources said the two were taken to the police station as they allegedly made some obscene gestures and a case under IPC section 290 (for creating public nuisance) has been registered against them.

The incident comes days after Kerala Chief Minister, Pinarayi Vijayan had stated that strict action would be taken against those indulging in moral policing.

13:24   Kanimozhi will not accompany Stalin to meet Prez. Clue in this pic
MK Stalin, leader of the DMK, is scheduled to meet President Pranab Mukherjee on Thursday at 6:30 pm at Rashtrapati Bhavan to seek a second vote of confidence with a secret ballot system in the Tamil Nadu Assembly.

Rajya Sabha MP Kanimozhi, M Karunanidhi's daughter and Stalin's stepsister, will not be part of the meeting since she is accompanying Vice President Hamid Ansari on a tour to Uganda.

It is well known that Kanimozhi and Stalin do not get along due to the internal dynamics of DMK politics. Which means, Kanimozhi now has a legit reason to stay away from accompanying Stalin to Rashtrapati Bhavan.

A special court has allowed Kanimozhi, an accused in the 2G spectrum allocation case, to travel abroad for five days this month. Special CBI Judge O P Saini allowed the DMK MP to travel to Rwanda and Uganda from February 19 to 24 after noting that the travel was not a private visit but part of an official delegation, as she was required to accompany the Vice President of India on his visit to these countries.

13:05   Jayalalithaa memorial may hit a dead end
Jayalalitha memorial in Chennai seems to have hit a dead end.

The AIADMK government's plan to construct a memorial to former chief minister J Jayalalitha who passed away on December 5, 2016 may not see light of day.

The State government has allotted Rs 15 crore for the construction of the memorial near the MGR memorial on the Marina Beach.

However, the Supreme Courts conviction of VK Sasikala in the 21-year-old disproportionate assets case, also held the former chief minister and AIADMK supremo Jayalalithaa guilty of corruption. The case against her was abated because she had passed away.

There are three sets of PILs filed in the Chennai High Court to stop the construction of the memorial. The foundation stone laying ceremony was planned on February 24, on Jayalalitha's birthday.

If the PIL is admitted and a notice is served, the AIADMK govt will be left with no option but to postpone the foundation ceremony.

12:20   Make jokes about PM, Akhilesh tells Lalu ahead of UP campaign trail
RJD chief Lalu Prasad Yadav is the main attraction in the poll campaign in Uttar Pradesh. UP CM Akhilesh Yadav, the face of the Samajwadi Party has not shared dais with the RJD chief, which means Lalu has to go it alone. But Akhilesh did his bit by allotting a helicopter for Lalu to enable him to go hopping from one rally to another. Akhilesh has told Lalu to take pot shots at PM Narendra Modi and BJP president Amit shah in his on imitable style, which Akhilesh has been unable to do.

Lalu, who has family ties with Samajwadi Party leaders, had tried in vain to intervene in the battle for party's leadership between Mulayam Singh Yadav and his son. The RJD leader's youngest daughter and the Samajwadi chief's grandnephew were married in 2015.

In its annual human rights report, the UK-based NGO said, "Human rights activists and journalists (in India) faced intimidation and attacks from both state and non-state actors."

"The crude, colonial-era sedition law was unleashed to silence government critics," it added. "Caste-based violence and vigilante cow protection groups harassing and attacking people in states including Gujarat, Haryana, Madhya Pradesh and Karnataka in the name of upholding laws prohibiting the killing of cows were also highlighted as areas of concern," it said.

The government says it has no plans to reintroduce Rs 1000 notes.

Shaktikanta Das, Secretary Economic Affairs, Government of India, tweeted, "No plans to introduce Rs 1000 notes. Focus is on production and supply of ₹500 and lower denomination notes. Complaints of cash out in  ATMs being addressed. Request  everyone to draw the cash they actually require. Overdrawal by some deprives others."

Yesterday, reports said that the RBI and the government had firmed up plans to launch a new series of Rs 1,000 notes  to replace the earlier note of similar denomination that was withdrawn from circulation following the November 8 demonetisation announcement, a senior government official told the Indian Express reported.

The RBI, the official said, has already started production of the new Rs 1,000 note. According to the official, the initial plan was to introduce the new Rs 1,000 note in January but "it has been delayed due to the pressing need to supply Rs 500 notes".

09:26   DMK begins hunger strike against trust vote ruckus
The Dravida Munnetra Kazhagam has begun its hunger strike to protest the Tamil Nadu assembly ruckus during Edappadi Palaniswami's trust vote.

DMK men will fast from 9am to 5pm in all the district headquarters.

DMK leaders say there is palpable anger against the AIADMK government that the trust vote has done little to douse.

"I will be participating in the hunger strike in Trichy. Duraimurugan will lead the protest in Kancheepuram,'' party working president M K Stalin said.

"If a confidence motion was moved and the session was adjourned without executing the motion, there should be a gap of six months to move another motion again. But the motion was moved twice on February 18. This is a clear violation and the motion is invalid,'' he said.

On Tuesday, the DMK submitted a letter to Tamil Nadu Assembly Secretary AMP Jamaludeen for a No-Confidence Motion against Speaker P Dhanapal.

"During the session on February 18, the Speaker acted with ulterior motives. On that basis, given that there is no confidence on him, we have submitted the letter seeking a No-Confidence Motion against him," Stalin said.

09:07   Shobhaa De mocks cop, Mumbai police gives it back to her
Author Shobha De's tweet ridiculing a Mumbai policeman seems to have backfired with the social media and even the Mumbai Police trolling her.

De, after casting her vote on Tuesday in the Brihanmumbai Municipal Corporation polls, posted a picture of an extremely obese police personnel, and wrote: "Heavy police bandobast in Mumbai today."

Three hours later, the Mumbai Police, through their official Twitter handle @MumbaiPolice, responded to the tweet saying, "We love puns too Ms De but this one is totally misplaced. Uniform/official not ours. We expect better from responsible citizens like you."

The Mumbai Police response elicited nearly a 1000 responses -- most of them lauding the force for "giving it back" to De -- and was shared by over 8,000 netizens.

The Mumbai Police went on to 'pin' the tweet to their account.

08:40   India just found a way to fuel ties with Myanmar
Meanwhile, Oil Minister Dharmendra Pradhan who is in Myanmar has said that the country has huge unexplored hydrocarbon potential and that New Delhi and Naypyidaw need to have more engagement in the oil and gas sector.

Pradhan is on a five-day trip to Myanmar since Monday, scouting for opportunities in oil exploration, refining and products retailing.

Oil minister's trip comes months after Myanmar leader Aung San Suu Kyi visited New Delhi, courting investments in sectors left in disarray under nearly 50 years of a military dictatorship.

A sweeping electoral victory for Suu Kyi's party in 2015 paved the way for the lifting of US sanctions against her country last year.

India plans to sell refined crude oil products to Myanmar as part of New Delhi's efforts to deepen ties with its eastern neighbour, which is expected to see strong demand for fuels as it builds new roads, factories, utilities and airports.

08:32   China finishing South China Sea buildings that could house missiles
Reuters reports: China, in an early test of US President Donald Trump, is nearly finished building almost two dozen structures on artificial islands in the South China Sea that appear designed to house long-range surface-to-air missiles, two US officials said.

The development is likely to raise questions about whether and how the United States will respond, given its vows to take a tough line on China in the South China Sea.

China claims almost all the South China Sea, which carries a third of the world's maritime traffic. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims. Trump's administration has called China's island building in the South China Sea illegal.

Building the concrete structures with retractable roofs on Subi, Mischief and Fiery Cross reefs, part of the Spratly Islands chain where China already has built military-length airstrips, could be considered a military escalation, the U.S. officials said in recent days, speaking on condition of anonymity.

08:26   Counter-terrorism dominates India-China dialogue
Foreign Secy S Jaishankar, who is in Beijing for the India-China Strategic Dialogue, met Chinese Foreign Minister Wang Yi on Wednesday.

Following the interaction, Jaishankar said, "China-India should make special efforts on counter-terrorism together."

"China has very strong, principled position on counter-terrorism, we hope it will be further implemented."

Jaishankar had on Tuesday held talks China's top diplomat Yang Jiechi during which they expressed strong commitment to develop positive relations despite differences with Beijing over certain contentious issues.

Jaishankar's talks with Yang and later in the Strategic Dialogue were expected to cover the key India-China differences like China blocking India's bid to join the 48-member Nuclear Suppliers Group and United Nations ban on Jaish-e-Mohammed chief Masood Azhar and the $46 billion (Rs Rs 3 lakh crore) China-Pakistan Economic Corridor.

Ahead of the talks, the Foreign Secretary flagged India's concerns on CPEC and counter-terrorism in an interview with the China's-state run Global Times.

"For us, there are questions of sovereignty which need to be addressed first," he said in oblique references to CPEC passing through Pakistan-occupied Kashmir over which New Delhi has already conveyed its protest to Beijing.

08:22   Hafiz Saeed, 4 others challenge their house arrest; hearing today
The Lahore high court will on Wednesday hear the plea filed by Jamaat-ud-Dawah chief Hafiz Saeed and four others challenging their house arrest.

Earlier, the LHC had dismissed a petition filed by a senior advocate Erum Sajjad Gull on 'technical' ground observing the petitioner had not furnished the impugned notification of Saeed's detention.

The government on January 30 had put Saeed and four other leaders of JuD and Falah-e-Insaniat (FIF) under house arrest in Lahore under the country's anti-terrorism act.

In their petition, Saeed and four others said the government in light of Interior Ministry's order detained them for a period of 90 days (with effect from January 30) in exercise of powers under section 11-EEE(1) of Anti Terrorism Act 1997.

They said Interior Minister Chaudhry Nisar Ali Khan had claimed that the government was fulfilling its obligations under United Nations Security Council's resolutions.
