US secretary of state: Russia 'complicit or incompetent' over Syria chemical weapons deal

US secretary of state Rex Tillerson says Russia has failed to carry out its responsibilities under the 2013 agreement designed to rid Assad of his chemical weapons stocks.

He says Moscow was either complicit or incompetent in its handling of the deal.
