23:38   Parrikar releases book on fighter pilot M P Anil Kumar
A book chronicling the life of fighter pilot M P Anil Kumar, who became an icon of armed forces through his prolific writings despite having been paralysed after an accident, was released on Monday by Defence Minister Manohar Parrikar.

The minister said everyone should draw inspiration from Kumar's determination and adopt it.

MP, as he was fondly called, was MiG 21 fighter pilot. On June 28, 1988 he met with an accident which left him paralysed below the neck. He was confined to the paraplegic home in the Military Hospital at Kirkee in Pune.

MP taught himself to write with a pen clenched between his teeth. His articles on military history and current affairs were published widely.

He was a regular columnist with Rediff.com besides the Indian Express, Indian Defence Review and the Purple Beret to name a few.

His autobiographical article 'Airborne to Chairborne' was included in English text books in Maharashtra and Kerala. With the earnings from his works, he sponsored two underprivileged girls through school.

Early in 2014, he was diagnosed with cancer and succumbed to the disease on May 20, 2014. The biography has been penned by Air commodore Nitin Sathe.

"During the two years of Swachh Bharat Mission, 22,97,389 individual household toilets have so far been constructed in urban areas of the country as against the five year mission target of 66,42,221 such toilets to be built by 2019.

"With 35 per cent of mission target being met in two years i.e. 40 per cent of the mission duration, construction of toilets meant for ending Open Defecation in urban areas is broadly on course," an official release said.

23:01   The Republican party is breaking. It's not Trump's fault
We now have something like consensus: The rise of Donald Trump portends the end of the Republican Party.

As longtime GOP operative and commentator Steve Schmidt said last week, "The Republican Party has an outstanding chance of fracturing."

Trump's opponents, inside and outside the party, are united in the belief that he has almost single-handedly undone an institution founded on the eve of the Civil War that has lasted for more than 150 years and has immeasurably shaped the United States.

But this gives Trump too much credit -- credit that he might of course welcome and relish, but too much nonetheless.

On a day Cyrus Mistry was ousted as the Chairman of Tata Sons, the Group Executive Council (GEC) set up by him has been disbanded.

21:54   People are with Akhilesh; no need for new party: Ramgopal
A day after being expelled from Samajwadi Party, Ramgopal Yadav today rejected suggestions that he plans to form a new party with Akhilesh Yadav but asserted he will work towards ensuring his nephew becomes the Uttar Pradesh chief minister again after next year's polls.

"There is no question of forming another party. Why should I form another party? Those who have nothing should think of forming another party. Everything is with Akhilesh. People are with him," he said.

Reiterating his loyalty to Akhilesh, he dared party leaders Shivpal Yadav and Amar Singh to list out their charges and allegations against him in a public meeting and walk away unscathed.

Praising Akhilesh, Ramgopal said in no other party a personal war has been waged against a chief minister. It is disappointing that Akhilesh is under attack by people within the party, he said.

Asserting his goal right now is to ensure return of Akhilesh as chief minister in the next polls, he said he will leave no stone unturned to achieve his objective.

21:43   Top naval commanders to meet in Delhi tomorrow
Top naval commanders will meet in New Delhi on Tuesday to review the prevailing as well as emerging operational and functional issues.

The three-day conference assumes greater significance in the backdrop of recent events that have brought issues related to the country's defence under sharper focus, a statement by Navy said.

Indian Navy, like the other two Armed Forces, is required to maintain a high degree of operational preparedness to deter or neutralise any threat aimed at the country's sovereignty and territorial integrity.

On a broader canvas, the overall security situation in the Indo-Pacific region requires the Indian Navy to promote and protect national interests across India's extended maritime neighbourhood.

The Commanders' Conference would be utilised by the Operational Commanders to examine and analyse different paradigms related to operations, training and resource-availability for meeting the wide range of taskings and expectations.

Defence Minister Manohar Parrikar will address and interact with the Naval Commanders on the opening day of the Conference.

20:16   Armed Forces personnel to now get e-postal ballots
Accepting a long-pending demand, the government has amended electoral rules to allow service voters, including Armed Forces personnel, to get their postal ballot through electronic means to save valuable time.

This would mean that service voters, including personnel from armed forces, can now download the blank post ballot sent to them electronically, mark their preference and post the filled-up ballot back to their respective returning officers.

This would cut short the delay experienced in the present system of two-way transmission of ballot paper by the postal services, official sources said here.

Two-way electronic transmission has not been recommended by the Election Commission for security and secrecy reasons, the sources pointed out.

The armed forces personnel serving in remote and border areas would be greatly benefited since the present system of two-way transmission of ballot paper by the postal services has not been able to meet the expectations of the service voters, they said.

19:55   Samajwadi Party half, BSP saaf, says BJP over SP family feud
"Samajwadi Party half, BSP 'saaf' (finished)" is how the BJP reacted to the raging feud in the ruling Yadav family in Uttar Pradesh, claiming it will form the next government in the state riding on its development agenda.

Having maintained all along that the SP is its main rival in the upcoming assembly polls, the BJP said the main priority of the ruling party is saving the Yadav family and not the state's people and wondered if the family fight is over the "loot" of public money since it came to power five years back.

"The SP government has protected all these years land, mining and liquor mafia while public suffered from its misrule. Today praised was heaped on Mukhtar Ansari (an MLA with criminal background) in the SP meeting," BJP National Secretary Shrikant Sharma told reporters.

Asked about political implications of the feud, he said, "SP half, BSP saaf." People of the state want to be ridden of criminals and mafia ruling the roost in the state and only BJP can do that, he claimed.

19:36   After chaos at party meet, Shivpal meets Akhilesh
After exchanging bitter war of words in the party meet, Shivpal Yadav tonight met his nephew and Uttar Pradesh Chief Minister Akhilesh Yadav at his residence in Lucknow.

Earlier, acrimonious scenes were witnessed at the meeting of the Samajwadi Party where Mulayam Singh Yadav and Akhilesh exchanged heated words, with the party supremo making clear his support for Amar Singh, describing him as his 'brother' and Shivpal Yadav as 'mass leader'.

However, Mulayam made it clear that Akhilesh will remain in the party.

The SP supremo said the party was facing a difficult situation and party members should not fight with each other but his words had little effect as chaos broke out at the venue and heated words were exchanged on the dais, leading to an abrupt end of the meeting.

19:22   Heavy workload possible reason for 'serious mistakes' in Soumya case: Katju
Former Supreme Court judge Markandey Katju today said the apex court had made some "serious mistakes" in the Soumya case by commuting the death sentence of the accused to life, and attributed it to "judges
not being able to give much time to cases due to heavy workload of pending cases".

In a Facebook post, he said, "I genuinely believe that the Supreme Court had made some serious mistakes in its judgement by reversing the death penalty awarded by Kerala high court".

"Possibly these mistakes were made because the court was so overburdened with work that it cannot give as much time to cases as they deserve, which they would have otherwise done, had it not been for this heavy load of cases to decide," he said.

The former Press Council Chairman also said that when he first heard that he had been issued notice, asking him to appear before the court on November 11, he was "upset" as he thought the SC was trying to "humiliate" him since he had criticised their judgement and such an order was "unprecedented".
Hence, he had initially said that he would not appear before the court as directed.
However, when he received the apex court's notice and read it, Katju said he realised the court used "very respectful language to me and had requested me, not ordered me, to appear since they seemed to be sincere about their desire to reconsider their judgement and did not have a closed mind."

"Since reading the Supreme Court notice, I felt that the judges had no intention to humiliate or insult me, rather were anxious to get my help in reconsidering their judgement, I have decided to appear on 11th November at 2 PM (the date and time fixed)," Justice Katju said.

19:21   SC rejects interim bail Asaram Bapu's plea in rape case
The Supreme Court today rejected the interim bail plea of self-styled religious figure Asaram Bapu, who is facing trial in rape cases, on health grounds and asked him to get his treatment done in Rajasthan in judicial custody itself.

A bench of Justices A K Sikri and N V Ramana said if Asaram want to undergo treatment, he could get the diagnosis done at AIIMS, Jodhpur or at Rajasthan Ayurvedic hospital while staying in judicial custody.

The apex court's direction came after Asaram said he wanted to undergo ayurvedic treatment in Delhi for which he needed one month's interim bail.

"If you (Asaram) want ayurvedic treatment, you can get that it in Rajasthan itself. There is no need for interim bail as AIIMS medical board has also said that the health condition is stable," the bench said.

Counsel appearing for Rajasthan government said they were ready to provide all possible treatment to Asaram at the hospitals in the state.

The bench, however, clarified that Asaram's supporters should not be allowed in the hospital and none of his followers should meet him.

The court said it will hear the plea for regular bail of Asaram in November.

The Pakistani soldiers, while violating the ceasefire, used small and automatic weapons and resorted to mortar bomb shelling to target over 25 border out posts (BoPs) and civilian areas in R S Pura, Arnia, Suchetgarh, Kanachak, Pargwal sub sectors of Jammu district since last night and it is still on, a BSF officer said in the afternoon.

A boy Vicky Kumar was killed as Pakistani forces resorted to unprovoked firing in a "complete bizarre manner" on civilian areas at Laliyal village in R S Pura, official sources said.

Vicky Kumar, belonging to a labourer family from Bihar, died due to splinter injuries from a mortar shell explosion in Lalyal-Garkhal belt of the International Border. He had spent the night in a bunker and as soon as he came out to play, the splinter hit him, officials said.

16:23   Kejriwal accepts Amarinder Singh's challenge for open debate
The face-off between Congress leader Amarinder Singh and Delhi chief minister Arvind Kejriwal took a fresh twist on Monday with the former challenging the latter for an open debate.

Capt.Amarinder Singh tweeted: Punjabis believe in leading from the front, not hiding behind others. Or have you already accepted that you can't face me for a public debate? Now that you've shot your mouth, don't scoot like you typically do! Show courage & come for an open debate. Choose the time, place & platform

Kejriwal tweeted: "I am not hiding behind anyone sir. I am ready for a debate with Rahul ji or Sonia ji anytime. Our punjab team will debate wid u. I accept ur challenge sir. I suggest 4 names- H S Phoolka, Jarnail Singh, Bhagwant or Gurpreet. Speaker, date, time, place of ur choice."

Kejriwal released the party manifesto for Punjab on Sunday and has vowed to end the drug mafia in the state if voted to power.

The Delhi CM has been making allegations against Congress and Akalai Dali ever since the Aam Aadmi Party announced to contest elections in Punjab. Recently, the AAP chief accused the Congress' Punjab CM hopeful of using "drug money" in his campaign.

"Sir, ppl talking in Punjab that u using (Bikram Singh) Majithia's drug money in ur campaign. Is it true? U had saved him from CBI enquiry 3 yrs back (sic)," Kejriwal tweeted.

Majithia is Punjab's Revenue Minister.

Singh put out a stinging response to Kejriwal, saying he was "hallucinating" and seeing things that "don't exist". Singh also dismissed AAP's challenge in Punjab saying Kejriwal as somebody who make statements to grab headlines.

15:13   PM's 1st statement on Triple Talaq: Lives of Muslim women can't be destroyed
Talking about the rights of Muslim women, Prime Minister Narendra Modi on Monday addressed the issue of Triple Talaq for the first time asking that it should not be politicised.

"Is it fair for a man to say 'talaaq' thrice over the phone and a Muslim woman's life to be ruined? This issue shouldn't be politicised," said PM Modi at a rally in Mahoba (Uttar Pradesh).

He criticised both politicians and people on TV debates saying such discussions on Triple Talaq would keep women "bereft of their rights'.

"I request people who participate in TV debates to not make women rights a Muslim-Hindu issue. Women's right is a development issue. The debate should be between Muslims who want reforms and those who do not want reforms," he added.

He also said that justice would be given to Muslim women under the Constitution regarding the issue. "It is responsibility of government and people of the country to give justice to Muslim women under Constitution,' said Modi.

The prime minister also expressed hope of BJP's victory in the assembly elections in UP next year. "In the coming polls, the picture is very clear. Just like it was in Lok Sabha polls of 2014. People gave full majority to BJP,' said Modi.

For the first time in Indias constitutional history, the Centre last week, opposed in the Supreme Court the practice of triple talaq, nikah halala and polygamy among Muslims and favoured a relook on grounds like gender equality and secularism.

The Ministry of Law and Justice, in its affidavit, referred to constitutional principles like gender equality, secularism, international covenants, religious practices and marital law prevalent in various Islamic countries to drive home the point that the practice of triple talaq and polygamy needed to be adjudicated upon afresh by the apex court.

Meanwhile, AIMIM chief Asaduddin Owaisi on Sunday accused Prime Minister Narendra Modi of "converting the triple talaq issue into a political tool' ahead of the Assembly elections in some states. "Around 7.36 crore Muslims are married in the country and they have not divorced. Hardly one per cent of Muslims have gone for 'talaq'. But, (Narendra) Modi is making this a tool in his 'Mann ki Baat' for political gains in view of the forthcoming elections," he told a public meeting at Kausa in Mumbra township.

14:36   Helicopter kya tumhare baap ki hai? Goondagiri rhetoric defines SP meet
Shivpal Yadav has told SP chief Mulayam Singh Yadav, "Netaji, there is a need for you to take over reins of Uttar Pradesh." Standing stoutly with Amar Singh, who is being accused of pitting one against the other in the family, he said, "Amar Singh ke charanon ki dhool bhi nahi ho aap log (Worth of all of you is not even one quarter of Amar Singh)".

He said that he had never severed his relations with Amar Singh and shared personal ties with him all through.

Referring to the controversy over the merger of mafia don-turned-MLA Muktar Ansari's QED with the Samajwadi Party, Shivpal said he (Ansari) was never taken into the party and that only rumours were spread in this regard.

Shivpal also made a mention of his efforts to garner support of opposition party MLAs to ensure the smooth sail of SP nominees in the recent Rajya Sabha polls. "Do I have no contribution in government formation... Have my departments not done good work? Even opposition party leaders laud the works... The CM should tell where I have not done enough...despite not being invited, I used to go to CM's house," he said.

At the meeting, Shivpal and Akhilesh traded charges at each other on dais. Amid the commotion, Shivpal snatched the mike from the chief minister.

Snubbing Akhilesh's supporters, Shivpal said the party has been strengthened through the hard work and sweat of Mulayam Singh and not "because of your sloganeering".

When Shivpal said he had been working for the organisation all these four years visiting each district three to four times, someone in the audience pointed out that he had travelled using government helicopter. Shivpal retorted: "Helicopter kya tumhare baap ka hai, main mantri tha government mein (Did your father own the helicopter? I was a minister in the government)."

14:13   Manipur CM escapes unhurt after militants open fire
Manipur Chief Minister Ibobi Singh today escaped unhurt when suspected militants opened gunfire as he was getting out of his helicopter at the Ukhrul helipad, CID officials said.

A jawan of the Manipur Rifles was injured in the firing which took place when the Chief Minister stepped out of the helicopter and was being greeted by government officials, the officials said.

The CM's helicopter immediately took off and left for Chingai but could not land at the remote village due to protests, the official said.

The Chief Minister then cancelled his programmes and flew back to the state capital where he called an emergency cabinet meeting, the source said.

The CM had several programmes lined up at Hunphung village and at Chingai village in Ukhrul district. Ibobi was to travel to Hunphung to inaugurate the 100 bedded Ukhrul district hospital besides a power sub-station, the sources said.

Civil Society organisations had called a curfew and put up a road blockade along the three km route to Hunphung from the helipad, the sources said, adding that two vehicles had also been set ablaze by the protesters. Earlier, a jawan of the Indian Resserve Battalion sustained splinter injuries in a bomb attack by suspected militants on the newly constructed hospital in the wee hours today before its scheduled inauguration, police said. Two bombs were fired at the hospital either from a lethod gun or rocket launcher, the official said.

At remote Chingai village, Singh was scheduled to inaugurate a power sub-station, a BDO office and a bank building. Tension prevailed in the area, the official said.

At a meeting of party legislators, MPs and ministers, which ended abruptly, Mulayam said, "I can't tolerate anything against Amar and Shivpal. Amar saved me from going to jail". If Amar was not there I would have been in jail, he is like my brother," Mulayam said, describing the Rajya Sabha member as his brother. "Some ministers are just sycophants," he added. Mulayam and Akhilesh shout at each other at the SP meet, moments after the SP chief asked his son to hug his uncle Shivpal Yadav. Mulayam, Akhilesh, Shivpal leave the meeting. Absolute chaos at the meeting, and the fate of Akhilesh remains inconclusive. Akhilesh told MSY that Amar Singh will never be acceptable. The meeting ended in hostility, chaos and remained inconclusive.

Uttar Pradesh Chief Minister Akhilesh Yadav on Monday ruled out forming any new party and offered to step down if Samajwadi Party supremo and his father Mulayam Singh Yadav so desires.

Akhilesh broke down while addressing a meeting of party legislators, ministers and MPs convened here by Mulayam Singh Yadav at the party headquarters, outside which supporters of rival SP factions exchanged blows prompting police to use force to disperse them.

Amid protests from his supporters, Akhilesh offered to step down as CM if Mulayam so desired. Akhilesh got emotional and told Mulayam Singh: "You brought me here, where will I go?"

Reports say Akhilesh got into a scuffle with MLC Ashu Malik, a Mulayam supporter, when he compared the CM to Aurangzeb. Akhilesh objected to Ashu Malik being on stage. The MLC compared Mulayam to Shah Jahan. Other reports say Shivpal Yadav and Akhilesh snatch the mic from each other. Shivpal also told Akhilesh he wasn't even good enough to be the dust beneath Amar Singh's feet.

12:19   Mulayam: Akhilesh will NOT be removed
Mulayam Singh Yadav makes the announcement everyone has been waiting for: "Akhilesh will NOT be removed." He also asks Akhilesh to hug Shivpal at the meeting and make up with him.

However, Mulayam comes out strongly in favour of his son's detractors and says he will not hear anything against Shivpal Yadav and Amar Singh.

" Amar Singh has helped me a lot; Amar is my brother," Mulayam tells Akhilesh curtly. "I will never forget the work Shivpal has done for me and Samajwadi Party. Drunkards, goons have been added to the party. You get some power and it goes to your head. Shivpal Yadav is leader of the masses. Look at PM Modi, he became PM with dedication and struggle. He comes from a poor family, says he can't leave his mother. I can't leave Amar Singh or Shivpal Yadav. All of Amar Singh's sins are forgiven."

Mulayam Singh Yadav, like his son Akhilesh also broke down while addressing party workers. Praising his brother Shivpal Yadav, Mulayam says he was a grassroots leader.

Just before this meeting convened by Mulayam, Shivpal Yadav told the media that he knew about his sacking from the Uttar Pradesh Cabinet beforehand. "We are preparing for upcoming elections and will directly meet people. I knew this will happen someday," he said.

Tension was palpable much before the meeting began with youth supporters of Akhilesh mounting pressure on the leadership in support of the chief minister.

The meeting assumed significance as it came a day after Akhilesh engaged in a face-off with his father by sacking each other's loyalists Ramgopal Yadav and Shivpal Yadav.

Akhilesh had sacked Shivpal, his uncle and party's state unit chief, along with three other "pro-Amar Singh" ministers from his Cabinet.

Mulayam, in a tit-for-tat action, expelled Ramgopal, pro-CM cousin and SP's national general secretary, from the party for six years, plunging the party into worst-ever crisis days ahead of its silver jubilee celebrations and at a time when Assembly elections were barely few months away.

With the recent political developments, there are allegations that Mulayam's brother Shivpal Yadav, who is also the state party chief and friend Amar Singh is behind the political crisis in the state. This forced state Chief Minister Akhilesh Yadav to take stringent measures against anti-party workers including Shivpal.

On Sunday, the family feud became bitter and the rift widened after Akhilesh sacked Shivpal along with three other cabinet ministers.
