Afghanistan's Interior Ministry says that three gunmen have attacked a Shiite shrine in Kabul, taking an unknown number of hostages.

Sediq Sediqqi, the spokesman for the Interior Ministry, was quoted as saying by NDTV that one of the gunmen has been shot dead by police.

NDTV quoted Public Health Ministry spokesman Ismail Kawasi as saying that 18 people have been wounded and taken to hospital.

He said two other gunmen are still inside Sakhi Shrine, the biggest in Kabul.

The attack comes on the eve of commemoration of Ashura Day by Shias, the climax of a month of mourning for the death of the Prophet Muhammad's grandson Iman Hussain in 680 AD.

Portfolios which were held by Tamil Nadu Chief Minister Jayalalitha has been allocated to Finance Minister and former CM O Panneerselvam, until she resumes her charges.

Paneerselvam will also preside over cabinet meetings; arrangement has been made as per Jayalalithaa's advice, said an announcement made by Tamil Nadu Raj Bhavan.

This arrangement will continue until Jayalalithaa resumes duties; she will continue to be chief minister, the Rakj Bhavan said.

21:02   Cow urine can make you pretty like Cleopatra, claims Gauseva Board
As part of its endeavour to protect cows, the Gujarat Gauseva and Gauchar Vikas Board has advised women to give up chemical cosmetics and maximise the use of cow urine, dung and milk products to get eternal beauty like that of Egyptian queen Cleopatra.

As per 'Aarogya Geeta', a detailed advisory publishedon the official website of the Board, 'panchagavya' (gaumutra-cow urine) treatment is the best medicine in the whole worldfor women to get naturally glowing skin.

The advisory lists several remedies for women to get rid of pimples and hair related problems by using panchagavya.

'Beauty products, such as soap, cream and powder, are made of chemicals, which ultimately take away the natural charm from the skin. There is no other remedy in the world as good as panchagavya. Application of cow milk, ghee, urine and dung on the body and face would give a natural glow,' said a chapter dedicated to gaumutra treatment for preserving women's eternal beauty.

Making a strong pitch about its claims, the advisory gaveexample of Cleopatra's much talked about beauty.

"Gaumutra treatment would remove dark circles, blackspots and pimples. Panchagavya face treatment will give you long lasting beauty and glowing skin. Egyptian queen Cleopatra was the most beautiful woman in the world. She used to bath in milk," says the advisory, without clearly mentioning if it was cow milk.

According to the Board's chairman Vallabh Kathiria, this is just an example to make women understand the benefits of cow urine, dung and milk.

"Some records suggest that Cleopatra used to bathe in cow milk to get eternal beauty. We want women to understand the benefits of cow milk, urine and dung to get such beauty instead of damaging their skin by using artificial beauty products made of harmful chemicals," Kathiria said.

Apart from providing natural beauty to women, gaumutra can help in the treatment of almost all major diseases,including cancer, asthma, paralysis, AIDS and heart problems,the advisory claims.

'Gaumutra is a holistic and natural medicine which can cure around 108 different diseases. We are sure that cow-therapy would become the most popular way of treatment inthe 21st century. Even the scientists from western world admitted that cow is a perfect science and total laboratory,' the Aarogya Geeta stated.

Top Bharatiya Janata Party leaders Amit Shah and Arun Jaitley are likely to visit Apollo hospital, where Tamil Nadu Chief Minister J Jayalalithaa is admitted, tomorrow, party sources said in Chennai.

BJP national president Shah and Union Finance Minister Jaitley are likely to visit the hospital in the afternoon,they added.

Sources at the Chennai airport said the two leaders were likely to arrive from Delhi, proceed to Apollo hospital and return the same day.

18:09   Mayawati attacks Bhagwat for backing 'good' cow protectors
Reacting sharply to Rashtriya Swayamsevak Sangh chief Mohan Bhagwat backing 'countless good people' working lawfully for cow protection, Bahujan Samaj Party chief Mayawati today said lauding people 'indulging in unlawful, violent and casteist' acts cannot be termed as an act of national interest.

'Going against public sentiment and praising gau rakshaks whose several unlawful, violent and casteist acts have come to light cannot be termed as something in national interest,' Mayawati said in a statement.

Terming Bhagwat's call for identifying true gau rakhshaks as inspired by narrow communal thinking, Mayawati said, RSS should concentrate on 'gau seva- an act of non-violence', rather than on 'gau raksha-- which has violence inherent in it' and leads to incidents like the one in Una.

Alleging that violent incidents in the name of gau raksha have been taking place in BJP-ruled states, Mayawati said since the Modi government came to power, first Muslims and now dalits are being targeted on the pretext of protecting cows.

'Despite this, the RSS chief's statement for extending security to gau rakshaks can never be an act aimed at strengthening the nation,' she said, adding that though the RSS chief speaks about connecting society but in reality is supporting those who work against it.

16:52   PM Modi leaves for Lucknow to attend Dussehra event
'Leaving for Lucknow where I will join Vijaya Dashmi celebrations. Looking forward to the programme,' Prime Minister Narendra Modi tweets.

The PM will visit the historic Ram Leela in Aishbagh area of the old city on Dussehra.

He will also address the gathering there, his first since the Indian army conducted surgical strikes in Pakistan-occupied Kashmir.

Hitting out at opposition parties over remarks on Modi's visit to Lucknow, the Bharatiya Janata Party said he does not need their permission to visit any part of the country as he is the Prime Minister of 125 crore people of India and a Lok Sabha member from Uttar Pradesh.

It said the country is proud of Modi who believes in action and salutes him and the armed forces for the surgical strikes which targeted terror launch pads across the LoC.

Uttar Pradesh Chief Minister Akhilesh Yadav had taken a dig at Modi over his Dussehra visit to the Aishbagh Dussehra Mela in Lucknow, saying he would have visited Bihar had the state been facing elections like Uttar Pradesh.

BSP supremo Mayawati and Congress have accused Modi of politicising the surgical strikes for political gains.

Two Bajrang Dal activists were on Tuesday arrested for carrying out celebratory firing during 'Shastra Puja' on the occasion of Vijayadashami in Uttar Pradesh's Moradabad city.

After the celebratory firing, the Bajrang Dal activists were also seen posing for a photograph.

'Shastra Puja' or weapon worship is one of the parts of the Vijaydashmi celebrations being carried out by the Hindus on the occasion.

A dog has won the first place in the United Kingdom's best dressed competition after his dress sense and hairdo had 'striking resemblance' to Republican nominee Donald Trump.

Spud, a three-year-old boxer from Lancashire in England, dressed in a pinstripe suit and silk blue tie and with a wispy fringe, he beat off dozens of rivals to take first place in the competition.

The show, hosted by an online retail firm Banana Moon clothing, saw dogs line up in their best outfits for the chance to win the title, the Daily Mirror reported.

Spud beat off his competitors after his dress sense and hairdo reminded the judges of the Republican candidate Donald Trump.

"The UK's Best Dressed Dog competition attracted 82 fabulous entries, all of which were worthy winners, but it was Spud who was chosen due to his striking resemblance to Donald Trump and the fact that his photo made everyone in our office laugh," Alex Grace, managing director at Banana

Moon clothing, said. However, although his owner described her pet as the 'class clown', he managed to escape the show without controversy.

"Spud is chuffed to bits to have won. He's like the class clown, very popular with his friends, but doesn't usually win first prize in anything because he's too busy not taking anything seriously," Spud's owner Diane Goulding said.

Samsung Electronics says it is halting production of Galaxy Note 7s due to new quality problem.

Earlier, the shares of Samsung Electronics Co Ltd plunged by eight percent in trading in Seoul on Tuesday after the company decided to halt the sales of Galaxy Note 7.

The South Korean giants' decision to halt sales came amid reports of the Smartphone exploding following which the company decided to stop the production of Note 7.

The Samsung in an email to the Verge said, 'Samsung will ask all carrier and retail partners globally to stop sales and exchanges of the Galaxy Note 7. Consumers with an original Galaxy Note 7 or replacement Galaxy Note 7 should power down and take advantage of the remedies available, including a refund at their place of purchase.'

The smartphone was scheduled to launch in this Diwali.

Actress Shilpa Shetty's father Surendra Shetty passed away on Tuesday. He reportedly suffered a heart attack in sleep. He was taken to the Kokilaben Hospital in Mumbai where he was declared dead.

His last rites will take place soon. Surendra Shetty was a businessman.

14:11   Telangana gets 21 new districts
In a major administrative measure two years after carving out of the new state, the Telangana government today created 21 new districts, taking the total number to 31 in the state.

Chief Minister K Chandrasekhar Rao cut a ribbon in the new district of Siddipet, carved out of his native Medak district, marking its creation, while the legislative assembly speaker, state ministers and other dignitaries attended similar events in other new districts.

The events marking the creation of the new districts, coincided with the 'Vijaya Dasami' festival being celebrated today, were a grand affair across the state.

Telangana, carved out of Andhra Pradesh, came into existence on June 2, 2014, as the 29th state of India.

The reorganisation of new districts was aimed at better administration and effective implementation of government programmes and schemes, Rao had earlier said.

The new districts which came into existence today are Siddipet, Jangaon, Jayashankar, Jagtial, Warangal (Rural), Yadadri, Peddapally, Kamareddy, Medak, Mancheriyal, Vikarabad, Rajanna, Asifabad, Suryapet, Kothagudem, Nirmal, Wanaparthy, Nagarkurnool, Mahabubabad, Jogulamba and Medchal/Malkajgiri.

The other ten districts are Hyderabad, Ranga Reddy, Mahabubnagar, Medak, Karimnagar, Adilabad, Nizamabad, Warangal, Khammam and Nalgonda. Along with districts, the mandals, revenue divisions and other administrative units have also been reorganised.

With India-Pakistan tensions becoming more evident in the recent past especially after the surgical strike by the Indian Army, a group of locals in Amritsar have decided to express their displeasure by burning effigies of Pakistan Prime Minister Nawaz Sharif's along with Ravan, Kumbhkaran and Meghnad on Dussehra.

The effigy was spotted wrapped up in the Pakistan flag with Sharif's photo affixed on top.

"The reason we have affixed Nawaz Sharif's photo because the country shelters terrorism, it promotes them and exports them to other countries. I believe that this will convey a message to Pakistan, that if it doesn't reign in terrorists, it will meet the same end like this effigy," Cabinet Minister Anil Joshi was quoted as saying by ANI.

Earlier, a poster by Shiv Sena was put up in Varanasi showing Prime Minister Narendra Modi as Lord Ram, Sharif as Ravan and Delhi Chief Minister Kejriwal as Meghnad.

03:41   Islamic State confirms death of propaganda chief
Islamic State on Monday confirmed the death of its propaganda chief, whom the Pentagon said was killed in a United States-led air strike in Syria's Raqqa province last month.

An statement posted online by the militant group paid tribute to Wa'il Adil Hasan Salman al-Fayad, also known as Abu Mohammed al-Furqan. The statement just referred to him by his alias.

It did not say when, where or how he had died.

The Pentagon said last month that a US-led coalition air strike on September 7 had killed al-Fayad.

It said he was minister of information, overseeing Islamic State's propaganda, and a prominent member of its Senior Shura Council, or leadership group.

IS's statement referred to al-Fayad as head of its media arm.

The air strike took place near Raqqa, IS's de facto capital in northern Syria, and targeted al-Fayad while he was on a motorcycle outside his house, the Pentagon said.

Actor Shia LaBeouf and his long-time girlfriend Mia Goth appeared to get hitched in a Las Vegas wedding chapel presided over by an Elvis Presley impersonator on Monday, according to TMZ. The website also released video and pictures from the seemingly impromptu ceremony, showing LaBeouf in a dark suit with white sneakers dancing inside the chapel with Goth, who wore a lace wedding dress.

Its still unclear whether the wedding is real or the actors latest performance art piece.

The pair first met in 2012 while filming Lars von Triers NC-17 drama Nymphomaniac: Vol. II, and Goth later appeared in a music video LaBeouf directed in 2014.

The apparent wedding comes after a roller-coaster year for the young couple, which included a public altercation in Germany that was caught on camera last summer.

Whistleblowing website WikiLeaks has released a second batch of emails from Hillary Clintons presidential campaign chairman John Podesta. The new release features 2,086 hacked emails out of a trove that Julian Assange says includes 50,000 messages.

Former President Bill Clinton features prominently in the latest leaks, as highlighted by Wikileaks Twitter feed. In one, People close to the power couple pushed for Mr. Clinton, referred to as WJC for William Jefferson Clinton, to be less involved with his wifes presidential campaign due to his extramarital affairs.

I had a multi-email exchange with someone in the media this morning---a name you would know---who is telling me that there are people close to the Clintons who says WJC's sex life could be damaging to her, a January 2016 email from blogger Brent Budowsky to Podesta reads.

Another email, dated December 2011, from Doug Band, a lawyer who helped create the Clinton Global Initiative (CGI), said that Clinton Foundation Chief Operating Officer Laura Graham was suicidal due to the stress of all of this office crap with wjc and the Clinton Valley Center. Band also called out the couples daughter Chelsea for not caring about her role in the office problems.

Bruce [Lindsey] said the stress of specifically the office had caused his very serious health issues as you both know, he wrote. But I'm sure chelsea is more concerned with a mostly false story in the distinguished ny post about mf global and teneo not her role in what happened to laura/bruce, what she is doing to the organization or the several of stories that have appeared in the ny post about her father and a multitude of women over the years.

That email wasnt the first time Band expressed dislike of Chelsea Clinton. In an email to Podesta a month previous, he said she was acting like a spoiled brat kid who has nothing else to do but create issues to justify what she's doing because she, as she has said, hasn't found her way and has a lack of focus in her life.

02:11   Tyson Fury: WBO set to strip world heavyweight champion of belt
British world heavyweight champion Tyson Fury will be stripped of his WBO belt unless he responds to a notice from its chairman in the next 10 days.

Fury must explain why the belt should not be vacated due to "inactivity, breach of contract and performance-enhancing drugs".

Fury withdrew from October's rematch with Ukrainian Wladimir Klitschko because of mental health issues.

The 28-year-old has said he was taking cocaine to help deal with depression.

The British Boxing Board of Control (BBBofC) is meeting on 12 October when it will look at Fury's cocaine admission, which was made during an interview with Rolling Stone magazine.

Manchester fighter Fury currently holds both the WBO and the WBA titles.

WBO chairman Luis Batista-Salas said he was concerned for Fury's "health, well-being, happiness and prospects for a full and complete recovery".

However, WBA president Gilberto Mendoza told Sportsweek on Sunday that Fury deserved a chance "to overcome this situation".

Democratic presidential hopeful Hillary Clinton jumped to a double-digit lead on Monday over Donald Trump in the first poll carried out since the release of a recording in which the Republican bragged about groping
women.
Clinton enjoys 46 per cent support among likely voters against 35 per cent for Trump in a four-way race that includes Libertarian Gary Johnson and Green Party candidate Jill Stein, according to the NBC News-Wall Street Journal survey.
In a two-way race, Clinton's lead over the real estate mogul expands to 14 points, 52 per cent to 38 per cent, according to the poll, which has a margin of error of 4.4 percentage points.
The poll was carried out after Friday's release of the shocking audio recording of Trump speaking in 2005, but before Sunday night's second presidential debate between him and Clinton.
A total of 52 per cent of those polled said the recording should be a campaign issue, and 42 per cent say it should not be.

Investor Warren Buffett says he has never used the kind of tax deduction that Republican presidential candidate Donald Trump did, and Buffett says he's paid taxes every year for 72 years.
Buffett responded on Monday to Trump's comments during Sunday's debate when Trump confirmed using a $916 million loss in 1995 to avoid paying federal income taxes.
Buffett released details of his own taxes and reiterated his call for Trump to release his tax returns. The investor is a longtime supporter of Democratic candidate Hillary Clinton.
Buffett reported an adjusted gross income of $11,563,931 in 2015. The billionaire said his return included $5,477,694 of deductions, but tax laws kept him from claiming most of his $2,858,057,970 charitable gifts as
deductions.
Buffett said he paid $1,845,557 in federal income taxes last year.

Republican presidential candidate Donald Trump said on Monday that House of Representatives' Speaker Paul Ryan, the party's top elected official, should "not waste his time" opposing the party's nominee.

"Paul Ryan should spend more time on balancing the budget, jobs and illegal immigration and not waste his time on fighting Republican nominee," Trump said in a post on Twitter.

Earlier, Ryan told lawmakers that he will no longer "defend" or campaign with Trump, focusing instead on maintaining his party's majority in Congress.
But Ryan, who has had a testy relationship with the provocative billionaire from the start and has criticised him on numerous occasions, stopped short of rescinding his endorsement, according to a person who listened to the
conference call.
Ryan "said he will not defend Trump or campaign with him for the next 30 days," the source on the call said.

Trump's candidacy suffered a crippling blow after a 2005 tape was released Friday in which he made lewd and derogatory comments about women, including his ability to grab them by the crotch with impunity because, as a celebrity, "you can do anything."
