Delhi Police bars Congress from using torch or lit lanterns during their 'Mashal Juloos' protest against the Aam Aadmi Party government over the water crisis issue.

Congress vice-president Rahul Gandhi was to take out a rally in the national capital against power cuts and water shortage in the city. Delhi Pradesh Congress Committee chief Ajay Maken on Friday called on party workers to congregate at Raj Ghat and participate in the rally to boost strength.

The Congress holds that the power and water woes in Delhi were due to the "constant clashes' between AAP and BJP, and the Delhi chief minister Arvind Kejriwal's "habit' of locking horns with the Centre on each and every issue.
