Ashaben Bariya, who was six months pregnant, gave birth outside Ruxmaniben Government Hospital in Khokhra area here after the doctors asked her to go to another hospital because they had no incubators for pre-mature babies.

But her brother alleged that she was denied admission because she did not have a marriage proof with her. "The doctors asked me to produce proofs related to my sister's marriage. I told them that it was an emergency, but they did not listen and asked us to leave.

21:54   Cosby accuser says she was dizzy, felt 'like jelly'
Andrea Constand told authorities that Bill Cosby violated her sexually after giving her three blue pills that made her dizzy, blurry-eyed and sick to her stomach, her legs "like jelly," according to a police report read in court on Tuesday, AP reported.
"I told him, 'I can't even talk, Mr. Cosby.' I started to panic," the former Temple University athletic department employee told police in 2005.
The statement was introduced at a preliminary hearing held to determine whether prosecutors have enough evidence to put the 78-year-old TV star on trial on sexual assault charges that could bring 10 years in prison.
In his own statement to police, also read in court, Cosby portrayed it as consensual sexual activity, saying Constand never said "no" as he put his hand down her pants.
The hearing was not the face-to-face confrontation between accuser and accused that some had anticipated: Constand was not in the courtroom, and the judge ruled that she would not have to testify and that prosecutors could instead have her statements to police read into the record.

Cosby's lawyers argued unsuccessfully that that would be hearsay and would deprive him of his right to confront his accuser.

21:20   Pak to perform DNA test to confirm Taliban chief's death
Pakistan's Interior Minister Chaudhry Nisar Ali Khan on Tuesday refused to confirm the death of Taliban chief Mullah Akhtar Mansour but said a DNA test will be done to establish the identity of a man killed in a US drone strike last week.
"He is an Afghan national and the Pakistan government has no means to identify Afghan citizens," he told reporters.
"Our law enforcement and intelligence agencies are still investigating the incident, but so far they have not been able to confirm the identity," the minister said.
He said that an individual approached the government on Tuesday to claim the body of the second deceased person, saying "he is a relative of Mullah Mansour".
"We will perform the DNA test of that person and if it matches with that of the deceased body, only then we will be in a position to confirm that it was Mullah Mansour who was killed in the incident," he said.
He confirmed the attack on Pakistani soil but said that drone did not enter its airspace.
"The attack was launched from other country," he said, but refused to identify exactly from where the strike was carried out.
He said that he was unable to understand how the passport of the passenger traveling in the vehicle as Wali Muhammad was not damaged when everything was destroyed in the attack.
Khan said investigation was going on about it.

21:17   Tax evasion probe: Googles office in Paris raided
French investigators swarmed Google's Paris offices on Tuesday as part of a tax fraud investigation, with the US Internet giant saying it is "cooperating fully" with the probe, AFP reported.
Prosecutors said police, tax officials and 25 computer experts took part in the raid.
"These searches are part of a preliminary investigation opened in June 16, 2015, into aggravated tax fraud and conspiracy to conceal (it),  following a complaint by the French tax administration," the national financial prosecution service said in a statement.
A Google spokeswoman told AFP: "We respect French legislation and are fully cooperating with the authorities to answer their questions."
French authorities believe the Californian group owes 1.6 billion euros in back taxes, a source close to the matter said in February.
Google is one of several multinational corporations that have come under fire in Europe for paying extremely low taxes by shifting revenue across borders in an often complex web of financial arrangements.
Its European operations are headquartered in Ireland, which has some of the lowest corporate tax rates in the region.

21:10   Twitter eases 140-character limit for tweets
Twitter announced on Tuesday that it was easing its 140-character limit for tweets, allowing users to add links, attachments and some other features within the short messages.
The move comes as Twitter's efforts to increase its user base and engagement have been sputtering, raising questions about its growth trend.
"Over the past decade, the tweet has evolved from a simple 140-character text message to a rich canvas for creative expression featuring photos, videos, hashtags, Vines, and more," said Twitter product manager Todd Sherman in a statement.
"So, you can already do a lot in a tweet, but we want you to be able to do even more. In the coming months we'll make changes to simplify tweets including what counts toward your 140 characters."
Sherman said names in replies, and media attachments such as photos, videos, and polls will no longer be counted toward the character limit.
He added that updates would be implemented "over the coming months" and that developer partners would be given the tools to enable the change on sites that use Twitter.
Relaxing the 140-character limit, which was set due to mobile phone text messaging constraints in place when Twitter launched in 2006, is expected to encourage more use and sharing of pictures, videos and links.
Sherman said a few other tweaks were being made to how Twitter works.

20:40   N Korea asks UN chief to explain legal basis for sanctions
North Korea has challenged United Nations chief Ban Ki-moon to clarify the legal basis for UN sanctions against it, Pyongyang's state media said on Tuesday, AFP reported.
The North's permanent representative to the UN wrote to Secretary-General Ban on Monday, saying that UN sanctions imposed over its nuclear tests and "peaceful satellite launches" had no legal foundation, KCNA news agency reported.
It did not identify the permanent representative by his name, Ja Song-Nam.
The UN Security Council in March imposed its toughest sanctions on North Korea to date following its fourth nuclear test in January and a long-range rocket launch the following month.
The North had already been subject to a range of sanctions because of earlier nuclear tests -- in 2006, 2009 and 2013 -- and a series of long-range missile tests presented as satellite launches.

20:18   MoD looking for alternative to Finmeccanica's torpedos
The defence ministry is now looking for an alternative for the chopper-scam-tainted Italian defence conglomerate Finmeccanica's heavy weight torpedos for the Scorpene submarines.

Defence sources said the proposal to acquire 98 Black Shark torpedoes for the six under construction French Scorpene submarines for a price of Rs 1,200 crore has been nixed.

"There is an alternate that is being worked on," the sources said, adding that the SeaHake torpedos from Germany's Atlas Elektronik could be an option.

Black Shark torpedoes, made by Whitehead Alenia Sistemi Subacquei (WASS), a subsidiary of Finmeccanica, had emerged the lowest bidder to arm the Scorpene submarines, the first of which will be handed over to the Navy by September this year.

However, the proposal to acquire it had been stuck because of the VVIP chopper scam.

Veteran India seamer Ashish Nehra will soon undergo a surgery to treat a 'high-grade tendon injury' he had suffered on his right knee during an Indian Premier League match earlier this month.

Spearheading the Sunrisers Hyderabad attack, the 37-year-old Nehra sustained a hamstring tendon injury during their IPL match against Kings XI Punjab on May 15, ruling him out of the rest of the tournament.

'BCCI medical team confirms that India medium pacer, Ashish Nehra, injured his right knee during the Indian Premier League 2016. Assessment and investigation by BCCI medical staff revealed Nehra sustained a high-grade tendon injury and was recommended to consult Dr. Andrew Williams, orthopedic specialist in London. Prime Minister Narendra Modi and most of his ministerial colleagues are expected to attend an event at India Gate to be hosted by mega star Amitabh Bachhan on May 28 to mark the second anniversary of the government.

The government is organising the event-- 'Zara Muskura Do' (Smile Please)-- which will have several performances and programmes highlighting its "achievements".

The show will be beamed across the country by Doordarshan. Various schemes and programmes, particularly Swachh Bharat Abhiyan, Digital India and Rural Electrification, will be highlighted during the show. Programmes to mark the completion of Modi government's second year in office will also be held in various other cities.

The Information and Broadcasting Ministry had asked various ministries to provide details of their achievements. BJP has also planned to hold over 200 events across the country between May 26 and June 10 to highlight the government's "successes" and Modi is likely to address rallies in different places, starting with an address in Saharanpur on May 26.

19:24   Israel PM's travel expenses under scrutiny
Israeli Prime Minister Benjamin Netanyahu's travel expenses came under fresh scrutiny today ahead of the expected release of an official report into alleged overcharging and other matters.

The state comptroller's report covers 2003-05, when Netanyahu was finance minister, and concerns five foreign trips, some with his wife and children, Israeli media reported.

State Comptroller Yosef Shapira, who is tasked with overseeing the use of public funds, was investigating allegations of double billing of flights, reported the Haaretz and Yedioth Ahronoth daily newspapers -- both hostile to Netanyahu.

The report, expected to be released later today, is said to note a 'lack of clarity' over bonus points earned on flights by the Israeli company El Al during official trips, they reported.

The bonus points were allegedly used by Netanyahu's relatives for private travel.

It is on board the Air India One (the  that journalists accompanying President Pranab Mukherjee on his foreign tours can catch a glimpse what a warm, jocular person he is.

R Rajagopalan who is accompanying the president on his 4-day visit to China said that the President observed that Foreign Secretary S Jaishankar has been literally hopping on and off flights. Jaishankar who was with Prime Minister Modi during his historic visit to Iran touched down in New Delhi at 2 am and was ready to board the Air India One again at 10:30 am with the President.

He asked the foreign secretary to sit in the empty seat next to him, but Jaishankar stood aside as the seat next to the President is meant for the Union Minister in-waiting. But Santosh Gangwar who is the union minister in-waiting choose to remain seated at his place. Clearly, the foreign secretary is a stickler for protocol.

The president spent a few minutes with the media delegation accompanying him and was in his usual jovial mood.

14:18   Women in India earn nearly 19% less than men: Report
Women in India earn 18.8 per cent less than men, higher than the global average, largely due to lack of representation in highest-paying job functions and industries, says a report.

According to Korn Ferry Hay Group, women globally earn 17.6 per cent less than men and the figure for India stands higher at 18.8 per cent. The global study by the group's PayNet database tracked and analysed gender and pay for more than 8 million employees in 33 countries, including 57,000 job holders in India.

"Our data shows that when it comes to thinking about pay on the basis of gender, a man and a woman in the same company, doing the same job, will usually be paid nearly the same '" but still favouring men by 1.6 per cent," Ben Frost, a global reward expert at Hay Group said, adding that the data shows this very consistently, from Sweden to South Africa.

In India, for the similar job levels and functions the pay gap, however, is 3.5 per cent. The gender pay gap impacts companies almost identically across the globe, the report said. However, it added, firms are perhaps looking for a solution in the wrong places. "The biggest driver of the pay gap is a lack of women in high-paying industries, senior functions and in leadership positions. If we want to close the pay gap and make a difference, it is the road to the top jobs that needs to be the focus. This is the pay gap problem," Frost said.

The number of women found in highest-paying industries (like oil & gas, technology and life sciences) is lacking. Furthermore, even in lower-paying sectors where women dominate '" such as hospitality and tourism '" men still hold the vast majority of management and executive roles '" the highest paid jobs within any industry.

13:56   Terminally ill can't be denied insurance claim: HC
In a landmark judgement, the Punjab and Haryana High Court has ruled that the family of a terminally-ill person, who decides to stop treatment against medical advice and dies, cannot be denied insurance claim.

The court said the patient's desire not be treated was an issue of "patient autonomy" and "embracing dignity in death".

Dismissing the petition of Oriental Insurance Company Limited, which had argued that the family of an insured person leaving treatment against medical advice was not entitled for claim after death, the HC upheld the order of a claims tribunal which had asked the company to pay Rs 35.46 lakh in damages.

Medical experts feel the HC order is significant since many insurance companies tend to use LAMA or 'Leave Against Medical Advice' as justification to deny family of a deceased its claims.

13:23   Insect poo turning the Taj Mahal green
Swarms of insects breeding in a polluted river near the Taj Mahal are threatening the intricate marble inlay work at the 17th century monument by leaving green and black patches of waste on its walls, archaeological experts have said.

Workers were scrubbing the walls clean every day but the regular scrubbing would damage the floral mosaics and shiny marble surface, said Bhuvan Vikram of the Archaeological Survey of India.

"A series of marble panels depicting plant motifs on the walls or reflective tiles used in this part of the monument are becoming disfigured," Vikram said.

Authorities are looking for a permanent solution to the problem created by the insects, a type of elongated fly that resemble a mosquito, that are proliferating in the polluted Yamuna river. The river has stagnated to the point that it no longer supports fish that once kept the insects in check, environmentalist Yogesh Sharma said.

In addition, heavy algal growth and deposits of phosphorus from ash dumped by a nearby cremation ground "are the primary source of food for this particular species of insect', said Girish Maheshwari, who heads the Department of Entomology at St John's College in the northern city of Agra.  -- AP

12:38   Jungle Raj back in Bihar: Manager shot at for refusing extortion
More proof that Jungle Raj has returned to Bihar: In Dhanarua, a retired manager of Bharat Cooking Coal Limited is in hospital after being shot at by goons who asked for Rs 1 lakh extortion and were refused.

Six months ago when Nitish Kumar took oath as chief minister for the fifth time, allying with the Lalu Prasad Yadav's RJD, he insisted that his priorities had not changed - he would uphold the rule of law.

But since then, Bihar has slowly but surely hotfooted it to what it was when the RJD was in power.

According to reports there have been 10 bank robberies, murder of at least four policemen, three engineers and two state Opposition leaders; and dozens of MLAs and their kin (Rocky Yadav shooting case being one) are being named in criminal cases.

Then, a girl was raped allegedly by a Rashtriya Janata Dal MLA, journalist Rajdeo Ranjan was murdered -- in which the role of a former RJD member of Parliament is suspected.

12:20   SC refuses to ask Maha to totally cut water supply to liquor industry
The Supreme Court today refused to direct the Maharashtra government to completely cut water supply to distilleries and breweries in the drought-hit regions of the state. A vacation bench of Justices PC Pant and DY Chandrachud pulled up the petitioner for approaching the apex court for a complete ban on water supply to the liquor manufacturers, saying the Bombay High Court has already passed an interim order in this regard.

"Why are you coming against an interim order of the high court? The high court has already allowed 60 per cent, now what do you want? These are all policy decisions. There has to be a balance," the bench said. The counsel appearing for petitioner Sanjay Bhaskarrao Kale, said the entire region is severely drought-prone and there is a policy in this regard.

The Aurangabad Bench of the Bombay High Court had recently asked the state government to curtail water supply to the liquor industry by 60 per cent from May 10, an order which will be operational till June 27. The plea filed in the apex court had sought that instead of a curtailed water supply, there should be no supply at all as the entire region is facing acute water shortage.

The petition had said that people were dying in the region due to the shortage of water and there is a limited water stock available. The counsel for the petitioner had said people were being deprived of drinking water as it is being given to the liquor industry.

"He (Kejriwal) is totally unscrupulous...The day it suits him, he will join hands with Modi. I have no doubt about it," Bhushan, who is currently on a private visit to the US, told a small group of Indian-Americans and Indians in Washington last night. Bhushan's remarks come even as Kejriwal-led Delhi government and the Modi-led Centre have been at loggerheads over a range of issues over the past one year.

Bhushan, an activist-lawyer who founded Swaraj Abhiyan along with Yogendra Yadav after leaving the Aam Aadmi Party (AAP) last year, said he regrets having not "recognised" such traits of Kejriwal early on.

"He used people like me and Yogendra to gain credibility, and at the same time ensured that he enjoys majority in decision-making bodies of AAP so that he can go ahead with his agenda," he said.

Days after pulling up power companies over failure to resolve issues that lead to power outages, Delhi Chief Minister Arvind Kejriwal has called a meeting of discoms today where compensation for consumers who face power cuts longer than two hours will be a major issue.

The meeting, in which representatives of all discoms -- BRPL, BYPL and Tata Power are set to attend, will be held at 2 pm at Kejriwal's residence.

The Delhi government has been maintaining that there is no shortage of power in the city and that there is a provision for more power if the need arises, but the discoms were not performing routine maintenance and getting their act together.

"Over the last 14-15 years, private discoms have either not spent enough on maintenance or have not carried out good quality maintenance checks. There should not be such a high number of complaints. We have asked power companies to put together quick response teams to redress the complaints," Delhi Power Minister Satyendra Jain said.

10:14   President Pranab signs NEET ordinance
President Pranab Mukherjee signs Ordinance on National Eligibility cum Entrance Test.

Mukherjee had on Monday sought more information and clarification on few points from the Health Ministry over the decision to bring an Ordinance on uniform medical entrance examination NEET that seeks to keep state boards out of its purview.

The ordinance, cleared by the Union Cabinet earlier on Friday, is aimed at "partially" overturning a Supreme Court order which said all government colleges, deemed universities and private medical colleges would be covered under NEET.

The president has also sought the opinion of in-house legal experts on the ordinance. The assent of the president is still awaited.

Clarifying that the exemption is only for the state government seats, government sources had said the state seats which are earmarked in the private medical colleges have also been exempted.

Different states earmark seats in various private medical colleges for state quota so that students from one state can get seats in another state.

The next phase of the exam is scheduled for July 24.

Nearly 6.5 lakh students have already taken the medical entrance test in the first phase of NEET held on May 1

08:03   India braces for more heat after temperature breaks records
As temperatures in parts of the western region breached 50 Celsius last week, India is bracing for another bout of extreme heat.

"There are usually thunderstorms this time of year, but these rains have not been occurring," said BP Yadav, head of India Meteorological Department.

"Hot winds have been blowing in from Afghanistan and Pakistan, leading to these extreme temperatures," Yadav told Reuters.

The mercury hit a record 51 degrees Celsius last week in Phalodi, Rajasthan, beating a previous national high of 50.6 degrees in 1956.

The heat should ease with the arrival of clouds and light showers this week, Yadav said, but his office forecast a return to elevated temperatures in late May or early June.

Possible reasons for the rising temperatures ranged from global warming to greater urbanisation, leading to taller buildings and increased pollution, Yadav added.

Meanwhile, as many as 315 heat wave-related deaths have been reported in Telangana since the beginning of the summer season till May 21, according to officials of the state Disaster Management department.
