Modis one-line message to Cabinet on Uttarakhand

"Till such time the President's communique is released let us keep the decision of central rule in Uttarakhand as top secret. Let there be a test today," was the one-line cryptic message from Prime Minister Narendra Modi to his Cabinet colleagues.

In other words, the decision should come as a surprise for the Congress, and not be leaked to the media. This is how the Modi government functions, declared a senior bureaucrat who was privy to Cabinet decisions.
