"By the end of this year, Uttarakhand will go to polls," declared a senior BJP leader. "We will not go in for horse-trading, or form the government."


However, the BJP plans to have Dev Bhoomi packages announced before November.


Uttarakhand is considered Dev Bhoomi as the four dhams are located in the state and is on the hot list of every pilgrim.


Thus, the BJP believes it alone can rule this state and not the Congress.


Prime Minister Narendra Modi will be in Dehradun next month and address two public meetings at which he is expected to announce major programmes and packages for the state.


Soon after the Parliament's Budget session is over, BJP leaders will all focus on Uttarakhand. This is our political strategy, said a top BJP leader.
