23:14   Iraq PM vows retaliation after IS chemical attack
Iraqi Prime Minister Haider al-Abadi vowed today to retaliate against the Islamic State group after it launched a chemical attack on a town near Kirkuk. 

The suspected mustard gas attack on Taza that left a three-year-old girl dead "will not go unpunished", the premier said in a statement.
A large number of rockets were fired at Taza on Wednesday from the nearby village of Bashir, which is held by the jihadists.
Intelligence experts are still analysing samples, but local officials believe mustard agent was used in the attack on Taza, which lies just south of the city of Kirkuk and is around 220 kilometres north of Baghdad.

In the biggest makeover the Rashtriya Swayamsevak Sangh has witnessed in its history, the unique khaki knickers will make way for trousers to help the organization achieve resonance with the youth.

Highly places sources in the RSS have told India Today that a decision on uniform change has been agreed on at the three-day meeting of the Akhil Bhartiya Pratinidhi Sabha, which is underway in Nagaur, Rajasthan.

A formal announcement about the decision will be made during a press conference tomorrow.

For many decades the loose fitting, flappy khakhi knickers have been the most visible manifestation of RSS volunteers. 

A large section of the RSS now feels that the time has come to move on from the khakhi shorts but some old timers continue to hold out saying that there is no need to be swayed by fashion trends.

In an attempt to improve the relationship, Minister of State for Urban Development Babul Supriyo sang a Bollywood number for Chief Minister Arvind Kejriwal.

While sharing the stage for the launch of the NDMC app, NDMC311, the BJP MP sang a song from Bollywood movie 'Hum Tum', asking the Delhi Chief Minister that both the Centre and the Delhi Government should work in tandem to work for the development and the prosperity of the people.

"I think we need to work harmoniously to ensure that the people, who have voted us into power, can actually get something back from us," Supriyo said before he sang the song for Kejriwal.

Interacting with the media after the launch of the app, Supriyo said that the stage at the atmosphere was very nice and added that politics and work for the betterment of the people and the society should not be mixed.

21:44   Websites giving false advertisement about RPF recruitment: Railways
Railways today stated that some websites have given false advertisement about recruitment drive in the Railway Protection Force and said no such
notification has been issued by the Ministry or RPF.
     
"Some websites are spreading false information regarding recruitment of about 18,000 constables in RPF. It is hereby informed that no such notification has been issued by RPF or Ministry of Railways on their official websites or through any print or electronic media," Railways said in a release. 

It further said "RPF or Railway Ministry will not be responsible if anyone takes such false information seriously and gets victimized in any manner."

21:19   MH370: Another possible piece of debris found in Mozambique
A South African teen may have discovered a piece of the missing MH370 plane while strolling at a beach in Mozambique.

Liam Lotter said he found the piece during a family vacation in the east African nation in December.

"We stumbled across what seemed like a curved sort of gray object," the 18-year-old told CNN by phone. "We didn't know what it was at first."

Investigators will examine it to establish whether it's from Malaysia Airlines Flight 370, said Dan O'Malley of the Australian Transport Safety Bureau.

21:11   US deter North Korea with 'largest ever' military drill
Amid blasts of explosives and camouflaging smoke, US and South Korean marines and sailors stormed a beach aboard assault vehicles Saturday in a mock amphibious landing.

The carefully choreographed drill begins a much larger, eight-week series of annual joint military exercises between the US and South Korea.

They take place against a backdrop of growing tension and missile tests just across the Demilitarized Zone in North Korea.

South Korea's defense ministry spokesman is calling the maneuvers "the largest scale ever," involving 300,000 South Korean troops and at least 17,000 from the US.

Melinda Gates, co-chair of the Bill & Melinda Gates Foundation, today called on Union Home Minister Rajnath Singh here and apprised him about various activities of her organisation.

During the 20-minute meeting, Gates briefed the Home Minister about the ongoing projects of the Foundation in sectors like health, agriculture and rural development.

She also told the Home Minister about fresh projects to be initiated by the Foundation in some backward areas covering sectors like education and child and women welfare, official sources said.

A minor boy was made to stand naked outside his coaching class here as a punishment, while another underage student accompanied him wearing just a T-shirt, leading police to book two persons for the incident.
The shocking incident came to light today when a video featuring the two boys, aged about 5-6 years, went viral on social media platforms.
The footage shows the two boys - one of them naked and the other just in a T-shirt -- standing outside Shreeji Coaching in the suburban Malad, apparently as a punishment.

19:58   Pakistan cricket team arrives at Kolkata airport for WorldT20
The Pakistan men's cricket team arrived in Kolkata on Saturday evening after high drama over the last few days to play the ICC World Twenty20. 

The 27-member contingent had left for India immediately after they got the government's nod. 

Security was tightened at the Netaji Subhas Chandra Bose Airport before the team's arrival.

Pakistan will play a warmup game against Sri Lanka at the Eden Gardens on Monday before opening their World T20 campaign against one of the qualifiers on Wednesday. The highly-anticipated India-Pakistan clash will take place on March 19.

According to the initial reports, this could be a grenade blast. Incident took place around 7 pm, say Manipur Police.

The Rashtriya Swayamsevak Sangh on Saturday slammed Congress leader Ghulam Nabi Azad for comparing them with the terrorist group ISIS, saying that such a remark showed intellectual bankruptcy of the grand old party.

"Mr. Ghulam Nabi Azad comparing ISIS with RSS, exhibits the intellectual bankruptcy of Congress," RSS leader J Nand Kumar said at a press conference here.

Azad had kicked a row after he sought to draw a parallel between RSS and ISIS, evoking sharp responses from the Hindutva outfit and BJP, which demanded an apology from him.

Batman is "bitterly disappointed... that he's lost this guy who fought by his side. That character's death must have been devastating to him, and he's suffered. We get the sense that he's suffered a lot of devastating losses before this movie even starts," Affleck told the Entertainment Weekly.

Chief of Staff of Northern Command at Udhampur, Lt Gen N P S Hira, has been appointed as Deputy Chief of Army Staff and would assume office on March 14. 

"Lt Gen N P S Hira, who is presently posted as Chief of Staff of Northern command at Udhampur, has been posted to Army Headquarters at Delhi to take over as Deputy Chief of Army Staff with effect from March 14," Defence spokesman, Col S D Goswami said.
He said the General was commissioned in the Sikh Light Infantry and has a rich experience of counter insurgency operations in Jammu and Kashmir and in the northeast region, as well as conventional operations in Western command.

Democratic presidential frontrunner Hillary Clinton today expressed grave concern over divisive campaign rhetoric by her rivals and called for collectively addressing the anger of the people.

"The divisive rhetoric we are seeing should be of grave concern to us all. We all have our differences, and we know many people across the country feel angry. We need to address that anger together," Clinton, 68, said after her Republican rival Donald Trump's poll rally in Chicago had to be cancelled due to protests.
"All of us, no matter what party we belong to or what views we hold, should not only say loudly and clearly that violence has no place in our politics, we should use our words and deeds to bring Americans together.

"Last year in Charleston, South Carolina an evil man walked into a church and murdered nine people. The families of those victims came together and melted hearts in the statehouse and the confederate flag came down. That should be the model we strive for to overcome painful divisions in our country," Clinton added.

Senior Congress leader Ghulam Nabi Azad on Saturday sought to draw a parallel between the Islamic State and Rashtriya Swayamsevak Sangh over their alleged attempts to divide communities, saying Muslims oppose both of them.
"We see among Muslims too, who have become reason of destruction of Muslim countries today... there are some forces behind it... but we need to understand why Muslims are taking part in it, why they are getting trapped.
"So, we oppose organisations like ISIS, the way we oppose RSS. If those among us, in Islam, too do wrong things, they are no way less than RSS," the Leader of Opposition in the Rajya Sabha said.
He made these remarks while addressing a massive gathering at the 'National Integration Conference' organised by Jamiat Ulama-i-Hind.

18:23   PM likely to campaign in Bengal from March-end
Prime Minister Narendra Modi is likely to visit West Bengal towards the end of this month for election campaign, according to state BJP president Dilip Ghosh.

Ghosh said that party's Bengal unit had suggested some dates for his campaign visit.
"We want Modiji to campaign from towards the end of this month. We have sought dates for 3-4 phases of the poll, which will cover approximately 10 rallies. We are yet to receive confirmation," he told reporters.

"Why can't our children chant slogans in admiration of our prime minister in schools? As children, we used to chant slogans for Lal Bahadur Shastri in our schools. What is the problem?
"Here is a man (Modi) who is constantly working day and night, who has enhanced our country's image throughout the world. But they (critics) are trying to find loopholes in each aspect of his work and run him down," he told Rajat Sharma in 'Aap Ki Adalat' on India TV.
Modi is constantly talking about the country and no Prime Minister prior to him ever spoke on women's toilets from the ramparts of Red Fort, he said.

Ram Gopal Varma has done it again. The filmmaker -- known for his brash views -- took to Twitter to comment on the topic du jour, Vijay Mallya and his crores of unpaid debts.

However, according to a Firstpost report, Varma had an unusual suggestion on how the banks might recover the money Mallya owed them.

'I think Vijay Mallya should dip into his personal bank and give one bikini beauty each to every bank he owes and square off all his debts,' Varma tweeted, adding, 'The banks might not agree to Vijay Mallya's bikini proposal but the bankers might.'

16:54   UNSC endorses policy against sex abuse by peacekeepers
The United Nations Security Council has endorsed a new policy by which soldiers facing allegations of sexual abuse can be repatriated.Keeping in view of the rise in sex abuse claims against peacekeepers, Egypt abstained from the United States-drafted resolution, which was adopted by a vote of 14 in favour, the Guardian reported.

The resolution endorses a new UN policy of sending entire peacekeeping units back home if their soldiers face repeated allegations of sex abuse.

Under the UN rules, it is up to the country that contributes the peacekeepers to investigate and prosecute any soldier accused of misconduct while serving under the UN flag.

The move by the United Nations was made in view of the allegations that its peacekeepers in the Central African Republic had raped girls and exploited women.

A UN report released last week showed that there has been increase in number of allegations of sexual abuse and exploitation by peacekeepers in 10 missions.

The number, which was 52 in 2014, has risen to 69 by 2015.The peacekeeping nations, however, opposed the proposal arguing that it amounted to collective punishment for the actions of a few individuals.

Finally, old-friends-turned-foes, Bihar Chief Minister Nitish Kumar and Prime Minister Narendra Modi shared stage, and both were smiling.

The occasion was inauguration of Digha-Sonepur rail-cum-road bridge in Hajipur, Bihar.

The PM inaugurated the bridge, saying, "This project was initiated when Nitish ji was railway minister and Atal ji was PM, and now it is being completed."

The crowd cheered as the PM spoke, at which Modi said, "I can guess the importance of this bridge looking at the excitement of the people here."

Nitish, on his part, thanked the Pm for 'taking out time and inaugurating the bridge'.

However, the crowd continued chanting 'Modi, Modi' as Nitish spoke.

At this the PM stood up from his chair and asked the people to quite down.

15:50   PM bats for 'tech savvy' judiciary
Asserting that quality of argument and judgement will improve with the introduction of technology, Prime Minister Narendra Modi on Saturday batted for the augmentation of judiciary aided by technology.

"Today we have something that we didn't have earlier, that is the power of technology. Let's make the bar, bench and court tech savvy. This is a time for new resolves and to think of new benchmarks," the prime minister said at the centenary programme of Patna high court.

"In the last 100 years, this high court has scaled new heights. I hope the best aspects are carried forward in the years to come," he added.

Modi was in Patna to close the year-long programme on the centenary celebrations of the high court.

President Pranab Mukherjee on April 18 last year had opened the centenary celebrations on the court's famed front lawns, in the centre of which ornamental marble tablets were installed to mark the landmark occasion.

Chief Justice of India T S Thakur and Bihar Chief Minister Nitish Kumar were also present during the occasion.

15:16   Ex-IAF officer sent to custody over irregularities in funds for veterans
Wing Commander C K Sharma (retd) was placed in judicial custody by a Gurgaon court on Saturday till March 25 for alleged financial irregularities committed in an organisation for defence veterans and their widows.

He has been booked under Sections 420 (cheating), 406 (punishment for criminal breach of trust) and 34 (acts done by several persons in furtherance of common intention) of the Indian Penal Code.

The police had registered a case against three persons on February 8 after Lietenant General Raj Kadiyan (retd), the chairman of Indian Ex-servicemen Movement, in a complaint alleged that they had taken a lot of cash from the society funds between January and July 2013.

The trio -- Sharma, Major General Satbir Singh (retd) and Group Captain V K Gandhi (retd) -- had recently moved a local court for anticipatory bail, but their plea was rejected.

The three are the office bearers of IESM, formed in 2008. The society's account is being maintained in a private bank. Sharma held the post of treasurer.

Former prime minister H D Deve Gowda came out in support of Vijay Mallya on Saturday, saying he (Mallya) 'is a son of Karnataka soil and he is not running away'.

"The government has given a reply on Mllya. The ED (Enforcement Directorate) has given the summons and he has already replied," Deve Gowda said.

"These days, every airline is facing losses. So no need to target a person who is a global businessman,' Deve Gowda told reporters.

14:27   Close shave for top defence personnel as aircraft's tyre bursts while landing
Eight defence personnel onboard an Indian Air Force Avro aircraft escaped a major mishap after a tyre burst while landing at the Jolly Grant Airport in Dehradun.

Lucknow Central Command General Officer Commanding Lt General B S Negi was among the four Indian Army and four Indian Air Force personnel onboard the aircraft that was flying from Lucknow, when the close shave occurred.

Following the incident, operations at the airport have been shut down temporarily and several flights have been cancelled.

The Securities and Exchange Board of India has decided to impose restrictions on wilful defaulters. The Board has decided to bar them from public issue of securities, taking control of listed firms.

The Board also discussed the plan of action for FY 2016-17. Important proposed activities include encouraging delisting of suspended companies, enhanced supervision of stock brokers and other intermediaries.

14:04   Astronaut Scott Kelly to retire next month
National Aeronautics and Space Administration astronaut Scott Kelly will retire from the agency, effective April 1, ending his 20 years of service.

The announcement from the 52-year-old comes barely two weeks after he returned to earth from his year in space.

'This year-in-space mission was a profound challenge for all involved, and it gave me a unique perspective and a lot of time to reflect on what my next step should be on our continued journey to help further our capabilities in space and on Earth," Kelly said.

In total, Kelly flew in space four different times, beginning with a trip to service the Hubble Space Telescope in 1999, Techcrunch reported.

13:29   KFA employees to move SC to seek their dues
After writing to Prime Minister Narendra Modi seeking his intervention in safeguarding their interest, employees of Vijay Mallya's now defunct Kingfisher Airlines are set to file a case in the Supreme Court in order to get their dues from the company.

The employees are in touch with senior lawyer M V Kini to put their case before the apex court and they have been assured by him that their case will be fought pro bono (for free), given their financial condition.

Earlier today, Kingfisher employees in their letter to the prime minister, highlighting their humanitarian plight as they have not been paid their dues including salaries and statutory dues like the Provident Fund and Gratuity, adding that they are also being hounded by Income Tax notices although the tax default is from the side of the Airlines.

12:55   Auschwitz survivor is world's oldest man, Guinness says
A 112 year-old Israeli man, who is an Auschwitz survivor, has become the world's oldest living man, the Guinness World Records organization said Friday.Israel Kristal, who is 112 years and 178 days as of Friday, received his Guinness World Records' certificate at his home in Haifa.

"I don't know the secret for long life," he told the record keepers. "I believe that everything is determined from above, and we shall never know the reasons why. There have been smarter, stronger and better looking men then me who are no longer alive. All that is left for us to do is to keep on working as hard as we can and rebuild what is lost."

Kristal was born in Poland, near the town of Zarnow, on September 15, 1903.

12:12   RTI response says Ayush ministry doesn't hire Muslims; Minister rejects report
Rejecting a report which claimed that an RTI reply received from the Ayush ministry stated that it does not recruit Muslims as a policy, Ayush minister Sripad Naik said it is totally false and he will order a probe into the matter.

"It is totally false. I strongly condemn it. Its an attempt to defame us. I will order a probe into this," Naik, said.

Earlier, a report by the Milli Gazette, a fortnightly newspaper, quoted an RTI reply from the ministry -- formed to promote yoga, naturopathy, unani, siddha and homeopathy -- wherein it was stated that it is against the ministry's policy to recruit Muslims.

It was in response to a series of RTI applications by journalist Pushp Sharma, who had sought the number of Muslim yoga teachers and trainers hired for foreign assignments during the first World Yoga Day on June 21, 2015.

11:39   PM responsible for Mallya row as CBI directly under him: Kejriwal
Amid the controversy surrounding liquor baron Vijay Mallya, Delhi Chief Minister Arvind Kejriwal on Saturday put the onus on Prime Minister Narendra Modi saying that the Central Bureau of Investigation could not have let the bureaucrat leave the country without the former's approval as they directly report to him.

'Since the CBI directly reports to PM, PM owes an answer why Mallya was allowed to leave India. CBI cudn't hv allowed without approval from top (sic),' Kejriwal tweeted.

Earlier, the CBI admitted that the first lookout notice for Mallya's detention at the country's exit points was issued in error.

Leader of the Opposition in Rajya Sabha Ghulam Nabi Azad on Friday accused the National Democratic Alliance government of helping Mallya escape India.

Earlier on Saturday, employees of Mallya's now defunct Kingfisher Airlines wrote a letter to Prime Minister Modi in a 'humanitarian' appeal, seeking his intervention in safeguarding the interest of the employees.

11:09   Pak team leaves for India to play WorldT20
A 27-member Pakistan cricket contingent left for India to take part in the Twenty20 World Cup, finally ending days of uncertainty over their participation in the mega event.

The team will be reaching Kolkata via Abu Dhabi.

The Pakistan squad including 15 players, 12 officials and support staff reached the Allama Iqbal international airport amidst tight security and boarded a flight hours after the Pakistan government finally gave the Pakistan Cricket Board the green signal to fly to India to take part in the International Cricket Council event.

Due to a long stay in Abu Dhabi the squad will reach Kolkata later this evening.

Head coach Waqar Younis, before departing for India, left a message on his Twitter account calling for unity in the team.

10:33   Clashes erupt after Trump cancels Chicago rally
Republican front-runner Donald Trump has cancelled his rally in Chicago after protesters packed into the arena where it was to take place. There were isolated physical confrontations between some members of the crowd after the event was cancelled.

The announcement that the billionaire businessman would postpone the rally until another day led a large portion of the crowd inside the University of Illinois at Chicago Pavilion to break out into raucous cheers.

Meanwhile, supporters of the candidate started chanting 'We want Trump! We want Trump!'

There was no sign of Trump inside the arena on the college campus, where dozens of UIC faculty and staff had petitioned university administrators to cancel the rally. They cited concerns it would create a 'hostile and physically dangerous environment' for students.

Before the announcement the event wouldn't take place, a handful of intense verbal clashes took place between Trump supporters and protesters as the crowd waited for his arrival.

For the first time during his White House bid, the crowd appeared to be an equal mix of those eager to cheer on the real estate mogul and those overtly opposed to his candidacy.

When one African-American protester was escorted out before the event started, the crowd erupted into chants of 'Let them stay!'

10:20   India's stars shining bright, says IMF chief
Managing Director of International Monetary Fund Christine Lagarde said on Saturday that India's stars are shining bright with promise of more reforms.   Speaking at Advancing Asia conference, the IMF chief said lauded Aadhaar, saying it is a ground breaking way to deliver targeted subsidies.

Speaking at the conference, Prime Minister Narendra Modi said, "I am extremely happy that the IMF has decided to finalise the next round of quota changes by October 2017."

"Reform of global institutions has to be an ongoing process," Modi said.   Calling Asia a ray of hope for global economic recovery, Modi said Asia has a large number of women leaders.

"India has historically contributed to Asia in several ways. We all want Asia to succeed," Modi said.

"Corruption and interference in the decisions of banks and regulators are now a thing of the past," he said.

"We have increased investment in rural & agriculture sector, because that is where a majority of India still lives," Modi said.

09:26   Maoists kill 2 BSF men, encounter underway
Two Border Security Force personnel have been killed and four injured in a fierce encounter which is underway with Maoists in Kanker district in Chhattisgarh.

In the special operations which were launched from Kanker last night by 170,122 and 165 Battalions of the BSF with the civil police near Becha village, a gunbattle ensued with Naxals in which six BSF personnel were injured.

The injured personnel were evacuated to Raipur in a chopper during which two of them succumbed to their injuries.

CNN reports: The North Korean regime lost contact with one of its submarines earlier this week, three US officials familiar with the latest information told CNN.

US spy satellites, aircraft and ships have been secretly watching for days as the North Korean navy searched for the missing sub.

The US is unsure if the missing vessel is adrift under the sea or whether it has sunk, the officials said, but believes it suffered some type of failure during an exercise.

03:49   Kerry arrives in Saudi for talks on Syria, Yemen wars
US Secretary of State John Kerry landed today at a sprawling military facility in northeastern Saudi Arabia where the kingdom just finished a three-week-long counter-terrorism drill that included 20 nations and which observers say was a show of force against its foes.

Kerry touched down at the King Khalid Military City near the town of Hafr al-Batin in the desert, south of the Iraqi and Kuwaiti border. He is later in the evening to have an audience with King Salman, followed by talks and a working dinner with Crown Prince Mohammed Bin Nayef and Foreign Minister Adel al-Jubeir.

His visit came as the kings of Bahrain and Jordan joined Pakistan's prime minister, Abu Dhabi's crown prince, Qatar's emir and the Saudi king for a parade and airshow marking the end of the military exercise, dubbed "Northern Thunder." The drill focused on how to coordinate combat operations and guerrilla warfare tactics among the Muslim-majority countries that are members of a larger counter-terrorism alliance announced by the kingdom in December. 

It also comes amid heightened tensions between Saudi Arabia and its regional Shiite rival Iran as they back opposite sides of the wars in Syria and Yemen. Yesterday, state media reported that Saudi Arabia was building a new air base to protect the kingdom's airspace in Hafr al-Batin.

The Andaman and Nicobar Islands, located in the Bay of Bengal, northwest of the pivotal maritime choke point at the Strait of Malacca, are an immensely valuable geopolitical asset for India, particularly as it looks to 'Act East' and play an increasingly more visible role in the eastern Indian Ocean and beyond. 

The islands host an Indian tri-service command, the first of its kind, positioning them as an important outpost for the Indian military. 

For the first time, New Delhi has opened the door to collaborating with Japan on developing and upgrading civilian infrastructure on the islands.

03:29   Sticky lawsuit: $400 million dispute lingers over Post-it inventor
Alan Amron has invented a battery-powered squirt gun, a digital photo frame, even a laser system that may someday provide a visible first-down line for fans inside NFL stadiums. 

He holds 40 US patents, but he's most interested in an invention for which he gets no credit: the Post-it Note, that ubiquitous sticky-back product made into a worldwide success by the 3M Company.

Amron, 67, says he invented what he called the Press-on Memo in 1973, a full year before 3M scientists developed what later became known as the Post-it Note. 

Although Amron settled a previous lawsuit against 3M, he's suing again in federal court in Fort Lauderdale. He says the company breached its previous agreement not to take credit. The settlement is confidential.

Now Amron wants $400 million in damages -- and something he says is even more important to him.

03:23   Ex-Putin aide died in US hotel of head injuries: official
A former aide to Russian President Vladimir Putin found dead in a Washington hotel suffered blunt force injuries to the head, not a heart attack as initially claimed, the US capital's chief medical examiner said.

Mikhail Lesin, 57, a former press minister accused of curtailing media freedoms in Putin's Russia, also suffered injuries to his neck, torso and upper and lower extremities, the chief medical examiner said.

Putin's spokesman said in response today that the Kremlin expected the United States to provide "detailed official information" about Lesin's murky death on November 5. 

The official findings -- made public more than four months after his death -- contradict previous Russian state media reports, citing his family, that said Lesin died of a heart attack.

They also would appear to indicate that he was killed. 

The New York Times said Lesin's injuries were the result of "some sort of altercation" that took place before he returned to the Dupont Circle Hotel where he was staying.

03:23   Arab League brands Hezbollah group a terrorist organisation
Egypt's state news agency says the Arab League has formally branded Lebanon's militant Hezbollah group a terrorist organisation. 

MENA says the decision came during the league foreign ministers' meeting on Friday.

The move aligns the 22-member league firmly behind Saudi Arabia and the Saudi-led bloc of six Gulf Arab nations, which made the same move against Hezbollah earlier this month. 

However, the Saudi ambassador in Cairo, Ahmed Qattan, told the satellite TV station Al Arabiya that the vote was not unanimous as Lebanon and Iraq abstained. 

The Arab League move, as the GCC one earlier, ramps up the pressure on Hezbollah, which is fighting on the side of President Bashar Assad in Syria. It comes less than two weeks after Saudi Arabia cut $4 billion in aid to Lebanese security forces.
