Opposition parties, cutting across political lines, slammed the Centre over excessive use of force in Jammu and Kashmir, and cautioned the government that bullets cant bring a solution to the current unrest in the Valley.

Responding to the criticism, Home Minister Rajnath Singh in the Lok Sabha today said Pakistan was responsible for the Kashmir unrest.

"Pakistan is trying to destabilise India to hide its own failures. Govt has taken all necessary steps to stabilise the Kashmir, but Pakistan is spreading terror in Kashmir.

"Unity in diversity is India's special character. Even on foreign tour PM was worried about Kashmir.

"Not for the first time have pellet guns have been used. Panel to look into alternative for pellet guns. PM has asked forces to be as restrained as possible, but Kashmiri youth are being instigated."
