What happens to Benegal's recommendations to the I&B ministry?

The last file put up to Arun Jaitley as Union Minister of Information and Broadcasting was the one on the Shyam Benegal Committee's report on the Cinematograph Act. This was on the day of the Union Cabinet expansion. Jaitley gently told his successor Venkaiah Naidu to take a view on the recommendations and implement the report. He told Naidu that he had demitted office and would not want to interfere in the ministry's functioning. Officials had pleaded with Jaitley for his inputs, but he stood his ground.
