Just in: Second high-level meeting on Kashmir underway. NSA Ajit Doval and Arun Jaitley in attendance, home minister Rajnath Singh is chairing the meeting. Also at the meeting are Home Secretary Rajiv Mehrishi and the IB chief.

Earlier in the day, the Union Home Minister reached out to the opposition as the government grappled with a tense situation in Jammu and Kashmir, where 23 people have died during violent protests against the death of terrorist Burhan Wani of the Hizbul Mujahideen.

Rajnath Singh telephoned Congress president Sonia Gandhi and National Conference leader and former Jammu and Kashmir chief minister Omar Abdullah, discussing with them the ground situation in the state and the government's response.
