23:27   On R-Day eve, Pak apprehends 50 Indian fishermen off Guj coast
Around 50 Indian fishermen were today apprehended by Pakistan Maritime Security Agency (MSA) near Jakhau port off Gujarat coast and their nine boats were also seized, a fish workers forum said.

"Pakistan MSA apprehended around 50 Indian fishermen near Jakhau port off Gujarat coast near International Maritime Boundary Line (IMBL) in the Arabian sea this evening and also seized nine of their boats," National Fishworkers' Forum secretary Manish Lodhari told PTI. 

According to him, registration of all the seized boats was done at Porbandar.

"Till late evening, MSA has kept these boats mid sea and they were yet to be taken to Karachi port," Lodhari said.

23:27   Jaipur Literature Festival draws to a close
Curtains came down on the Jaipur Literature Festival today with "intolerance" becoming a hot topic of discussion at the event. 

On the inaugural day filmmaker Karan Johar kicked up a storm with his remark that "freedom of expression is the biggest joke and democracy is the second biggest joke". 

Actor Kajol dismissed any intolerance in Bollywood, actor-politician Shatrughan Sinha stated it was 'childish' to speak of it while Anupam Kher termed the intolerance debate as "a joke."

Writers Ashok Vajpeyi, Uday Prakash and K Satchidanandan hit out against a lack of freedom of expression. 

Canadian writer Margaret Atwood, who gave the inaugural lecture, 2015 Booker Winner Marlon James, comedian Stephen Fry, sportspersons Anil Kumble and Baichung Bhutia, besides bestselling author Amish Tripathi, Ruskin Bond, photographer Steve McCurry, were among over 360 authors at the five-day literary event.

According to the organisers, there was a "40 per cent increase in footfall, with average age of visitor being 15-25 years".

23:26   Symbiosis media institute's website hacked
The website of an institute under Symbiosis International University in Pune was hacked and its homepage defaced with "suspicious content" written in Arabic. 

Chatushringi Police registered an offence in this regard late this evening.

"Some of our students from Symbiosis Institute of Mass Communication (SIMC), who accessed the website on late Sunday night, observed the homepage had some suspicious content written in Arabic and immediately alerted the institute administration," said Vidya Yerwadekar, Director-Principal of SIU.

"Since the content on the homepage was in Arabic and suspicious, we decided to alert our vendor looking after the website. The vendor later removed the content and the website is now working fine. We lodged a complaint with Cyber Cell of the city police against the alleged hackers," she said.

22:23   Pak Taliban chief reportedly killed in drone strike
The leader of Tehreek-e-Taliban Pakistan Mullah Fazlullah, who masterminded the massacre of 148 people including schoolchildren, was reportedly killed in an air strike in Afghanistan on Saturday.

Pakistan officials said Fazlullah was killed during a joint operation by Pakistan army and US-led forces in Afghanistan.

However, no official statement was issued.

A highly placed source in Islamabad told Gulf News that the report about Fazlullah's death would soon be made public and his body would also be shown to public.

The joint operation to hunt down Fazlullah was conducted after Pakistan Army Chief General Raheel Sharif rushed to Afghanistan on the anniversary of Peshawar school massacre demanding that the Afghan government take action against TTP's most-feared leader hiding there.

The army chief shared intelligence details with the Afghan officials which showed Fazlullah giving directives to terrorists from his hideout in Afghanistan.

21:37   Never said I want to leave India: Aamir
Bollywood actor Aamir Khan, whose 'leaving India' comments linked to the 'intolerance' debate had kicked up a huge controversy, today said he never meant that he wanted to leave the country and asserted that India was intolerant.

Asserting that no other country is as diverse as India, Aamir, 50, said, "I was born here and I will die here."

Aamir's comments came on a day when he came under fresh attack from fellow actor Akshay Kumar who said 'ups and downs' happen in every nation and one should not start giving 'bold' statements.

"I never said India was intolerant or I wanted to leave the country. I also understand the emotions of those who were hurt. I would like to say that my statement was misunderstood and to some extent media is responsible for it. I was born here and I will die here," Aamir said at a press conference on the eve of of his 2006 superhit Rang De Basanti completing ten years.

"Our country is diverse with so many languages, culture...no other country has so much diversity as India," he said, adding,

"Whenever I go abroad I can't stay away from my country more than two weeks. I get homesick".

Aamir's statement last November that he was 'alarmed' by a number of incidents and that his wife Kiran Rao even suggested that they should probably leave the country had triggered a nationwide outrage.

He was recently replaced as the brand ambassador of 'Incredible India' campaign.

Two Al Qaeda terrorists have been arrested in Jamshedpur, Jharkhand, says the city Senior Superintendent of Police Anoop Mathew.

The arrests came two days after 14 Islamic State 'sympathisers' were arrested by the National Investigation Agency from across the country.

Details are awaited about the fresh arrests.

21:06   Kejriwal seeks public opinion on odd-even reimplementation
Before introducing second phase of the odd-even scheme in the national capital, Delhi Chief Minister Arvind Kejriwal today came out with an elaborate plan to seek public opinion on the road-rationing experiment.

The government has decided to invite public suggestions on a six-point questionnaire which will initially be sought through email, while a a phone line would be introduced in the longer run.

The decision in this regard was taken at a meeting of all MLAs and concerned department officials, chaired by the chief minister.

As per the plan, the Aam Aadmi Party government has asked all MLAs to organise 'Jan Sabhas' in their respective constituencies from February 6 to 7 to seek people's suggestions on the implementation of second phase of the car-rationing scheme.

"We have decided to seek public opinion in a structural way and incorporate people's suggestions before implementing the second phase of the odd-even scheme which received an overwhelming response from the public earlier. Based on the feedback received by February 8, we will analyse and come up with a concrete plan," Kejriwal said.

"From tomorrow, we will issue advertisements asking the masses to email their suggestions to oddevenidea@gmail.com. We also plan to introduce a phone line soon for the same purpose," he added.

The chief minister said the six broad questions on which the government is seeking public responses include whether the scheme should be implemented again? If yes, when it should be done and for what duration, whether people will be encouraged to buy another car and whether the exemptions introduced earlier were up to the mark or need to be reconsidered?

"We will give four options for possible dates for the second phase -- February 14, March 1, April 1 or May 1. Similarly, for how many days the car-rationing scheme should be in place -- 15 days, one month, 15 days every month or permanently," he said.

"There is a perception that people will resort to buying a second car if the scheme is put in place for a longer term. We want to know how many of them will use this option. Taking a cue from experience of foreign countries where 3 to 4 per cent were reported to adopt this practice, I think not many people will do this, but still we will take their suggestions," he said.

19:53   IS plans massive 26/11-style attacks across Europe
The Islamic State is plotting 'Mumbai-style' terrorist attacks directed at soft targets such as public places and restaurants in Europe, and in France in particular, the European Union police agency Europol warned today.

Europol chief Rob Wainwright said that the IS had developed a new combat style capability to carry out a campaign of large-scale terrorist attacks on a global stage -- with a particular focus in Europe.

Releasing a new Europol report on counter-terrorism, he said the terror group has 'a willingness and a capability to carry out further attacks in Europe'.

"All national authorities are working to prevent that from happening," he added.

The report warned that 'IS is preparing more terrorist attacks, including more 'Mumbai-style' attacks, to be executed in member states of the EU, and in France in particular'.

It said the attacks will be primarily directed at soft targets, because of the impact it generates.

'Both the November Paris attacks and the October 2015 bombing of a Russian airliner suggest a shift in IS strategy towards going global,' it added.

'In selecting their targets, local IS commanders are believed to enjoy tactical freedom to adapt their plans to specific local circumstances, adding to the difficulty for law enforcement to detect such plans and identifying the people involved at an early stage,' the eight-page report said.

19:40   SC/ST Amendment Act to come into effect from tomorrow
The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Act, 2015 will come into effect from tomorrow.

The Act has more stringent provisions for prevention of atrocities against SCs and STs. President Pranab Mukherjee had given his assent to the bill on December 31 last year which was notified on January 1.

The key features of the amended law include new offences like tonsuring of head, or similar acts which are derogatory to the dignity of SCs and STs, garlanding with chappals, using or permitting manual scavenging, abusing in caste name, imposing social or economic boycott.

Exclusive Special Courts will be established for the expeditious disposal of cases. The law also defines willful negligence and dereliction of duty of public servants at all levels.

Addressing the nation on the eve of 67th Republic Day, President Dr Pranab Mukherjee said that India is a rising power, a country fast marching towards development.

He said that 2015 has bee a year of challenges and global economy remains subdued.

"In 2015 we were also denied the bounty of nature, our agriculture production and rural employment also suffered," the President said.

"Reverence for the past is one of the essential ingredients of nationalism. Our finest inheritance, the institutions of democracy, ensure to all citizens justice, equality, and gender and economic equity," said Dr Mukherjee.

"When grim instances of violence hit at these established values which are at the core of our nationhood, it is time to take note. We must guard ourselves against the forces of violence, intolerance and unreason," the President said in his address to the nation.

"No good or bad terrorism; it is pure evil. If outlaws are able to unravel borders, then we are heading towards age of chaos," the President said.

Referring to the India-Pak comprehensive dialogue process, the President said. "The closer we are to a neighbour the higher the propensity for disputes. There is a civilised way to bridge disagreement. Dialogue, ideally, should be a continual engagement. But we cannot discuss peace under a shower of bullets."

The Human Resources ministry is all set to release a series of five illustrated books for children, under the Veer Gatha series, today. The books will be launched in both English and Hindi and will commemorate India's bravehearts -- Param Vir Chakra awardees -- from the Indian Army.

The series will be launched by the National Book Trust, India, an apex body of the HRD ministry, as part of the Republic Day celebrations.

The five books will pay homage to Major Somnath Sharma (1947 war), Major Shaitan Singh (1962 war), CQMH Abdul Hamid (1965 war), Second Lieutenant Arun Khetarpal (1971 war) and Captain Manoj Kumar Pandey (1999 Kargil war).

On 23 January 2016, the Sameeksha Trust -- a charitable trust that publishes the Bombay journal the Economic and Political Weekly -- appointed a new editor for EPW: the senior business journalist Paranjoy Guha Thakurta. This announcement was made barely a week after C Rammanohar Reddy, who has edited the weekly since 2004, resigned from his post. This decision was reportedly prompted by his disagreements with the members of the trust. Reddy will be handing over his editorial responsibilities to Guha Thakurta on 1 April. 17:54   Less than 15 hours before R-Day parade India spreads security net
Elaborate security arrangements are in place across the country for the Republic Day celebrations tomorrow with police in the national capital and neighbouring states keeping an eye out on "drones", which have been perceived as a major threat.

The national capital is already on high alert ahead of the official celebrations here -- where French President Francois Hollande is the Chief Guest -- after inputs were received about the presence of key members of several terror outfits in Delhi. In the national capital, as many as 71 high-rise buildings in the vicinity of Rajpath will be shut down either partially or completely tomorrow in view of the Republic Day parade.

Delhi Police Chief B S Bassi had asked his force and police departments of the neighbouring states to keep a vigilant eye on drones, as they have been perceived as a major threat to security, according to a senior police official. The matter attained priority after a UAV was spotted near IGI Airport here around three months ago but its source or handler could not be tracked by the police, following which Delhi Police announced a reward of Rs 1 lakh last month for any information about it.

State capitals and major cities across the country have seen security being beefed up at vulnerable places and key installations. Here's the security measures taken in these states:

In Punjab, which was recently shaken by the strike at the Pathankot air force base, additional personnel have been posted at bus stands, railway stations and government buildings, officials said.

Similar arrangements are in place in Haryana and the Union Territory of Chandigarh. Both states and Chandigarh are on high alert following the terror attack at Pathankot.

In Jammu and Kashmir, security has been stepped up across the Valley to thwart any plan by militants to disrupt the celebrations. Police and paramilitary CRPF personnel have been deployed in Srinagar and at entry points to the summer capital of the state, police said, adding that barricades have been erected for carrying out random searches of vehicles entering the city. Police personnel have been carrying out area domination exercises in the areas around Bakshi Stadium in Srinagar, where the Valley's main parade will be held on Tuesday, and around the venues at district headquarters, they said.

All check-posts along the inter-state borders of Punjab and Haryana have been put on maximum alert, officials said. Dog and bomb squads have been deployed at vulnerable spots across the two states.

In Kolkata, security has been increased at Victoria Memorial, Kalighat temple, Indian Museum and other iconic structures as well as at buildings housing government and non-governmental offices, shopping malls, etc.
"Security has been increased at entry and exit points to the city. There will be 93 police pickets all over Kolkata and 13 QRTs at strategic locations for fast response," an officer said.

Leaves of all senior officers have been "cancelled" and they would be on duty during this period and would continue till this weekend, he added.

The NIA and other central security agencies arrested 14 persons last week for allegedly planning to carry out attacks in the country ahead of Republic Day.

The arrests were made following simultaneous searches and raids at 12 locations in six cities -- Bengaluru, Tumkur, Mangalore, Hyderabad, Mumbai and Lucknow -- on January 22 with the support of local police.

The arrest and detention of at least 18 people from across the country by the National Investigation Agency and the Delhi Police over the last few days for their alleged terror plans and sympathies to the Islamic State is a stark warning that the authorities need to be on heightened alert.

The Delhi Police caught four young men from Uttarakhand, while the rest have been arrested by the NIA from across India. Both groups are accused of planning to carry out major terrorist attacks. Read more

16:52   HC grants bail to acid attack convict Jerrit John
The Bombay High Court today granted bail to production house owner Jerrit John, convicted for throwing acid at his former girlfriend, after observing that he has already undergone more than three years in jail.

Justice Abhay Thipsay asked John to furnish surety of Rs 25,000 and directed him to appear before Dadar police once in a week and also to not contact the victim or her family.

John, who owns production house 'No Nonsense', had hurled acid on his former girlfriend Aryanka Hosbetkar at her Worli residence on November 10, 2012 in presence of her mother and friends.

In October last year, a special court convicted him for causing grievous hurt by means of a corrosive substance, under section 326, for wrongful confinement under section 342 and for house trespass after preparation for hurt, assault or wrongful restraint under section 452 of the Indian Penal Code.

However, the court acquitted him of the attempt to murder charge while handing him five years of rigorous imprisonment, following which he approached the high court challenging his conviction and sought bail saying he has already undergone more than three years in prison.

The HC today observed that it has gone through the medical evidence in the case and is of the prima facie view that the chemical was not acid. The HC has admitted John's appeal against conviction which will come up for hearing in due course.

French President Francois Hollande and Prime Minister Narendra Modi today took an "eco friendly" metro ride to Gurgaon to inaugurate the interim secretariat of the International Solar Alliance (ISA).

The two leaders boarded the metro shortly after 3 pm. Indian officials and the French delegation, including the country's Foreign Minister Laurent Fabius, were seen accompanying them. Official twitter handles, @Elysee and @PMOIndia, posted pictures of the journey.

In one of the pictures, Modi and Hollande are seen standing at the platform of the Race Course station. "An eco friendly ride! PM @narendramodi and Prez @fhollande travel on Delhi metro on way to Gurgaon," Ministry of External Affairs spokesperson Vikas Swarup tweeted.

Hollande, who arrived in India yesterday, will also lay the foundation stone of the headquarters of ISA, which is aimed at increasing utilisation and promotion of solar energy in solar-rich nations. The event will be held at the National Institute of Solar Energy (NISE) in Gurgaon.

16:21   IS warns Malaysia, Indonesia of attacks over arrest of members
Islamic State terror group has threatened Malaysia and Indonesia with new attacks over the arrests of its members in these multi-ethnic but Muslim-
majority countries, days after the Indonesian capital was hit by bombings that killed eight people.

In a strongly defiant video posted in Makay language, the Malaysian-Indonesian unit of IS, called the Katibah Nusantara, warned that its numbers would only increase with the arrests of its members.
"If you catch us, we will only increase in number but if you let us be, we will be closer to our goal of bringing back the rule of the Khalifah (caliph).
"We will never bow down to the democratic system of governance as we will only follow Allah's rules," the video reportedly said according to The Star newspaper. 

The video was reportedly posted on an IS website, signifying Katibah's increasing recognition within the terror group.

The full text of the Indo-French joint statement at Hyderabad House today...

1. The State Visit of the President of the French Republic Mr. Franois Hollande to India and his presence as the Chief Guest at India's 67th Republic Day celebrations is a special occasion for India to warmly receive a trusted and valued friend. This is President Hollande's second State Visit to India and the fifth time that a French Head of State or Government has been invited as the Chief Guest on India's Republic Day celebrations, making France the country that has been extended this honour the highest number of times so far.

2. As a symbol of friendship and trust between the two countries, India will honour France in its 67th Republic Day Parade through the participation of a French military contingent, making France the first country to receive such an honour.

3. The visit takes place nine months after Prime Minister Modi's successful visit to France in April 2015. It builds on the close interactions between the two leaders at the G20 meeting in November 2014 in Brisbane, the UN General Assembly in September 2015 and at the COP 21 in November 2015 in Paris and underscores their shared commitment to intensifying and strengthening the close and longstanding strategic partnership between India and France.

I. Strategic Partnership

4. India and France share foundational values of individual liberty, human rights, rule of law and value their independence and strategic autonomy. As Strategic Partners, the two countries share converging views on key regional and global issues and continue to consult each other closely on strategic and security matters of mutual interest.

5. India and France reiterate the need for urgent reform of the United Nations, including its Security Council, through an expansion in both categories of membership, to make it more representative of the contemporary world. France reaffirmed its support for Indias candidature for a permanent membership of the UN Security Council. The two countries welcomed the forward movement on the issue of United Nations reforms to the stage of text-based negotiations and the important role played by France in this process. The two Leaders welcomed the constructive discussions at the recent bilateral consultations on UN issues on 22 January 2016 and welcomed the convergence of views on major regional & international issues.

6. France and India share common concerns and objectives in the field of non-proliferation of weapons of mass destruction. In order to strengthen global non-proliferation and export control regimes, France and India committed to continue to work jointly towards India's accession to the multilateral export control regimes, namely, the Nuclear Suppliers Group (NSG), the Missile Technology Control Regime (MTCR), the Australia Group, and the Wassenaar Arrangement. France reaffirmed its strong and active support to building consensus among regimes members on this issue, recognizing that Indias accession will add value to the aims and objectives of these regimes. India and France underscored their determination to achieve the accession of India to the NSG in 2016. France and India underlined their support for negotiations on the Fissile Material Cut-Off Treaty (FMCT) on the basis of the Shannon mandate, which remains an essential foundation for progress on the issue in the Conference on Disarmament.

Security

7. India and France reiterated their commitment to counter terrorism and welcomed the separate joint statement on Counter-terrorism cooperation issued by the two sides.

8. The President of France and the Prime Minister of India agreed to intensify cooperation between the Indian and French security forces in the fields of homeland security, cyber security, Special Forces and intelligence-sharing to fight against criminal networks and tackle the common threat of terrorism. They looked forward to early conclusion of an Agreement on Prevention of Consumption of Illicit Drugs & Psychotropic Substances between the two countries and expressed hope that cooperation in this field will also lead to the disruption of terrorist financing structures.

9. The leaders also welcomed the first-ever bilateral dialogue on Maritime Security in the Indian Ocean Region held on 14-15 January in Paris which paved the way for enhanced cooperation in maintaining the safety of sea-lanes for trade and communications, countering the threat of piracy and maritime terrorism, maritime domain awareness and fostering trade and economic links in the Indian Ocean Region.

Defence

10. The Leaders noted with satisfaction, that the bilateral Agreement on Defence Cooperation concluded in 2006 has advanced cooperation in defence cooperation, production, research and development and procurement of defence material. The two sides agreed that the Agreement on Defence Cooperation will be extended for another ten years.

11. The Leaders stressed the importance of joint military exercises. They welcomed the successful air exercise Garuda in June 2014 and naval exercise Varuna in April 2015, in which the French carrier strike group participated. They welcomed the latest round of the Shakti exercise held in India from 6-20 January which brought out useful operational lessons for the two Armies, especially in countering terrorism. The Leaders welcomed the port call at Toulon by the Indian Naval Ship Trikand in September 2015, and the conduct of a joint exercise to enhance interoperability between the two navies. The French multi-mission frigate Provence will participate in the International Fleet Review at Visakhapatnam in February 2016.

12. The two Leaders underlined the long history of cooperation between France and India in the defence sector and acknowledged the strong commitment of French companies to manufacturing in India. They called for further intensification of cooperation in agreed areas, including collaboration in defence technologies, research and development. In response to the new emphasis on defence manufacturing by the Government of India, they encouraged their respective business enterprises to enter into arrangements for co-development and co-production of defence equipment in India, including transfer of know-how and technologies. The Leaders also welcomed various joint ventures between Indian and French companies already underway and pledged their support to public and private enterprises for intensifying cooperation in this field.

13. The two Leaders welcomed the conclusion of the Inter-governmental Agreement (IGA) on the acquisition of 36 Rafale fighter aircrafts in flyaway condition, except for some financial issues relating to the IGA which they agreed must be resolved as soon as possible.

14. The two leaders also agreed to intensify cooperation between the Indian and French Armed Forces in the fields of cyber security, Special Forces and intelligence-sharing to tackle the common threat of terrorism.

15. President Hollande thanked Prime Minister Modi for inviting a French military band and contingent to participate in Indias 67th Republic Day Parade.

Nuclear energy

16. Both countries reaffirmed their commitment to responsible and sustainable development of civil nuclear energy with highest consideration to safety, security, non-proliferation and environmental protection. France and India underscored the contribution of nuclear energy to their energy security and to the fight against climate change.

17. France reaffirmed its strong and long standing support for Indias candidacy to the international export control regimes and in particular to the NSG.

18. In pursuance of the 2008 Agreement on the Development of Peaceful Uses of Nuclear Energy between India and France, the two leaders encouraged their industrial companies to conclude techno-commercial negotiations by the end of 2016 for the construction of six nuclear power reactor units at Jaitapur, with due consideration to cost viability of the project, economical financing from the French side, collaboration on transfer of technology and cost-effective localisation of manufacturing in India for large and critical components in accord with Government of Indias "Make in India initiative.

19. France acknowledged the need for India to have lifetime guarantee of fuel supply and renewed its commitment to reliable, uninterrupted and continued access to nuclear fuel supply throughout the entire lifetime of the plants, as stated in the 2008 bilateral IGA on nuclear cooperation.

20. The two leaders agreed on a roadmap of cooperation to speed up discussions on the Jaitapur Nuclear Power Project in 2016. Their shared aim is to start the implementation of the project in early 2017.

21. In this context, the two leaders noted with satisfaction, the ongoing time-bound implementation of cooperation between AREVA and L&T under the Memorandum of Understanding signed in April 2015 for large-scale localisation of components for the nuclear power project at Jaitapur, as well as the good progress in pre-engineering studies for the project being carried out by AREVA in collaboration with NPCIL.

22. PM Modi and President Hollande welcomed the initialing of revised MOU between EDF and NPCIL for the construction of six EPR units at Jaitapur.

23. France welcomed the decision by the Government of India to ratify the Convention on Supplementary Compensation for Nuclear Damage.

24. The two leaders welcomed the regular engagement between their atomic energy organizations and their growing collaboration in mutually beneficial scientific and R&D sectors related to peaceful uses of nuclear energy.

25. They also appreciated the long-standing relations between their nuclear regulatory authorities Indias AERB and Frances ASN which has facilitated sharing of valuable experiences, best practices and developments related to nuclear safety and regulatory issues.

II. Common commitment to clean and sustainable development

Climate Change

26. The visit to India is the first foreign visit by President Hollande since the conclusion of COP21. Prime Minister Shri Narendra Modi congratulated President Francois Hollande for Frances valuable leadership and sustained diplomatic efforts that paved the way for the successful conclusion of COP21 in Paris in December 2015 and adoption of the Paris agreement, based on the principles of climate justice, and fostering climate resilience and low greenhouse gas emissions development. President Hollande thanked India and Prime Minister Modi for playing an important and proactive role in the negotiations. India and France agreed to continue to work with each other and with the global community towards the realization of the goals of the Paris Agreement.

27. In the wake of the Paris Agreement adopted at the end of the COP-21, the bilateral cooperation between France and India is today, more than ever committed to meet the climate challenge. In line with the Paris Agreement, the two countries wish to carry out its implementation by promoting collaboration in sustainable development and energy, between governments, regions, cities and also companies.

International Solar Alliance

28. Translating their shared commitment to clean energy and combating climate change into practical action, President Hollande and Prime Minister Modi jointly launched the new International Solar Alliance (ISA) initiative in Paris on 30 November 2015 on the sidelines of the COP 21. To advance this initiative, the two leaders jointly laid the foundation stone of the building for Headquarters of International Solar Alliance (ISA) and inaugurated the interim Secretariat of the ISA in Gurgaon, India, on 25 January 2016. Reaffirming their commitment to enhance the use of solar energy globally, the leaders underlined the importance of deepening cooperation both bilaterally and under the aegis of ISA in joint research, development, financing and technology innovation as well as diffusion of clean energy and efficiency solutions that will help in promoting energy access in a clean, affordable and sustainable manner.

29. The two leaders welcomed the French commitment to support the solar projects launched by the member countries of ISA. To that effect, the AFD Group will provide funding amounting to 300 million Euros. This pledge is in line with the financing of 2 billion Euros for the development of renewable energies, announced by France during COP21.

Sustainable consumption and production patterns

30. The two Leaders recalled the Preamble of the Paris Agreement which recognizes that sustainable lifestyles and sustainable patterns of consumption and production play an important role in addressing climate change. They emphasized the importance of sustainable lifestyles for the implementation of the Paris Agreement. The two leaders common work could lead to joint initiatives mobilizing the UN and its member states as well as a sharing of good practices. Renewable Energies and energy efficiency

31. Noting the important role of energy storage to promote renewable energies, the two Leaders welcomed the signature of two MoUs between CEA (French Alternative Energies and Atomic Energy Commission), Crompton Greaves and Green Ventures. These MoUs will serve as templates for further practical collaboration in the field of renewable energy, including transfer of technology and know-how.

32. The two leaders stressed the importance of climate-oriented investments between the two countries. In this context, they welcomed the partnership of EDF EN and SITAC with a commitment to invest 155 million Euros in 2016. The new JV EDF EN/SITAC plans to invest 1 billion Euros by 2021.

33. The two leaders noted with satisfaction, the support provided by AFD (French Development Agency) to enhance energy efficiency in India, with the ongoing cooperation with the public ESCO EESL (Energy Efficiency Services Limited) for the promotion of LED lighting, and its future support to the construction of green housing, especially for lower income groups.

Sustainable Urban Development

34. The two Leaders reaffirmed their commitment to cooperate towards clean and sustainable development and reaffirmed their valuable partnership in India's ambitious plans to develop Smart Cities. In this spirit, the two Leaders welcomed :

(i) The 3 MoUs signed in January 2016 between the Union Territory of Chandigarh, the State of Maharashtra, the Union Territory of Puducherry and the French Development Agency for extending technical assistance for the development of the 3 cities of Chandigarh, Nagpur and Puducherry respectively, as Smart Cities in India.

(ii) The proposed collaboration between AFD (French Agency for Development) and the Government of India for financing projects related to urban water and sanitation in Puducherry.

(iii) The partnerships between Engineering Projects India Limited (EPI) and nine French companies who will be able to contribute to major infrastructures projects in India.

Transport

35. The two Leaders stressed the importance of clean transport and recalled the Protocol of Cooperation signed between the Indian Ministry of Railways and French National Railways SNCF in April 2015 in the field of Semi high speed rail and station development. The two Leaders welcomed the follow-up Agreement signed in December 2015 between the SNCF and Ministry of Railways to support a semi high-speed project for up-gradation of Delhi-Chandigarh line to 200 kmph. The two Leaders also welcomed the signing of the agreement between SNCF and Ministry of Railways on cooperation in the station renovation projects for Ambala and Ludhiana railway stations.

36. The leaders also welcomed the Joint Venture agreement signed between the Indian Railways and Alstom for the supply of 800 high horse power locomotives manufactured in India and the shareholding agreement signed between them during the visit to finalize the investment in the electric locomotives factory in Madhepura, Bihar.

Space

37. Recalling the commemoration of the fiftieth anniversary of Indo-French space cooperation in 2015, the leaders welcomed the signing of two Implementing Arrangements between their Space Agencies for cooperation in definition studies on a future joint Thermal Infrared Earth Observation mission and hosting of the French instrument for data collection on India's Oceasnsat-3 satellite. The Leaders expressed confidence that these missions would contribute significantly to the monitoring of the environment, weather, water resources and coastal zones and further strengthen the partnership between the two countries. They also welcomed the announcement of collaboration through the participation of the Centre National dtudes spatiales (CNES) in future space and planetary exploration missions of the Indian Space Research Organisation (ISRO).

III. Economic Co-operation

38. Recalling the commitments made in the Indo-French Joint Statement issued in April 2015 for closer economic engagement, the leaders noted with satisfaction, the involvement of French companies in several new and ongoing projects in India in keeping with the "Make in India initiative. They equally highlighted the attractiveness of France for Indian investors, especially in terms of leveraging French technological expertise and competencies. Reaffirming their commitment to facilitating a conducive environment for enhancing bilateral trade and investment, the leaders:

(i) Welcomed the convening of a dialogue on economic and financial issues at a higher level on cooperation in economy and finance. This framework will be the forum to discuss, on an annual basis, global and financial governance issues as well as bilateral economic and financial matters, to promote exchanges and cross investments between our two countries and address any hurdles between French and Indian businesses and industries;

(ii) Underlined the importance of the dialogue on trade issues through the India-France Joint Commission, as well as their strong commitment to the European Union-India Broad Based Trade and Investment Agreement. France and India are committed to bring about a resumption of the negotiations as soon as possible;

(iii) Welcomed the convening of the India-France CEO's Forum within a span of 9 months. The two leaders took positive note of the Action Taken Report and the new recommendations presented by the Co-Chairs of the CEO Forum in Chandigarh on 24 January.

39. Recognizing the central role of food safety regulations in the field of preventive health care and in increasing investments and the prospects for enhanced cooperation in joint risk assessment, research activities and exchange of technical knowledge in the field of food safety, the two Leaders welcomed the signing of a MoU on Cooperation between Food Safety and Standards Authority of India and the Agence nationale de scurit sanitaire de l'alimentation, de l'environnement et du travail (ANSES) of France in the field of food safety and standards.

40. Recognizing the shared commitment of India and France to cooperate in preventing off-shore tax evasion and the steps taken by both countries to strengthen the exchange of information in recent years, the two Leaders agreed to explore further avenues for joint co-operation, especially in capacity building and sharing of best practices, in line with G20 commitments.

41. Recognizing the important role of cooperation between States and Provinces of the two countries in fostering deeper bilateral economic engagement, the two Leaders welcomed the conclusion of a MoU on Cooperation in urban development between Telangana and the Bordeaux Metropole in September 2015 and the Investment Roadshow held by Government of Karnataka in Paris and Toulouse in December 2015 and encouraged more such initiatives.

IV. People-to-people contacts, Education, Skill development, Science & Technology

42. The Leaders lauded the robust people-to-people and tourism contacts between India and France, as well as the wide-ranging cultural, educational and scientific exchanges between the two countries, underpinned by the presence of a vibrant Indian diaspora in France. In this context, the Leaders expressed satisfaction that the Volontariat International en Entreprises (VIE) Scheme, announced in April 2015 to facilitate internships and professional experience for students and young professionals in both countries, had been successfully implemented. They expressed satisfaction with the Government of Indias decision to increase the number of young professional beneficiaries of the French VIE program in India from 50 to 250 per year for a maximum period of stay of 2 years and with the Government of Frances decision to grant an extended stay of 2 years to students of masters level and above in France. The two Leaders called upon students of both countries to derive full advantage of this facilitation to enhance their educational and professional experience.

43. Recognizing the commitments made in the Indo-French statements issued in February 2013 and in April 2015 concerning the negotiations of a bilateral partnership agreement on migration and mobility, the Leaders affirmed their commitment to pursue their discussions on this agreement with a view to conclude them as soon as possible.

44. In the field of higher education in which hundreds of agreements between French and Indian institutions have already been signed, the two Leaders welcomed :

(i) The agreement signed between the Indian Institute of Science Education and Research Pune and the Ecole Normale Suprieure de Lyon.

(ii) The agreement signed between the Indian Institute of Technology in Mumbai and French CNRS/Telecom Bretagne/Universit de Bretagne occidentale/Universit de Bretagne Sud/ENSTA Bretagne/ENI Bretagne.

(iii) The Memorandum of Understanding (MoU) for sponsored Ph.D. Fellowships signed between Thales and Indian Institute of Technology Mumbai.

45. Recognizing that skills development was a key priority, both leaders welcomed the important role played by French companies in India in training and skilling the Indian workforce and encouraged them to engage even more actively in the sector.

46. They also welcomed partnership between the French CNCP and the National Skills Development Authority of India focusing on Qualifications Register under the framework of the MOU on cooperation signed between India and France.

47. The Leaders recognized with satisfaction, the role played by the Indo-French Centre for Promotion of Advance Research (CEFIPRA) over the last 28 years in promoting collaboration between the scientific communities of the two countries across the knowledge innovation chain. They encouraged CEFIPRA to expand its role by implementing bilateral programmes in partnership with various scientific agencies and industries, both in France and India.

48. The leaders also welcomed the establishment of a Ministerial-level Joint S&T Committee to foster even closer Science, Technology and Innovation Cooperation through multi-stakeholder participation from both countries.

49. The leaders expressed their satisfaction on the progress achieved between the Indian and French partners involved in setting up the future Institute of Marine Biology and Biotechnology.

V. Heritage, Culture, Sport

50. Prime Minister Modi and President Hollande expressed satisfaction on the progress of a number of initiatives undertaken by Indian and French institutes to promote and preserve cultural heritage and enhance cultural cooperation between the two countries since Prime Minister Modis State visit to France in April 2015. In particular, they welcomed the conclusion of the Cultural Exchange Programme between India and France for the period 2016-2018 and welcomed the Administrative Arrangement concluded between the Ministry of Culture and Communication of the French Republic, the Chairman of the National Library of France and the Ministry of Culture of India.

51. The two Leaders lauded the joint efforts of Indian and French archaeologists that led to the remarkable archaeological discovery of human existence that could date back to 2.6 million years near Chandigarh in India. They also welcomed the launch of the book "Shadows of Gods by Institut Franais de Pondichry extensively cataloguing Indian Objets d Arts and cultural heritage and its important contribution to the preservation and recovery of stolen Indian art.

52. The leaders warmly welcomed the "Namaste France cultural festival to be hosted by India in France from 15 September to 30 November 2016 showcasing a variety of Indian cultural performances, exhibitions, fairs and workshops to highlight Indian cultural heritage and a reciprocal "Bonjour India cultural festival of France in India in 2017.

53. Noting the important role played by Alliance Francaises in India, the Embassy of France/Institut Francais in India and the Indian Embassy in France in promoting French and Indian cultural activities in each others countries, Prime Minister Modi announced the inauguration of a new Indian Cultural Centre in Paris no later than in 2017. President Hollande welcomed this significant initiative towards further deepening Indo-French cultural ties and announced the opening of new centres of Alliance Francaise in Varanasi and Lucknow in 2016-2017. Both leaders also welcomed the hosting of the Regional Hindi Conference in Paris in 2016. President Hollande welcomed the announcement of 5 scholarships for French citizens to learn Sanskrit language.

54. In the field of sports, the Leaders welcomed the enhanced cooperation between both nations, and in this context, welcomed the cooperation agreement signed between the Federation Franaise de Hockey and Hockey India.

55. In the context of the recent agreement between Fdration Franaise de Football and All India Football Federation, the two Leaders welcomed the strong interest expressed by the Paris Saint-Germain Football Club to help develop grassroots football in India by reinforcing the presence of its Academy established in 2014 in Delhi and Bangalore, as well as considering a possible exhibition match in the future.

56. Recalling the sacrifices made in the First World War by Indian and French soldiers, the two Leaders expressed happiness at the twinning of two iconic Indian and French monuments - the India Gate in New Delhi and the Arc de Triomphe in Paris.

57. President Hollande thanked Prime Minister Modi and the Government of India for the special honour extended to him and the people of France on the occasion of India's 67th Republic Day celebration and the warm hospitality extended to him and his delegation.

Malpe beach in Udupi district, one of the main tourist attractions in southern Karnataka, has become the first beach in India to have wi-fi connectivity.

The facility will be available to tourists free of cost for 30 minutes at any time of the day during their visit.

Udupi MLA Pramod Madhwaraj launched the 24x7 facility  at a function at the beach yesterday. He said the duration of free wi-fi access would be extended later.

The service is being provided by BSNL, supported by the Centre's Digital Drive Initiative. Madhwaraj said the Malpe beach committee had spent Rs 80 lakh for beach development works last year. Work on road  development had also been taken up at a cost of Rs five crore over the years, he said.

PM Modi and French President Hollande met for 'restricted talks' at Hyderabad House this afternoon. India and France are set for a new partnership in counter-terror cooperation, the visiting French President, and the PM indicated on Sunday. In separate speeches at the CEO forum in Chandigarh yesterday, they underscored the need for the two countries to work together on fighting terror and enhancing their strategic partnership.

After the restricted level talks, discussions continued over a working lunch. Reports say that it seems unlikely that the Rs 60,000-crore Rafale jet deal will be signed today, but the two leaders are expected to send out a strong message on terror. The French President is the chief guest for Republic Day celebration on Tuesday.

On Monday, both leaders held bilateral talks, during which they are likely to discuss upgrading the "special and strategic partnership" signed in 1998. For the past few months, officials have been discussing a closer engagement on counter-terrorism cooperation on the lines of the India-US. homeland security dialogue, sources said.

Even as media reports claimed that the suspected ISIS members arrested in the recent nationwide NIA crackdown had revealed their plot to attack Goa, the state police today said they were yet to receive any formal communication in this regard. "We did not get any official communication on it," Goa's Inspector General of Police (IGP) V Renganathan told PTI today.

The media reports suggested that two ISIS terrorists arrested in Hyderbad had confessed to plans on targeting Goa. "We read it in media (reports) and we are following the lead in our own informal manner. We got information through sources that ISIS had conducted a Reece in the state. We can't comment anything right now as we are investigating all the possibilities," a senior police official said on the condition of anonymity.

The NIA and other central security agencies arrested 14 people last week for allegedly planning to carry out attacks in the country ahead of Republic Day.

Even as the National Investigation Agency on Saturday arrested 13 terror suspects, believed to be sympathisers of the IS following raids across 12 locations in the country, including Mumbai, there is a serious threat perception in the run up to Republic Day.

The French consulate in Bengaluru had received a threat letter on January 11, warning against French President Francois Hollande visiting India to be the chief guest at the Republic Day parade.

Even as security is upped across the country during Republic Day or Independence Day, this year a new turn of events has raised threat perceptions even more. With army stickers being stolen from windscreens of vehicles, army and police vehicles stolen, the nation has put on an all-time security alert.

An internal study by the Intelligence Bureau shows that terrorists are moving from hoax calls to car thefts to send security agencies in a tizzy.

To battle this, a new device is being considered to prevent carjacking of army and police vehicles -- a biometric locking system using fingerprints. Security experts believe this will put an end to vehicles being stolen. 

It remains to be seen how soon this is implemented.

Arunachal Pradesh crisis: Home Minister Rajnath Singh asked by Rashtrapati Bhavan to explain the need for President's Rule, say sources.

Arunachal Pradesh was placed under President's Rule after it was recommended by the cabinet in an unscheduled meeting chaired by Prime Minister Narendra Modi on Sunday.

President Pranab Mukherjee reportedly signed the order last night, at a time seniormost Supreme Court judges are hearing petitions linked to the political crisis in the state.

The development is expected to ignite a political storm with the Congress yesterday vowing to fight it "tooth and nail". Chief Minister Nabam Tuki said: "This is really shocking. The Centre did not consult the state government before taking such a harsh decision."

Sources say the government consulted the Attorney General and decided that the situation in the state needed central intervention.

Former Bangladeshi prime minister and opposition leader Khaleda Zia was today booked for sedition over her alleged "slanderous comments" concerning martyrs of the 1971 liberation war against Pakistan.


"The case has been filed against her at the chief metropolitan magistrate's court (Dhaka) this morning along with prayers seeking her arrest," a court official told PTI. He said that the magistrate ordered hearing on the prayer seeking the arrest warrant later today.

Speaking at a discussion on December 21 last year, 70-year-old Zia had "expressed doubts" about the casualty figures of the 1971 liberation war.

Pakistan will send its high-powered investigation team to India once its initial probe into the Pathankot air base assault is completed and it is allowed to visit the crime scene, The Express Tribune learnt on Sunday.

After the January 2 attack on the Indian Air Force base that left seven soldiers dead, Prime Minister Nawaz Sharif had constituted a special investigation team to probe the case. A senior official, however, said it was yet to be decided if the team would travel to India. Read more

National award-winning actress Kalpana, who appeared in 300 films including recent superhit "Charlie", died this morning in Hyderabad due to heart attack. She was 51. Kalpana Ranjani was in Hyderabad for shooting a Telugu film and was scheduled to leave for Kerala later today. She was declared brought dead at a hospital around 7 am, sources told PTI. Kalpana had received National award in the best supporting actress for her performance in "Thanichala Njan" (2012).

11:29   Bengaluru police ban balloons and drones ahead of R-Day
Ahead of the arrests of six terror suspects in the state, Bengaluru police have stepped up security in the city and issued a ban on flying any unmanned aerial objects, including balloons and drones till Tuesday.

Security checks in airports across the state have also been increased. The prohibitory order, which was issued on Sunday said that the ban on unmanned aerial vehicles from January 24 to January 26, was issued under section 144 of criminal procedure code, reported TOI.  Read more

11:25   Army officers car stolen from Delhi
Less than 24 hours before the scheduled visit of French President Francois Hollande at Lodhi Estate's Alliance Francaise De Delhi, the theft of a car bearing a defence sticker nearly 650 metres from the venue sent the Delhi Police into a tizzy, reports The Hindu.

The car, owned by an Indian Army doctor and carrying a Defence Services Officers' Institute (DSOI) sticker, was stolen from Lodhi Road on Sunday afternoon.

Police officers confirmed the theft and also the fact that there were no CCTV cameras or added security deployment in the area where Mr. Hollande and Minister of External Affairs Sushma Swaraj are scheduled to visit on Monday.

The area houses several ministerial bungalows and other vital installations.The stolen vehicle, a white Santro (registration number: HR 51, T 6646), belongs to Dr. Col. Shailendra Singh from the Army, who was visiting the Lodhi Garden with his family.

"Mr. Singh reached the area around noon and parked the car outside the Lodhi Road post office, opposite gate number 1 of Lodhi Garden. When they decided to leave around 2.45 p.m., they could not find the car and lodged a complaint with the police,' said a police officer.Fearing a security breach, the police immediately sounded an alert in all the districts. The car had not been traced till late Sunday evening.

This is the second incident raising security concerns in the National Capital Region in less than a week. On January 20, the official vehicle of an Indo-Tibetan Border Police Inspector General was stolen from outside his residence in Noida's Sector-23.

A similar security alert was issued by the Delhi Police on Friday after the driver of an Alto car hired from Pathankot was found dead in Kangada.

It seems unlikely that the Rs 60,000 crore Rafale jet deal will be sealed, but the two leaders are expected to send out a strong message on terror. The French President is the chief guest for the Republic Day celebration on Tuesday.

Ceremonial honours were laid out in the majestic forecourt of the Rashtrapati Bhavan for Hollande. The French President inspected the guard of honour and said he was honoured to be the chief guest at India's Republic Day function.

Many in Mumbai's world of showbiz will have known him as a cinematographer, for he wore his political lineage very lightly, not even using the famous title of his father. Among the films he has worked on are Vishal Bharadwaj's Kaminey and Omkara.   

Many may have woken up to the connection only when they saw photographs of Tassaduq Hussain at Mufti Mohammed Sayeed's funeral in Srinagar, and reports that his sister, and prospective chief minister, Mehbooba Mufti, rope him into the People's Democratic Front's decision-making body.   

Now, in an interview to Indian Express's Muzamil Jaleel, Tassaduq Hussain Mufti speaks of what the future holds for him.   

'I will not be able to tell you at this time whether I will join the PDP, contest elections or wish to have a role in governance, because I don't know as yet. I will take one step a time,' he says. 

'At this moment, I am thinking of my father's vision. I am watching his recent speeches, meeting people, and have got a sense of him as a leader. I have been working as a cinematographer, a social worker for some time here and I think that was my first step.   

'It is a journey and if I see a wall, I will scale it, jump across it or if there is a need, I will break through it. That should answer the question about my future plans.'   

On his views on the larger Kashmir issue, Tassaduq says: 'There is a view that nothing can be done till the situation is conducive for peace. I don't agree. My father also thought that while it is vital that there is an effort to find a solution to the larger Kashmir issue, other things can't wait. It is like a tree. It doesn't have one single root. If you think of it like a circle, then there is no way forward. There is no one single starting point.'   

On his father wanting him to join politics during his lifetime, Tassaduq says: 'There is a possibility that he wanted me to but he was always subtle. I got involved with Kashmir and started to discuss issues of concern with him, he felt happy with my intent. He would listen and analyse whenever I brought an issue to his notice.   

'He never asked me to join politics but he was happy that I was back often and involved in issues in Kashmir that are important.'

Speaking about the negotiations on the Rafale jet deal, French President Francois Hollande said, "They are progressing. When PM Modi came to Paris, he himself announced order for 36 aircraft but with conditions that were to be specified at a later date."

"The contract itself can only be signed after the inter-governmental agreement, it will be discussed," the French president said.

"We (India and France) will together further intensify exchanges, participate in inter-service cooperation and act to reinforce our military equipment," Hollande added.

10:24   Tamil Nadu students' suicide: Parents to file petition in Madras HC
Parents of one of the three girls who committed suicide in Tamil Nadu will file a petition in Madras High Court.

Yesterday, four people were detained in connection with this suicide case where Three second-year students of SVS Medical College of Yoga and Naturopathy and Research Institute at Kallakurichi near Viluppuram in Tamil Nadu committed suicide on Saturday evening.

The girls, in their suicide note, have accused the administration of charging excess fees and 'torture' and blaming college chairman Vasuki Subramanian for their death.

The three girls namely E. Saranya and V. Priyanka (both 18 years) and T. Monisha (19 years) in a two-page suicide note said that the students had filed several complaints against Subramanian but to no avail. Citing "torture" by the management, the girls hoped that their suicide would finally force the authorities to take action against the chairman.

The girls accused the administration of charging 'excess fees' around Rs. six lakh and never giving the bill. They also mentioned that the college lacked proper classes or teachers and there was 'nothing to learn'.

The students had been protesting for more than a month over lack of infrastructure, but it was only in the last two weeks that the protest turned vigorous.

Uttar Pradesh Governor Ram Naik was admitted to a hospital here last night after he complained of dizziness and anxiety.

Naik, 82, felt uneasy as his blood sugar level had fallen. He was admitted to Sanjay Gandhi Post Graduate Institute of Medical Science, official sources said today.

He is under observation and is likely to be discharged this afternoon after some tests, sources added.

10:13   Female student leaps to death in Chennai campus
A day after three girl students committed suicide at a medical college in Villupuram district, a second year engineering student from Anna University leaped to death from the terrace of her hostel building on Sunday night.

The victim has been identified as Shanmuga Preetha (19), a B Tech Ceramic Technology student at the Guindy College of Engineering. 

 The incident happened around 11 pm. Police said the victim went to the terrace of Nandiya hostel, located within the college premises, and jumped to death. Preetha suffered a head injury and was rushed to a private hospital in Adyar, where she was declared brought dead. 

"We are yet to ascertain the reason which drove her to take the extreme step," said the investigating officer attached to the Kotturpuram police station.

Prime Minister Narendra Modi and French President Francois Hollande will jointly inaugurate the interim secretariat of the International Solar Alliance (ISA) here today.

The French President will also lay the foundation stone of the headquarters of the ISA during the event, which will be held at the National Institute of Solar Energy in Gurgaon.

The ISA is specialized platform for cooperation among 121 solar resource rich countries which is aimed at increasing utilisation and promotion of solar energy.

With several suspected terrorist being nabbed in the state for alleged links with ISIS, the Shiv Sena on Monday urged the Chief Minister Devendra Fadnavis-led Government to make proactive efforts to curb the expansion of the deadly terror outfit.

The Shiv Sena in its mouthpiece Saamna, said that the ISIS has made Maharashtra its remote control from where it wants to expand in the entire nation.

"ISIS has deeply penetrated Maharashtra and it is a great threat for the state as well as for the nation. Their intention to raise the ISIS flags is an attempt to destabilize and create a sense of insecurity in Maharashtra. The ATS, along with the NIA has arrested many suspects of ISIS in the state which is commendable," the editorial said.

US authorities have hunted for three California prisoners, including a man charged with murder, who staged a brazen jailbreak that reportedly involved rappelling from the roof of a maximum-security facility using
bed sheets.
Jonathan Tieu, Bac Duong and Hossein Nayeri went missing from the Orange County Men's Central Jail in Santa Ana, in southern California on Friday, officials said. 

"The three escapees ... are dangerous criminals," Orange County Sheriff Sandra Hutchens warned.

"My investigations team is working around the clock with the Orange County District Attorney's Office, the Orange County Probation Office, the US Marshals and the FBI." 

"I am confident that this collaborative effort will result in returning these inmates to where they belong -- behind bars," Hutchens added in a statement yesterday. 

The FBI and US Marshals Service have offered a reward of up to USD 50,000 for information leading to the arrest of the fugitive trio.

As BJPs national president elected for the second term, Amit Shah would attend his first public rally in poll-bound Howrah district Monday amid claims by party leaders of disruption from the Trinamool Congress workers.

Senior BJP leaders expected to attend the rally include national general secretary Kailash Vijayvargiya, national secretary Rahul Sinha, state president Dilip Ghosh, state co-conveners Sidharth Nath Singh and Suresh Pujari and MP Babul Supriyo.

08:21   Four detained in connection to girls suicide in Tamil Nadu
Four persons have been detained in connection with the suicide case of three girls in Tamil Nadu.

"Four people are being interrogated as of now and cases of cheating, extortion and abetting suicide are registered against them. Four teams have been set up to secure the rest," said Villupuram collector Lakshmi.

"Post mortem is underway on the body of Saranya, and we are trying to convince the other two families to conduct the postmortem here. Other students have given then demands in writing and we have taken it for consideration," she added.

She further stated that the students of the college have demanded immediate arrest for the people related to this incident and action against the college for exorbitant fees collected.

They have also demanded that the students who are undergoing their courses in the college should be transferred to other college and asked for financial assistance of Rs. 10 lakh for the deceased students.

07:55   Nehru's letter calling Netaji 'war criminal' fake, claims AAP
The Aam Aadmi party on Sunday said that the purported letter by Jawaharlal Nehru allegedly calling Netaji Subhash Chandra Bose a 'war criminal' is "fake." 

Addressing a press Conference, AAP leaders Ashutosh and Sanjay Singh seconded the Congress' claims about the letter calling it rubbish and forged.

The AAP leaders said the letter that has surreptitiously been circulating on the internet was a part of "conspiracy in which few people were trying to portray one leader as greater than the other.
They alleged earlier it was tried to glorify Sardar Patel as bigger than any other leader in the country. 

The AAP leaders said that people "who have no association with country's freedom struggle are trying to belittle Nehru and Gandhi."
They also criticised the NDA government for declassifying secret files relating to Bose in parts. 

The duo said that the government should declassify all the files together instead of making it part-wise such as 25 files every month.

Prime Minister Nawaz Sharif today said India has given fresh leads relating to the Pathankot terror attack and Pakistan is verifying the facts to bring the perpetrators to justice.

"I have received fresh leads from India on the Pathankot attack and we will look and examine those evidences given by India. We could have hidden it or forgotten it but we asserted that we have received the evidences," Sharif said on a day when US President Barack Obama termed the Pathankot terror strike as "another example of the inexcusable terrorism that India has endured for too long".

"Pakistan has an opportunity to show that it is serious about delegitimising, disrupting and dismantling terror networks," Obama told PTI in an interview.

"We are probing and verifying that. Once we are done with that we would definitely bring the facts forward. Along with that, we have also formed a special investigating team, they would go to India and collect more evidence," Sharif said here on his arrival from Davos after attending the World Economic Forum.

University of Hyderabad scholar Rohith Vemula's mother was admitted to the hospital on Sunday after she complained of chest pain.

She was admitted in the Intensive Care Unit (ICU) of the Gachibowli Continetal hospital here.

Various student groups have been protesting over the suicide of Rohith since last week.

07:35   Magnitude-7.1 quake jolts Alaska
A magnitude-7.1 earthquake has knocked items off shelves and walls in Alaska, jolting the nerves of residents in this earthquake-prone region. But there were no reports of injuries.
Alaska's state seismologist, Michael West, called it the strongest earthquake in the state's south-central region in decades.
Alaska often has larger or more powerful earthquakes, such as a 7.9 last year in the remote Aleutian Islands. 

"However, last night's earthquake is significant because it was close enough to Alaska's population centers," West said, adding that aftershocks could continue for weeks. 

The earthquake was widely felt by Anchorage residents. But the Anchorage and Valdez police departments said they hadn't received any reports of injuries or significant damage. 

The earthquake struck at about 1:30 am Alaska time and was centered 53 miles (85 kilometers) west of Anchor Point in the Kenai Peninsula, which is about 160 miles (257 kilometers) southwest of Anchorage, according to the US Geological Survey.
