Just in: Cabinet clears draft bill on surrogacy.

The draft bill suggests carving out provisions in the law to make parentage of such children "legal and transparent". It also plans to make the option of surrogacy unavailable to unmarried couples and those who already have adopted children as well as to foreigners choosing to opt for surrogates in India.


Another key suggestion in the draft bill is to limit such an arrangement to the family and friends of the commissioning couple. However, officials said there were divergent views on this proposal and hence, it was likely to be discussed further. The draft bill is primarily aimed at keeping a check on malpractices and exploitation of women, mainly those belonging to the vulnerable sections of the society.
