21:11   Sumitra Mahajan writes to MPs: Maintain discipline, decorum of House
Lok Sabha Speaker Sumitra Mahajan, who had suspended 25 Congress MPs for five days for disrupting the proceedings during the monsoon session, has written to all MPs appealing to them to maintain discipline and decorum of the House and refrain from rushing to the Well, shouting slogans and waving placards.

In her letter to MPs, Mahajan said that during her interactions with schoolchildren, mediapersons and foreign dignitaries, she was asked about "frequent disruptions and low productivity" of the House. She said perhaps a "negative" perception is gaining ground about the image of Parliament and parliamentarians in the minds of the common man.

"India is not only the largest democracy in the world but its democratic values, principles and ideals are highly respected all over the world. Our democracy also acts as a shining example of vibrant democracy and is an inspiration to people within and outside India. All over the world, people watch and follow the parliamentary proceedings.

20:32   Dadri lynching pre-medidated: DU, JNU fact-finding panel
The lynching of a 50-year-old Muslim man in Dadri over rumours of eating beef did not happen on the "spur of the moment" and was planned by certain Hindutva forces, a 'fact-finding' committee of academicians from JNU and Delhi University, among others, has claimed.

The group, Janhastakshep, also accused the Uttar Pradesh government of allowing "free play" to the communal forces and demanded a high-level inquiry into killing of Iqlakh and punishment to the guilty.

"There was ample evidence available to suggest that the incident did not take place on the spur of the moment and had been well planned by the Hindutva forces. "It was implemented through a maze of front organisations other than those associated with Sangh Parivar so it is established that such an event cannot be directly attributed to the Sangh," Ish Mishra, Janhastakshep convenor told reporters.

The team came out with its findings after visiting the Bishada village where Iqlakh was bludgeoned to death on September 28 by a 200-strong mob over rumours about storing and consuming beef. His 22-year-old son Danish was grievously injured in the assault. Cow slaughter is banned in Uttar Pradesh.

19:37   SC refuses to advance hearing on plea against CVC and VC
The Supreme Court today refused to advance the date of hearing on a plea challenging the recent appointments of Central Vigilance Commissioner K V Chaudhary and Vigilance Commissioner T M Bhasin.

A bench, comprising Chief Justice H L Dattu and Justice Arun Mishra, did not allow the plea of senior advocate Ram Jethmalani that the matter needed urgent hearing prior to October 27, the date which has already been fixed. "There cannot be an earlier date than this. We will try our best to hear the matter on October 27," the bench said.

The recent PIL, filed by NGO Common Cause through lawyer Prashant Bhushan, challenges the appointments on the grounds that the CVC and one VC do not have "clean record" and a "complete non-transparency" procedure was followed while appointing them. Earlier, the court had sought the responses from the Centre, the CVC and the VC on the PIL.

Jethmalani had sought the court's permission to inspect the records filed by the government in this regard. But the bench said the records "should come to us first. Records must be inspected by us first."

19:08   Govt to set up labs at ports to check illegal cow meat export
Testing labs will be established at ports to check illegal export of cow meat, the government announced today in the midst of a raging controversy over the Dadri killing of a man over rumours of eating beef.

Minister of State for Agriculture Sanjeev Kumar Balyan made the announcement after a review meeting on illegal export of cow meat with senior officials of agri-export promotion body, Agricultural and Processed Food Products Export Development Authority, and the Food Processing Ministry and the Agriculture Ministry.

"APEDA officials said there is no illegal export of cow meat as production and exports are strictly monitored through a software 'Meat Net'. However, it has been decided to set up labs at ports to check illegal export of cow meat," Balyan told reporters.

Exports are largely undertaken via the Mumbai port, he said. The minister said the buffalo meat exports have declined 14.7 per cent to $1,483 million during April-August of this year due to strict monitoring of shipments via the software. The buffalo exports are being undertaken by 49 APEDA registered slaughter houses, of which 20 are in Uttar Pradesh, he added.

There are 1,696 slaughter houses in the country, of which a maximum of 316 houses are in Maharashtra, followed by 285 in Uttar Pradesh and 185 in Telangana.

16:41   Nehru's niece returns Sahitya Akademi award
Just in: Jawaharlal Nehru's niece, writer Nayantara Sahgal, has returned the Sahitya Akademi award she won in 1986 for her novel Rich Like Us. She said that the government has failed to protect cultural diversity.

"Rationalists who question superstition, anyone who questions any aspect of the ugly and dangerous distortion of Hinduism known as Hindutva -- whether in the intellectual or artistic sphere, or whether in terms of food habits and lifestyle -- are being marginalized, persecuted, or murdered. A distinguished Kannada writer and Sahitya Akademi Award winner, M M Kalburgi, and two Maharashtrians, Narendra Dabholkar and Govind Pansare, both anti-superstition activists, have all been killed by gun-toting motor-cyclists. Other dissenters have been warned they are next in line. Most recently, a village blacksmith, Mohammed Akhlaq, was dragged out of his home in Bisara village outside Delhi, and brutally lynched, on the supposed suspicion that beef was cooked in his home," she said.

"In memory of the Indians who have been murdered, in support of all Indians who uphold the right to dissent, and of all dissenters who now live in fear and uncertainty, I am returning my Sahitya Akademi Award," she added in her statement.

08:54   Holy cow, unholy violence
If you love cows and care for them, you have three choices: Choice A: Build goshalas or cow shelters where the animals can be taken care of. But this is an expensive proposition. Choice B: Ban beef, stop farmers from selling cows and bulls to butchers, outlaw the culling of cattle, punish cow smugglers, declare all slaughter houses illegal, lynch people who eat beef, and justify all this using complex arguments. Choice C: Build local slaughterhouses near farms so that commercially unviable cattle can be humanely culled nearby, without their having to endure great suffering while being transported in horrible conditions to distant slaughterhouses.

Guess which is the preferred option of the rising multitude of go-raksha vigilantes? Not A, as it is too expensive and tedious. Not C, because we are conditioned to believe that violence can do no good. So it is Option B, which has the advantage in that it gives people power. It allows them to terrorise and dominate Muslims and liberals. It gives them global attention and makes them the focus of a controversy-hungry media. It is this rather than cow protection that the go-rakshaks really seek.

05:55   Over 1,800 migrants rescued from six boats adrift off Libya
Over 1,800 migrants were rescued from six vessels found adrift in the Mediterranean, off the coast of Libya, Italy's coast guard said.

A total of 1,830 people were brought ashore in six different operations to save passengers in four stricken boats and two rubber dinghies yesterday, the coast guard said.

Three Italian vessels and one ship each from Britain and Ireland, which are taking part in the EU Navfor Med mission, were involved in the rescue effort.

Over half a million migrants and refugees have landed on Europe's shores so far this year, according to the UN refugee agency. Some 2,980 people have perished or disappeared trying to make the crossing.

Most of those setting out from Libya are Africans, with Turkey being the main launchpad for crossings by people fleeing conflicts and misery in the Middle East and Asia.

02:06   Civilians 'accidentally struck' in Afghan hospital bombing, US commander says
A Doctors Without Borders hospital in Afghanistan was struck accidentally after Afghan forces called for air support from the American military, Gen. John Campbell, the commander of U.S. forces in Afghanistan, said Monday.

Saturday's bombardment in Kunduz has sparked international outrage. It killed 12 medical staff members and at least 10 patients, three of them children, Doctors Without Borders said. Another 37 people were wounded, according to the global charity group, which works in conflict zones to help victims of war and other tragedies.

Every person who died at the hospital was Afghan, the group said.

Addressing reporters Monday at the Pentagon, Campbell said initial reports indicated the airstrike was called to protect US forces.

02:01   South Carolina flooding: State not out of the woods yet, governor says
The rain may finally be subsiding in South Carolina, but the danger is far from over.

Gov. Nikki Haley said Monday that more evacuations are likely as floodwaters rise in spots, and authorities warned of the danger of roads that look OK on the surface but that may have been undermined by raging waters.

"We can't let our guard down. Conditions are still dangerous out there," South Carolina Department of Public Safety Director Leroy Smith said at a news conference.

A mandatory evacuation was ordered downstream from the Overcreek dam after a breech Monday, a spokeswoman for the city of Columbia told CNN. Authorities were working to determine the severity of the situation, Shawn Washington said.

01:03   Chile rocked by 6.0 magnitude quake, no injuries reported
An earthquake measuring 6.0 on the Moment magnitude scale shook central Chile today, but there were no immediate reports of injuries or damage, the country's National Emergency Office said.

The quake struck at 1:33 pm (1633 GMT) about 10 kilometers south of the town of Tongoy.

The epicenter was in the same area that was hit by an 8.3 magnitude quake on September 16, which triggered a tsunami that killed 15 people and drove 16,000 from their homes.

The US Geological Service said today's quake's measured 6.0 on the Moment magnitude scale, while Chile's National Seismological Center said it measured 6.1 on the Richter scale.
"Preliminarily, there are no reports of injuries to people or disruptions in basic services or infrastructure as a result of this quake," the National Emergency Office said.

The Chilean navy's oceanographic service ruled out the possibility of a tsunami.

00:56   Snowden: I'd go to prison to return to US
Edward Snowden says he has offered to return to the United States and go to jail for leaking details of National Security Agency programmes to intercept electronic communications data on a vast scale.

The former NSA contractor flew to Moscow two years ago, and faces US charges that could land him in prison for up to 30 years.

Snowden told the BBC that he'd "volunteered to go to prison with the government many times," but had not received a formal plea-deal offer.

He said that "so far they've said they won't torture me which is a start, I think. But we haven't gotten much further than that."

In an interview to be broadcast today, Snowden said he and his lawyers were waiting for US officials "to call us back."

00:55   Hillary Clinton unveils plan to tighten US gun laws
Following the latest deadly US campus shooting, Democratic presidential frontrunner Hillary Clinton offered proposals today to tighten the nation's gun laws, even threating to do so by decree.

The cornerstone of the plan is to prevent violent criminals, people accused of domestic abuse, and the mentally ill from acquiring firearms, largely by expanding the background check system for weapons purchases and closing loopholes that allow millions of Internet and gun-show weapons
sales to go unscreened.

"I'm determined to do something about it and I'll try in every way I can to get those guns out of the hands of people who shouldn't have them," the former secretary of state said on NBC today, four days after a gunman murdered nine people at Umpqua Community College in Oregon.

Should Congress continue to refuse to pass legislation requiring background checks on all arms sales, especially for those conducted over the Internet or at gun shows, Clinton pledged to act unilaterally.

Under the plan released by her campaign, Clinton would "take administrative action" to require high-volume gun sellers to conduct background checks on gun sales, the same rule that gun stores are bound by.

Between 20 per cent and 40 percent of all arms sales transactions occur without such screenings, a major loophole in federal law, Clinton said.

She also threatened to remove the "unique" legal immunity that protects gun manufacturers and dealers against law suits, and would boost funding for more inspections of gun stores, aggressive enforcement of existing law, and punishment of dealers who break the law.

Clinton also proposed banning persons required to undergo treatment for serious mental illness, such as the man who murdered 32 people at Virginia Tech in 2007, from buying firearms.
