Pakistan is a "haven" for several Islamist terror groups and successive Pakistani governments are widely believed to have supported some outfits as proxies in the country's historical conflicts with its neighbours, according to a US Congressional research report.

"Pakistan is a haven for numerous Islamist extremist and terrorist groups, and successive Pakistani governments are widely believed to have tolerated and even supported some of these as proxies in Islamabad's historical tensions and conflicts with neighbours," said the latest report by the independent Congressional Research Service on Pakistan.

The report, dated May 14, notes that Pakistan's security services are seen by many independent analysts to be too willing to make distinctions between what they consider to be "good" and "bad" Islamist extremist groups, maintaining supportive relations with Afghan insurgents and anti-India militant groups operating from Pakistani territory.

23:44   Fire at home for elderly in central China kills at least 38
A fire that swept through a privately run home for the elderly in central China killed 38 people and left much of it a charred ruin, raising concerns over the safety of facilities housing the country's rapidly aging population.

The fire broke out Monday night in the Kangleyuan Rest Home, which housed 51 residents in the city of Pingdingshan in Henan province, the province's work safety administration said in a statement.

In addition to the dozens who died, six people were injured, including two in serious condition, the statement said.

23:37   MHA notification: AAP sees red; BJP MLAs defend Centre
Terming as "unconstitutional" the Centre's notification giving absolute powers to the Delhi Lt Governor on transfer and posting of senior bureaucrats, ruling AAP MLAs today demanded that it be quashed even as BJP legislators said that the Union Home Ministry had just clarified on the existing rules.

Although AAP MLAs used derogatory remarks against Prime Minister Narendra Modi and LG Najeeb Jung during the discussions on the notification, Delhi Assembly Speaker Ram Niwas Goel directed that such remarks be expunged from the Assembly proceedings.

Deputy Chief Minister Manish Sisodia later asked AAP MLAs to not use such words. "The Centre is trying to weaken the powers of Delhi's Anti-Corruption Branch. 152 officers, who were found to have engaged in corruption, have been suspended and 51 officers have been sent to jail.

"If someone seeks to weaken the ACB's power, it will be like weakening the people's power," AAP MLA Kapil Mishra said, adding that the notification was "illegal" and would not be accepted at any cost. However, BJP MLA Om Prakash Sharma objected to his comments and sought the list of 152 suspended officers.

23:08   Nepal bans children traveling without parents or guardian
The government announced today that all children traveling in Nepal will need to be accompanied by their parents or a legal guardian to prevent the trafficking of young people who lost their homes in the country's powerful earthquakes.

The ministry of women, children and social welfare said the ban is aimed at protecting homeless children who are living in tent camps where there are large numbers of people.

Ministry official Ram Prasad Bhattarai said an approval letter issued by a district Child Welfare Board will be needed for any other adults traveling with children from one district to another.

Pakistan today hanged eleven prisoners convicted for murder in various jails across the country, taking the total number of those executed following the lifting of the country's self-imposed moratorium on the death penalty last year to over 120.

Ten executions took place in several cities of Punjab province while one convict was hanged at Mach jail in Balochistan province.

The website of the Prime Minister's Office has got a fresh look.

The new look website, unveiled today on the first anniversary of Narendra Modi government, has a section by which anyone can directly reach the Prime Minister by writing an email.

"Write to the Prime Minister," it says while giving the option of 'Login/Register/Lost Password/Resend Activation Mail'.

The website then has a section named 'Our Government' which has sub-sections of the President of India, Lok Sabha, Rajya Sabha, Cabinet Secretariat, Press Information Bureau, data.gov, India.gov.in, GOI Web Directory and MyGov.

20:57   Era of tax haven has come to an end: FM on latest Swiss move
With Switzerland making public names of some Indians with Swiss accounts, Finance Minister Arun Jaitely today said the era of tax haven has come to an end and it is no longer safe to keep assets abroad illegally. 

"I have been repeatedly saying that the era of tax haven has come to an end. It is no longer safe to keep your assets overseas illegally," he said in a press conference. 

The world is increasingly moving towards automatic transmission of information with regard to illegal money held up. By 2017, the situation will arise that we will able to get information in real time, he added. 

"In the Black Money Bill, which we have brought, we have provided a provision of compliance window... you utilise this opportunity, declare your assets, pay tax and pay penalty. If you do not use this chance, then we will take strict action," Jaitley warned.

Earlier this month, Parliament had passed Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Bill, 2015, which seek to unearth unaccounted wealth stashed abroad.

The Finance Minister said persistent efforts had been made in the past one year with Swiss authorities to "break their banking secrecy".

Chandigarh Police IG RP Upadhyaya has decided that all police personnel of Chandigarh Police will be given an opportunity to be with their family and loved ones on their own birthdays and wedding anniversaries by ensuring them duty rest on these days.

"The nature of duty of police personnel is inherently stressful. They are further compounded by long hours of duty, working on weekends and holidays, inadequate housing and frequent changes in duty timings. As a result, most police personnel miss out on the milestone events in their personal lives such as birthdays and wedding anniversaries," a press release issued by Chandigarh police said.

20:24   AAP-LG row: MHA starts consultations with legal luminaries
The Union home ministry has started consultations with legal luminaries after the Delhi high court termed its notification, giving the Lt Governor absolute powers in some matters, as "suspect". 

The home ministry is also keeping a close eye on the special session of the Delhi assembly where Deputy Chief Minister Manish Sisodia on Tuesday moved a resolution terming the issuance of the notification as an "insult" to the "biggest mandate" the people of the city had given in the assembly polls.

The ministry officials have consulted with several leading lawyers on various aspects of the notification and the opinion given to Delhi government by legal minds like K K Venugopal and Gopal Subramanium.

"All options are open. Since yesterday's order came from a single bench of the Delhi High Court, options are open either to approach a division bench or move to the Supreme Court. But no decision has been taken yet. We are still studying," a home ministry official said. 

Officials said the central government has no problem with transfers made by Chief Minister Arvind Kejriwal as he is empowered to effect reshuffle officers below secretary level. 

The Delhi high court had on Monday termed as "suspect" the Centre's recent notification barring Delhi government's anti-corruption branch from acting against its officers in criminal offences and held that the Lt Governor cannot act on his discretion.

Union Home Minister Rajnath Singh said that the Indian government did not shut its eyes on underworld don Dawood Ibrahim but international relations at times created obstacles. 

"On Dawood, I would only say we have not shut our eyes on him. But at times there are obstacles due to international relations," Singh told reporters. 

The government recently found itself embroiled in a controversy over its statement that it had no idea where Dawood Ibrahim was. 

The Union Home Minister said that the Mumbai blast mastermind was in Pakistan and that it would not "rest" till he was brought back to the country.

20:06   Syrian air force raid kills 140 ISIS fighters
The Syrian air force killed at least 140 members of the Islamic State in Iraq and Syria during an air raid on a military base held by the group in the north of the country, state news agency SANA said on Tuesday.

Citing a military source, it said the raid on Tabqa air base in Raqqa province also wounded dozens of ISIS fighters.

ISIS seized the base in August after fierce fighting and killed a large number of soldiers.

19:46   Multiple Taliban raids kill 26 Afghan police or troops
At least 26 Afghan police or soldiers have been killed in multiple Taliban attacks in the volatile south, including a 16-hour siege of a college dormitory, officials said Tuesday.

The violence over a 24-hour period comes as the insurgents step up attacks on government and foreign targets despite Kabuls repeated overtures to the Taliban to reopen peace talks.

Taliban militants raided several police outposts in Naw Zad district in the restive opium-rich province of Helmand late Monday.

Around 16 security forces have been killed in Taliban attacks in Naw Zad district, provincial council chief Karim Atal told AFP.

19:22   Iraqi forces launch operation to drive ISIS from Anbar, Salaheddin
Iraq forces have launched a major military operation to liberate Iraq's Anbar and Salaheddin provinces from ISIS, Iraqi state media and a key Shia militia group said Tuesday, a little more than a week after the militant group overran Anbar's provincial capital, Ramadi.

The fighting in Salaheddin province is aimed at cutting a supply route south into Anbar and liberate Baiji city and oil refinery, according to the media office for the militia group, al-Hashd al-Shaabi.

In Anbar province, the military operations will be in Karna, northeast of Falluja, and around Ramadi, it said.

ISIS fighters swept into Ramadi on May 17, tightening control of the Anbar province and gaining a base of operations 70 miles away from Baghdad.

US Secretary of Defense Ash Carter publicly criticized the Iraqi army over the weekend, saying it lacked the will to fight. 

The Obama administration has since sought to mend fences, with Vice President Joe Biden making a call Monday to Abadi in which he "recognized the enormous sacrifice and bravery of Iraqi forces over the past 18 months in Ramadi and elsewhere," according to a statement from the White House.

PM Modi is now meeting party workers at the BJP headquarters.  He met officials from the PMO this morning. After some light-hearted moments where the PM shared anecdotes from his early days in the BJP, party workers line up behind the PM to take pictures.


In the morning, Modi interacted with all the officers of the Prime Minister's Office at South Block. The Prime Minister praised the officers at "Team PMO" and lauded them for the hard work and dedication with which they have performed their duties. Prime Minister Modi was also given an overview of the various reforms and changes that have been initiated in the PMO over the last one year. The Prime Minister was earlier greeted on his arrival at South Block by Principal Secretary Nripendra Misra and Additional Principal Secretary P K Mishra.

18:00   Will go to any extent to protect India: Defence minister
Undeterred by the controversy over his earlier "terrorists have to be neutralised only through terrorists" remark, Defence Minister Manohar Parrikar has asserted that he will go to "any extent" to protect India and those who attack will be "paid back in the same coin".


Parrikar noted that his remarks evoked a sharp reaction only from one country and, without naming Pakistan, said the question was about his reaction on the terrorist camps in Pakistan-occupied-Kashmir supported by Pakistan. "So the response was based on that," he told PTI in an interview.


He further added that the word "neutralise" does not mean only killing but also making terrorists switch the sides and surrendering. Underlining that his remark was generic and not against anyone in particular, Parrikar maintained that only a certain part of his remarks was picked up and highlighted.


"Basically, if I have to defend my country, I will go to any extent...Whatever is required to be done will be done. That is the basic motto which one should have. "If someone harms my country, I have to take pro-active action....The army's basic purpose is that if anyone attacks the country, attack him back. Pay him back in the same coin," Parrikar asserted, underlining that one does not keep 13 lakh strong Army to "preach peace".


However, he clarified that "I have not said I am going to do covert operation. I did not talk about it. The person who asked me talked about covert operation. Not me." During a media event last week, Parrikar, in reply to a question, had said, "We have to neutralise terrorists through terrorists only. Why can't we do it? We should do it".

Just in: BJP MLA OP Sharma (pictured) escorted out of the Delhi Assembly by marshals. The BJP MLAs -- all three of them -- in the 70 member assembly were protesting against the Speaker's criticism of LG Najeeb Jung.


"If Kejriwal thinks that the MHA notification is not right they should reach the court. AAP MLAs were using unparliamentary language against the LG and PM Narendra Modi," OP Sharma said outside the House.


He added, "We have all the right to protest. This is democracy. The Speaker is not being impartial. How does it matter what our strength in assembly is, the ratio is that of Kauravas and Pandavas."


AAP won a whopping 67 seats in the 70-member Delhi assembly.  A special session of the assembly was convened today to deliberate on the Central government's notification giving absolute powers to the LG in appointment of bureaucrats and issues of police and public order.

17:32   PM Modi's first visit to Bangladesh on June 6
Prime Minister Narendra Modi is off again, this time to Bangladesh. The PM will undertake a two-day state visit from June 6 to further bolster bilateral ties, the foreign ministry said today.


Modi would make his maiden visit to Bangladesh after being invited by his counterpart Sheikh Hasina following his election last year, the foreign ministry said in a statement.


"The visit is expected to further strengthen the excellent relationship between the two countries," it said. The statement said the two premiers would hold talks to review the "entire gamut of bilateral relations" while Modi will also make a courtesy call on President Abdul Hamid.


The statement came hours after Indian High Commissioner in Dhaka Pankaj Saran joined a meeting with Bangladesh officials at the foreign ministry to finalise the protocols and other issues related to the visit.


Officials familiar with the meeting said besides the talks with Hasina and Hamid, Modi would join a function at premier Dhaka University, deliver a public lecture at Bangabandhu International Conference Hall in the capital and visit the National Memorial at suburban Savar to pay tributes to martyrs of 1971 Liberation War.

Even as the Bharatiya Janata Party government released a list of all its achievements through the year, the Congress too came up with its own report card assessing the NDA govt.'s tenure, labelling it "One year, country in tatters."


Stamping a "fail" on the Modi Sarkar 2014-2015, the Congress' report card pithily summed up the NDA's performance as "broken promises, boastful claims, shattered dreams, a nation betrayed".


In its 46-page booklet, the Congress has assessed the government on 11 broad parameters, including agricultural distress, black money "jumla", human resource destruction, regressive leadership and sought to play down the efficacy of Prime Minister Narendra Modi's foreign policy.

At the special session of the Delhi Assemby AAP MLA Adarsh Shastri has moved a resolution seeking to amend section 155 of the constitution so that the state government can impeach the Lieutenant Governor.  Shastri said that he's hoping the Assembly will pass the resolution and it will force Parliament to consider the issue.


It must've been a rather awkward meeting between Delhi Chief Minister Arvind Kejriwal and Lt Governor Najeeb Jung today. The two met ahead of the special Assembly session. Present at the meeting were Deputy CM Manish Sisodia and Chief Secretary KK Sharma.

PM Modi launches Doordarshan's farmer-centric Kisan channel.


The government has made it a "must carry" channel making it mandatory for cable and Direct to Home (DTH) operators to provide it to their subscribers.


"Since there are farmers in every state, so under the Cable Act, the Kisan channel has been made a must-carry channel. Must carry means that it is compulsory for every cable network or DTH network to carry it," Information and Broadcasting Minister Arun Jaitley today said.


Officials said that earlier there were 24 TV channels which were must carry channels and after the notification issued with regard to DD Kisan, there are 25 such channels now.


Several Doordarshan channels are included in the category of 'must carry' channels, they said.

15:52   More Swiss a/c names tumble out; Yash Birla among notified ones
Industrialist Yash Birla, as also two Mumbai-based individuals behind City Limousines scam, are among five Indian nationals with Swiss bank accounts whose names have been made public in Switzerland's official gazette with regard to ongoing tax probes against them in India.


The other two are Gurjit Singh Kochar, son-in-law of late realty baron Ponty Chadha, and a Delhi-based businesswoman Ritika Sharma. The names of these five "Indian nationals" have been made public in Switzerland's Federal Gazette with regard to details sought about them by the Indian authorities. Among these, some details have already been shared by the Swiss Federal Tax Administration (FTA) with India including about Birla and Sharma of Blessings Apparel.


These are in addition to the two other Indians -- Sneh Lata Sawhney and Sangita Sawhney -- whose names have also been made public in similar manner for being probed by the Indian tax authorities. In case of Sayed Mohamed Masood, being probed for a major ponzi scheme run from Mumbai through City Limousines, some details were shared by the Swiss authorities in the past.


His accounts were also frozen a few years ago following a request from the Enforcement Directorate. Fresh details about him and about Chaud Kauser Mohamed Masood have been sought by the Indian authorities, as per the notifications published in Switzerland's official gazette.

15:38   Parrikar calls scandal-tainted Bofors guns 'good'
Defence Minister Manohar Parrikar today described the quality of Swedish Bofors guns as "good" but refused to comment on remarks attributed to President Pranab Mukherjee that the controversy surrounding its acquisition was a "media trial".


"I can only certify that Bofors guns are good. I do not make any statement on President's statement. If you ask me about quality of Bofors guns, then they are good," Parrikar said.


Mukherjee was quoted, wrongly, by a Swedish daily as saying, "First of all - it is yet to be to be established that there was a scandal. No Indian court has established it. I was the defence minister of the country long after Bofors, and all my generals certified that this is one of the best guns we are having. Till today, Indian army is using it.


"The so-called scandal which you talk of, yes, in the media, it was there. There was a media trial. But I'm afraid, let us not be too much carried (away) by publicity."


However, the video of the interview shows no such comments being made by the President, who is scheduled to visit Sweden next month.


The scandal of procurement of 155mm howitzer field Bofors guns plagued the Rajiv Gandhi government in the late 1980s and became a big election issue in 1989 in which the former Prime Minister had to face defeat.

Yet another book has come out damming the previous UPA government with former TRAI Chairman Pradip Baijal alleging that the then Prime Minister Manmohan Singh had warned him of harm if he did not cooperate on 2G telecom licenses.


An accused in the 2G spectrum allocation scam case, he also claimed that the CBI wanted him to "implicate" Arun Shourie and Ratan Tata in the case.


In his self-published book, "The Complete Story of Indian Reforms: 2G, Power and Private Enterprise - A Practitioner's Diary', Baijal, who was appointed head of the telecom watchdog by the NDA government in 2003, said the 2G scam trail began under UPA's Telecom Minister Dayanidhi Maran regime.


"They (CBI) had warned me in each case that I would be harmed if I didn't cooperate. Incidentally, this was exactly what the eminent economist Prime Minister had told me would happen if I did not cooperate in their scheme of things in the 2G case," Baijal writes in an apparent reference to 2G case and disinvestment issues.


There were no immediate comments available from the former Prime Minister, while Baijal told PTI "I have said everything. It is 100 per cent correct and I have evidence to prove everything." This is the third book in last more than a year that has come to haunt Singh and his government about state of affairs during his regime.


The first book was written by his aide and media advisor Sanjaya Baru and later by former coal secretary P C Parekh who is also an accused in the case relating to coal blocks allocation.

14:54   Three held in Fim City shootout
Three persons, who were allegedly involved in the firing incident that took place in Film City last week in Mumbai, which left owner of a security agency critically injured, have been arrested, police said today.


"We have arrested three persons yesterday and they will be produced in court today. We are going to request the court to get their remand so that we can nab the absconding accused," Vilas Chavan, senior police inspector of Arey Colony police station said.


The accused -- the plotters of the incident -- have been identified as Sumit Talekar (22), Jugal Dodiya (26), and Yogesh Kokane (31), he said. Police said three others - the shooters -- Suresh Gaikwad, Sandip Khairnar, and Ramesh Kamble are at large and efforts are on to nab them.


According to a statement issued by Mumbai police, the accused orchestrated the attack to take revenge over a fight with Raju Shinde (who was shot at) last month, when they went to him in connection with a job.

Both leaders exchanged pleasantries at the meeting which took place at the Rashtrapati Bhavan.


"PM @narendramodi called on #PresidentMukherjee today at Rashtrapati Bhavan on first anniversary of NDA Govt," said the message posted on President of India's official twitter handle.

Terming the NDA government's first year in power as excellent, Union Home Minister Rajnath Singh on Tuesday said that no one can accuse the Narendra Modi-led government of corruption.


"No one can accuse us of corruption, I can safely say that," Singh said while talking to the media in Kolkata.


He also stressed that the NDA government has given a thrust to economy. Claiming that his government has been able to control price rise, Singh said there is a visible change in the economy and inflation is also under control.


The world has taken note of Modi government, Singh said, adding that it has ended the policy paralysis prevalent in the earlier rule.


"Our agenda is agenda of all round development," Singh said during the press conference which was a part of BJP's planned media blitz to celebrate NDA government's first year in power.

12:47   Salman CAN travel to Dubai, says HC
The Bombay High Court has allowed actor Salman Khan permission to travel to Dubai for a show later this month.

The actor, who is out on bail after being convicted in a 2002 hit-and-run case, needs to seek the court's permission every time he wants to leave the country.

On May 6, Salman was convicted by a Mumbai sessions court for culpable homicide not amounting to murder and sentenced to five years in jail.

On May 8, the High Court granted him bail and suspended his sentence pending the hearing and disposal of his appeal against the conviction.

Salman's application, filed last Wednesday, says that he wants to travel to Dubai for a show on May 29.

Frequent cancellation of trains on Delhi-Mumbai route due to ongoing agitation by Gujjars in Rajasthan is causing Western Railway a revenue loss to the tune of Rs 15 crore per day.


"The revenue collection per day has dipped by Rs 12-15 crore as around 15-20 trains, including freight trains, are getting cancelled," an official from commercial department of WR said today.


Gujjars have been blocking the rail track in Bharatpur district amid a stand-off with the government over their demand for five per cent reservation.


"It would have been a bit less hard hitting had only passenger services been affected. But unfortunately, freight services have also been cancelled which has added to our concerns," the official said on condition of anonymity.


Among trains cancelled so far were August Kranti Rajdhani Express, Golden Temple Mail, Mumbai Central-New Delhi Duronto Express, Mumbai Central-Firozpur Janta Express while dozens of trains are running behind schedule or are being operated through diverted routes.


Reviving their demand for five per cent reservation in jobs, Gujjars in Rajasthan launched an agitation on May 21, blocking railway tracks, even as the state government expressed readiness to have talks with them.

The Mumbai police have arrested two persons from an event organising company over the case of objects flying near the Mumbai airport runway, which were identified as promotional balloons.

Five parachutes were spotted near the Mumbai airstrip causing a security concern and leading to a multi-agency probe.

According to the police, Dharmanand diamond export company had organised a cricket tournament in Kalina on Saturday close to the Mumbai airport. The organisers had suspended five air balloons in the air for advertising its brand, The Indian Express reports.

Days ahead of his state visit to Sweden, President Pranab Mukherjee said the Bofors scandal was a media trial but it had not been proven to be a scandal in a court of law.

In an interview to Swedish national daily Dagens Nyhetter, Mukherjee was asked if he thought Bofors had been a media trial.

The president said, "First of all -- it is yet to be to be established that there was a scandal. No Indian court has established it. I was the defence minister of the country long after Bofors, and all my generals certified that this is one of the best guns we are having. Till today, Indian army is using it. The so-called scandal which you talk of, yes, in the media, it was there. There was a media trial. But I'm afraid, let us not be too much carried by publicity."

The Bofors scandal was a $285 million contract between the Indian government and Swedish arms company Bofors, signed for supply of 155mm howitzer field guns in 1986.

I have devoted every moment of every day, and every element of my body and spirit, in fulfilling the same with fullest sincerity and honesty.

We assumed office at a time when confidence in the India story was waning. Unabated corruption and indecisiveness has paralyzed the government. People had been left helpless against ever-climbing inflation and economic insecurity. Urgent and decisive action was needed.

Significant changes have been brought about in work culture, nurturing a combination of empathy as well as professionalism, systems as well as breaking of silos. State governments have been made equal partners in the quest for development, building the spirit of Team India. Most importantly, we have been able to restore trust in the government.

Bangladesh today banned an Islamist militant outfit that is believed to be behind the gruesome hacking deaths of three secular bloggers in recent months that have evoked outrage in the country and across the globe.

The Bangladesh government banned Ansarullah Bangla Team for its militant and anti-state activities with the home ministry publishing a gazette notification in this regard.

It is the sixth such organisation to be outlawed for militant activities. "We had taken the decision to ban the outfit earlier this week on the basis of a police report...we are implementing this decision today," State Minister for Home Affairs Asaduzzaman Khan Kamal told media persons.

The Delhi government today said it has sanctioned a plan for the opening of 20 new fast-track courts which will deal with heinous crimes in the national capital, including those against women.

Speaking at an "open cabinet" to mark 100 days of AAP government, Law Minister Jitender Singh Tomar said that rape cases in these courts will be disposed of in six months. "The government has sanctioned a plan for opening new 20 fast-track courts, which will deal with heinous crimes, including those against women.

"Apart from these, the government will also open 27 fast- track courts in the second phase due to which cases involving crimes against women will be disposed of in just six months," said Tomar.

Food and Civil Supply Minister Asim Ahmed Khan said that in order to provide rations to the people in a time-bound manner, the government has installed Point of Sale (PoS) at 42 fair price shops.

On March 27, an American astronaut named Scott Kelly blasted off from Earth and, six hours later, clambered onto the International Space Station. 

He has been there ever since. Each day, the International Space Station orbits the planet fifteen and a half times, which means that after a month Kelly had completed more than four hundred and fifty circuits. By now, he has made nearly a thousand.

Kelly, who is fifty-one, is shortfive feet sevenand stocky, with a round face and a thin smile. 

If all goes well, he will not return to sea level until March, 2016. At that point, he will have set an endurance record for an American in space.

Fluids collect in places they shouldnt. Muscles atrophy and bones grow brittle. Astronauts internal organs drift upward and their spines extend. It is expected that by the time Kelly finally descends he will have stretched to five feet nine.

"Lotus is the party symbol as well as the symbol of prosperity. Since, the Prime Minister everyday, during the past one year did something to make the country prosperous, thus, the garland of lotus flowers was presented," said D P Goyal, BJP district president.
