A cloudburst occurred tonight in Baltal near the base camp of Amarnath Yatra in central Kashmir's Ganderbal district but all pilgrims are reported to be safe, police said. 

"Cloudburst struck near Baltal base camp and water entered some tents there.  However, all yatris are reported safe so far," a police official said.

Amid its fierce tussle with the Delhi police, the Aam Aadmi Party government today made a stinging attack on it and the Centre, saying the capital has become a "police state" as people in various parts of the city were "terrified" because of excesses by the cops.

Talking about "police brutality" on AAP protesters in Anand Parbat area on July 21, Deputy Chief Minister Manish Sisodia said the party workers were beaten up "mercilessly" by Delhi police personnel which "reflected state of affairs". "Delhi has become a police state. We use to hear about torture meted out to Naxalites and terrorists. The same treatment is meted out to AAP workers. People are terrified," Sisodia during an interaction with protesters who sustained injuries during the protest.

Delhi Chief Minister Arvind Kejriwal, a number of AAP leaders and a select group journalists were also present. The victims bared wounds of alleged police brutality to those present and some of them even broke down. "We will have to fight unitedly. We will explore all options," said Kejriwal, assuring them of justice.

The face-off between the Delhi police and AAP government has intensified, particularly after the murder of a 19-year-old girl in Anand Parbat area. The AAP government had accused the police of not probing the case "effectively".

In his strongest assertion amid his ongoing tussle with the Arvind Kejriwal dispensation, top cop B S Bassi today said it would be a "very unfortunate" day in the history of the capital if the Delhi police comes under the city government and its functioning under the Centre's jurisdiction was "perfect".   

"It will be a very unfortunate day in the history of Delhi. As a citizen of Delhi I can say it would be a bad fortune for Delhi. They (AAP) have the right to make apolitical demand. It is political posturing. And as a citizen of Delhi I have the right to say this is not right for Delhi citizens," Bassi said.   

Justifying his point, he said that under the present arrangement where it is under the Union government, it does not have to face any "local vested interest" as the prime minister or home minister have no stake.   

"The present system is the best. No prime minister has any vested interest in Delhi unless belongs to Delhi. I have not seen any PM having any local interest in Delhi during my long career. Every prime minister would want progress of Delhi but he will not have any local vested interest. Generally any home minister also will not have any local vested interest in Delhi," he told PTI in an interview.

World Wrestling Entertainment has fired Hulk Hogan, the company confirmed to E! in a statement.

"WWE terminated its contract with Terry Bollea (aka Hulk Hogan)," the statement read.

"WWE is committed to embracing and celebrating individuals from all backgrounds as demonstrated by the diversity of our employees, performers and fans worldwide."

The Daily Beast reported that Hogan was fired following the emergence of alleged racially tinged comments by the wrestler.

WWE has erased all mention of the wrestler from its site. Web pages which recently featured videos, biography and imagery of the 61-year-old star have been pulled from the organization's site.

20:08   Angry CM flings copy of budget inside assembly
Angry with repeated disruptions in the assembly, Karnataka Chief Minister Siddaramaiah flung a copy of the budget into the well of the House today. The ruling Congress and opposition, the Bharatiya Janata Party were involved in heated arguments over the alleged cut in funding of centrally sponsored schemes.

Trouble began when the chief minister said that the government has not been able to achieve 100 per cent spending of total budget plan due to alleged reduction of Rs 4,690 crore in grants from the Centre.

The BJP members objected to it, accusing the chief minister of giving wrong information, which led to a war of words from both sides.

Vexed over the delay in implementation of One Rank One Pension scheme, a group of ex-servicemen has decided to greet Defence Minister Manohar Parrikar with black flags when he arrives on a visit in Chandigarh tomorrow.

"We will go ahead with our plan to show black flags to the minister for his failure to have already approved the OROP scheme," said Brigadier (Retd) Harwant Singh, representative of the United Front of Ex-Servicemen.

"The defence minister has often mouthed platitudes for soon implementing OROP but has not given a firm date when that 'soon' would arrive," he said. Parrikar is scheduled to visit Mohali tomorrow for the inauguration of 'Mai Bhago Armed Forces Preparatory Institute', set up by the Punjab government to impart specialised training exclusively to female aspirants across the state to join the National Defence Academy in the country.

Singh said about 500-600 army men under the banner of United Front of Ex-Servicemen ill assemble at Gurudwara 'Singh Shaheedaan', Sohana in Mohali and from there they would move towards the inauguration site.

"Our anger is not against any person, but against the government's policy of enormous delay in implementing OROP. We will remain peaceful and disciplined during the said demonstration," he said.

18:38   Nestle India violated laws, FSSAI tells HC
The Food Safety Standards Authority of India (FSSAI) today alleged in the Bombay High Court that Nestle India had violated laws in the country by producing Maggi with lead content more than permissible limits.


"The company had acted in an untrustworthy manner...they had the capacity to produce a safe product but had not done so," Mahmood Pracha, Counsel for FSSAI's CEO, argued before a bench of Justices V M Kanade and B P Colabawalla.


The court was hearing a petition filed by Nestle India against FSSAI's June 5 order banning nine variants of Maggi and Maharashtra government's order prohibiting their sale. Even in foreign countries where Maggi was found to be of sub-standard quality, the product had been banned, said Pracha who cited an instance of the Philippines where it was withdrawn.

Yet another development in the never-ending battle between the Delhi government and Delhi Lt Lieutenant Governor. Najeeb Jung writes to Chief Minister Kejriwal saying his comments on PM Modi are inappropriate. Jung tells Kejriwal that the tone of his letter 'leaves him disappointed'. He also said that the inappropriate references to PM Modi reflects poorly on any chief minister. The Lt governor said the "letter leads to unsavory and unavoidable comments not just within country but also overseas."


In a letter to Jung, yesterday, the Aam Aadmi Party chief said the LG was working at the behest of Prime Minister Narendra Modi to weaken the Delhi government. Kejriwal wrote the letter a day after Jung dismissed AAP nominee Swati Maliwal's appointment as chief of the Delhi Commission for Women as lacking legal sanctity.


"The LG says he himself is the Delhi government. How can one individual claim to be the 'government'? If that were the case, there would be dictatorship in Delhi. The 'Delhi government' stands for the elected government, not an individual," the letter said.

"The reality is the LG is not doing this on his own. He is doing all this at the instance of the PM. Even the home ministry is increasingly become helpless before the prime minister's office."


Jung said he would ensure that the letter to Kejriwal is put in public domain since that is what the CM has done.

18:11   Audi crash: Jahnvi Gadkar's bail plea rejected again
Bail plea of Mumbai lawyer Jahnvi Gadkar, accused of running over two persons under the influence of alcohol, rejected again.


This was her second bail application that was rejected by the Kurla metropolitan magistrate's court. Her first plea was turned down on June 10. Gadkar had moved the second bail plea on July 16. Her lawyer had said in the bail application the investigation in the case was over and hence she could be granted the relief.


In the early hours of June 10, an Audi driven by Gadkar rammed a taxi, resulting in the death of two persons, including the taxi driver on the Eastern Freeway in Mumbai.

The deceased were identified as Mohammed Abdul Sayyad (55) and Mohammed Salim Sabuwala (50).

17:20   Hours after impotency slur, Centre's Rs 2000-cr relief for farmers
The Centre has approved a Rs 2,801 crore relief package for hailstorm-affected farmers in Uttar Pradesh. This is the second reprieve for farmers hit by unseasonal rain and storms. In April Prime Minister Narendra Modi announced that compensation for crop damage was raised and it will would be easier to claim financial support from the government.


"The amount of compensation has been increased to 1.5 times. If earlier a farmer was getting Rs. 100 as compensation, now he will get Rs. 150, if it was Rs. 1 lakh, he will get Rs. 1.5 lakh... a 50 per cent increase," the prime minister had said.


The Centre's announcement comes hours after Union Minister of Agriculture Radha Mohan Singh's comments today that love affairs and impotency caused the death of more than 1,400 farmers in India this year.

Undaunted by an online campaign urging boycott of Kerala over its recent decision to cull dangerous stray dogs, the government today said doing away with such stray animals would only make the state more 'tourist-friendly'.


"Kerala Tourism has no worries over the online campaign, claimed to be by a group of animal buffs urging boycott of the state," its Secretary G Kamala Vardhana Rao said. An online campaign under the titles '#Boycott Kerala', #Kerala Dog Culling', 'Worldwide Protest Against Mass Killing of Dogs in Kerala', started by some unknown persons, is going viral in the social media.


"Hit Kerala where it hurts - their tourism. Write letters, tweet, share on FB and Instagram. Do whatever it takes to speak up for these poor dogs. We will not stop till Kerala Govt stops this mass slaughter," the campaigners said in the facebook page of #Boycott Kerala'.

"We are warning the people of Karimabad, Newah, Jadoora, Wahibug and Kalaan to stay away from alcohol, charas and other unnecessary immoral activities," read the posters. 

The posters bearing the stamp and logo of Hizbul Mujahideen, appeared this morning in many areas of Pulwama district.

These also demanded the beauty parlours in the area to close down their businesses.

A police officer, while acknowledging the surfacing of the posters, said that the development can also be a handiwork of pranksters.

The Supreme Court of India on Friday refused to entertain a plea of Islamic organisations which contended that Muslim girl students be allowed to wear headscarf during CBSE's All India Pre Medical Test (AIPMT) exam.


The apex court bench headed by Chief Justice HL Dattu while rejecting the plea by Students Islamic Organisation of India, said: "If you appear in an examination without a scarf, your faith will not disappear."Describing the plea as "nothing but an ego", the court said that candidates can wear the headscarf after the exam is over.

In a shocking statement that has put the Bharatiya Janata Party, already on the backfoot after the Lalit Modi controversy and the Vyapam scam, in a spot, Union Minister of Agriculture Radha Mohan Singh on Friday said the it was love affairs or impotency that caused the death of more than 1,400 farmers in India this year.


In a written reply in Rajya Sabha to a question of what has caused the death of so many farmers in India, Singh said, "According to the National Crime Records Bureau, causes of (farmer) suicides include family problems, illness, drugs... dowry, love affairs and impotency." The minister, however, did not rule out debt as one of the reasons.

15:25   'Shocked, aggrieved' Teesta moves HC after anticipatory bail is rejected
A shocked and aggrieved Teesta Setalvad and her husband Javed Anand have moved the Bombay High Court soon after her anticipatory bail application was rejected by a CBI court.


Aggrieved by the order, Setalvad told the CBI court that "she was shocked and aggrieved by the judgement and she believes that it is done to intimidate and possibly eliminate us by powers in Delhi."


The CBI on July 8 registered a case against Setalvad and her husband and subsequently raided their home and offices a week later. The agency is probing into whether Setalvad's non-governmental organisation Sabrang received funding from the United States-based Ford Foundation without government permission.

Triggering controversy over capital punishment to Yakub Memon in Mumbai blasts case, AIMIM president Asaduddin Owaisi today sought to know whether the perpetrators of demolition of disputed structure in Ayodhya, communal riots of Mumbai and Gujarat and other such sensational cases would get a similar punishment.


"Why have not perpetrators of demolition of Babri Masjid been convicted and will they also be given capital punishment as that is the original sin?" the Hyderabad MP said while addressing a gathering here. Alleging that the recommendations of Sri Krishna Commission have been put in cold storage both by the BJP-Shiv Sena and Congress-NCP governments in Maharashtra, he wondered how many have been convicted in the Mumbai riots of December, 1992 and January, 1993.


"1,000 people killed in communal riots of December, 1992 and January, 1993. How many are convicted?" he asked. "Will Sadhvi Pragya, Col. Purohit and Swami Aseemanand, whose name cropped up in connection with Malegaon blasts, would get capital punishment," he said, adding "this is up to NIA to prove to courts."


"Rajiv Gandhi and Beant Singh killers have backing of respective political parties, that is why they have not been given capital punishment," Owaisi said.

14:48   Teesta's anticipatory bail rejected; arrest imminent?
A Mumbai CBI court has rejected the anticipatory bail plea filed by human rights activists Teesta Setalvad and her husband Javed Anand. Teesta is now expected to appeal to the High Court.


The couple moved for relief against likely arrest after the CBI raided their house and offices in Juhu on July 14. The CBI prosecutor opposed their plea on the ground that it was a serious crime that requires their custodial interrogation.


The crime he referred to was an FIR lodged against her, Anand and one more person for alleged violations of the foreign funding law.


The FIR registered by the CBI is against directors of Sabrang Communications and Publishing Pvt Ltd -- Setalvad, her husband Javed Anand and Peshimam Gulam Mohammed for alleged violation of provisions of the Foreign Contribution (Regulation) Act by conspiring to receive funds from abroad without permission from the home ministry.

In an aggressive posturing that reflects increasing strains in partnership with the BJP, Shiv Sena president Uddhav Thackeray today said he was determined to bring his party to power on its own in Maharashtra. He also dubbed Sharad Pawar-led NCP as "a shameless party" for offering unsolicited support to BJP after the Assembly elections.


"It is my dream that there should be only Shiv Sena's rule in Maharashtra in the future. Snatching this power for the Sena is not only my dream, but my resolve. Every Shiv Sainik (party volunteer) dreams of this and soon the whole Maharashtra will dream of this," Thackeray said in an interview to Sena MP Sanjay Raut in party mouthpiece 'Saamna'. Directing his ire at the NCP for pledging support to the BJP to form government in the post-poll scenario, he said, "NCP is a shameless party. Inspite of so much being said about them, they offered support (to BJP) without being asked for. It wasn't the case with Shiv Sena. We agreed to support only after the BJP formally asked us for it." Turning up the heat on BJP, Uddhav called for a probe into the allegations of corruption against BJP ministers, including the "chikki" scam that has cast a cloud over Woman Child Development Minister Pankaja Munde.

13:39   SC to hear death row convict Yakub Memon's mercy plea on Monday
The Supreme Court will hear death row convict Yakub Memon's mercy plea on Monday, July 27. Memon, the lone death-row convict in the 1993 Mumbai serial blasts case, moved the Supreme Court on Thursday seeking an immediate stay on the execution of his death sentence, scheduled for July 30.


In his criminal writ petition, Memon said that his death warrant was issued by a TADA court in Mumbai even though he had not exhausted all the legal remedies available to him.  He said he had now approached the Governor of Maharashtra with a plea for mercy.

13:35   Boycott Kerala campaign goes viral after state's decision to cull stray dogs
The Kerala state government's July 9 decision to cull 'rabid and dangerous' stray dogs has triggered a worldwide campaign that is going viral online with the hashtag '#BoycottKerala'.


The campaign, which has in fact turned into a 'Hate Kerala' call as well, goes also by the hashtags '#KeralaDogCulling' and '#BoycottKeralaTourism' and even '#BoycottKeralaProducts', indicating that the protest was in fact attacking the state's tourism industry to garner support for the dogs.


According to a Facebook page of the campaign, protests will be staged at several spots across the globe on July 26, with protest venues being finalised already in at least 10 Indian cities and as many international spots.


The Indian cities include Kolkata, Mumbai, Delhi, Ahmedabad, Goa, Indore and Bengaluru, while the foreign venues include Hyde Park in London, Chicago, Boston, New York, Houston, Seattle, Sao Paulo in Brazil, Berlin in Germany and Italy.


The campaigners, some of whom quote the Animal Welfare Board of India's reported statement against the Kerala government decision, call the culling decision 'unconstitutional and barbaric', and ask fellow-campaigners to 'hit Kerala where it hurts' -- their tourism'.

I would think that the CBI has weightier matters to deal with but Setalvad has offended those in power with her single-minded devotion to the cause of justice for Gujarat's Muslims. If not for this intrepid woman, the injustices of Delhi 1984 would have been repeated in Gujarat."

Will the Monsoon Session of Parliament be adjourned sine die on Monday?


That's the buzz in the Central Hall of Parliament on Friday, with many members of Parliament from both the Bhartiya Janata Party
and the Congress privately saying that the situation was getting out of control.


The rumours attained steam after Congress vice-president Rahul Gandhi told TV journalists that External Affairs minister Sushma Swaraj had committed a criminal act and the only way forward was her resignation.


The senior BJP leadership has refused to relent. Last week and even during the Parliament session this week, the BJP leadership rejected the demands for the resignations of Sushma Swaraj and Rajasthan Chief Minister Vasundhara Raje Scindia over their alleged links with scam-tainted former IPL chief Lalit Modi, saying there is "no technical or legal" basis for the resignations.


Finance Minister Arun Jaitley on Tuesday has maintained that the opposition is not ready for any debate. The government is ready for a discussion in any form at any time. But the distinct and clear impression that they dont want a discussion, Jaitley said after the Rajya Sabha witnessed several adjournments.


Congress chief Sonia Gandhi has signaled that the party was set to persist with the aggression it displayed in the Rajya Sabha, telling her MPs that they needed to convey the message that the government was protecting the corrupt.


Quite naturally, the government has been trying to find a compromise with the Congress-led Opposition through back channel talks via regional parties, to end the logjam.


Sources tell us that BJP MPs have told senior leaders to adjourn the session sine die so that they can concentrate on the Bihar elections, expected to be held by the end of the year. At least 200 MPs will get plumb assignments for the state polls from BJP president and key strategist Amit Shah and they are keen to get cracking on it.


So, a decision will be taken on adjourning the Parliament sine die on Monday, after an all-party meeting is convened by Lok Sabha Speaker Sumitra Mahajan.


BJP MPs have are concerned that Rajya Sabha chairperson Dr Hamid Ansari is unyeilding that Treasury Benches cannot get bills passed in the repeated din of the house, especially when MPs rush to the floor of the house.  


The BJP points out that in 2010 Dr Ansari got the Women's Reservation Bill with constitutional amendements passed in the Upper House by ensuring a 'jail-like' situation by putting CRPF policemen on standby. So, why is the chairperson unrelenting now, MPs ask?

12:20   Grenades lobbed at telecom operators in Srinagar; no casualties
Mukhtar Ahmad/Rediff.com reports from Srinagar: Militants attacked offices of two telecommunication operators in Sopore, Srinagar on Friday. The militants hurled grenades at an Aircel showroom and a tower owned by Vodafone, resulting in widespread panic,  according to the police.


Luckily, no one was hurt in the attack. Telecom operators have been threatened earlier and, although officials were tight-lipped as to why the militants were targeting telecom installations, sources said the ultras are upset about the 'theft' of their communication equipment from mobile transmission towers in Sopore and surrounding areas since the past few months.

11:47   Install CCTV cameras in all jails, SC tells Centre, states
The Supreme Court on Friday directed the Centre and all the States to install CCTV cameras in all the prisons across the country and take a call on installing them in police lock-ups, if there are incidents.


The apex court bench of Justice T.S. Thakur and Justice R. Banumathi in their judgement said that CCTV cameras should be installed in the prisons within one year but not later than two years. The court also said that every police station should have at least two women constables.


Pronouncing the judgement, Justice Thakur said that all the State governments must fill up the vacancies in the State Human Rights Commissions within three months time.


The court also directed union territories to set up State Human Rights commission, noting that none of them, including Delhi, have their own State Human Rights Commission. The court directions came while deciding a PIL by one Dilip K. Basu seeking prison reforms and filling of the vacancies of the State Human Rights Commission.

Lok Sabha adjourned till Monday. Which means not a single day of work for our elected representatives since the monsoon session began on Tuesday.

In the Rajya Sabha, Mr Lalit Modi is the cause of ruckus, interspersed with pleas of 'please, please' from the chairperson.  And the house is adjourned till noon.

Congress members have stalled both houses over the last three days demanding the resignation of external affairs minister Sushma Swaraj, Rajasthan chief minister Vasundhara Raje and Madhya Pradesh chief minister Shivraj Singh Chouhan.

While Swaraj and Raje are under fire for helping tainted former IPL chief Lalit Modi, who faces an Enforcement Department probe for alleged money laundering and forex violations, Chouhan is under pressure to quit over the Vyapam admission and recruitment scandal.

Congress leader Rahul Gandhi has said there should be 'resignations first and discussions later', but the party would be hampered by differences in opposition ranks as it looks to prolong its fight.

10:23   National-level fencing player pushed off train by Railway Police, dies
A national-level fencing player, Hoshiyar Singh, has died after being allegedly pushed off a moving train by Government Railway Police (GRP) personnel near Mathura.

The altercation between Singh and GRP personnel broke out when the former entered the ladies' coach of the train to meet his ailing wife.

His father has alleged that the railway police told Singh to get off the ladies' compartment or pay some money. Soon, the argument broke out and police personnel allegedly pushed Singh out of the moving train.

"The GRP personnel asked my son to leave the coach or pay Rs. 200... By that time the train started moving," Singh's father said.

The victim's wife, who was inconsolable, demanded strict punishment for the GRP personnel.

"They pushed my husband off the train...I was not well and I called him to the ladies' coach. He was talking to me when the Railway Police came to him asked what he was doing in the ladies' coach," she said.

09:52   Terror groups plotting I-Day attack to avenge Yakub's hanging?
Mail Today reports: The security agencies have got a whiff of a terror plot being hatched to avenge the death penalty given to 1993 Mumbai blast accused Yakub Memon.

Intercepts of communications of various terror groups has revealed that a major strike can be carried out during the Independence Day programme.

Memon is slated to be hanged on July 30. In a bid to stop any such strike, the security forces have put in place a counter offensive to thwart the attack by launching what is being termed as "Operation Lal Quila".

The intercepts of major terror groups such as the Indian Mujahideen, Jaish-e-Mohammed, Tehrik-e-Furqan, Lashkar-e-Tayiba and Pasban-e-Ahle Hadis were received recently. 

Some intelligence inputs have also been received on the possible involvement of ISIS (Islamic State).

In a direct attack on the Centre, the AAP-led Delhi government has put up posters across the national capital requesting Prime Minister Narendra Modi to allow the city dispensation to work.

Referring to "interference" of central government in the functioning of Anti-Corruption Branch and Delhi Commission for Women, AAP government issued a new poster which read, "Prime Minister Sir, Please, let Delhi government work. Delhi government is working fine.

The poster was put up across Delhi soon after Chief Minister Arvind Kejriwal shot a letter to L-G, alleging that Najeeb Jung has made the DCW "completely dysfunctional" at the behest of the prime minister.

Rahul Gandhi will today undertake a 'padayatra' in Andhra Pradesh's drought-hit Anantapur district, setting off from a village where Indira Gandhi addressed a meeting in 1979, to highlight the issues faced by farmers and women self-help groups.

The Congress vice-president, who reached out to farmers during similar visits and foot marches in states like Punjab, Maharashtra, Telangana and more recently Rajasthan, would kick off his 'padayatra' from Obuladevara Cheruvu village and enroute interact with farmers, weavers and students. 

He would garland the statues of Dr B R Ambedkar and late AP Chief Minister Y S Rajasekhara Reddy, party leaders said. 

Ruling TDP in the state and YSR Congress, however, hit out at the Rahul, blaming the Congress for bifurcation of Andhra Pradesh and the "gross injustice" to Semandhra. 

Rahul will hold meetings with NREGA workers, migrant labourers at different villages in Anantapur, which is among the districts that receive low rainfall in the country. 

He is also scheduled to meet the family of farmer Harinath Reddy who allegedly committed suicide. 

After the 'padayatra' ends, he would receive representations from people and also talk to senior Congress leaders at Puttaparti, the spiritual town of late Satya Sai Baba.

09:16   Gunman opens fire at Louisiana theater, kills 3, injures 7
A 58-year-old gunman opened fire inside a crowded movie theater in Lafayette, Louisiana, on Thursday evening, killing two people and injuring seven others before taking his own life, police said.

The gunfire erupted during a crowded 7 pm CDT (0000 GMT) showing of the film "Train Wreck" and took place almost three years to the day after a movie theater rampage in Aurora, Colorado, that killed 12 people.

Lafayette Police Chief Jim Craft said two people died in the hail of bullets before the gunman shot himself to death.

He said seven people suffered injuries ranging from non life-threatening to critical. Craft said authorities knew the shooter's identity but were not releasing his name during the early stage of the investigation.

Some 100 people were in the theatre when the gunman opened fire.

Louisiana Governor Bobby Jindal traveled to Lafayette, a city of about 120,000 people roughly 55 miles (90 km) southwest of Baton Rouge.

"As governor, as a father and as a husband, whenever we hear about these senseless acts of violence it makes us both furious and sad at the same time," he said at a briefing.

The first contingent of American-trained Iraqi army soldiers has been deployed in combat against Islamic State, joining a campaign to encircle and later retake the capital of the country's largest province, U.S. and Iraqi officials said on Thursday.

Iraqi commanders have sent the newly trained and equipped 3,000-man force to the outskirts of Ramadi, the capital of Anbar province, said Col. Steve Warren, a Pentagon spokesman. U.S. military officials said the units are among the best-trained and best-equipped army troops in Iraq and could begin a ground assault on Ramadi within the next two months, depending on conditions on the ground.

Turkish forces returned fire on Islamic State militants in Syria with tank shells on Thursday after a Turkish soldier was killed and two others were wounded in a cross-border firefight, military and government officials said.

The fighting comes days after a suspected suicide bombing by the Islamist radical group in a Turkish border town killed 32 people, many of them students and some of them Kurds, touching off waves of violence in the largely Kurdish southeast.

Hundreds of passengers heading to Germany on Condor Airlines were stuck at Portland International Airport in Oregon for nearly 24 hours after an electrical smell forced the crew to stay put. 

The Oregonian reports that the German-based leisure airline issued a statement saying the flight to Frankfurt was delayed Tuesday night until Wednesday. The flight was rescheduled to take off at 11:45 a.m. Wednesday, but an airport official says the flight didn't depart until after 3:30 p.m.

The International Monetary Fund signaled Thursday it could release USD1.7 billion in bailout funds next week to Ukraine as the country reels from civil war and seeks private-sector debt relief. 

The IMF executive board is tentatively scheduled to meet on July 31 to decide on the second disbursement of the country's four-year support package, said Fund spokesman Gerry Rice.

At least nine people have been killed during five days of torrential rain and landslides in Pakistan-occupied Kashmir (PoK), emergency officials said today. 

The deaths came as water channels swelled and people were left trapped in landslides in four mountainous districts of Kashmir.
