23:16   UNHRC adopts resolution on Palestine, India abstains
India for the first time today abstained from voting on a resolution on Palestine adopted at the UN rights body that calls for accountability by parties involved in last year's conflict in Gaza.

India, however, maintained that there was no change in its long standing position on support to the Palestinian cause.

The resolution on "ensuring accountability and justice for all violations of international law in the occupied Palestinian territory, including East Jerusalem" was adopted at the UN Human Rights Council (UNHRC) with 41 votes in favour, five abstentions and one vote against the resolution.

India abstained on voting along with Ethiopia, Kenya, Macedonia and Paraguay.

The Permanent Representative of India to the United Nations Office at Geneva (UNOG), Ajit Kumar, in an explanation of the vote said, "We are not a party to the Rome Statute or the International Criminal Court (ICC) for reasons that have been enumerated earlier. Taking that into account India has decided to abstain from this resolution".

In response to a question on India's vote, an External Affairs Ministry Spokesperson in New Delhi said, "There is no change in India's long standing position on support to the Palestinian cause."

In response to a question on India' s vote on resolution A/HRC/29/L.35 in the Human Rights Council today'', the Official Spokesperson said : 'There is no change in India's long standing position on support to the Palestinian cause. The issue in this particular Resolution was the reference to the International criminal court.

India is not a signatory to the Rome Statute establishing the ICC. In the past also, whenever a Human Rights Council resolution had made a direct reference to the ICC, as had happened in the Resolutions on Syria and North Korea, our general approach had been to abstain. We have followed the same principle in our voting on today's Resolution. A school headmistress has banned skirts at a secondary school in the UK's West Midlands region to prevent male teachers and pupils getting "distracted".

Rowena Blencowe of Trentham High School in Stoke-on-Trent, Staffordshire took the action because she was fed up with reprimanding girls for showing too much leg and wearing skirts that "barely covered their bottoms".

As a result, all students will now have to wear trousers from September this year.

"It's been an increasing problem over the past two years, especially with the older pupils in Years 9, 10 and 11. Girls in year seven, and possibly year eight, tend to abide by the rules, but as they get older the skirts get shorter," Blencowe told the 'Daily Mirror'.

16:51   Centre notifies rules for valuation of black money stashed abroad
The Centre has notified the rules for calculating overseas income and assets under the stringent foreign black money law that came into force on July 1, 2015.

The value of the overseas assets, including immovable property, jewellery and precious stones, archaeological collections and paintings, shares and securities and shares in unlisted firms abroad will be calculated at the fair market value, the rules notified by the CBDT said on Friday.

The value of an overseas bank account will be the sum of all deposits made in the account since its opening, the rules said.

The Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015, provides for a total of tax and penalty of 120 per cent on the income or assets held abroad after the expiry of a one-time 90-day "compliance window" provided for persons to come clean.

Any income or asset declared during this period, which ends on September 30, would attract a total of 60 per cent tax and penalty, without penal provisions like jail term. They will have time till December 31 to pay the levies.

The rules notified on Friday provide for the way foreign income and assets would be valued for calculation of tax and penalty both for the compliance period and beyond its expiry.

The fair market value of an immovable property will be higher from the acquisition cost or the price that the property shall fetch in open market on the date of valuation.

The same principle would also be applicable for valuing bullion, jewellery or precious stone as well as archaeological collections, drawings, paintings and sculptures or work of art.

15:12   The drummers silence
The Narendra Modi government's credibility is at serious risk on three fronts: corruption, communalism and dissent. Under a seemingly placid surface, undercurrents are taking shape which, if not checked, have the ability to derail the government. The aggressiveness of its own supporters, the low credibility of the opposition and the drumbeat of its own propaganda may blind the government to them. But it would be foolish not to heed the warning signs.

13:52   Ad budget: Cong compares Kejriwal to 'North Korean dictator'
Slamming the AAP government for drawing up a whopping Rs 526 crore advertisement budget, Congress leader Ajay Kumar today compared Chief Minister Arvind Kejriwal to a "North Korean dictator who is into self- publicity".

The AAP government has come under attack over the size of its information and publicity budget for 2015-16 and Kumar, in a fresh salvo, said that the money was being set aside only "to continue the single-man, hero-worshipping cult culture of Arvind Kejriwal".

"This money could have been spent for treating patients or creating hospitals, beds, schools, roads. Why is it (being spent) when publicity of Delhi government was being managed in Rs 30-40 crores and was more than adequate," he said, adding that there is a Supreme Curt ruling on government advertising.

"Kejriwal is turning out to be like a North Korean dictator who is into self-publicity and self-promotion," Kumar said.

BJP, too, had yesterday attacked the AAP government for allocating such a "huge" sum for advertisement, charging that it was also a kind of corruption.

Weighing in against the Kejriwal government, former AAP leader Prashant Bhushan alleged that its new FM radio advertisement was in contempt of court and that the matter would soon be brought to the notice of the apex court.

Delhi government, meanwhile, has strongly defended the allocation, arguing that a separate head has been created for the first time for publicity and advertisement and that the figure may be less than the amount spent in previous years by various departments.

The Supreme Court recently banned use of pictures of chief ministers and other political personalities on advertisements, billboards or hoardings of government schemes. The Prime Minister and the President are the only exceptions to the rule.

13:13   Will flights be delayed for sick persons also, Sena asks
Taking a dig at Chief Minister Devendra Fadnavis for allegedly delaying an Air India flight after an official in his team forgot to carry proper travel documents, alliance partner Shiv Sena today asked if similar "social work" would be done for an ill person as well.

"Pardeshi was a part of the delegation led by Fadnavis. Thus the flight was delayed and Pardeshi was allowed to get his visa from his home following which the flight took off. Will the social work of bending rules be done in a similar way for a common man who is ill or handicapped?" the Sena asked in an editorial in party mouthpiece 'Saamana'.

Principal Secretary Praveen Pardeshi, despite having forgotten his visa at home, was given clearance at the Customs and Immigration counters, the Sena alleged and said that "the biggest threat to people's security comes from such VIP delegations."

As per media reports, Pardeshi was cleared at the check-in, but was held back before boarding as the passport he was carrying did not have the valid US visa. He apparently had a valid US visa in his old passport but this was not reflected in the new one he was carrying. He arranged to bring his old passport which had valid US visa stamp after which he was allowed to board the aircraft.

"The allegation that I forced delay of the flight to Newark is false and misleading," Fadnavis had earlier said.

The ruling alliance partner also said that the amount of business and investments that chief ministers bring back from their foreign tours is a matter of debate.

"Nowadays many CMs, like Fadnavis, are visiting foreign countries to gather investments for their states. But, why are CMs only running to foreign nations for investments and what is the actual business and investments they are bringing back should be a matter of debate," it said.

Foreign investment is a kind of "maze", the Sena said and questioned the amount of investments that chief ministers have been successful in bringing back from tours abroad.

An angry Fadnavis had tweeted yesterday that he would file for defamation once he was back in the country over the controversy of his delegation delaying the Air India flight from Mumbai to New York on June 29.

"Enough is enough. Once I'm back to India I will initiate proceedings of criminal defamation," he had tweeted. Following the tweets by the Chief Minister, two persons on the same flight took to the micro-blogging site to support him saying he did not delay the flight.

"@Dev_Fadnavis I was present in the flight AI 191. CM and delegation reached in time. Flight delayed due to immigration problem," a user by the name of Dushyant tweeted.

According to his Twitter profile @dushyantkagarwa, he is an author and freelance journalist based in Udaipur.

Another Twitter user Arvind Shah tweeted, "@Dev_Fadnavis I was in AI 191 and sitting behind CM in seat (8D), He neither called or try to delay flight, he was busy reading file".

Both the tweets were retweeted by Fadnavis, who had first denied the allegation that he had forced to delay the flight to New York in a tweet on June 30. He had said the allegations were "false & misleading".

11:00   For foreign scholars, Home Ministry acts as tough guide
In Christine Mehta's account of how she was deported from India last November, published in The Hindu on Thursday, there is a telling line. "India's progressive visa policy makes living and working in India easy for most second and third generation Indians living abroad, except for those working in environmental and human rights," the Amnesty International India researcher writes.

It reveals the uneasy relationship the State has with research, particularly on human rights undertaken by non-governmental organisations. The work has to pass muster with the Home Affairs Ministry.

10:57   In Dholpur, by the palace
If Dholpur had an official animal, it had to be the donkey.

They are everywhere: this sleepy eastern Rajasthan city of 1.3 lakh has stray donkeys like other cities have street dogs. Some are pet donkeys, used for transport. Herds of them stand stoically inside buildings constructed in a Maru Gurjara-cum-Islamic style that house state institutions here, witnessing court proceedings and land registrations in a city yet to come out of its feudal moorings.

10:31   Maharashtra CM seeks Microsoft support for smart city project
Terming his meeting with India-born Microsoft CEO Satya Nadella as "very productive" and "insightful", Maharashtra Chief Minister Devendra Fadnavis has said the software giant will extend support for a digital village and smart city in the state.

Fadnavis, who is on a week-long visit to the US, met Nadella in Seattle yesterday. He tweeted a picture of him with the Microsoft CEO and said, "Had a very productive meeting and insightful discussion with @Microsoft CEO @satyanadella at Microsoft in Seattle".

He said Microsoft has agreed for a "Digital Village" and for technology support to provide health care services in remote tribal areas in Maharashtra, with a pilot programme to come up at Melghat in Amravati district. 10:24   Rajat Gupta's appeal to quash insider trading conviction fails
In yet another setback for India-born former Goldman Sachs director Rajat Gupta, a federal US judge has rejected his appeal to overturn his two-year sentence and conviction on insider trading, rejecting his plea that there was "insufficient" evidence of him receiving "personal benefit" in exchange for providing tips.

District Judge Jed Rakoff said in a nine-page ruling issued yesterday in the Southern District Court that Gupta's argument that the evidence of personal benefits presented at the trial was insufficient to sustain his conviction calling it "both too late and too little".

Gupta, 66, was convicted in 2012 of passing confidential boardroom information to now jailed hedge fund founder Raj Rajaratnam. He appealed his conviction on various grounds, but the US federal court of appeals and even the Supreme Court rejected his arguments and affirmed the conviction.

Gupta is currently serving a two-year prison term in a federal prison in Massachusetts state and is scheduled to be released in March next year. In his new appeal, Gupta cited the appeals court's recent decision in which it reversed the insider convictions of hedge-fund managers Todd Newman and Anthony Chiasson.

In the landmark ruling, the appeals court had ruled that for an insider trading conviction prosecutors must show that a defendant received a personal benefit for passing illegal tips.

04:00   What happens when a state is run by movie stars?
New York Times reports: You know you have entered Tamil Nadu when you begin to see Jayalalithaa's face everywhere: a double-chinned Mona Lisa, her long, dark hair pulled back in a demure chignon.

In the cities, her party members line the avenues with giant Jayalalithaa billboards to prove their fealty, and her likeness stares out from posters all over the villages, where her biggest vote bank resides.

Her face appears on the outside of the free laptops she distributes to students and then again on the desktops.

There are Amma pharmacies for subsidized drugs and Amma canteens for 5-rupee meals; soon there will be Amma cinemas for cheap movies.

The ubiquity of that face gives the state the feel of a cartoon dictatorship, much to the annoyance of Tamils indifferent to her charms.

03:55   Solar Impulse beats new record, but pilot 'tired'
A solar-powered aircraft flying from Japan to Hawaii on the most perilous leg of a round-the-globe bid has beaten the record for the longest solo flight, organizers said today.

But they admitted that veteran Swiss pilot Andre Borschberg is absolutely exhausted after nearly four days' continuous flying, making the final 24 hours or so of flight particularly challenging.

"UPDATE #PACIFIC: @andreborschberg is tired. W/ turbulence at 8'000 feet & a cold front close, SITUATION IS DIFFICULT," said the latest tweeted update from the mission control center (MCC) of the pioneering Solar Impulse 2 aircraft.

"#MCC #solarTEAM is working hard to assess the situation & help @andreborschberg during this stressful period."

By 1630 GMT Thursday Solar Impulse 2 had traveled 84 percent of the way to the tropical US state, having flown 6,921 kilometers with 1250 km more to go, according to the project.

So far Borschberg has flown more than 94 hours -- easily beating the previous longest solo endurance flight, by Steve Fossett who flew for 76 hours and 45 minutes in 2006. The whole trip from Japan to Hawaii was expected to take 120 hours.

03:51   Report: Saudi king censors TV host, pro-Brotherhood scholar
A government-linked Saudi news website says that King Salman has ordered an investigation and trial against a pro-Muslim Brotherhood scholar and a television host after an episode that was critical of King Abdullah's policies toward the outlawed Islamist group.

Sabq news website, quoting unnamed Information Ministry officials, reported Thursday that the king also banned talk show host Abdullah al-Modifer and his guest Mohsen al-Awaji from appearing in the media.

The episode had aired on the privately-owned Saudi television channel Rotana Khalijia, which has reportedly stopped broadcasting the show.

Under Abdullah, who died in January, Saudi Arabia branded the Muslim Brotherhood a terrorist organization and supported Egypt in its crackdown against the group.

Al-Awaji called for reconciliation with Islamists and said that people will forget King Abdullah and his reign.

03:51   Ford recalls 432,000 cars because of software problem
Ford is recalling 432,000 Focus, C-Max and Escape vehicles because of a software problem that could keep their engines running after drivers try to shut them down.

Ford Motor Co says there is a flaw in the body control module software in the vehicles. As a result of the problem, the engine could keep running after the key is turned to "off" and removed, or after the start/stop button is pressed to turn the engine off.

The Dearborn, Michigan-based company says no injuries or accidents have been associated with the problem. Ford says dealers will update the software at no cost to consumers.

The recall covers some model 2015 Focus cars, C-Max hybrids and Escape sport utility vehicles.

The Focus vehicles were made in Michigan as far back as June 2014, while the C-Maxes were made in Michigan starting in April 2014 and the Escapes were built in Louisville starting in April 2014.

03:50   Facebook tests video ads in budding YouTube challenge
Facebook today confirmed that it is dabbling in video ads and sharing revenue with content creators, in a move that would compete with Google-owned YouTube.

An advertising model being tested by the leading online social network is part of a "Suggested Videos" feature designed to recommend clips for people based on snippets they tune into in News Feed at Facebook.

"We're running a new suggested videos test, which helps people discover more videos similar to the ones they enjoy," a Facebook spokesperson said in an email reply to an AFP inquiry.

"Within suggested videos, we will be running a monetization test where we will show feed-style video ads and share revenue with a group of media companies and video creators."

Suggested videos are related to what is watched by members of the social network, perhaps focused on the same topics or posted by similar publishers. The feature is being tested for some people accessing the social network with iPhones, according to Facebook.
