India's envoy to the United States S Jaishankar has been named India's next foreign secretary. 

Subrahmanyam Jaishankar will replace Sujatha Singh, who was due for retirement in August 2015. Her tenure has been curtailed with immediate effect. 

TV reports say Sujatha Singh has put in her papers.

A potent symbol of the nightmare enveloping west Africa at the height of the Ebola outbreak, the ELWA-3 treatment centre is being dismantled and incinerated bit by bit as the region emerges from catastrophe. 

The largest Ebola unit ever built opened in the Liberian capital Monrovia with 120 beds on August 17 but was immediately overwhelmed, with staff forced to turn patients away at its gates, despite more than doubling its capacity.

According to a senior Information and Broadcasting ministry functionary, it is estimated that during the time he was in India, leading channels on an average spent nearly 32 hours covering news related to the American President and the Republic Day celebrations, of which he was the chief guest.

The special CBI court here today deferred the pronouncement of order on the bail applications of IPS officers P P Pandey and D G Vanzara arrested in the Ishrat Jahan fake encounter killing case.

The judge K R Upadhyaya had concluded the hearing on January 16 and reserved the order for today. However, today the court said it will pronounce the order on February 5.

Pandey was the Joint Commissioner of Police when Mumbra-based 19-year old college girl Ishrat Jahan, Pranesh Pillai alias Javed Sheikh, Amjad Ali Rana and Zeeshan Johar were allegedly gunned down by the Ahmedabad Crime Branch sleuths on the outskirts of the city on June 15, 2004.

The CBI started the investigation following a Gujarat high court order in December 2011. It concluded that the encounter had been staged by the Gujarat police and the Intelligence Bureau.

21:33   Cannot compensate family of youth killed in Zoo: Govt to HC
The Delhi government cannot pay compensation for any mishap in the National Zoological Park like the death of a youth mauled by a white tiger last year, the Delhi High Court was informed today.

The submission was made by the city government's forest department on an affidavit submitted before a bench of Chief Justice G Rohini and Justice R S Endlaw which is hearing a plea filed by the youth's wife seeking compensation of Rs 50 lakh.

The forest department said the Zoo was under the jurisdiction of the central government and thus, it is 'not competent' to award compensation. "The petition be dismissed. The Delhi government is not competent for awarding the compensation to the petitioner," it said.

With three consecutive start-ups of its engine after overnight soak in extreme cold around minus 15 degrees Celsius of Laddakh winter, that too without any external assistance, Tejas, the Indian Light Combat Aircraft, has achieved a rare distinction.

"LCA Tejas has achieved yet another and a rare distinction with three consecutive start-ups of its engine after overnight soak in extreme cold around minus 15 degrees C conditions of Laddakh winter, that too without any external assistance," a defenece spokesman of the Northern Command said today.

Starting the fighter aircraft under such extreme condition without any external assistance or heating is a technology challenge, he said.

21:14   Uber rape case: Victim seeks 'fair compensation'
The 25-year-old woman allegedly raped by an Uber driver will seek a 'fair compensation' from the web-based taxi firm to ensure nobody else is assulted by a driver working for the comapny, her US-based lawyer today said.

"My client's goal is to make sure that nobody else is sexually attacked by an Uber driver and that she be fairly compensated for what Uber permitted to happen," the New York lawyer for the woman, Douglas Wigdor, said in an email to PTI regarding the compensation being sought from Uber. 

Asked about a media report that claimed his client would demand a "hefty" payout from Uber, Wigdor stressed he had not said that he would demand a "hefty" compensation.

"I never told that reporter we would demand a 'hefty' compensation... at this time we are still strategising so I don't have anything else to tell you," said Wigdor.

20:33   6 militants killed in US drone strike in NW Pakistan
At least six militants were today killed when a US drone struck a stronghold of insurgents in northwest Pakistan's restive tribal region, officials said.

The CIA-operated unmanned aircraft targeted a suspected militant compound and a vehicle on the border of North and South Waziristan Agency in Shawal valley. The drone fired two missiles, killing at least six militants and injuring two others.

The identity of those killed was not known immediately but the region is infested with Taliban and al-Qaeda militants. Pakistan opposes strikes but the US has persisted with the attacks. Pakistan launched a full-scale military offensive in the region in June last year but militants are still active.

Facing a sharp decline in workforce, Shanghai authorities have appealed to 'qualified young couples' to have a second child as 30 per cent population of China's biggest business hub will be aged 60 or above by this year's end, media reports said today.

As the world's most populous nation struggles to grapple with the surging numbers of the old, the demographic crisis were more pronounced in Shanghai, China's biggest city with over 21 million people struggling to find workforce.

In a rare public call, an official at Shanghai's Population and Family Planning Commission which oversees the city's birth control, appealed for "qualified young couples" to have two children. 

The comment came on Sunday during a consultation as part of the annual meeting of the Shanghai people's congress, Hong Kong-based South China Morning Post reported.

19:59   When 'common man' visited the School of Artillery
A visitors' book, dating back to 1998, has become a prized possession for the School of Artillery at the Deolali Camp of Army near here.    

For, it has an entry dated June 10, 1998, which is a bit unconventional: it's a cartoon.    

R K Laxman, the legendary cartoonist who passed away in Pune two days ago, was the guest at the Deolali camp that day.    

He gave a demonstration of cartoon-drawing during the visit, and had his audience in splits during the interaction with officers and their wives, said an Army press release here which paid rich tributes to the late cartoonist.    

When asked to sign the visitors' book, he drew his iconic'common man' holding a written note in his hands saying "I wish I had joined the Army, it is so nice here".

19:41   North Korea's leader Kim Jong-un 'to visit Russia'
Russia says North Korea's leader has accepted an invitation to travel to Moscow in May for World War Two anniversary celebrations.

Presidential spokesman Dmitry Peskov said his presence had been confirmed, and Russia was preparing for his visit.

However, Mr Peskov did not mention Kim Jong-un by name, sparking speculation that another official may attend.

18:58   India swine flu outbreak 'kills 75'
Health officials said most of the deaths have been reported from the southern state of Telangana and Rajasthan state in the north.

Experts investigating the cause of the outbreak say low winter temperatures are to blame.

The H1N1 virus, which causes swine flu, first appeared in Mexico in 2009 and rapidly spread around the world.The virus killed 981 Indians in 2009, 1,763 in 2010, 75 in 2011, 405 in 2012 and 692 in 2013.

It is thought the virus has killed 200,000 people around the world.Indian officials say swine flu has killed 50 people in Telangana and Rajasthan. 

Fifteen deaths have been reported from Gujarat. The capital, Delhi, has reported five deaths so far, while neighbouring Haryana reported seven deaths.

Hospitals in affected states have set up isolation wards to treat patients.

The government on Wednesday announced plans to sell up to 31.57 crore shares (10 percent equity) in Coal India.

It plans to divest 5 percent stake in the company via share sale and the remaining 5 percent through the green-shoe option. The OFS will open on January 30.

The government will declare floor price for Coal India OFS on January 29. A ministerial panel will meet tomorrow for the same and also to decide on retail discount to be offered.

Anti-corruption campaigner Anna Hazare today said his movement does not need a Kiran Bedi or an Arvind Kejriwal and he believed in "Ekla Chalo Re (walking alone)."

Speaking to NDTV at his village Ralegan Siddhi in Maharashtra, the 77-year-old Gandhian distanced himself from the two most prominent faces of his 2011 anti-corruption campaign, who are now the main political rivals in poll-bound Delhi.

"Let Delhi decide whether to choose Kiran or Arvind. Why drag me into the muck?" Anna Hazare said.

"I don't need Kiran Bedi or Arvind Kejriwal. I have the people with me. Why should I be upset at not having a team?" he added.

Amar Singh on being questioned by for two hours by the SIT on the Sunanda Tharoor case. 

Singh refused to divulge details but told reporters that he was asked about the relation Sunanda shared with her husband, Shashi Tharoor. He also said that he wanted the truth to come out in the case.

"I respect Shashi Tharoor. I conveyed to the Delhi Police whatever I knew about Sunanda. It is not that I do not wish well for Shashi Tharoor, or I am accusing him. So far as SIT investigations are concerned, it is not prudent on my part to tell anything of what I was asked. I was questioned for two hours," Amar Singh said.

Sunanda's son, Shiv Pushkar Menon, is also likely to be quizzed.

The death sentence of Surendra Koli has been commuted to life imprisonment by the Allahabad High Court in the Nithari serial killings case.

Kohli was convicted of cannibalism and unnatural sex with children in the henious Nithari murder case. He had confessed of having sex with his dead victims and also eating some of their body parts.

Did you know that President Obama carried a 4 cm idol of Hanuman with him?

At the At Home hosted by President Pranab Mukherjee at Rashtrapati Bhavan on Republic Day LK Advani's daughter, Prathiba, asked Obama about his connect with Hanuman.

Obama fished out the Hanuman idol and showed it to Pratibha Advani. Everyone around were taken aback, but given that there were so many VVIPs waiting to talk to the US president, nobody had the time to get the details.

Union minister Ravi Shankar Prasad had tweeted the incident.

Well, what we can tell you is that it is in fact, common knowledge, that Obama carries a small idol of Hanuman in his pocket everywhere he goes.

It's considered to be his lucky charm. Other charms include a Masonic emblem and a 'wedding ring' that has the phrase 'there is no god except Allah' inscribed on it.

A photo posted on Time's White House Photo of the Day collection in 2008 showed what the then first ever Black-American "nominee" of a major US party for the Presidential elections carried with him: a bracelet belonging to an American soldier deployed in Iraq, a gambler's lucky chit, Hanuman,  and tiny Madonna and child.

15:03   SIT questions Amar Singh to probe IPL angle in Sunanda Puskhar's murder
The Special Investigations Team probing the murder of Shashi Tharoor's wife Sunanda Pushkar, has summoned Rajya Sabha MP Amar Singh for questioning.

The former Samajwadi Party MP told a TV channel that Sunanda told him that she took the blame for Shashi Tharoor's wrongdoings in IPL.

Pushkar died on January 17, 2014. Delhi Police on January 1, 2015, registered a case of murder on the basis of an AIIMS medical report that concluded that her death was unnatural and due to poisoning but did not reveal the nature and the quantity of the poison.

14:55   Kejriwal accuses senior leader of rival party of planting fake stories
Arvind Kejriwal today accused a "senior leader" of a rival party of conspiring to plant fake stories against some AAP candidates in the media and said they would lodge a complaint with the Election Commission.

Terming it as a "desperate attempt" by the opposition, the AAP chief claimed that such attempts were made in the past as well. "Last yr, farzi (fake) stings were shown against 6 of our candidates a few days before elections to defame us (sic)," Kejriwal said in a series of tweets.

He expressed apprehension that "similar conspiracies" are being planned to malign the party before the upcoming elections.

"A senior leader, famous 4 planting stories, has hatched conspiracy against some AAP candidates n they will plant farzi stories in media (sic)," he said.

Kejriwal also said the party was lodging a complaint with the Election Commission over the issue.

"But Delhiites won't believe it. They know this is last desperate attempt of our opponents who r losing badly...We are making a complaint to EC also," he tweeted.

Nearly a year after the city was brought under President's Rule, Delhi is going to polls on February 7. Results will be out on February 10.

14:20   Swaraj sets off on four-day China trip after Modi-Obama's censure
External Affairs Minister Sushma Swaraj will travel to China on a four-day visit starting Saturday during which she will hold talks with her Chinese counterpart Wang Yi and attend Russia-India-China trilateral as well as India-China media forum.

During the visit, which comes within a week of US President Barack Obama's three-day visit to Delhi, Swaraj will "discuss bilateral, regional and global issues of concern to both sides" with her Chinese counterpart, MEA said in a statement today.

The two sides will also explore the possibility of a visit by Prime Minister Narendra Modi later this year. Both Chinese President Xi Jinping and Wang had visited India last year immediately after the installation of the Modi government.

13:36   Militants' relatives asked Col to cease fire, then killed him
The Army today paid glowing tributes to Colonel M N Rai, who died fighting militants in Jammu and Kashmir, recalling his efforts to reach out to youths in the militancy-hit region and said such sacrifice only strengthens its resolve to fight elements inimical to peace.

The Army said that Rai, 39, commanding officer of 42 Rashtriya Rifles, and head constable Sanjeev Kumar Singh Special Operations Group (SOG) of Jammu and Kashmir Police were killed during the encounter in Tral in Pulawama district yesterday, in which two militants were also gunned down.

Saha said once the house where the militants were hiding was cordoned off, the father and brother of one of the terrorists approached Rai claiming that the ultra wanted to surrender.

But even as Rai gave them an opportunity to do so, the militants came out of the house firing indiscriminately leading to the gunbattle.

"Col Rai always led from the front in multiple operations that he carried out in 2014 and also in 2015. He combined bravery with compassion and people in Tral knew him very well for his several initiatives," General Officer Commanding of the Srinagar-based Chinar Corps Lt Gen Subrata Saha told reporters after the wreath laying ceremony at Badami Bagh Cantonment in Srinagar.

"The supreme sacrifice of the brave men only strengthens our resolve to fight all elements inimical to security of Kashmir," he said as friends and colleagues recalled the contribution of Rai, one of the senior-most officers to be killed in last one year.



The officer's swift actions prevented many civilian casualties during the operation, Saha said and noted that Rai had taken "a number of initiatives for the positive engagement of youth like organising cricket and football tournaments".

"Clearly under his leadership, we could say that the narrative in Tral was changing. He earned the admiration of all the administration for his meticulous planning and we have seen how Tral turned out to vote," Lt Gen Saha said.

Rai was conferred the Yudh Seva medal on the eve of Republic Day for outstanding contribution in planning and conduct of operations including a gun battle with militants in south Kashmir last year.

Saha said the security in Kashmir Valley was being ensured with a "colossal effort" by the army and added it was a collective responsibility of all the concerned agencies to keep the local youth away from militancy.

The mother of a Japanese hostage held by Islamic State extremists appealed publicly Wednesday to Japan's leader to save her son after his captors issued what they said was a final death threat.

Junko Ishido, mother of journalist Kenji Goto, read to reporters her plea to Prime Minister Shinzo Abe to "Please save Kenji,' which she said she had sent earlier in the day.

She begged Abe to work with the Jordanian government to try to save Goto, saying "Kenji has only a little time left.'  Read more

President Barack Obama delivered a stinging farewell gift to the Narendra Modi government whose silence has been exploited by zealots, deftly using some of India's cultural icons to caution New Delhi against perceived religious intolerance.


Obama cited the Indian Constitution's guarantee of the right to "profess, practise and propagate" any religion in words that many interpreted as a reminder to the Modi government.


The Modi government has faced allegations of silence and inaction in hate crimes, attempts by radical Hindu groups to "reconvert" Christians and Muslims to Hinduism and attacks on churches, including at least four in the national capital since it took over last May. Read more

BJP's chief ministerial candidate for Delhi, Kiran Bedi, may just need to clip her lip if she wants votes.

Speaking to NDTV, Bedi, who has never been known to be reticent, slammed her opponent and former IAC colleague, AAP chief Arvind Kejriwal, calling him 'highly toxic and an expert in defamation'.

Bedi however has sued the AAP chief and former Delhi CM for defaming her in a picture used without her permission.

He said he was very negative and that she had notice it even during the Anna movement.

Asked about whether she was the right candidate for the job, she said, "Nature was preparing me for politics without me knowing it. Anna agitation got me closer to nitty gritty of governance. Last few years I was tracking the political movements and there is an overwhelming enthusiasm for change."

She said she identified with the value system of Narendra Modi and Amit Amit Shah. "I find myself in alignment with their value systems," the former IPS officer said.

She added that the positive reaction to her candidature as the Delhi CM candidate was like a wave, similar to the wave for Narendra Modi.
"Response to me same as Modi. Its is the same wave for me as it is with Modi," she told NDTV.

11:58   Indian-origin anesthesiologist faces lawsuit in Rivers death
An Indian-origin anaesthesiologist is among five medical personnel who have been slapped with a multi-million dollar lawsuit in New York in connection with the death of American actress and comedian Joan Rivers (image, left). 

The lawsuit has been filed in the New York state supreme court by Rivers's daughter Melissa Rivers against New York clinic Yorkville Endoscopy, the Frontier Healthcare, which has partial ownership of the clinic as well as Rivers's personal physician Gail Korovin, doctor Lawrence Cohen, anaesthesiologists Renuka Bankulla, Robert Koniuta and Suzanne Scarola. 

Bankulla is a board-certified anaesthesiologist who attended medical school in India and trained in New York hospitals. 

Rivers, 81, died in September last year of brain damage caused by a loss of oxygen during a routine outpatient procedure where doctors were supposed to do an endoscopy and examine her esophagus for possible causes of voice changes.

The Delhi high court has issued a notice to the Centre and Intelligence Bureau on a plea filed by Greenpeace activist Priya Pillai challenging her offloading at the Indira Gandhi International Airport on January 11.

Pillai, who was offloaded from a London-bound aircraft by immigration officials, was scheduled to make a presentation before British MPs regarding the alleged human rights violations at Mahan in Madhya Pradesh where a proposed coal mining project is threatening to uproot the lives of the local communities.

Priyas offloading damages the very fabric of democracy. The government cannot afford to have this kind of high-handed attitude towards its civil society. They should work together with Indias robust civil society, rather than feel threatened by it, said Samit Aich, Executive Director, Greenpeace India.

In a statement, Greenpeace said the activist has claimed that her being denied permission to travel abroad by government agencies was illegal and a violation of her basic right to personal liberty and freedom of speech. It was also a deliberate attempt to malign her reputation, it said.

The army on Wednesday conducted the wreath laying ceremony of martyr Colonel Munindra Nath Rai, who lost his life fighting terrorists in Jammu and Kashmir's Tral just one day after he was awarded a gallantry medal.

Colonel Rai is survived by his wife and three children.

His last status on the mobile messaging service WhatsApp, posted two months ago, read: "Play your role in life with such passion, that even after the curtains come down, the applause doesn't stop."

10:39   Tamil Daily Dinamalar get 'Charlie Hebdo style' attack threat
Dinamalar, a Tamil newspaper, has reportedly received threat of an attack similar to the one by Islamist State militants on French satirical magazine Charlie Hebdo.

"We have received the letter from the newspaper and a probe is on," a senior police official said.

The letter, typed in English, says "Yesterday-Paris Charlie Hebdo, Tomorrow -- Dinamalar." The words appear against the background of India's map.

The letter was sent by post by unidentified elements claiming to belong to an outfit called "The Base Moment," and said to be based at "3/10, Ukkadam, Kovai, Tamil Nadu, India."

Below the map is a picture of Osama Bin Laden and the words "By Al Qaeda," and some Arabic words appearing like a signature, the police official said.

"It can be a fictitious outfit or someone may be trying to play mischief or it may have some other motive... We do not know...Only after the probe's completion we will be able to comment," the official said, declining to elaborate.

10:30   Srinivasan to chair ICC Board meet in Dubai today
Sidelined BCCI president N Srinivasan, who can't participate in the cricket board's forthcoming elections, will chair the all-powerful ICC board meeting on Wednesday.

The board meeting is a two day affair -- January 28 and 29 -- scheduled to take place at the ICC headquarters in Dubai.

Earlier, putting all speculations to rest, the ICC release had made it clear that the Tamil Nadu strongman is going to chair the meeting.

"The ICC board consists of the nominated representatives of each of the 10 Full Members plus three elected associate member representatives. The meeting is chaired by Mr Narayanaswami Srinivasan. Also present are the ICC President and the ICC Chief Executive," the ICC was quoted as saying in a release.

"The ICC Board will gather at the ICC headquarters in Dubai on 28 and 29 January for the first round of meetings of 2015. In the lead up to these meetings, various other committee meetings, including the ICC Chief Executives' Committee (CEC) meeting, will take place," the release stated.

It is learnt that the issues that will be discussed by the board includes the Players' safety issue post the on-field death of Aussie cricketer Phillip Hughes.

10:04   Obama gone, Modi set to jump into Delhi poll campaign
Hindustan Times reports: In the last leg of campaigning, the BJP has decided to go full throttle with Prime Minister Narendra Modi taking centre stage again for the party at four rallies across the Capital.

The rallies are expected to be held in the last few days of campaigning to make the maximum impact on voters. Apart from the Prime Minister, who had been the sole face of the party before Kiran Bedi was declared the chief ministerial nominee, senior party leaders and union ministers will hold rallies for BJP candidates.

According to Anil Jain, senior BJP leader and in-charge of rallies, Modi will address voters of about 20 assembly constituencies at the CBD ground in Shahdara.

Neither Modi nor party president Amit Shah, however, is likely to hold any rally in the New Delhi assembly segment from where AAP leader Arvind Kejriwal is contesting. To ensure that the rallies are a resounding success the central leadership will monitor all the arrangements after allegations of a poor show at the Ramlila Maidan rally.

09:23   NIA drops terror charges against Liaqat; questions Delhi Police action
Almost two years after being accused as a Hizbul Mujahideen terrorist conspiring to bomb Delhi, Liaqat Shah has been released by the National Investigation Agency. 

The investigative agency has not only recommended closure of the terror cases against Shah but has also given a damning indictment of Special Cell, the agency which arrested him.

Shah was arrested from the Sinauli border near Gorakhpur after being accused of trying to carry out terror strikes in national capital, a charge Liaqat refuted.

The chargesheet filed by NIA in the court supports Liaqat's claim that he was crossing over from Pakistan to Kashmir via Nepal as per government of India's rehabilitation policy for those who had crossed over to Pakistan Occupied Kashmir and picked up arms against India but now wanted to come back lead a reformed life.

NDTV reports: Caught in a legal tangle and at the centre of investigation in the mysterious death of his wife Sunanda Pushkar, Congress MP Shashi Tharoor has hit out at the media and a section of his own party which has been demanding his resignation. 

Firmly defending himself, the senior Congress leader said no one can decide his fate except the law of the land.

"As far as I am concerned, if we are going to become a country in which any charges in the media however unfounded, however false should lead a politician to give up the trust of the voters that he has won the hard way, then what kind of democracy is this. We have rules in our democracy, we have rules in our society, we have laws. I will respect the laws and I have always done so," he said.

The Congress MP claimed that his career as a politician is unblemished and demands that he should resign are 'absurd'.

President Barack Obama defended Tuesday the need to maintain a close alliance with Saudi Arabia, a strategic US ally with a poor human rights record, shortly before leaving India for a short visit to the Gulf Kingdom.

At least 76 militants, including a Taliban commander, were today killed in two separate air strikes by Pakistani forces in the volatile northwest tribal region, where the military is locked in a major offensive against insurgents. 

The security forces targeted militant-controlled areas in Datta Khel region of North Waziristan, one of the seven tribal regions in Pakistan, near the Afghan border.
