Hostage-taker known to be 'mentally unbalanced'

The Independent reports that the man, though heavily armed, is known to be an "unbalanced" individual who recently broke up with his girlfriend. Two individuals are being held by the gunman, who contacted the police himself, but insisted there was no link to terrorism.
