Joint secretaries entrusted with Budget papers

In the wake of the oil slick left by the espionage case, joint secretaries of the Central Board of Direct Taxes (CBDT) and the Central Board of Customs and Excise have been told to carry crucial, top-secret Union Budget files after the approval of the Finance Minister from North Block to Shastri Bhavan where the Union Ministry of Legislative affairs is housed. After the oil ministry espionage, the government believes it can only trust joint secretaries. In fact, this new drill was introduced just last week.
