North Korea and South Korea have reached an agreement to de-escalate tensions on the Korean Peninsula, South Korea's National Security Chief, Kim Kwan-jin, announced.

South Korea will get the apology it demanded over recent military escalation by the North, and South Korea will stop broadcasting propaganda that infuriated the North.

North Korea says it "regrets" that South Korean soldiers were injured by landmines and lifts its "semi-state of war" under an agreement by the two countries, the Yonhap News Agency reported.

23:05   Merkel condemns neo-Nazi riots outside refugee shelter
Chancellor Angela Merkel today condemned the neo-Nazi riots outside a refugee shelter in eastern Germany over the weekend, calling the attacks and those Germans who stood by watching them "shameful."

Dozens of police were injured when a far-right mob hurled bottles and fireworks at officers trying to ensure asylum seekers could move into a shelter in Heidenau, south of Dresden.

Merkel, who had been criticized by commentators in Germany for failing to speak out swiftly against the attacks, which began Friday night, said the images shown on television were "shocking."

"I condemn in the strongest possible terms the violent outbursts. There was an aggressive mood against foreigners there that isn't acceptable in any way," she told reporters in Berlin.

Hundreds of people took part in a peaceful march organized by the far-right National Democratic Party, or NPD, on Friday evening, but hours later some of the protesters began attacking police who seemed unprepared for the violence.

22:57   Saudi-led airstrikes in Yemen ramp up as allies push north
The Saudi-led coalition fighting Shiite rebels in Yemen doubled its near-daily airstrikes today in the central province of Marib and the adjacent border area of Jawf, in order to allow allies on the ground to push north toward insurgent strongholds, authorities said.

There was no immediate word on casualties.

Marib's pro-government forces also received major reinforcements, including hundreds of Saudi-trained troops, ambulances and armored personnel carriers manned by Saudi and Emirati soldiers, pro-government officials said.

The forces aim to take Saada, the main northern stronghold of the Houthi rebels, they added.

Yemen's conflict pits the Iran-allied Houthis and troops loyal to former President Ali Abdullah Saleh against an array of forces including southern separatists, local and tribal militias, Sunni Islamic militants as well as troops loyal to President Abed Rabbo Mansour Hadi.

Pro-government forces recently pushed the Houthis out of several key southern areas.

Meanwhile, in Yemen's third-largest city, Taiz, shelling by Houthi and pro-Saleh forces killed 14 civilians, independent security and medical officials and witnesses said.

In Aden, al-Qaida militants and other Islamic extremists continue to patrol the streets. Hundreds of al-Qaida militants hold some key areas in the port city, exploiting a vacuum left by pro-government forces pushing north, a high-ranking pro-Hadi security official and two other high-ranking pro-Hadi police officers, all in Aden, said.

22:32   Islamic State claims 30 killed for sodomy, UN meeting told
The Islamic State extremist group has claimed responsibility for executing at least 30 people for sodomy, the head of an international gay rights organisation said today at the first-ever UN Security Council meeting spotlighting what organisers called the "barbaric treatment."

"It's about time, 70 years after the creation of the UN, that the fate of LGBT persons who fear for their lives around the world is taking center stage," said US Ambassador Samantha Power, who organised the meeting on violence and discrimination against lesbians, gays, bisexuals and transgender people with Chile's UN envoy.

Jessica Stern, executive director of the International Gay and Lesbian Human Rights Commission, told the council that courts established by the militant group in Iraq and Syria claim to have punished sodomy with stoning, firing squads and beheadings and by pushing men from tall buildings.

Fear of the Islamic State group has fueled violence by other militias and "private actors" against LGBT individuals, she told the closed-door meeting.

Stern, whose remarks were released publicly, stressed that persecution of LGBT people in Iraq and Syria began long before the emergence of Islamic State militants, and "murder is only the most extreme form of violence."

20:01   Delhi govt to ask big onion traders to import in large quanity
With onion prices touching Rs 80 a kg, the Delhi government today said that it will ask big traders of onions to import the kitchen staple in large quantity so that their price could be stabilised in the national capital.

Development Minister Gopal Rai and Food and Supplies Minister Asim Ahmed Khan held a review meeting with the traders of Azadpur vegetable market to discuss the situation.

Slamming the Centre, Rai said that they are busy in playing "a blame game of letter" and are putting a blame on the Delhi government for price rise of onion. "There are several big traders of onions who import the kitchen staple from other countries. The government has decided to approach them and request them to buy onions in large quantity so that their price could be brought down in the market," Rai told reporter.

The development minister said that in the review meeting, "traders told us that the price of onion has gone down by Rs 3 to Rs 5 in markets in Maharashtra, Karnataka and Madhya Pradesh and we will get to see the impact in next three-four days in the city's markets.

"There is no shortage of stock of onion in Azadpur market. We hope that the price of onions will go down drastically in wholesale markets in Delhi," he said.

19:49   HC pulls up AIIMS forensic dept head for 'delaying tactics'
The Delhi high court today pulled up  All India Institute of Medical Science forensic department head Sudhir Kumar Gupta for not serving the copy of his reply to the institute and other parties, observing that he was trying to "delay" the proceedings on a plea seeking his replacement.

"Counsel for petitioner (AIIMS) says that he has not received the copy of reply which has been filed by the respondent (Gupta). It has been found that copy of reply was posted at the address of AIIMS, which appears to be a delaying tactics on the part of respondent," a bench of Justices G S Sistani and Sangita Dhingra Sehgal said.

During the brief hearing, Gupta who had earlier alleged discrimination after he claimed to have refused to act unprofessionally in the Sunanda Pushkar autopsy matter, said the way his replacement was being sought by AIIMS was not justified.

"Earlier, the convention adopted by the institute in replacing the head of a department was that either the incumbent was unavailable or he or she resigns from the post, only in those cases a new person was appointed," Gupta's counsel Senior Advocate Amarendra Sharan said.

To this, the bench observed, "you can't continue to be a head of department forever."

The counsel then alleged that Dr D N Bhardwaj, whose appointment as the new head of the forensic medicine and toxicology department is being sought by AIIMS, is not a competent person to hold the post.

"He (Bhardwaj) has Parkinson's disease and he is the person who has left a bullet during an autopsy of victim in a Ponty Chadha case," Sharan alleged, adding that Bhardwaj does not deserve to be the head of a department.

Close to 22 lakh ex-servicemen and over six lakh war widows stand to be immediate beneficiaries of the scheme, which envisages a uniform pension for the defence personnel who retire in the same rank with the same length of service, irrespective of their date of retirement.

17:16   Political parties must NOT be brought under RTI, Centre tells SC
Political parties must not be brought under RTI or Right to Information Act as they are not public authorities, the Centre told the Supreme Court today.

This comes in the aftermath of a petition filed by the government which argued that political parties are not "public authorities" as they are not set up under the Constitution or any law enacted by Parliament and therefore can't be treated as an institution or establishment.

"If political parties come under the RTI it will affect their smooth internal functioning. Political rivals will file RTI applications with malicious intent,"  the government said.

A petition by an NGO had said that political parties should be declared "public authorities" to bring them under the RTI Act.  The petition also urged the court to ask political parties to declare all donations, including those below Rs. 20,000.

Finance Minister Arun Jaitley on Monday sought to assuage fears in the economy over the large-scale sell-off in the stock markets and the fall in the rupee by saying that these are simply reactions to external events, and that there was no internal cause for these shocks.

"Three different external causes -- the situation in Europe, the uncertainty surrounding the Fed rate cut, and China's Yuan devaluation -- have affected Indian markets," the Finance Minister said while speaking at the inaugural session of the Annual Conference of the Chief Commissioners and Directors General of Customs, Central Excise and Service Tax.

The markets will settle down soon, Jaitley added, maintaining that these are transient and temporary effects and that the government and the Reserve Bank of India were watching the situation closely, reports the Hindu.

15:26   Marines' case: UN tribunal asks India, Italy to submit report on Sept 24
Italian marines case: A UN panel asks Italy and India to submit a report by September 24. The tribunal suspends all proceedings in the marines case and asks India and Italy to submit a report by September 24.

The UN tribunal is hearing Italy's plea that two of its marines accused of killing Indian fishermen in 2012 should be handed over by India and tried in their own country. The UN tribunal has not responded to Italy's plea.

Italy has based its appeal on a UN law that grants jurisdiction in such cases to the country that owns the ship involved in any incident at sea. The country has asked the International Tribunal on Law of the Sea to restrict India from taking action against its marines.

The marines, Massimiliano Latorre and Salvatore Girone, who were on board the oil tanker "Enrica Lexie", are accused of killing two unarmed Indian fishermen off the Kerala coast on February 15, 2012. Italy maintains that the shooting took place in international waters and that the fishermen were mistaken for pirates.

13:06   Woman shames pervert despite 'file a complaint and see what I do' threat
A young student in Delhi has alleged that a man abused her on the road and then challenged her to complain against him after posing for her mobile phone camera. Worse than the man's comments, says Jasleen Kaur, was the fact that at a busy intersection in the capital, no one helped.

NDTV reports that the police have registered a complaint of sexual harassment and will give her a Rs. 5,000 reward for being brave. The man, they say, has been traced through his bike details but is missing.

The biker's picture has been widely circulated on social media; it has been liked by 75 people and has over 14,500 shares since it was posted on Sunday night.

"A man made obscene comments on me today at around 8 pm near Aggarwal, Tilak Nagar. He was on a silver Royal Enfield, vehicle number - DL 4S CE 3623. When I told him that im clicking his picture and i'm going to file a complaint against him, he responded by posing for the picture and said- "Jo kar sakti hai kar le. Complaint karke dikha, fir dekhiyo kya karta hun main (Do whatever you like. Complain and see what I do then)," Jasleen says in her Facebook post.

She says what disturbed her "more than his obscene remarks" was that at a traffic signal, "20 other people heard what he was saying and no one minded, no one intervened. No one stood up for me."

Speaking to NDTV, Jasleen said she was trying to cross the road when she came in front of the bike. "When pointed at the red signal and said he should stop, he started making obscene remarks," Jasleen said. She admits that her parents are very scared about his threat.

"But If I hide my face, he wins. He should be ashamed and he should hide his face," she said.

12:03   AAP's populism and electricity
The Aam Aadmi Party is described by its critics as a populist party. The term 'populist' doesn't help you place a party on the Left-Right spectrum. In a world where Donald Trump and Jeremy Corbyn are both described as populist, the only thing the term tells you is that the person or party described by it claims to speak for the common man, to be the voice of the people, vox populi. 11:56   Islamic State's Jihadi John reveals his face for the first time
Swaggering in the desert and glowering menacingly at the camera, Islamic State terrorist group's infamous executioner Jihadi John has in a newly released video vowed to return to Britain and carry on cutting off heads.

In a one-minute 17-second video, the knife-wielding fanatic, Mohammed Emwazi, who has taken part in the gruesome beheadings of at least seven hostages in Syria, including two Britons, vows to continue "cutting heads".

According to a report in London-based Daily Mail, 27-year-old Emwazi promises a triumphant return to Britain with the terror group's self-styled leader.

Emwazi, who was last seen in a sickening IS video at the end of January, beheading Japanese hostage Kenji Goto, was identified in February as 27-year-old Londoner Mohammed Emwazi.

In an eight-second excerpt obtained by Daily Mail, the camera pans away from a flatbed truck upon which a grenade-launcher was mounted to reveal a hooded Emwazi in profile.

Swathed in black and wearing a cap under his hood, he then turns and stares directly into the lens before looking away to scan the desert. Emwazi, christened Jihadi John by western media, can be heard clearly saying in a British accent: "I will carry on cutting heads."

A seven-second-long snippet of the full video has been released by British media, but the Daily Mail website claims to have spoken to a Free Syrian Army (FSA) member who had seen the whole one-minute 17-second video.

"I am Mohammed Emwazi, I will soon go back to Britain... and carry on cutting heads," the FSA member cited Emwazi as saying. Emwazi has appeared in seven videos released by IS since August 2014, when he beheaded US journalist James Foley. In September 2014, he appeared in a video showing the beheading of US journalist Steve Sotloff and British aid worker David Haines.

10:04   Rupee plunges, trades at 66.49 against dollar
The rupee plunged by 66 paise to fall below the Rs 66 level against the dollar for the first time in almost two years in opening trade today on sustained capital outflows even as the US currency weakened overseas.

At the Interbank Foreign Exchange Market, the rupee fell by 66 paise to 66.49 a doller in early trade.

A strong dollar demand from importers and banks, and heavy losses in domestic equity markets weighed on the local currency, forex dealers said.

The rupee dropped even as dollar weakened against other major global currencies overseas amid mounting global economic slowdown worries.

The rupee had lost 29 paise to close at two-year low of 65.83 against the US dollar on Friday on high demand for greenback from banks and importers.

Meanwhile, the benchmark BSE Sensex tanked 1,006.54 points, or 3.67 per cent, to 26,359.53 in opening trade.

09:29   Bloodbath on Dalal Street; Sensex drops over 1000 points
Markets plunged in opening trades, amid weak global cues, with Chinas benchmark index Shanghai composite plunging over 8% after the Wall Street crashed on the Friday owing to concerns over economic slowdown in China, the worlds second largest economy.

The Sensex dropped over 1000 points below 26,400 while the Nifty slumped below 8,000 mark.

The Indian rupee has touched a fresh two-year low in early trade Monday following sharp sell-off in global markets as investors worldwide worried about Chinese economy.

The currency has opened at 66.47 per dollar, the lowest level for the first time since September 2013, down 65 paise compared to 65.83 a dollar seen at Friday's close.

Major markets around the world also suffered bruising losses as new data suggested Chinese factory activity had slowed to levels last seen in 2009 and added to investors fears about the country's economy since Beijing devalued its currency last week. US oil prices also crashed down to below $40 a barrel a one point, a level not seen since the financial crisis.

The dollar fell to a two-month low against the euro and added to speculation that the Federal Reserve may now not raise US interest rates next month, as had been widely expected by economists.

Indian government had roped in elements of Chota Rajan gang and they were being trained at a secret location.

But Mumbai Police officials who were in touch with D-company landed up at the training camp with arrest warrants for the covert operatives who had been engaged by India.

08:58   Activists: Islamic State destroys temple at Syria's Palmyra
Islamic State militants have destroyed a temple at Syria's ancient ruins of Palmyra, activists have said, realising the worst fears archaeologists had for the 2,000-year-old Roman-era city after the extremists seized it and beheaded a local scholar.

Palmyra, one of the Middle East's most spectacular archaeological sites and a UNESCO World Heritage site, sits near the modern Syrian city of the same name.

Activists said the militants used explosives to blow up the Baalshamin Temple on its grounds, the blast so powerful it also damaged some of the Roman columns around it.

The Britain-based Syrian Observatory for Human Rights said the temple was blown up a month ago.

Turkey-based activist Osama al-Khatib, who is originally from Palmyra, said the temple was blown up on Sunday. Both said the extremists used a large amount of explosives to destroy it.

Both relied on information for those still in Palmyra and  the discrepancy in their accounts could not be immediately reconciled, though such contradictory information is common in Syria's long civil war.

08:56   Fight against black money: Sebi to discuss P-Notes issue
Having barred over 1,000 local entities for suspected tax evasion through stock markets, market regulator Sebi will today discuss the suggestions of the Supreme Court-appointed SIT on black money with regard to the Participatory Notes (P-Notes).

The Securities and Exchange Board of India's board will today discuss the SIT report on black money, while looking into any further steps that may be required to check any misuse of P-Notes route to launder unaccounted money.

While Sebi and the government are of the view that the P-Note regulations are robust enough to check any misuse, the board would discuss whether more stringent measures are needed to curb flow of black money from within the country and abroad, sources said.

Besides Chairman U K Sinha, the Sebi board consists of three whole-time members, nominees from the Finance Ministry, RBI and the Corporate Affairs Ministry as also independent members. It would also be the first board meeting after appointment of new independent member Arun Sathe.

In its latest report, the Special Investigation Team on Black Money had suggested that Sebi needs to further strengthen its monitoring mechanism to detect instances of the stock market platform being misused for tax evasion.

It had also suggested Sebi to review its regulations on participatory notes to help identify the end-users of these instruments.

08:55   Disinvestment kitty: Govt eyes best 'first half' in 7 years
Looking to garner Rs 9,300 crore from Indian Oil share sale today, the government expects its disinvestment kitty so far this fiscal to swell to Rs 12,600 crore -- making it the best 'first-half' in 7 years.

So far, the government has sold minority stake in three PSUs -- PFC, REC and Dredging Corp -- to raise over Rs 3,300 crore so far this fiscal. It has scheduled a 10 per cent stake sale in Indian Oil Corp today.

"We have already completed three issues and on Monday we will have the fourth one. Although we are more than a month to go from the first half to end, this will be the best ever first half in past seven fiscals," Disinvestment Secretary Aradhana Johri said.

In the first half of the last fiscal 2014-15, the Department of Disinvestment could not divest stake in a single PSU, while in the same period of 2013-14 it had sold stake in six PSUs to garner Rs 1,300 crore.

In first six months of 2012-13 as well, no divestment took place, while one issue could materialise in the same period of 2011-12 to collect Rs 1,500 crore.

In the first-half of 2010-11, DoD garnered Rs 2,400 crore through minority stake sales in PSUs, while the figure for the first half of 2009-10 was Rs 4,200 crore.

The disinvestment department has been set a mammoth target of Rs 69,500 crore in the current fiscal. Of this, Rs 41,000 crore is expected to come from minority stake sale in PSUs, and another Rs 28,500 crore from strategic stake sales.

So far this fiscal, Indian equity markets have been volatile amid slump in Chinese market and Greek crisis and fears of impending rate hike by the US Federal Reserve.
