NCP: Why was Vinod Rai silent till now; was he waiting for govt to change?

First reactions from the NCP to CAG Vinod Rai's allegations that former Prime Minister
Manmohan Singh and Congress leaders had sought to apply
pressure on him to keen the PM's name out of audit reports.
Rai, whose loss estimates in 2G spectrum and coal block allocations pushed the UPA government into a corner, was also critical of the coalition politics under Dr Singh and alleged that he was more interested in remaining in power.
Majid Memon, NCP leader, said today that the 2G case is ongoing for years, if there is truth in what he is saying, then Vinod Rai has done disservice by keeping quiet. Why didnt Rai speak till now, was he waiting for someones invitation or was he waiting for Govt to change?
